FOREWORD IFFPG is pleased to report that 2019 was another outstanding year on the recycling front, with a record 30,066 tonnes of silage wrap and sheeting waste collected and a 79% recycling rate achieved.

1. THE IFFPG ORGANISATION IFFPG is a not for profit body which is approved by the Minister for Communications, Climate Action and Environment (DCCAE) to operate as the national farm plastics recycling compliance scheme.

2. REGULATORY FRAMEWORK The Farm Plastics Regulations (2001 & 2017) provide the regulatory framework for farm plastics recycling in Ireland. They are designed to promote the collection and recovery of farm plastics waste (silage wrap, silage sheeting, netting & twine) and oblige producers to contribute to recycling costs.

3. CORPORATE GOVERNANCE Good corporate governance is central to how IFFPG operates. Our board is comprised of representatives from the farm plastics and farming sectors, as well as independent representatives from environmental and legal backgrounds.
The various sectors have the right to nominate candidates to the board as vacancies arise, with board members allowed to serve a maximum of 10 years on the board.
Board members as on the 31st December, 2019 can be seen at the beginning of the report. There were no changes on the board in 2019. The attendance record of board members for 2019 can be found in Appendix 1.
IFFPG operates a number of committees namely, Finance & Audit Committee, Renumeration Committee and Nomination Committee. These committees meet regularly to ensure appropriate management and oversight for areas of responsibility.
IFFPG ensures full transparency in terms of its operations through the annual publication of both an operations report and externally audited accounts on its website (www.farmplastics.ie).
4. THE MARKET 4.1 SILAGE WRAP & SHEETING The market for wrap and sheeting products grew by 11% to 21,468 tonnes in 2019. This significant increase can be attributed primarily to excellent weather conditions, which resulted in increased yields and also encouraged farmers to convert surplus grass into silage.
As can be seen in Chart 1, the market trend over the last 5 years is upwards, with 17% more product placed on the market in 2019 compared to 2015. The primary factors responsible for this substantial growth are the abolition of the milk quota in 2015 and better grassland management.
In 2019 wrap increased by 9% to 18,548 tonnes, while sheeting increased by 13% to 2,920 tonnes.
In terms of market breakdown, wrap accounted for 86% of the total, with sheeting accounted for the remaining 14% (See Chart 2). The market breakdown for 2019 was similar to previous years.

This increase was necessary to cover significant increases in recycling costs following the reintroduction of gate fees by European recyclers over the previous 2,742 t 12 months. The abrupt collapse in price for farm plastics waste was caused by a decision by the Chinese authorities to cease importing plastics waste in 2018, which resulted in the flooding of Europe with excess plastics waste.

5. COLLECTIONS 5.1 WRAP & SHEETING WASTE IFFPG had another record year for collections in 2019. A total of 30,066 tonnes of wrap and sheeting waste was collected from farmers throughout the year. This represented a 2% increase on the previous year, which was also a record year. The increase was achieved through a 4% increase in the number of farmers availing of our services in 2019.
Collections have increased steadily over the last 5 years, with 19% more material collected in 2019 compared to 2015 (See Chart 5). The increase can largely be attributed to a growing farm plastics market, as well as increasing numbers of farmers using the service.

This service remains popular for a section of farmers who value the convenience of the service. 5.3 RECYCLING TARGET IFFPG achieved a 79% recycling rate in 2019, thereby exceeding the 70% national recycling target as set by the Government for wrap and sheeting waste (See Table 1). This means that in 2019 IFFPG recycled 79% of what our members placed on the market in the previous year after allowing for a 50% contamination level. The contamination largely consists of moisture (rainwater), but also small particles of silage, clay and stone.

6. SUPPLY TO RECYCLING FACILITIES
A difficult market situation, characterised by reduced demand and the reintroduction of gate fees by European recyclers following the closure of Chinese market, represented a major challenge for our scheme in 2019.
IFFPG was left with no option but to increase both the recycling levy and bring-centre collection charges by €30 and €10 per tonne respectively in 2019. Despite this additional funding, reduced recycler demand negatively impacted on the rate of supply to recycling facilities, with a carryover of 12,000 tonnes of waste into the 2020 collections season.
Nonetheless a total of 26,994 tonnes of farm plastics waste was sent for recycling in the 12-month period from April 2019. IFFPG supplied 12,162 tonnes of this material to European recyclers, with the remaining 14,832 tonnes supplied to Irish recyclers. In the case of Irish recyclers, the majority was supplied to Walker Recycling’s pre-treatment facility in Portlaoise. At this facility some contamination is removed before onward supply to European recyclers. In late 2019, IFFPG also began supplying to a new recycling facility located at the old Bord na Mona Peat Briquette factory in Littleton, County Tipperary. The facility, which is currently being commissioned, is expected to recycle 20,000 tonnes per annum when fully operational.
The onset of the Covid-19 crisis from March, 2020 has further impacted on the rate of supply to recyclers as a number of recycling facilities have temporarily closed due to lack of demand for their output (See Section 11.1).
7. MARKETING AND PROMOTION
The main focus of our marketing and promotion activities in 2019 was the promotion of the full range of farm plastics recycling services available to farmers through a combination of print and digital media.
In particular, we promoted our bring-centre programme, which involved the operation of 235 bring-centres during the period April to August, as this represents the most cost-effective means of collecting farm plastics waste.
The media mix used in 2019 can be seen in Table 3. Total expenditure on marketing in 2019 was €90,000.

