OFFICIAL STATEMENT NEW ISSUE MOODY'S RATING: (See "Ratings" herein) In the opinion of Bond Counsel, rendered in reliance upon and assuming the accuracy of and continuing compliance by the Town of Monroe, Connecticut with its representations and covenants relating to certain requirements of the Internal Revenue Code of 1986 as amended (the "Code"), under existing law, interest on the Series B Bonds (as defined herein) is excludable from gross income of the owners thereof for federal income tax purposes and will not be treated as a preference item for purposes of computing the federal alternative minimum tax; however, with respect to certain corporations (as defined for federal income tax purposes) subject to the federal alternative minimum tax, such interest is taken into account in computing the federal alternative minimum tax, as described under Tax Exemption of the Series B Bonds herein. In the opinion of Bond Counsel, under existing law, interest on the Series C Bonds(as defined herein) is NOT excluded from gross income for federal income tax purposes pursuant to the Internal Revenue Code of 1986, as amended (the “Code”). See Tax Status of the Series C Bonds herein. In the opinion of Bond Counsel, under existing statutes, interest on the Bonds is excluded from Connecticut taxable income for purposes of the Connecticut income tax on individuals, trusts and estates, and is excluded from amounts on which the net Connecticut minimum tax is based in the case of individuals, trusts and estates required to pay the federal alternative minimum tax. TOWN OF MONROE, CONNECTICUT GENERAL OBLIGATION BONDS COMPRISED OF: $3,605,000 GENERAL OBLIGATION BONDS, ISSUE OF 2012, SERIES B AND $460,000 GENERAL OBLIGATION BONDS (TAXABLE), ISSUE OF 2012, SERIES C BOOK-ENTRY ONLY Dated: Date of Delivery Due: Serially May 15 as shown herein The $3,605,000 General Obligation Bonds, Issue of 2012, Series B (the "Series B Bonds") and the $460,000 General Obligation Bonds (Taxable), Issue of 2012, Series C (the "Series C Bonds" and collectively as the "Bonds") will be general obligations of the Town of Monroe, Connecticut (the "Town"), and the Town will pledge its full faith and credit to pay the principal of and interest on the Bonds when due. (See "Security and Remedies" herein.) Interest on the Bonds will be payable semiannually on May 15 and November 15 in each year until maturity, commencing November 15, 2012. The Bonds will be issued by means of a book-entry-only system and registered in the name of Cede & Co., as nominee for The Depository Trust Company ("DTC"), New York, New York. The Beneficial Owners of the Bonds will not receive certificates representing their ownership interest in the Bonds. Principal of, redemption premium, if any, and interest on the Bonds will be payable by the Town or its agent to DTC or its nominee as registered owner of the Bonds. Ownership of the Bonds may be in principal amounts of $5,000 or integral multiples thereof. DTC will act as security depository for the Bonds. So long as Cede & Co. is the Bondowner, as nominee for DTC, reference herein to the Bondowner or owners, shall mean Cede & Co., as aforesaid, and shall not mean the Beneficial Owners (as described herein) of the Bonds. (See "Book-Entry-Only Transfer System" herein.) The Certifying, Registrar, Transfer and Paying Agent for the Bonds will be U.S. Bank National Association, of Hartford, Connecticut. The Bonds are subject to optional redemption prior to maturity as described herein. (See "Optional Redemption" herein.) The Bonds are being offered for sale in accordance with the official Notices of Sale dated April 26, 2012. Electronic bids via PARITY® for the Series B Bonds will be received until 11:00 A.M.     NPDES Phase 2 Stormwater Management Plan Prepared For: Town of Trumbull Trumbull, Connecticut October 18, 2012 Introduction Tighe&Bond Section 1 Introduction 1.1 Program Background In 1990, the United States Environmental Protection Agency (EPA) promulgated Phase I of its municipal stormwater program under the authority of the Clean Water Act (CWA). Phase I utilized National Pollutant Discharge Elimination System (NPDES) permit coverage to address stormwater runoff from large municipal separate storm sewer systems (MS4s) that served urbanized areas. The Stormwater Phase II Final Rule promulgated on December 8, 1999 requires MS4 operators in smaller urbanized areas to implement programs and practices aimed at controlling polluted stormwater runoff through the NPDES permit program. The EPA defines urbanized areas (UA) as “land comprising one or more places – central place(s) – and the adjacent densely settled surrounding area – urban fringe – that together have a residential population of at least 50,000 and an overall population density of at least 1,000 people per square mile”. Based upon this criteria, the Town of Trumbull is located entirely within an urbanized area. The program requires Phase II municipalities to develop a stormwater management plan outlining how the municipality intends to address the six minimum control measures set forth by EPA: ■ Public Education and Outreach ■ Public Involvement/Participation ■ Illicit Discharge Detection and Elimination ■ Construction Site Stormwater Runoff Control ■ Post-Construction Stormwater Management in New Development and Redevelopment ■ Pollution Prevention/Good Housekeeping for Municipal Operations 1.2 Statewide General Permit The Connecticut Department of Energy and Environmental Protection (CTDEEP) administers NPDES permitting in Connecticut and has issued a General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4).

