At its heart lies the question how the “semantic gap” between the for- mal semantics of diagrams and the meaning as intended by the modelling engineer can be bridged. To this end, a pragmatic ap- proach to the domain of diagrams will be followed, starting from pictures as the more general notion. The thesis consists of three parts: In part I, a basic model of cognition will be proposed that is based on the idea of conceptual spaces. Moreover, the most central no- tions of semiotics and semantics as required for the later inves- tigation and formalization of conceptual modelling will be intro- duced. This will allow for the formalization of pictures as semi- otic entities that have a strong cognitive foundation. Part II will try to approach diagrams with the help of a novel game-based F technique. A prototypical modelling attempt will reveal basic shortcomings regarding the underlying formal foundation. It will even become clear that these problems are common to all current conceptualizations of the diagram domain. To circumvent these difficulties, a simple axiomatic model will be proposed that allows to link the findings of part I on conceptual modelling and formal languages with the newly developed con- cept of «abstract logical diagrams». -

Over the last 12 months, everyone in Wales has made sacrifices to help protect themselves and their families and help bring coronavirus under control. This is a cruel virus – far too many families have lost loved ones, and unfortunately, we know that many more people will fall seriously ill and sadly will die before the pandemic is over. But the way people and communities have pulled together across Wales, and followed the rules, has undoubtedly saved many more lives. We are now entering a critical phase in the pandemic. We can see light at the end of the tunnel as we approach the end of a long and hard second wave, thanks to the incredible efforts of scientists and researchers across the world to develop effective vaccines. Our amazing vaccination programme has made vaccines available to people in the most at-risk groups at incredible speed. But just as we are rolling out vaccination, we are facing a very different virus in Wales today. The highly-infectious variant, first identified in Kent, is now dominant in all parts of Wales. This means the protective behaviours we have all learned to adopt are even more important than ever – getting tested and isolating when we have symptoms; keeping our distance from others; not mixing indoors; avoiding crowds; washing our hands regularly and wearing face coverings in places we cannot avoid being in close proximity with each other. -

A Review of Manchester’s Carbon Budgets for Direct / Energy-only CO2 Emissions Client: Manchester Climate Change Agency Document Reference: MCCA DIRECT Version: V.5.3 FINAL Date: February 2019 Prepared by: Dr Christopher Jones NB: All views contained with this report are attributable solely to the author and do not necessarily reflect those of researchers within the wider Tyndall Centre. 1 Introduction In June 2018 the Tyndall Centre for Climate Change Research at the University of Manchester was commissioned by Manchester Climate Change Agency to advise on science-based carbon reduction targets for Manchester. This led to the development of the Agency’s ‘Playing our Full Part’ proposal (http://www.manchesterclimate.com/targets-2018) and the formal adoption of science-based carbon reduction targets for Manchester’s direct1 /energy-only CO2 emissions by Manchester City Council, in November 2018. In November 2019 the Tyndall Centre was commissioned by the Agency to review the city’s climate change targets and recommend revised targets, as required. The review covers four areas of activity: Direct / energy-only CO2 emissions Indirect / consumption-based CO2 emissions CO2 emissions from flights from Manchester Airport Target-setting and reporting methodology for organisations and sectors The full brief is available from http://www.manchesterclimate.com/targets-2020. The Eu Ets Emissions Reduction Target and Interactions with Energy and Climate Policies
CHAPTER THE EU ETS EMISSIONS REDUCTION TARGET AND INTERACTIONS WITH ENERGY AND CLIMATE POLICIES Authors: Matthieu JALARD, Lara DAHAN and Emilie ALBEROLA (I4CE – Institute for Climate 1 1 Economics), Sylvain CAIL and Kimon KERAMIDAS (ENERDATA) KEY MESSAGES • Introduction to the proposal for a revised EU ETS directive based on the European Council agreement - The -43% of CO2 emissions reduction EU ETS target and the linear reduction factor reduced at 2.2% from 2021 onwards correspond to a net additional reduction of 556 MtCO2e of the cumulative emissions cap by 2030. In addition, the European Council enforced in a binding EU target of at least 40% GHG reduction compared to 1990, a binding EU target of at least 27% Renewable Energy Sources (RES) in final energy, and an indicative EU target of at least 27% energy efficiency improvement compared to 2007 baseline - both without any binding targets for individual Member States. • In the EU 2020 energy & climate package, renewable energy policies account for a large share of emissions reductions but do not contributed significantly to the increasing surplus, in contrast to the impact of energy efficiency policies and offsets which were not factored into the cap - The surplus undermined the EUA price incentive which seems to have played a weak role, giving however a strong incentive for the 1.2 billion tons of CO2 emission reductions outside the EU ETS through Kyoto credits (CDM-JI). Steering technology developments in storage and demand response, together with more market based renewable supports and a targeted power market design are likely to enhance the ability of the EU ETS to drive emissions cost effectively in the power sector.
