CHAIRS REPORT 2014

Thank you to everyone who has contributed to an excellent year of swimming in our region. In particular I would like to acknowledge the fantastic support we receive from all our volunteers who have given of their time to officiate, coach, team manage, administrate and support our swimmers. You all do an astonishing job, thank you.

My report covers four key areas: Swimming, Governance, Operations and Challenges

Swimming success

The continued hard work and dedication of all our club swimmers and coaches continues to produce fantastic results. On top of all the personal bests and records achieved by swimmers, we congratulate all our swimmers who qualified for national events. Of particular note and pride are our five Aquablacks, and all the Wellington swimmers, coaches and officials represented in the following national teams:

FINA World Champs – Barcelona FINA Junior Championships - Dubai 2013 World University Games - Russia 2014 Oceania Champs - Auckland 2014 Commonwealth Games - Scotland 2014 Pan Pacific Champs - Australia 2014 Junior Pan Pacific Champs – Hawaii

In addition, three of our swimmers were selected for the SNZ Annual Outward Bound course, twenty three for the NZ North Island Age Group Development Camp and fifteen for the Junior Development Camp.

Club swimming and competitions are the foundation for all our results. Club and regional meets continue to be well supported. It was wonderful to see the support given to the new Junior MetroLeague competition, and the pre- review feedback received from the swimmers is that the league was loads of fun and competition was strong, which is exactly the news we hoped to receive.

This year also introduced the Swimming NZ Zonal Competition, hosted by Wellington. Our regional team the ‘All Stars’ swam with heart and voice, and they did us proud finishing 3rd in the junior section and 2nd in the senior. Thank you to Wellington High Performance Aquatics who sponsor our team. Roll on the 2014 meet in October.

Membership continues to grow; total membership for the year is 3516 and it is pleasing to note that the Wellington region maintains its No. 1 position nationally. Also important to note is the increase in competitive swimmers, now numbering 849, second only to Auckland. Our technical officials stand at 398; this is an outstanding considering our officials make up 30% of the national total. This is due to the fantastic support of our parents and the dedication shown in training and qualifying officials.

Governance

The amalgamation of Wellington, Wairarapa and Whanganui at the beginning of the 2013/2014 year is a significant landmark in our history. The fact that this has been a huge success comes down to the goodwill and willingness by all to make it work.

Together we have become stronger and more importantly provided our swimmers with greater opportunities. The results from this year and the buzz around the region’s clubs and pools confirm that we are in great heart, and positioned to take on the competition and future challenges from a position of strength and camaraderie.

This year, and for the first time, club chairs have worked with the Board to develop the 2020 Wellington Swimming Strategic Plan. Four focus areas have been identified; swimming success, collaboration, resourcing and advocacy. A range of actions, results and measures have been identified for each goal. We recognise that through our success we will inspire greater participation and recognition as a sport. A key measure of our performance will be the increased number of swimmers competing at all levels.

Recently three members of the Board attended a governance refresher course provided by Sport Wellington and Sport NZ. It was pleasing to note that on most practices and measures the Board compared very well against best practice. The board continues to work well as a team and will continue to ensure that it provides strong leadership, open communication and a focus on serving swimming and working with members.

I am also proud of the strong and collaborative relationships we continue to foster with our key stakeholders and sponsors. These relationships are crucial to securing access to facilities, managing cost and attracting resources and support for swimming. To all our partners I extend our gratitude.

Operations

The Swimming Wellington operations is the face and engine room of the region, I am constantly amazed at the amount of work the office gets through. The Operations report covers the key activities undertaken during the year to ensure the smooth running of the region and the service provided to clubs.

With the increase in region size, workload and the number of initiatives underway to improve services, the Board made the decision to hire an additional person and we are delighted to welcome Laura Bertelsen to the Wellington team. Laura’s primary role is managing events.

At the time of making this decision, it was recognised that there was not enough surplus in the budget to cover the additional cost and that some reserves would be needed. Subsequently this has resulted in the $11k deficit shown in the annual accounts for 2013/14. This position started as part-time however we have committed to full time for the coming year. Funding has been obtained from NZCT to partially cover this cost through to December and as a result, the forecast budget for the 2014/15 year shows a minimal surplus.

As ever grant funding is needed to ensure that our finances remain stable and our ability to continue to provide the services and support to members to the extent we do is maintained.

A strategy has been developed and a small working party is being formed to secure more funding for this year and ensure that we go into the 2015/16 year with a high level of financial certainly.

Challenges

There is no doubt we operate in a competitive and challenging environment. Competitive in that there are so many other sports and activities available to young people today which means we must present as an exciting sport to be a part of and provide valued professional services to our members.

Challenging in that facility costs are increasing and financial support from grants and trusts is tight. The structure and cost of our sport is not fully understood by facility providers or funders. It is up to us to build awareness and to advocate strongly for our sport.

It also means that we must continually look for ways to better manage our sport, work together where ever possible, and strive to be high performing clubs and region as a whole.

Our strategic plan has identified these areas as critical to our sustainability, with initiatives identified to support and assist.

