20/T/00390 Location: The Cottage, Rose Lane, Ripley, GU23 6NE Proposal: T1 – Goat Willow: Remove . T2 – Leaning Oak: Remove Contact: Tim Holman [email protected] Ripley Parish Council supports tree works application ref 20/T/00390, subject to the support of the Guildford Borough Council arborist. The parish council requests that two new native specimens be planted to replace the felled trees.

P&E 067/20 PLANNING ENFORCEMENT, APPEALS, & DECISIONS

Members received and considered details of open and closed enforcement cases in the parish. Four cases had been closed. Members raised further concerns over Case ref. EN/19/00355 being allowed on Appeal, effectively circumnavigating the planning system, and the ongoing cases at Highlands Farm. Members received and considered decisions and informatives on Planning Applications refs: 20/P/01613; 20/P/01771; 20/T/00337; 20/T/00338; and 20/T/00339. It was RESOLVED: That a letter be drafted to GBC planning department regarding both enforcement cases and outcomes of recent planning applications.

P&E 068/20 PLANNING & ENVIRONMENT

Members received and considered matters under the auspices of Planning & Environment: i) Surrey Community Action. Louise Williams of SCA had been in contact with housing company PA, which had expressed an interest in providing a rural exception site within the parish. A recent Housing Needs Survey had shown that requirements had increased to 35 households, 62% of which needed a one-bedroom property. Discussions with GBC’s Acting Housing Strategy Manager had taken place and due regard would be given to Policies on parking and bedroom requirements contained within the Lovelace Neighbourhood Plan. a draft scheme depicted 25 properties at the site, with no need for market value housing. Members raised questions over the potential need for a scheme in the parish in light of upcoming developments at Garlick’s Arch and Former Wisley Airfield. It was RESOLVED: That an invitation to attend a future meeting of the Planning & Environment Committee be extended to PA Housing. ii) Former Wisley Airfield (FWA). Cllr Ayears had continued to attend meetings of Taylor Wimpey’s Community Liaison Group. A questionnaire regarding traffic flows in and around Ripley had been produced, and responses were required by the end of January. It was RESOLVED: That the report be noted. The questionnaire would be circulated to members for response ahead of the deadline. iii) Community Land Trust (CLT) information. CLT members had attended recent training courses and the project was being driven by a core group of seven members. The official launch would take place at a future Ripley Farmers’ Market, possibly rescheduled from the February Market. It was RESOLVED: That the report be noted. iv) LGA Peer Review of Guildford Borough Council’s Planning Committee. Members noted the outcomes contained within the report on GBC’s Planning Committee set up. The report mentioned that local parish councils took a great deal of interest in planning matters relevant to their areas. It was RESOLVED: That a letter be drafted to GBC planning department supporting the findings of the report. Other local councils would be invited to be joint-signatories.

Conditions & Reasons

Reason for Refusal

The proposed single storey front extension, by virtue of its depth, height and position, would encroach within 45 degrees of the centre of the neighbouring property's nearest front facing window and would cause a detrimental loss of light to this room. This would be harmful to residential amenity and contrary to policy G1(3) of the Guildford Borough Local Plan 2003 (as saved by CLG Direction on 24 September 2007), the requirements of the National Planning Policy Framework (NPPF) (as revised on 24 July 2018), and Residential Extensions and Alterations Guide 2018. Reason for Refusal

The proposed development, by virtue of the floorspace uplift from the original building, width, depth and height, would result in a disproportionate addition over and above the size of the original building. The development would therefore constitute inappropriate development, which is, by definition, harmful to the Green Belt. No very special circumstances have been demonstrated which would outweigh the inherent harm to the Green Belt. The development therefore fails to accord with Chapter 13 of the National Planning Policy Framework (as revised on 24 July 2018) and policy P2 of the Guildford Borough Local Plan: Strategy and Sites (adopted by Council on 25 April 2019).

Guildford Borough Council seek to take a positive and proactive approach to development proposals. We work with applicants in a positive and proactive manner by:

However, Guildford Borough Council will generally not engage in unnecessary negotiation for fundamentally unacceptable proposals or where significant changes to an application is required.

A consultation on ward boundaries for Guildford Borough Council has begun

Today is the start of a ten week public consultation on proposals for new council wards and ward boundaries for Guildford Borough Council

Our consultation will close on 05 April 2021.

After we have considered all representations made to us during this consultation, we intend to publish draft recommendations in June 2021.

We will then hold a further period of consultation on our draft recommendations. Our final recommendations are expected to be published in November 2021.

The new electoral arrangements will come into effect at the local elections in May 2023.

If you represent a local organisation or community group in Guildford, please pass this message on to your members or anyone who you think might be interested in the review. You can share the message by email or through social media by using the buttons at the bottom right of the page.

What is an electoral review?

Our electoral review will recommend new electoral arrangements for Guildford Borough Council. We will propose:

the total number of councillors elected to the council in the future; the number of wards; the number of councillors representing each ward; ward boundaries; and the names of wards.

How to get involved This is a public consultation and we welcome views from individuals and organisations across Guildford on where they think new ward boundaries should be drawn.

We are minded to recommend that 48 councillors should be elected to Guildford Borough Council in the future.

This is no change from the current number of councillors.

We are now inviting proposals to help us draw up a pattern of wards to accommodate 48 councillors.

In drawing up new electoral wards, we must balance three legal criteria, namely:

to deliver electoral equality: where each councillor represents roughly the same number of electors as others across the borough; that the pattern of wards should, as far as possible, reflect the interests and identities of local communities; that the electoral arrangements should provide for effective and convenient local government.

We will treat all submissions equally, and judge each case on its merits and against the legal criteria.

If you wish to put forward a view, we would also urge you to ensure that evidence supports your submission.

For example, if you wish to argue that two areas should be included in the same electoral ward, make sure you tell us why they should be together, providing evidence about community facilities, ties, about community facilities, ties, organisations, and amenities, rather than simply asserting that they belong together.