Definitions and restrictions (a) “Angling” means fishing with hook and line which shall be personally attended, but shall not include ice fishing or snagging or snatching. Not more than three lines, with or without rods, may be used at one time except in Trout Management Areas, Wild Trout Management Areas, Trout Parks, Sea-run Trout Streams and Trophy Trout Streams, as listed in section 26-112-46 of the Regulations of Connecticut State Agencies, where no more than two lines may be used at one time. Each line may have any combination of hooks, flies or lures, among which not more than three hooks may be baited. (b) “Bait” means any animal, bait species as defined in section 26-112-45(d) of the Regulations of Connecticut State Agencies, fish eggs, insect or vegetable, or parts thereof, living or dead, except for certain nuisance aquatic invertebrates as provided for in section 26-55-5 of the Regulations of Connecticut State Agencies, used with a hook for the purpose of attracting and catching fish. Connecticuts trout fisheries have long been an important part of the States overall angling activity From days when anglers relied on native trout for food, through the growth of recreational angling and hatcheries to the more recent development of special Trout Management Areas (TMAs), anglers have enjoyed the opportunity to pursue their quarry in many of Connecticuts streams and rivers In recent years, there has been an increase in the variety of trout fishing experiences sought by Connecticut anglers For example; some anglers practice only catch-and-release whereas other anglers like to harvest and eat their catch; some anglers seek large trout while others are more interested in catching a lot of fish; to some anglers a trout is a trout whereas others prefer to fish specifically for trout that are born in the wild Providing such a variety of trout fishing opportunities requires innovative management based on the desires of the angling public and a sound, scientific understanding of our streams, trout populations and trout fisheries Fisheries Data and Public Opinion Surveys The results of angler surveys done on more than 60 streams show that fishing pressure is heavy in most areas and that a high percentage of stocked and wild trout are caught

    Page 1 of 30 State of Connecticut Regulation of Department of Energy and Environmental Protection Concerning Sport fishing in the Inland District, Trout and Salmon Stamps The Regulations of Connecticut State Agencies are amended by adding section 26-48a-4 as follows: (NEW) Sec. 26-48a-4. Trout and salmon stamps. (a) Trout stamp (1) No person required to obtain a license to sport fish under the provisions of section 26-27 of the Connecticut General Statutes shall fish in any Trout Management Area, as provided in section 26- 112-46(c) of the Regulations of Connecticut State Agencies, any Wild Trout Management Area, as provided in section 26-112-46(g) of the Regulations of Connecticut State Agencies, or any Trout Park, as provided in section 26-112-46(i) of the Regulations of Connecticut State Agencies, without first obtaining a trout stamp. (2) Except as provided in subdivision (3) of this subsection, no person required to obtain a license to sport fish under the provisions of sections 26-27 or 26-28b of the Connecticut General Statutes, shall possess on the waters of the inland district or the marine district, or on the shores of such waters, trout or kokanee without first obtaining a trout stamp. (3) No trout stamp shall be required for any person possessing trout in the waters or on the shores of any stream or pond the waters of which have been stocked with trout at no expense to the state. (b) Salmon stamp. (1) During the period from September first through March thirty first, inclusive, no person required to obtain a license to sport fish under the provisions of section 26-27 of the Connecticut General Statutes shall fish in any Atlantic Salmon Broodstock Area, as provided in section 26-112- 46(h) of the Regulations of Connecticut State Agencies, without first obtaining a salmon stamp.
