This publication sets out the results of the by-election held in 2005 in the electoral division of Fort Whyte. On November 10, 2005, the Chief Electoral Officer issued the writ of election to the Returning Officer for the electoral division of Fort Whyte, Johanna Denesiuk pursuant to Order in Council number 441/2005. The member for the electoral division, Mr. John Loewen, resigned his seat on September 26, 2005. Nominations were set to close on November 29, 2005 and the by-election was directed to take place on December 13, 2005.     Selecting Selinger: The 2009 Leadership Race and the Future of NDP Conventions in Manitoba∗ Jared J. Wesley, University of Manitoba [email protected] Paper for Presentation at The Annual Meeting of the Canadian Political Science Association Concordia University, Montreal June 2010 Abstract In a delegated convention held in October, 2009, the Manitoba New Democratic Party (NDP) selected former Finance Minister Greg Selinger to replace Canada's longest-serving and most popular premier, Gary Doer. Official appeals filed by the victor’s chief rival, Steve Ashton, and persistent criticism of the process in the media raised significant concerns over the method by which the new premier was selected. These complaints proved a fleeting fixation of the media, and have not harmed the NDP’s popularity or affected the smooth transition of the premiership from Doer to Selinger. Yet, questions persist as to whether the 2009 leadership race marked the last delegated convention in the history of the Manitoba New Democratic Party. This paper examines the 2009 leadership race in the context of contests past, analyzing the list of criticisms directed at the process. Grounding its findings in the comments of delegates to the 2009 Convention, it concludes with a series of probable choices for the party, as it begins the process of considering reforms to its leadership selection process.     Realigning Elections in Manitoba A conference paper prepared for the Manitoba Politics & Government into the 21st Century Conference, St. John’s College, University of Manitoba November 20-22, 2008 Christopher Adams, Ph.D. Updated October 21, 2008 [Christopher Adams is a Senior Research Director at Probe Research and an Adjunct Professor in Political Studies at the University of Winnipeg and at the I.H. Asper School of Business (University of Manitoba). He welcomes comments: [email protected] or [email protected]] Realigning Elections in Manitoba Introduction In his 1955 Journal of Politics article regarding the study of American presidential elections, V.O. Key described a specific type of electoral event which he titled a “critical election”.1 A critical election marks the fact that a “realignment, both sharp and durable” is occurring within the electorate.2 While such elections are located at a specific point in time, these events are also part of “a stream of connected antecedent and subsequent behavior.” To demonstrate this, Key revealed how shifts to the Democrats could already be discerned in 1928, four years prior to Franklin D. Roosevelt’s 1932 presidential victory and the beginning of a new political era which lasted until Eisenhower’s Republican Party victory in 1952. As such, identifying electoral realignments and critical elections is essentially an historical enterprise. It is only after watching a series of electoral outcomes that one is able to label with confidence the triggering event as a “critical” realigning election, and not simply a temporary shift in partisan support. Introduction At the annual general meeting of the Manitoba Progressive Conservative Party held last spring, leader Hugh McFadyen acknowledged that while it had had some disappointing setbacks, the Party was nonetheless on the verge of a “great renewal”. In light of the Party’s diminishing fortunes over the past decade, and most recently in the May 2007 election when it suffered its worst electoral showing since 1953, McFadyen’s attempts to instill hope in his Party’s faithful is understandable. Whether the Party is simply experiencing the ebb and flow natural to all political organizations, or is suffering from a deeper, more serious malaise, however, remains disputable. What is clear is that the Conservatives, as they enter the 21st century, are at a turning point in their history. The extent to which it is able to overcome its current woes, and be viewed as a credible and realistic alternative to the governing New Democrats by a wider proportion of Manitobans, is the fundamental question before the Party today. It is also the focus of this paper. In addressing the varied challenges confronting the P.C. Party as it enters the new millennium, the paper will draw on interviews with party insiders as well as a variety of primary and secondary documents1.

    Canadian Political Science Review Vol. 9, No. 1, 2015, 14-27 Going Negative: Campaigning in Canadian Provinces Alex Marland Department of Political Science, Memorial University of Newfoundland – Email address: [email protected] Abstract The study of political communication in Canada’s provinces suffers from an absence of pan-Canadian information. This descriptive article bridges the gap by documenting some observable trends. It submits that negative advertising is more intense in larger provinces than in smaller jurisdictions. Permanent campaigning is the new normal as electioneering ramps up in anticipation of a fixed date election. Provincial parties and citizens avail themselves of new technology by communicating with digital video, which is not subject to the same financial, technical, content or regulatory constraints as television. Similarities of political communication across Canada are noted, including copycatting of federal-level practices. Keywords provincial politics, political communication, negative advertising, permanent campaigning, fixed date elections, new information and communication technologies, video communication. Résumé: Les études en communication politique au Canada souffrent de l’absence d’observations pancanadiennes. Cet article descriptif comble cette lacune en documentant les tendances observables. Il soutient que la publicité négative est utilisée de manière plus intensive dans les grandes provinces que dans les plus petites juridictions. La campagne permanente est devenue la nouvelle norme, alors que l’électoralisme s’accélère dans l’attente d’une élection à date fixe.