In concluding my report, I want to thank our clubs for their support, my fellow board members, our Operations team Henrietta and Laura, and Swimming New Zealand for their support during the year.

I also want to make special mention and say thank you to Heather Newall who was appointed to the Board in 2009 is stepping down at this AGM. During her time on the Board Heather has been Convener of Selectors, Chair of the Carnival Committee and served on the Finance & Audit sub-committee. In addition Heather has and continues to volunteer her time at our meets as part of the team who run the meet control room.

Operations Report

Swimming Wellington took up the challenge of developing the new MetroLeague competition this season. The logistics in and around this competition in regards to transport, securing pool hire and manoeuvring teams has certainly been a challenge, however with the feedback received to date was a great success none the less. Swimming Wellington had the additional challenge of having to under write the competition with the late withdrawal of a potential sponsor. Approaches to other potential sponsors for the 2014-15 year have already taken place for the 2014-15 season.

Swimming New Zealand approached Swim Wellington in 2013 to be part of the development team around the new SNZ Database. Being part of the process has been a rewarding and exciting experience. I believe the system is one of most advanced sports databases / programmes available. The primary objective was to ensure Club Volunteers (Race Secretaries & Registration Secretaries in particular) work load is minimised. As the database is rolled out I think users will be pleased with the results. The current Team Manager programme used by Club will soon be obsolete with Clubs using the Database as their primary contact centre.

With the Treasurer (Sandy Turner) stepping down from the role at the end of 2013 the Board elected to bring the Finances in house. This has been a lengthy process of developing best practices and policies to safe guard the Board, stakeholders and staff of Swimming Wellington.

There have been a number of changes at Wellington Regional Aquatic Centre in 2014. With the introduction and the subsequent changes required to equipment with the introduction of Quantum, it has been a real test of organisation and patience. You will notice that the new starting blocks will be fully installed for NZ Short Course Champs. The old starting blocks will find a new home at the Coastlands Aquatic Centre who now has the electronic timing installed and it’s great to have another facility now available with electronic timing.

Swimming Wellington has been successful in securing funding from the Lion Foundation, NZCT and Pelorus Trust. Once again we have secured sponsorship through Swim T3 for a further three years. We urge all Clubs to support Swim T3 and allow Chris the opportunity to match any quote you may receive. Swimming Wellington is now also working on the Development of a Funding Calendar to ensure further success securing additional funding.

In January 2014, Swimming Wellington welcomed Laura Bertelsen to the team in the Events & Administration Support role. Laura starts full time on 15 September. Laura is a great asset to the Swimming Wellington Team.

Competition Calendar: Swimming Wellington has submitted applications for meets in 2014-15 season. Once again we will working with Manawatu to run our calendars alongside each other. 2015 will see the closure of WRAC for a period of 8 weeks from 17 August through to 23 October 2015.

Technical Official’s Report

SW 2013-14 Technical Officials Report The year was another significant one for the region’s technical officials – not least because we welcomed the technical officials from Wairarapa and Wanganui. The task of blending three diverse regions – with clubs ranging from very small to very large, pools from the un- heated, outdoor, converted 33 1/3 yards through to 10 lanes, 50 metre, indoors, and electronic timing, spread over 198km (pool to pool) – has not been without its difficulties. But embracing the challenge, the Regional Technical Officials Panel (RTOP) has set about putting in place a framework to ensure that the standard of officiating across the region is at a high and consistent standard to ensure that all swimmers are treated fairly and given an equal chance to achieve their best. The Technical Officials Policies, developed during 2012/13, are a key part of this framework. While bedding in a common approach across the region has not always been easy, there has been a huge amount of cooperation and constructive feedback from the clubs. This year SNZ’s TAC (the body that oversees competitive swimming) has introduced a national set of policies for officiating that closely reflect those developed in the Wellington region. 2013/14 was another big year for national meets in Wellington, with the NZ Short Course Champs, the first ever SNZ Zonal competition, NZ Juniors and National Age Groups all being held at the Wellington Regional Aquatic Centre. Once again, the Wellington swimming community rose to the challenge to provide additional officials for these meets and – as the NZ swimming community have come to expect – ensuring the meets were run to a very high standard. Thanks very much to all officials and official coordinators whose hard work made this possible. The SW Club League was, for many years, the cornerstone of SW’s training programme. These 12 and under meets we a great nursery for timekeepers, inspectors of turns, starters, judges of stroke and referees. 2013/14 saw the introduction of the Metro League, which is the same, but on steroids. A series of quick-fire meets held over 7 weeks, at two locations simultaneously, hundreds of kms apart. This required a massive amount of planning and coordination involving the RTOP, officials and officials coordinators throughout the region. By the end of the final, around 70 timekeepers, 15 IOTs, 4 JOSs, 2 starters and a referee have qualified or significantly advanced their training. A very big thank you to all involved. Swimming is a sport that requires an abnormally high number of technical officials. Therefore effective training and development of officials is critical. From a strictly numerical perspective swimming in Wellington is in very good heart. As you’d expect, the addition of Wairarapa and Wanganui officials has given the regions’ talent pool a major lift (total officials up by 65% in the 2013/14 year). But even without this one-off boost, “same club” official numbers has grown by an impressive 44% over the same period. (See table on the next page for details.) Finally, I extend my heartfelt thanks to all of the people who have made a massive contribution to officiating in Wellington over the past year. 1. Anyone who picked up a stopwatch, a clipboard, or a whistle and officiated at any meet in the region, in whatever role 2. Selector’s Report 2014

Selected teams have represented Wellington at the 6 Centre Meet and the inaugural Zonal Competition.

