• SISD students are being recognized for receiving All City team honors. Americas Senior Monica Price was named All City Tennis Team MVP. Eight of her Americas teammates also being recognized for receiving city honors. The Americas team is coached by 1-5a Coach of the year Robert Tapia. Members of the El Dorado, Montwood and Socorro High School tennis teams are also being recognized for receiving city honors. • Seven Socorro Independent School District students receive All City Volleyball Team honors. Americas senior Stephanie Sierra made the All City 1st team and named outstanding setter. Montwood senior Liza Rodriguez was named to the 1st team as outside hitter. Sierra is coached by Alicia Gomez and Rodriguez is coached by Bonnie Avila. Making the second team were Kayla Williams, junior hitter/setter/middle blocker for Montwood and Charlene Zubiate, senior middle blocker, for Americas. Receiving honorable mentions were Montwood seniors Erica Aeschleman and Amanda Bonds, and Jasmine Houston from Americas. • Americas girls basketball team takes its fourth consecutive 1-5A title. They finish the season 26-1 overall and undefeated in district play. The team is coached by Paul Baca. • The Americas High School Cheerleading team is being recognized for its third place win in the Varsity Non-Building category at National Cheerleading Competition held in Dallas Texas. They are coached by Abby Marrufo. • El Dorado senior Bianca Marquez is recognized for receiving Best in Show for her photograph "Cowboy Buck. She won the title at the 8th Annual Paseño Art in Austin show. Her piece will be on display in the office of Texas State Senator Eliot Shapleigh. Her instructor is Candace Printz. HD Hilley 4th grader Saul Flores received second place in the Level II (3rd to 5th) competition with his photograph of El Paso Community College. His teacher is Araceli Nunez. Socorro High School senior Martina Guerrero piece on El Paso murals was picked to be part of the Paseño Art in Austin: People, Places and Culture art show. Her instructor is Lourdes Aguilar.

6 • El Dorado High School’s wrestling team captains Carlos Anguiano and Andrew Aguilar who are ranked 1st in the 135 and 189 weight classes and their coach is Alfredo Flores. • The Socorro High School rifle team is recognized for placing first in Texas, ranking 3rd in the Western Region and 10 th nationally. The seven-member team will prepare for the Western Division competition held in February in Colorado Springs. The team is led by Sandra Rodriguez, Rifle Team Commander, Jessie Beltran who is also the Battalion Commander, Stephanie Misquez, Guy Deragisch, Javier Rodela, Jackie Pelaez and Fred Smalley. This is the first year the ARC Chapter honored people based on their efforts to serve people with disabilities. Mr. Lucero is an adaptive PE Teacher and was nominated by a former student's parent. • Tracy Levin is being recognized for winning the Region XIX Texas Middle School Association Outstanding Teacher Award. He exemplifies all of the characteristics of a teacher who is able to successfully guide students through the middle level years. Regional winners of the Outstanding Teacher Recognition Award will be honored at the annual TMSA conference Awards in excellence Honors Luncheon on February 23, 2008, in Austin.

8 • William D. Slider Cross Guard Silvia Cuellar is being recognized for her quick action in protecting her son, an 8th grader at Slider. Mrs. Cuellar was crossing Edgar at the intersection of Gus Moran and Montwood Drive. Cars were stopped, when Mrs. Cuellar and Edgar were in the middle of the street, she noticed a police car heading towards them. She quickly pulled Edgar back by his jacket when the police car flew in front of both of them. Community members that witnessed this incident took the time to call us and the Pebble Hills Regional Command Center to report the incident.

SUBJECT: AYP Intervention Plan Update-Socorro High School – District Goal 1

DATE: February 11, 2008

The purpose of this report is to provide you with an update on the intervetnions presently implemented at Socorro High School. Attached is the detailing of the key interventions.

Mr. Serrano and his administrative staff meet on a weekly basis at 7:00 am, during lunch and often after school to discuss classroom walkthroughs, student needs and AYP interventions. District staff from the Bilingual/ESL and Special Education departments provide consistent and valuable instructional support. Maggie Araujo (Math), Analia Jensen (Science), and Elizabeth Geyer (English Language Arts), who are the District teachers on special assignment, have also adopted SHS as their priority campus and offer instructional support, staff development, teacher modeling, and observation data. Furthermore, Dr. Cynthia Nations, Technical Assistance Provider (TAP), and Velia Minjarez, consultant, continue to provide targeted instructional recommendations and guidance in AYP/School Improvement Resouces (SIRC) compliance. Their expertise and recommendations are welcomed.

