Over the past two decades, the Zambian Government has worked to address the growing burden of orphans and vulnerable children (OVC) at the national and local levels. Community Rising works to bridge the gap in district-level coordination and quality improvement of services for vulnerable children and to improve the quality of OVC services with strengthened systems and policies in 14 districts and communities. Community Rising maps existing services for vulnerable children, develops a baseline for monitoring and evaluating program impacts, provides technical assistance to improve district OVC services, and builds on the work of USAID-funded Zambia Rising and Data Rising.

COMMUNITY RISING │ MAZABUKA DIRECTORY │ JUNE 2016 │ PAGE 4 INTRODUCTION Working with the Government of the Republic of Zambia (GRZ) and other partners from district to community level and in conjunction with the Zambia Rising and Data Rising, the Community Rising project aims to strengthen social welfare systems and improve policies for orphans and vulnerable children (OVC); to improve coordination, planning, implementation, and monitoring and evaluation among organizations providing services to these children; and to help bridge the coordination gap between government, civil society, the private sector, and other critical stakeholders at district and community levels. Activities are in 14 districts in 5 Zambian provinces: Mwense, Nchelenge, Mkushi, Kabwe, Kapirimposhi, Luangwa, Chongwe, Kafue, Kitwe, Ndola, Chingola, Choma, and Namwala as well as Mazabuka.
WHY A DIRECTORY In baseline assessments conducted for Community Rising with the Department of Social Welfare, findings were that at district and lower levels of program implementation, the various OVC-related service delivery providers did not have ready listings of organizations in the sector at their disposal. The absence of a list of organizations was identified as one of the reasons for the lack of effective linkage and referral at local level. Without this information, it is difficult to link and refer children for services. Thus, Community Rising worked with partners, including Catholic Medical Mission Board , the Ministry of Community Development and Social Welfare (MCDSW), the Ministry of Gender and Child Development (MGCD), the Ministry of Home Affairs (MHA), the Ministry of Education (MoE), and district stakeholders, including District Welfare Assistance Committees (DWACs), Area Coordinating Committees (ACCs), and Community Welfare Assistance Committees (CWACs), to conduct mapping of OVC services and consolidate them in form of a directory for each district.
HOW THE DIRECTORY WAS CREATED Information contained in this directory was collected in interviews with contact persons at the offices of the listed organizations. Interviews were guided by a questionnaire, and the information elicited was entered into a database developed for the project. After the information was entered, further verification was conducted to ensure accuracy of records, remove errors, and correct omissions. The tool used for data collection was a product of wide consultations conducted by cmmb and Save the Children in a workshop attended by various stakeholders, including the ministries of Community Development, Gender and Child Development, Home Affairs, Education, and Health, Luapula Foundation as well as partners from the Zambia Rising and Data Rising projects. A technical working group was selected from among workshop participants; the team finalized the data collection tool after pre-testing it with selected Lusaka-based organizations. The tool was then given to field technical coordinators, CR project employees working at provincial level, and to district social welfare officers to collect the information in the districts under their charge.
WHAT THIS DIRECTORY INCLUDES The pages that follow describe organizations operating in Mazabuka district as entered into the Community Rising database. Each organization’s listing provides the date of registration, geographical

It is expected that with this information readily available, providers and other stakeholders will find it easy to make referrals, identify other organizations to collaborate and network with, and close the gap to ensure that OVC receive holistic services, without duplication, so that many children receive needed support. The goal is to enable effective linkage at district and lower levels and to facilitate referrals. It is expected that the directory will be reviewed periodically to include new organizations and to modify listings for organizations where changes have taken place.
ADDITIONAL COMMUNITY RISING ACTIVITIES The CR project also decentralizes the initiatives introduced Zambia Rising and Data Rising at higher levels and will build upon and cascade these systems and interventions from the district down to community level. This work will be guided by: a recognition of the importance of strengthening GRZ systems and processes for sustainability; a commitment to building on previous investments to produce results quickly and efficiently; and prioritization of geographic areas based on need and OVC burden data. According to the 2012 programming guidance for OVC of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the core functions of an effective social service system include: leadership and governance, workforce, financing, information and accountability, coordination and networking of service delivery mechanisms.
ABOUT THE LUAPULA FOUNDATION AND CMMB Luapula Foundation (LF) is an indigenous Zambian nonprofit nongovernmental organization, registration number 101/0011/13. It is implementing the five-year Community Rising project, which was funded by the United States Agency for International Development (USAID) in October 2013 by cooperative agreement number AID-611-13-00005 under PEPFAR. LF supports the lifting of the plight of the vulnerable and disadvantaged individuals and communities in Zambia. The organization envisions a self-sustaining society in which every vulnerable person is empowered and becomes self-reliant. Accordingly, LF seeks to empower the poor and disadvantaged people of Zambia to maintain their health and sustain their well-being through training, advocacy, and strategic partnerships. The organization has set itself a goal of empowering poor and disadvantaged households and communities in Zambia to become healthy and self-reliant. LF is the prime recipient heading the project; cmmb is subawardee, providing community mobilization and HIV/AIDS technical capacity building at community level as well as providing support to LF in monitoring implementation of district and community structures and systems capacity building. CMMB is an international NGO providing long-term, co-operative medical and development aid to communities affected by poverty and unequal access to healthcare. For over a century, cmmb has worked to strengthen and support communities through healthcare programs and initiatives, the distribution of medicines and medical supplies and the placement of volunteers. Cmmb ’s global movement focuses on developing access to needs-based healthcare in partnership with communities, government and international agencies, private and corporate donors, medical and pharmaceutical manufacturers, and local organizations.