8. ENFORCEMENT SUPPORT
Throughout 2019, IFFPG continued its policy of supporting local authorities in enforcing the Farm Plastics Regulations. These regulations oblige producers to contribute to recycling costs, with IFFPG members contributing through payment of the recycling levy (See Section 2).
IFFPG, through our enforcement Officer, assisted enforcement by bringing suspected illegal suppliers to the attention of the authorities for inspection and through supporting any subsequent investigations.
Once again, the main focus of our enforcement support in 2019 was participation in the annual multi-agency border enforcement campaign. The campaign sees our Compliance Officer liaise with the 5 border local authorities to carry out random inspections of farm plastics retailers in the border region. The inspections, which were carried out during the silage making season (May – August), saw 25 agri-merchants and agricultural contractors inspected. In general, compliance levels were high, with only minor non-compliance issues noted in counties Leitrim and Monaghan (See Table 4).

IFFPG also supports enforcement through its label code traceability system. This system involves IFFPG members placing unique label codes on all product placed on the Irish market. Codes pass down through the supply chain and ultimately are provided to farmers at the point of purchase. Farmers who later present valid codes at the time of collections avail of reduced charges, thereby encouraging the purchase of only levied product. The presence of codes on products also enables enforcement officers to easily determine whether product is compliant or not.
9. OTHER KEY DEVELOPMENTS P16 OPERATIONAL REPORT 2019
9.1 CONTRACTOR TENDERING PROCESS IFFPG carried out a contractor tendering process during the end of 2019 / early 2020. The process which is held every 5 years, was advertised nationally and administered by independent auditors Mazars.
A total of nine tenders were received, with 5-year contracts signed in early 2020 with the successful candidates. Following the process, the number of IFFPG contractors decreased from seven to five. Details in relation to our current contractors can be found in Appendix 4.
10. FINANCIAL OVERVIEW
IFFPG’s overall financial performance was satisfactory in 2019. When income for farm tyres recycling is excluded from 2018 figures, turnover for 2019 increased by 37% to €4.52 million. This growth was primarily due to increases in recycling levy and collection charge levels required to meet significant increases in recycling costs. Recycling levy income was further boosted due to a record year for sales associated with ideal silage making weather conditions.
When expenditure on farm tyre recycling is excluded from 2018 figures, operational expenditure for 2019 increased by 45% to €4.03 million. The increase was almost entirely due to significant increases in recycling costs (transport and gate fees) linked to a changed recycling market.
Our reserve grew slightly in 2019 to €3.98 million (recommended reserve is €3 million), with the reserve surplus to be used to recycle waste carried over to 2020.

11. PROGRAMME OF ACTIVITIES FOR 2020 11.1 COVID-19 IMPACT Like most sectors, IFFPG is being impacted by the Covid-19 crisis. The introduction of stringent lockdown measures by the Government in March 2019 led to the suspension of all planned farm waste collections in April and early May.
In line with the Government’s lockdown exit strategy, IFFPG resumed farmyard collections on the 18th May with contractors adhering to strict social distancing procedures. On the basis that the lockdown exit strategy goes to plan, IFFPG intends to run a full bring-centre programme from the beginning of July until the end of September in line with appropriate social distancing requirements.
Covid-19 has also significantly reduced the rate of supply of waste to recycling facilities. At the time of publishing this report, three European recyclers and one Irish recycler to whom IFFPG supplies waste have closed due to Covid-19. With uncertainty concerning when these facilities will reopen, this represents a concerning situation for our scheme. The current minimal demand OPERATIONAL REPORT 2019 P17
from recyclers, coupled with the collection of an anticipated 30,000 tonnes of waste in the coming months, is likely to result in serious storage difficulties for our contractors. IFFPG is responding to the situation by continuing to liaise closely with current recyclers, developing alternative recycling outlets, as well as liaising with regulatory authorities in Ireland. 11.2 THE RECYCLING LEVY It is anticipated that Covid-19 will not impact on recycling levy income in 2020 as it is not impacting on the ability of farmers to make silage. In the case of recycling levy income, the single biggest determining factor remains the weather.
For 2020, IFFPG has maintained the levy at the current rate of €140 per tonne (excl. VAT). This equates to €3.64 per standard roll of wrap (excl. VAT). 11.3 FARMER COLLECTION CHARGES IFFPG has maintained farmer collection charges at the current rate of €20 per 500 kg at the bring-centre and €45 per 500 kg at the farmyard with the label code (See Table 5).

