Across the Western Landscape: Priority Issues and Strategies for Western Forests EXECUTIVE SUMMARY The forests of the West contain an incredible assemblage of resources. They cover approximately 365 million acres, 49 percent of the nation’s total forested area, and are managed by a diverse set of owners. Threats facing western forests affect all lands and all people, compromising the basic assets we need and often take for granted such as: clean air, abundant water, safe communities, open spaces, and economic opportunities. Cooperation and coordination across jurisdictional boundaries are needed to address these threats. The Western Forestry Leadership Coalition (WFLC) represents a unique partnership between state and federal government forestry leaders and supports a collaborative approach to sustainable forest management. All U.S. states and Affiliated Islands have completed assessments of their forest resources and developed strategies for the conservation, protection, About the Western Forestry and enhancement of those resources. These Statewide Forest Resource Leadership Coalition Assessments and Strategies (Forest Action Plans) provide a long-term roadmap The Western Forestry Leadership for forest restoration and management. Sustainable Communities and Economies: support new and existing forest-based industries and programs that provide for the economic, social, and environmental needs of society. These priorities and strategies to address them are the foundation upon which the WFLC members focus energy and resources. Behind each of these ideas is the recognition that the Forest Action Plans build on decades of successful partnerships among state forestry agencies, the U.S. Forest Service, and others, working toward common goals. Successful implementation of the Six-Point Plan across landscapes by all responsible agencies, landowners, and stakeholders holds promise for healthy and sustainable western forests. 1 2 3 4 5 6 Strengthen Build adequate Capitalize on Actively manage Support Gain support partnerships and and flexible “co-benefits” all forestlands research to inform through effective collaborative capacity and science-based engagement approaches funding decision making Effective Shared priority strat- Focus on With such a com- To support effective Successful strategy collaboration egies offer compel- opportunities to plex patchwork implementation of implementation will allows partners to ling arguments to meet multiple of ownership priority strategies only occur if citi- make the most of support capacity objectives with and management and to prepare zens — collectively available funding, (staff, skills, training, one management responsibilities, for future needs, and individually — capacity, resources, equipment, data, action, e.g., fuel coordinated work research and the understand, accept, and information. etc.) and funding to reduction projects across jurisdictional best available and support the accomplish base- that maintain boundaries and on science must be principles, strate- level work, as well watershed benefits all lands is critical. part of an ongoing, gies, and actions as to undertake and/or support local It is only through collaborative effort envisioned in the new initiatives. economies through a landscape-scale to define and act Forest Action Plans. the production of approach that major upon the forestry Without public biomass energy and threats to western issues of the West. support, accom- other forest products. forests can be miti- plishments will fall This will result in gated and managed, short — with it, the most efficient and benefits can be the management implementation provided to citizens needed to ensure efforts. and communities. healthy and sustain- able western forests can be successfully implemented.
