The Tompkins County Office for the Aging (COFA) is happy to support INHS’ application for funding for their Homeowner Rehabilitation Program. The funding requested will support homeowners earning less than 80% of the Area Median Income with home maintenance and rehabilitation as well as accessibility modifications that exceed the scope of the organization’s Small Repair Program. These projects often include roof repairs, heating and hot water system replacements, structural repairs, and widening doorways to improve access.

COFA’s mission is to assist older adults to remain at home and independent for as long as possible and appropriate with a decent quality of life and human dignity. We provide a wide variety of services to the aging and disabled population through Tompkins County and the City of Ithaca. While the proposed Homeowner Rehabilitation program is not limited to older adults, seniors have historically made up more than half of INHS’ Homeowner Rehabilitation clients and COFA regularly refers clients with larger rehabilitation and modification needs to INHS’ rehabilitation program. We expect this program to have a meaningful and lasting impact on homeowners throughout the City of Ithaca who could not otherwise afford these critical home modifications and repairs. Dear Ithaca Urban Renewal Agency,

The Tompkins County Health Department wishes to express our strong support for INHS' application for their Homeowner Rehabilitation Program. The funding requested through this proposal will provide low-income City of Ithaca homeowners with access to funds to complete critical home maintenance and modifications that will improve the health, safety, and accessibility of their living environments.

Through the Health Department's Healthy Neighborhood's Program (HNP), our office interacts with many homeowners who need more extensive home health and safety assistance than our program can provide. Our office is thrilled to be able to refer to these low-income client's to INHS' Homeowner Rehabilitation Program for roof replacement, heating system replacements, and more.

Additionally, Tompkins County Health Department's Environmental Health Division and INHS collaborate to help homeowners mitigate failed sewage systems. Failed sewage systems pose a public health hazard and nuisance not only to residents where the system has failed, but also to the surrounding community. The Division is tasked with enforcing Local and State sanitary codes to ensure that sewage systems are operated and maintained in a manner that protects public health. In some cases, enforcing these regulations become difficult for low-income homeowners and those on fixed incomes as they're not in a financial position to secure funding through conventional loans. On numerous occasions, the Division has encouraged these homeowners to work with INHS through their Homeowner Rehabilitation Program to address the problem and achieve a heathier environment for the community.

The Tompkins County Health Department extends our full support for the proposed Homeowner Rehabilitation Program in the City oflthaca and will be glad to refer potential clients to this program.