The 6 Centre meet had five teams competing with Wanganui entering a team entering a team as part of the Wellington region. The timing of the meet meant a few late changes due to injury or illness. The competition was very tough but Wellington managed to win all the trophies they were eligible for. However, I think I can safely say that the team enjoyed their day away and that they represented Wellington swimming commendably. I offer our many thanks to Fiona and Eric Pampalone as Team Managers but we were unable to get a coach available for the day.

The Zonal competition was a new event and provided a learning curve for all those involved. Thanks to Lin Tozer and Jane Lowe for help in selecting the teams, and to Gary Hurring and Craig Albery for juggling the swimmers into the events. Team Managers Jude Fawcett and Sandy Turner made sure that everything ran smoothly on the competition day.

There are many people involved in getting teams together. I offer my thanks to fellow selectors Karen Bennington and Robyn Prior who have helped me select teams. Their efforts are very much appreciated.

The Meet [organisation and general feel of meet from you and clubs] The meet ran very smoothly and the Wellington teams worked well together. Our senior swimmers were great role models and in the absence of a coach for the Wellington Black team they led their team very well The Wellington Black team raced really well and were determined on the close finishes. Everyone appeared to enjoy racing for a team.

This was the first team competition since the combination of Centres. Wanganui fielded a second Wellington team, Wellington Gold. A real effort was made by managers, swimmers and coaches

Wellington Black came away with 6 trophies after only winning one in 2013. We had one Wellington record swim by Joel Crampton in the 100 fly.

Results:

Recommendations: This meet is a fantastic opportunity for swimmers to connect with competitors from other clubs in the region. At times Wellington has struggled to get our Senior Swimmers to nominate themselves for this team, perhaps senior swimmers could be approached to be team captains prior to the meet. I would have thought Wellington Swimming had the depth to field 2 teams of equal strength, this would create a great competition between these teams, again I think if this was to be successful swimmers would need to be approached rather than self-nominated. Some thought needs to go in to how Wellington can field several teams which include Wanganui and Wairarapa swimmers keeping in mind that some of the cups at this meet Wellington is not eligible for.

For the first time in three years the Matson Trophy Meet was held. This proved to be a huge success helped by an enthusiastic announcer, who explained the format, a new format devised to suit a ten lane pool, the inclusion of repechages that guaranteed all swimmers at least two 100m swims, and a very supportive crowd. It was a night to remember and a fitting tribute to the memory of Bill Matson. The Gold Coast would like to thank Joan Matson and family for donating new cups both for the individual event as well as the handicapped relay and prizes for the ten finalists. Thanks also to Paul Matson for his ideas and input into the new format.

During the year most Gold Coast Meets were well supported, and continued to play an important part especially at entry level, on the swimming calendar. Most meets offered a wide range of events and usually lasted no more than two and a half to three hours.

Each of the four clubs (Kapiti, Tawa, Raumati and PCA) provided two delegates to run the zone, delegates tried meet before every second carnival, and thanks to their efforts, the efforts of the clubs, local pool staff and our continued focus, to keep the organization to a minimum the Zone has run extremely smoothly. Club Reports PORIRUA CITY AQUATICS

For PCA this past year has brought many highlights. Nevill Sutton was named Coach of the Year at the Porirua Sports Awards. Ben Walsh was a finalist at the Porirua Sport Awards (Under 19 Section), was the Greater Secondary School’s 2013 Male Swimmers of the Year and won the Emerging Male Athlete Section at the Wellington Sports Awards. Ben lead our team of three at the 2014 Open Nationals – this was the first time PCA swimmers had competed at this meet.

In the pool the club has had many successes, with medals at NZ Opens, NZ Short Course Champs, NZ Age Groups and Junior Nationals. Winning Swim Wellington's inaugural Metro League competition was a proud moment, and the club is equally as proud of our many new swimmers who achieved their first 25m badge and/or competed in our Novice Carnival.

Membership has been steady and while most of our competitive swimmers are coached by professional coaches, the bulk of our members swim up to three times a week under the guidance of four dedicated volunteers. PCA’s Sunday morning learn to swim lessons continue to be well supported with around 100 children enrolling each term.

In keeping with tradition PCA has run a number of proven events on club nights including In House League, Official Club Championships, regular race nights and Family Fun Night at Christmas time. Club Members have supported the Gold Coast Zone meets, club meets throughout the area. Again our Novice carnival, Division III and Hardcore Meets have been well supported.

Many people have contributed to the club success during the year. PCA has been fortunate to have had a full committee, a team of dedicated and passionate volunteer coaches and learn to swim instructors, and two professional coaches (Nevill Sutton and Alex Bennett) who have gone the extra mile for our swimmers.