Farmers who cannot prove that they purchased levied product through presenting a valid label code at the point of collection, will be charged at the higher rates of €85 and €100 per 500 kg at the bring-centre and the farmyard respectively. 11.4 BRING-CENTRE PROGRAMME As discussed in Section 11.1, IFFPG’s bring-centre programme is delayed this year due to Covid-19. The programme, which usually runs from April to July, will instead be operated during the period July to September this year. The bring-centres will be run in compliance with appropriate social distancing requirements.
It is planned to hold a total of 235 bring-centres, which will be advertised through a combination of print and digital media from the middle of June.
A full list of bring-centre locations for the 2020 season can be found in Appendix 7. 11.5 FARMYARD COLLECTION SERVICE IFFPG’s farmyard collection service resumed on 18th May following it’s suspension for the previous six weeks due to Covid-19 restrictions. As bring-centres will not be held this year until the period July- September, there is currently a high demand for this service and it is anticipated that more waste will be collected at the farmyard in 2020 compared to the previous year. 11.6 WRAP & SHEETING WASTE RECYCLING TARGET IFFPG must again meet a 70% recycling target in 2020. This means that IFFPG must recycle as a minimum 70% of that which our members placed on the market in 2019 after taken a 50% contamination level into account. In terms of volume, this means that IFFPG must collect 30,055 tonnes of farm plastics waste for recycling in 2020 (See Table 6). The volume target for 2020 is 13% greater than the target for 2019 (26,565 tonnes), which can be attributed to a record year for farm plastics sales in 2019 (See Section 4).

Although the target for 2020 is very challenging in terms of volume, IFFPG is cautiously optimistic that it is achievable on the basis that a full bring-centre programme can be operated later in the year. Any delays or problems with the implementation of the Government’s lockdown exit strategy will undoubtedly negatively impact on target achievement. 11.7 NETTING & TWINE WASTE IFFPG will continue to heavily promote its netting and twine waste recycling service in 2020. IFFPG will continue to collect netting and twine waste in half tonne size bags, with the farmer collection charge remaining at €5 per bag. 11.8 FARM PLASTICS PACKAGING WASTES IFFPG will also continue to strongly promote its farm plastics packaging waste recycling service in 2020 to ensure continued growth in recycling for these waste streams. The farmer collection charge will remain at €10 per half tonne size bag. 11.9 SUPPLY TO RECYCLING FACILITIES Dealing with an increasingly difficult recycling market situation is the outstanding challenge for IFFPG in 2020. As discussed in Sections 6 and 11.1, market upheavals associated with China ceasing to import plastics waste in 2018 have been exacerbated by the temporary closure of many recycling facilities due to Covid-19. The result is that the movement of waste to recycling facilities has been dramatically reduced, which will give rise to capacity issues in our contractors’ yards later in the year. There is also the possibility that recyclers will further increase gate fees when facilities reopen in response to a market over supply situation.
IFFPG is responding to the current market challenges by maintaining close contact with currently closed facilities, as well as redoubling efforts to open up new recycling partnerships. IFFPG is optimistic once the new facility in Littleton, County Tipperary reopens and finishes commissioning, that it will provide a much-needed recycling solution for a significant portion of waste. 11.10 ENFORCEMENT SUPPORT Despite Covid-19 restrictions, IFFPG remains committed to supporting the enforcement activities of local authorities during 2020. IFFPG, through our Compliance Officer, will continue to bring information in relation to suspected illegal suppliers to the attention of the authorities for inspection and support any subsequent investigations.
It is hoped that the easing of restrictions will allow for the annual multi-agency border enforcement campaign to take place later in the season. That being the case, our Compliance Officer will liaise with border enforcement officers to randomly inspect farm plastics retailers in the border counties to ensure that the recycling levy is being applied. In the event that clear non-compliances are detected, IFFPG will both encourage and support prosecutions.
Additionally, our Compliance Officer will continue to focus throughout the year on ensuring that our label code traceability system is efficiently managed. This will involve continuing to liaise closely with retailers to ensure that label codes are correctly issued, as well as highlighting to farmers the cost savings associated with presenting a valid label code at collections.