Data drives the instructional decisions and interventions. Critical data derived from student assessments in carefully analyzed to assess progress and to provide targeted assistance and staff development. Many of the interventions are ongoing and revisited for progress during the administrative instructional meetings and core area departmental planning as well as faculty meetings. Key to the instruction is also counseling and conferencing with students to ensure awareness, advocacy and prescriptive instruction, especially for the ELL and Special Education AYP populations; therefore, counselors, mentors, and parents are also an integral component of AYP initiatives.

Instructional emphasis and student progress, compounded with urgency and time, serve as daily reminders to all the administrative staff and teachers that this year is “the year” for SHS students to meet AYP. Serving in this capacity, has given me the pleasure to work with a very dedicated SHS administration. We continue to refine and add strategies with a “no obstacles philosophy”.

SUBJECT: AYP Intervention Plan Update-Ensor Middle School – District Goal 1

The purpose of this report is to provide you with an update and highlights on the AYP Intervention Plan for Ensor Middle School. The administration and instructional staff has been consistent with the implementation of their initiatives. • Tier I Intervention – 45 Advisory Periods for remediation or enrichment for students who do not require intervention • Tier II Intervention – Using Benchmark and other data students are identified to attend Saturday school for further intervention. • During Intersession – students who fail are tutored • Ensor has Two labs of Read 180 in which identified students are served • ELL students are served with the SLI Literacy program • Math is offered everyday for students in 6 th through 8 th grade who have failed the math TAKS • Homework Hut – Tuesday and Thursday students are helped with homework after school • All teachers are trained in Sheltered Instruction (SIOP) • All special education teachers are ESL certified • 15 Interns from UTEP helping in Math and Reading • Tutors from UTEP helping in Math and Reading • Science and Math teachers attended a science and math conference

Attached please find District summaries for reading benchmark scores grades 3, 5, 6, 8, 9, 10, and 11 and writing benchmark scores for grades 4 and 7. Also included is the supporting detail by campus for each of the summaries. All students, which includes the snapshot and students enrolled after the snapshot, were tested. Data does not reflect the separate reports for TAKS Accommodated. The writing scores are reflective of the multiple choice section; the writing composition for grades 4 and 7 is presently being graded by teachers and will be used to reinforce individual instruction. Composition scores for ELA 10 th and 11 th are also not included in the data.

As before, marked improvement has been made in comparison to the common assessments given at the campuses during the first semester. Taking into account the attached data, we are on track toward meeting the recognized standard of 75% for both the reading and writing areas. Cluster Assistant Superintendents and principals are already disaggregating their data and providing the needed interventions. We will be providing updates on the math and science in the next few weeks/months. The reading scores are in keeping with the current averages. SPECIAL PRESENTATIONS Dr. Atkinson introduced Martha Valdillez, Student Body President from Socorro High School. Ms. Valdillez is pursuing a career in the area of Business, seeking for an International Business and Business Marketing background degree at an undergraduate four-year university and study abroad.

Sophia Larkin, Executive Director of Community Scholars, introduced students who participated in this year’s research project. Each board member was presented with the Community Scholars Final Report.

Special presentations were made by campuses in recognition of School Board Appreciation Month.

Montwood High School Cheerleaders earned the national championship in the Varsity Non-Building category at the National Cheerleading Association competition in Dallas, Texas.

Five Socorro Independent School District athletes were honored for being named by the Texas High School Coaches Association (THSCA) to the Academic All-State Football teams for 2007-08. Making the Academic All-State Second Team are Montwood High School’s David Reza and Chris Veliz and Socorro High School’s Aaron Garcia. Receiving honorable mentions were William Cordero and Chris Ramirez from Socorro High School.

Montwood High School Senior Josh Flores was honored for being named as MVP at the 16 th Senior Sun Bowl All Star Football Classic.

Four Socorro Independent School District students were honored for being named by the Texas Girls Coaches Association for the 2007 Academic All-State Volleyball team for 1-5A conference. El Dorado High School Seniors Kristy Candelaria, Theresa Juarez and Jessica Wooten join Americas High School Senior Charlene Zubiate to receive the honor.

Montwood High School Senior Julian Hernandez was honored for earning a seat with the All State Band for the third straight year. After auditioning with 44 area clarinetists in Midland, Texas, Hernandez was Presented for Board approval on 2/19/2008

selected to be part of the All State Band which will perform at the Texas Music Educators Association conference in February.

Tom Laign was honored for being named the Texas Council of Administrators of Special Education (TCASE) Special Educator of the Year. Laign, SISD Special Education Coordinator for Transitional Services, will receive the award at the TCASE Midwinter Conference in Austin January 22- 24.

