District Forest Officer, gautam Buddha Nagar Your Sincerely, Chief environment officer/ Regional Officer Minutes of Meeting of Public Hearing for Development of Green field Jewar International Airport, Gautam Buddha Nagar conducted on 27.11.2018 under the provisions of EIA notification dated 14.09.2006 Under the provisions of EIA notification S.O.-1533 dated 14.09.2006, released by Ministry of Environment, forests and Climate Change, Govt. of India the prior public hearing is to be conducted for the Environment Clearance. Member Secretary, Uttar Pradesh pollution Control Board vide letter no. H27361/C-1/NOC-1313/2018 dated 17.10.2018 requested District Megistrate for Chairing the meeting and for fixing the date and venue for the public hearing or nominate Additional District Megistrate to attend the public hearing of the above said project. District Magistrate issued directions for conducting public hearing on 27.11.2018 under the Chairmanship of Additional District Megistrate (Land Acquisition), Gautam Buddha Nagar in this context Additional District Megistrate, Gautam buddha Nagar fixed the meeting at 12:00 PM on the designated date at Primary School, Vill Kishorepur, Jewar. Information for the above said meeting was published in National News Papers Dainik jagaran and Hindustan times on 26.10.2018 and 27.10.2018 respectively and in all the offices published in Public Notice a register was kept to record the important information and objections. In addition to the above the copy of executive summary of the EIA was uploaded on www.uppcb.com for comprehensive publicity the announcement was made in the project development area and banners were also placed at the important locations. The public hearing was conducted by Regional Office, Uttar Pradesh Pollution Control Board, Greater Noida on the scheduled Date, Time and venue. The public hearing was headed by Shri Balram Singh , Additional district Megistrate (Land Acquisition), Gautam Buddha Nagar and was attended by Shri Prasoon Dwivedi, SDM, Tehsil- Jewar, Shri Abhay Kumar Singh, Deputy Collector, Shri Vijay Shankar, Tehsildaar- Jewar, Shri Ashok Kumar Tiwari ( Chief Environment Officer/ Regional Officer) , Shri P.K.Shrivastava, Divisional Forest Officer, Shri Sheetal Prasad, Regional Forest Officer, Shri Utsav Sharma, Assistant Environment Engineer and public and gram prdhans of the nearby villages. (Attendance list enclosed) No Suggestions and objections were received in the offices mentioned in the public hearing notice within stipulated time even after comprehensive publicity of the same. After the permission of the Chairperson, the Regional Officer of Uttar Pradesh Pollution Control Board started the proceedings of the public hearing. All the attendees were welcomed and informed that the public hearing was organized to discuss the Environmental Angle. The Regional Officer informed that proposed project is not only important for this area but it is an important project nationally, the public hearing is an important phenomenon under EIA Notification, 2006. No objections were registered from Environmental angle in any of the offices mentioned in the public notice published in the daily newspapers. The presentation was made on behalf of project proponent by Mr. Soumya Dwivedi, representative of M/S Green C India Consulting Pvt. Ltd and by Mr.V.K. Kalra, representative of Price water house coopers (PwC). In the presentation all the important parameters were presented like area, water and power requirement etc. It was also informed that the project will be developed in two phases on a total plot area of 1334 ha. The project is situated within coordinates 28011’06.70” N to 28010’05.62” N and 77034’30.04”E to 77034’42.85”E under which Dayantpur, Renehra, Banwarivas, Kishorepur, Rohi and Parohi villages will fall. Consultant also informed during construction and operation phase new employment for around 30000 persons may be generated. It was also informed that during the construction phase the treated water from Kasna, Greater Noida STP shall be used and during operation phase total fresh water requirement of 17267.50 KLD shall be sourced from Jewar distributary and for generated waste water treatment a provision of 12 MLD MBBR based sewage treatment plant is kept. It was informed that a total of 70 MVA power will be required in both the phases of the proposed development. It was also informed that about movement of 7 crore persons is expected per year due to the development of the project because of which not only direct but also indirect employment shall be generated in the form of Taxi operators, Hotel operators and shopkeepers. Shri Kalra informed that two runways of 4100 m are proposed within project premises on which both domestic and international types of flights may land and take off. In addition to the runways, terminal building of total capacity of 1.2 crores will be established and about 20 ha area will be kept for the maintenance of aircrafts and for the maintenance of the aircrafts a training center shall also be developed within the premises. Consultant informed that no sensitive areas (like Reserve forest/ Sanctury) from environment angle lies within 15 km of the project site. 11 monitoring stations for Ambient Air quality monitoring and 12 monitoring stations for Ambient Noise quality monitoring were set up. During construction phase all the construction materials shall be transported on the covered trucks to maintain the ambient air quality and for mitigation of dust emissions all the measures mentioned in the guidelines given by Government of India shall be followed. During the presentation it was informed that in operation phase measure will be taken to control Noise, PM, SO2, NO2 and 42 Lacks will be designated for periodic environmental monitoring and budget for Environment management will be kept separately. In addition to the above the important information related to Soil and water were also given. On the basis of submitted EIA the consultant concluded that there will be no major negative impact on environment due to the proposed project. After the presentation the Regional officer opened the stage for any suggestion or objection. Project Background THE PROJECT The Government of Uttar Pradesh has envisaged development of a green field airport at Jewar, Uttar Pradesh. Development of an airport is one of the key enablers for the development of an industrial region (including urban centres) and is also expected to create a significant multiplier impact in the economy. International Civil Aviation Organization (ICAO) estimates the output and employment multipliers of aviation as 3.25 and 6.10 respectively. This implies that every 100 INR spent on air transport contributes to 325 INR worth of benefits, and every 100 direct jobs in air transport result in 610 jobs in the economy as a whole. The airport development project was first conceptualized in 2004 and a techno-economic feasibility report (TEFR) was prepared by L&T Ramboll Consulting Engineers which was subsequently revised in 2008. Now the mandate for the development of the green field airport at Jewar has been given to Yamuna Expressway Industrial Development Authority (YEIDA).
