Source: http://www.tropicalstormrisk.com Situation Update Pakistan According to the Pakistan Metrological Department, 3rd June’s Very Severe Tropical Cyclone “PHET” (with maximum sustained wind 118 - 220 Km/hour near the centre) struck Northeast tip of Oman coast on 4th June and weakened to a Severe Tropical Cyclone. PHET has now moved eastwards in last 12 hours along Makran coast and now located at 23.5°N – 64°E south of Ormara about 200 Km from Karachi and Sindh coast. The system is likely to move eastwards during next 12 hours, expected to make landfall along Sindh coast on Sunday evening (with maximum sustained winds 60 – 80 Km/hour gusting to 100 Km/hour) with associated storm surge of 2 – 4 meters along Karachi coast and 3 – 5 meters along Thatta coast. Under the influence of this system, heavy rainfall is occurring in Sindh and Karachi accompanied with strong gusty winds. Sindh is expected to receive widespread heavy to very heavy rainfall during the next 36 hours. Some more scattered rains accompanied with gusty winds may occur in Balochistan especially in its eastern coastal areas during the next 24 hours. Heavy rains may cause urban / flash flooding in Sindh including Karachi. Rainfall in Sindh: Karachi Masroor 133 mm, Faisal Base 92 mm, Karachi Saddar 84 mm. Rainfall in Balochistan: Gawadar 370 mm, Jiwani 208 mm, Pasni 130 mm. PRCS Response For Information Management and Communication issues, PRCS has set up a control room in Islamabad National Headquarters, Sindh Provincial Headquarters and Baluchistan Provincial Headquarters. The control rooms shall be active 24/7. PRCS NHQ DMLC Control Room: +92-51-9250485(89, 90) PRCS Sindh Control Room: +92-21-35836281 PRCS Baluchistan Control Room: +92-81-2825712 PRCS Sindh Initial reports suggested that PHET will affect the coastal areas of Sindh namely Thatta, Badin, Umer Kot, Southern Areas of Hyderabad and Mirpurkhas. Keeping this in view, PRCS Disaster Management Cell at Karachi has sent an Alert message to all PRCS Disaster Management (DM) Cells located at coastal areas of Sindh. PRCS Sindh Branch is working closely with the local authorities and PRCS Disaster Management Cells in Thatta and Badin are very active. The PRCS Branch Disaster Response Teams have been given alert signal for any possible deployment and the PRCS Emergency Response Teams of Karachi (South & East) have been alerted and instructed to prepare themselves for possible help in Karachi coastal areas if required. The expected population of Thatta to be affected as per PDMA is more than 14000 individuals and it’s likely to increase. Currently there are 14,400 individuals in 27 camps in Thatta. b. On 3rd June, the DCO Thatta announced evacuation of the people from area of Katie Bandar. c. The Armed forces and Government has established 5 camps in Thatta: - a. kt bander, hosting 1000 individuals b. jati, hosting 2500 individuals c. sajawal, hosting individuals d. jamo jalbani, hosting 2000 individuals e. shah Bandar, hosting 2500 individuals d. The Pakistan Red Crescent Volunteers of four most vulnerable UCs along with PRCS Disaster Management Officer (DMO) are busy in helping the local authorities and armed forces in evacuating the vulnerable people to these camps e. The Rapid Assessment Team has been deployed to Thatta and they have started their work on the ground. f. One Ambulance is sent to Basic Health Unit Thatta for health emergency response g. Total 41 trained PRCS Volunteers along with staff are working in the different areas of Thatta and helping people h. PRCS distributed 50 x tents and 100 food packets to the affected people in the camp in Kati Bander. 2. Badin a. The expected population of Thatta to be affected as per PDMA is around 8000 individuals. Currently there are 7,167 individuals in 14 camps in Badin. b. 50 Tents have been released by DM Cell Badin to DCO Badin to establish relief camps in Sirani. c. Total 51 PRCS Volunteers are working under the DMO and helping people in evacuation. d. The Rapid Assessment Team has been deployed to Badin and started working on the ground. e. PRCS distributed 100 x tents and 120 x food packets to the affected people in the camp in Badin Zero Point 3. Karachi Coastal Areas a. The expected population of Thatta to be affected as per PDMA is around 35000 individuals and is likely to increase. b. This population is of the coastal area villages of Kimari town, Bin Qasim town, Korangi town, Baldia town and Sadr town. According to Pakistan Metrological Department, the cyclone is expected to hit Kimari and Bin Qasim towns at around 6:30 pm today. Apart from this, PRCS has stock of relief items for 200 families is present in each of these areas, therefore in case of immediate requirement the respective DMOs can respond immediately. The water expert of the Pakistan Red Crescent collected samples of the drinking water from various relief Camps of Kati Bandar for testing, so that the affected population is provided with safe clean drinking water. PRCS Baluchistan In Baluchistan, the following coastal areas have been declared as risk areas, but Gawadar and Lasbela are at high risk as far as affect of cyclone PHEt is concerned: - i. Gawadar (Population: 95,000) ii. Ormara (Population: 25,000; distance from Gawadar 285 Km) iii. Jewani (Population: 22,000; distance from Gawadar 85 km) iv. Pisni [Kalmat, chur Bandar] (Population: 45,000; distance from Gawadar 190 Km) v. Lasbela (Population: 312,917) 1. District Gwadar a. According to the Local Government figures, total expected population of the area which could be affected by PHET is 1,87,000 b. Different Schools and colleges buildings have been converted into camps by the Government. PRCS DMO and 15 x trained volunteers are busy in helping with evacuations. c. PDMA is organizing a Coordination Meeting of all stakeholders on daily basis and has promised to supply Food and Non-Food items to both districts as well. d. 2 x health teams along with medicines for water borne diseases, Relief goods, more volunteers and other PRCS staff members are at standby. e. 200 families NFIs are ready in the DM cell to be used as per need f. 1 relief team comprising of National Disaster Response Trained (NDRT)/Branch DRT personnel is going to be deployed tomorrow for assessment if the means of transport can be arranged as rain has blocked the roads. g. According to District DMO Gawadar (Abdul Aziz), due heavy rain fall (326mm) the following union councils have been affected: Kolach, Naleach, Klagh, urmarah and Dasht. Local newspapers are reporting as many as 40 villages being flooded and many homes being destroyed. h. Costal high way is washed away at many places between Gwadar and Karachi and Gwadar and Pasni also. Many people have been injured and no deaths reported yet. 2. District Lasbela a. According to the Local Government figures, total expected population of the area which could be affected by PHET is 28,600 b. People are being shifted to Vander area school and college, which are being used as camp site by the Local Government. c. 20 trained PRCS volunteers and DMO are helping in the evacuation of the people likely to be affected. d. Government /Local authorities with the support of Pakistan Red Crescent Society have selected a camp site to be established by Navy. PRCS shall provide NFIs to the people in camp here. e. Relief goods for 200 families are available in Lasbela DM cell and volunteers are alert from the day first. f. Assistance is being hampered due to rains and roads blockage. Deployment by air is a solution that would have to be adopted.