RECESS A recess was observed from 6:58 to 7:25 pm.

OPEN FORUM Miyesser Collins, Student Activities Director at Americas HS, expressed her support for the Superintendent and thanked her for believing in our district.

Josie Trio thanked the Superintendent, the Board Members and administration who helped her in a personal matter.

Jan Deragisch addressed concerns with benchmark tests, pacing guides not aligned with benchmark questions, tutoring and remedial classes, and funds issues.

Lorenza Fraire addressed her concerns regarding tax money not being spent appropriate.

Glenda Hawthorne reminded the Board about their responsibilities and listening to the voices of the community.

Sheryl Jackson thanked the Superintendent for all the things she’s made for the district, she also talked about concerns in the district’s administration and staff who are resisting change, and asked that they’re more involved with the community.

Rudy Loya, employee of transportation, addressed the Board to move forward.

Jaime Diaz thanked the Board, the Superintendent and administration for opening up doors for employees in our district.

Robert Rodriguez thanked the Superintendent for the new changes that are being reflected in student performance increased by 3%.

Marco Herrera addressed the Board and the Superintendent and administration for their support to the transportation department.

Frank Lopez introduced himself to the Board of Trustees and identified that the one thing in common is education.

Tony Ayub addressed the Board of Trustees in the numerous problems impacting the students such as benchmark test scores are lower than ever, safe and drug free campuses, facility planning, recruitment of highly qualified staff and effectively communication.

Joe Sarabia addressed the Board about the Superintendent’s evaluation.

Vic Farley made comments about changes and how they are difficult to accept, however, he believes that the Superintendent has made a significant change in the district’s education.

Henry Velazquez, parent, believes that Socorro ISD is one of the greatest district please keep in mind that all negative rumors and criticism affect our children’s vision towards education.

Mrs. Ivey addressed the Board about the negative publicity for Socorro ISD and reported that as of July 2007 Socorro ISD has received over 170 negative stories.

Robert Sutner addressed the Board about success for staff members at the campus level and his concern about student’s safety on campus.

Herb De La Rosa addressed the Board about the importance of change and asked that the Superintendent is given a chance to take responsibilities.

Margie Perez addressed the Board and asked them to remember that we are here for children and their education.

Laura D. Price expressed her support to the Board and Superintendent.

Kathie Kaiser expressed her support to the Superintendent.

Susan Hill, community member, believes that changes were made to improve test scores and dropout rates and thanked the Board and the Superintendent for making good choices for students in SISD.

Heidi Martinez singed up to speak on open forum and when called she was not present.

Anna Lisa Banegas Peña addressed the Board and Superintendent about SISD heading in the right direction to achieve high performance in student education and test scores.

AEIS SUMMARY REPORT AND PUBLIC HEARING Anna Lisa Banegas Peña, Cynthia López, Holly Fields and Rebecca O’Neill, Assistant Superintendents for Curriculum and Instruction, presented the 2006-2007 Academic Excellence Indicator System (AEIS) report. There were 29 campuses in the district that received Academically Acceptable ratings while five campuses earned Recognized ratings. Loma Verde, , Col. John O. Ensor Middle School, Salvador H. Sanchez Middle School and William D. Slider Middle School earned Recognized status. Mission Early College High School eared Exemplary rating. An overview of the educational performance of the District and of each campus in the District was presented.

CONSTRUCTION REPORT Tom Eyeington, Assistant Superintendent for District Operations, provided the Board with an overview of the district’s current construction projects. Mr. Eyeington reviewed the 2004 Bond projects; highlighted construction on Dr. Shook Elementary School being in finishing stages; Eastlake High School’s main building pad is 100% complete; District Service Center is in finishing stages; Options High School has started construction; HVAC upgrades at various campuses; additions and renovations of various

elementary and middle schools; 9 th Grade Center for Socorro feeder pattern is in land acquisition state; 9 th Grade Center for Future High School is in review with architects; and Chester E. Jordan is in earthwork stages.

THREE YEAR FACILITY PLAN – PREPARING FOR THE FUTURE Mr. Eyeington provided the Board with an update of the Three Year Facility Plan – Preparing for the Future. Mr. Eyeington provided an overview of the next three years in SISD; highlighted current projects on 3 PK hubs located at O’Shea, Cooper, and Vista Del Sol; Dr. Sue Shook Elementary moves to new building in spring of 2008; Chester E. Jordan Elementary provides relief for Antwine, Ituarte and Lujan- Chavez; District Service Center moves to new facility in spring 2008. Year 2008-2009 projects; expand Chester E. Jordan to K-8 school, open new sections of Options High School; additional grade level at Mission Early College High School; open building for new Chester E. Jordan School in summer 2009. Year 2009-2010 projects; open Eastlake High School 9 th grade only in fall 2009; open 9 th grade only in spring 2010. Year 2010-2011 projects; open Socorro High School 9 th Grade Center in fall 2010; add final grade level to Mission Early College High School. The update reflects the timelines adjustment due to the construction, land acquisition and development issues. Pending further demographic and boundary studies, the Three Year Facility Plan may need to be adjusted according to the study findings.

