The analysis examines strategies that aim to foster OA (e.g. researcher and institutional incentives) and discusses how OA policies are monitored and enforced. The analysis is supported by findings from the literature on the global progression of OA since 2000, and comments on themes and debates that have emerged from the movement. Governmental OA Strategies Most national governments have not proposed or implemented direct legislation on OA. Instead, OA is often addressed through less formal means, such as the production of guidelines for research funding agencies. Related legislation often includes laws on copyright and licensing; in fact, all countries covered in this study—with the exception of Cyprus—have copyright legislation that may apply to peer-reviewed publications.