DISTO UPDATE Hector Reyna, Director for Computer Services, Sandi Grijalva, IS Coordinator, and Jenifer Hansen, Instructional Technology Coordinator presented the DISTO Update. Socorro ISD initiative for Student Technology Outreach will make surplus computers available to eligible students during the 2007-2008 school year. Eligibility process will be operated through a computer system that will be made available per household for students who do not have a personal computer at home; passed all academic core classes for the fall semester (July – December 2007); maintained at least a 97% attendance rate for the fall semester; parents and children must attend a 30 minute training session on computer safety. The computers available under this program are refurbished computers that are no longer being used in the classroom. Currently 150 computers have been cleaned and inspected by the Socorro ISD Computer Services Department. They will include memory, a mouse, keyboard, monitor and a suite of software that will enable students to browse the internet, create word processing and spreadsheet documents and perform other tasks. Required computer training for parents will be provided.

PROCLAMATION FOR NATIONAL SCHOOL COUNSELOR’S WEEK Holly Fields, Assistant Superintendent for El Dorado High School, introduced Jane Johns and Diana Aguirre who presented the Proclamation for National School Counselor’s Week. (February 4-8, 2008)

A motion was made by Barbara Perez-Peña and seconded by Karen Blaine to approve the Proclamation as presented. The motion carried unanimously.

DEAN OF INSTRUCTION FOR SALVADOR H. SANCHEZ MIDDLE SCHOOL Dr. Atkinson recommended Kimberly Williams for Dean of Instruction for Salvador H. Sanchez Middle School. A motion was made by Barbara Perez-Peña and seconded by Karen Blaine to approve the recommendation as presented. The motion carried unanimously.

DIRECTOR OF GOVERNMENTAL RELATIONS AND PARTNERSHIPS Dr. Atkinson announced that this recommendation was tabled.

SUPERINTENDENT ANNUAL EVALUATION Secretary of the Board, Barbara Perez-Peña, announced the Superintendent’s annual appraisal was conducted in Executive session.

Grants for February 2008 Board Meeting

1. Paso Del Norte School will submit an application to the 21 st Century Writing Grant Program. A team of 4 th grade teachers will utilize the keyboard to encourage their students to write and publish their works. The project will be integrated into the 4 th writing curriculum. The project will provide: a. One AlphaSmart NEO 2 SmartOption Mobile Lab with 30 AlphaSmart NEO b. One day of onsite professional development valued at $2,400 c. 2 units, a Renaissance Receiver, and more valued at $7,750 d. Three remote, one-hour instructor-led sessions valued at $447 Total Value of the equipment and training is $10,597. 2. The Department of Fine Arts is preparing a grant application in response to the U.S. Department of Education Request for Application for the Professional Development for Arts Educators Program Grant. This grant will award up to $350,000 each year for 3 years to implement a professional development program for K-12 educators that support standards- based arts education programs. The award will pay for consultants, professional development materials, conferences, travel, extra-duty pay, substitute pay, and in-service workshops. This grant is due on February 29, 2008. There are no matching requirements and this grant is subject to Executive Order 12372, Intergovernmental Review and will be submitted to the State POC for proper processing. 3. The Department of Transportation is currently working on the Texas Clean School Bus Program that will provide funds to retrofit older bus models to install emissions-reduction technology. School bus emission can be reduced by as much as 90% when retrofits are accomplished. The cost of each retrofit is funded up to $7,500. This grant is funded through the Texas Commission on Environmental Quality and is due on February 29.

SUBJECT: Statement of Input – Responsive Education Solutions – District Goal 4

DATE: February 11, 2008

The Eagle Academies of Texas is notifying us that they intend to submit an amendment request to TEA to expand their maximum enrollment by 3,700 students. TEA gives local school districts the opportunity to respond to such requests. If we feel that the proposed change may adversely impact the District financially or if the proposed change may impact the student enrollment in a manner that impairs ability to comply with a court order then we may so notify TEA.

Responsive Education Solutions has been contacted to gather more information. The Eagle Academies of Texas are schools built for 100 at-risk type students. They currently have 22 schools across the state of Texas and none in El Paso. If TEA approves this request they “may consider” building a school in El Paso if they find the right location. The school would have a maximum enrollment of 100 students.

This request would not impact the District to a significant degree.

Attached please find the letter of agreement between Socorro Independent School District and El Paso Community College. The agreement delineates Socorro ISD and EPCC responsibilities in establishing the new Emergency Medical Technician Program at Socorro High School. This program is an addition to our present Health Professions Academy and will provide another certification for our students. Mark Vechione, Director of Purchasing, has already reviewed and approved this contract.

The funding for this agreement is based on an Achieve Texas Grant, secured by Career and Technical Education Department this fall. This funding will pay for EPCC staff.

SUBJECT: K-5 Mathematics Textbook Adoption Selection – District Goal 2

The Socorro Independent School District K-5 Mathematics Textbook Adoption Committee has followed the district policies and procedures in selecting the mathematics adoption for Proclamation 2005. The process that was followed included: • Amended board approved committee, December 11, 2007 • Training of all committee members, January 3-4, 2008 • Textbook hearing, January 3-4, 2008 • TEKS rubric validation, January 12, 2008 • Campus presentations and public hearings, January 14-February 1, 2008 • Campus votes, February 4, 2008 • Board Presentation, February 19, 2008

The results of the campus votes were for Macmillan McGraw-Hill, Texas Mathematics receiving 263 votes out of 560 teachers which was representative of 12 campuses choosing Macmillan McGraw- Hill as their first choice and 9 campuses choosing them as their second choice. The only campus that did not participate in voting was Paso del Norte. Committee member Alma “Rosie” Vasquez was unable to submit a vote due to a death in the family.

The results were shared with the committee and the committee is prepared to support this decision.

At this time we are requesting from the board approval for Macmillan McGraw-Hill, Texas Mathematics as the K-5 Mathematics textbook selection to begin implementation in the 2008-2009 school year.

Enclosed please find the results of the voting tally sheet; attendance report for the January 3-4, 2008 committee training and textbook hearing; copy of the official textbook ballot; TEKS Rubric Review Results and reviewers; and synopsis chart of publishers and textbooks being considered for the K-5 mathematics adoption. In response to the request from the Parent Advisory Committee to review Year Round Education (YRE) and the Academic Student Calendar, the following is a brief summary of the various presentations.

The presentations consisted of a brief historical overview of YRE in Socorro ISD along with benefits. After the YRE power point, the existing 2008-2009 calendar was presented along with another calendar which included three additional instructional days. The different groups were told that the district would not be requesting staff development waiver days; instead the days would remain instructional days.

Feedback received from EPAC was for the administration to consider maximizing the number of days prior to testing, thereby minimizing the number of intersession days. As the calendar options were presented, each group was provided the opportunity to give feedback. Where feedback was a benefit to student instructional time, it was so noted and reflected in subsequent calendar drafts. The culmination of feedback from the various groups resulted in Calendar #1 and Calendar #2 drafts. (Please see attached)

All committees, campuses and departments voted for their preferred calendar. Below is a summary of the voting: • The majority of the aforementioned committee membership voted in favor of Calendar #2. • Based on campus majority vote, 14 campuses voted for Calendar #1 and 25 campuses voted for Calendar #2. • The following departments at the DSC voted for Calendar #2: Administrative Services, Business Services, Curriculum and Instruction, Human Resources, and District Operations.

Attached please find copies of each calendar option. Based on the favorable support, we are recommending Calendar #2 for your consideration for the 2008-2009 school year. Please let me know if more information is needed regarding either calendar.

For your information - As an alternative to both options, the DSC is providing an additional calendar option. The DSC Alternative is the original 2008-2009 approved calendar with minor adjustments. This alternative includes 3 more instructional days without affecting fall/spring intersessions previously approved.

SUBJECT: Bylaws of SISD Foundation – District Goals 1-5

DATE: February 11, 2008

The Socorro ISD Foundation for Excellence in Education is requesting Board approval of changes to their Bylaws. The proposed changes are attached. In summary, the changes include: (1) removing “at will” from Section 2.02 Removal: Resignations: Vacancies (a) stating “A Director may be removed from office at any time by the Board of Trustees of the school district for cause; (2) Section 2.02 Removal: Resignations: Vacancies (b) allows recommendations from the Board of Directors and its membership committee to be given to the Borad of Trustees for approval; (3) establishes standing committees of the Board of Directors.

Mr. Bruce Truesdale would also like to make a brief report about the Foundation.

ADMINISTRATIVE RECOMMENDATION: The administration recommends approval of the requested changes to the SISD Foundation Bylaws as presented.
