    THE AIRLINE GUIDE TO PMA By David Doll & Ryan Aggergaard Welcome to the Profitable New World of PMA Airlines by their very nature combine huge, perpetual fixed costs with fickle demand. This makes them extremely vulnerable to any kind of disturbance. The years have seen a multitude of economic downturns, wars, acts of terrorism, diseases, aircraft crashes, and strikes suddenly shrink demand for air travel. Meanwhile, the costs of jet fuel and aircraft maintenance go up, up, and up. Survival demands that cost control must be a major ongoing effort for every airline in good times as well as bad. Over half the global profit in 2015 is expected to be generated by airlines based in North America ($15.7 billion). For North American airlines, the margin on earnings before interest and taxation (EBIT) is expected to exceed 12%, more than double that of the next best performing regions of Asia-Pacific and Europe. Many airlines try to save money by short building engines. They remain legal and safe, but they do not build in longevity. I call this strategy, “saving oneself into bankruptcy”. Maintenance is an investment that returns flying hours. A significant portion of a shop visit cost is fixed and is not reduced by short building the engine. Thus, an engine that returns to the shop early has a very high maintenance cost per flying hour. Within the space of a very few years the airline that short builds its engines is churning shop visits, operations are adversely affected, and maintenance costs are out of control. A far better way to control maintenance cost is to reduce the cost of maintenance materials.

Safety issues have been at the forefront, and as such, this year has stretched our bounds to make our industry even safer. The Regional Airline Association (RAA) plays a key role in the success of the industry. Over the past decade, the RAA has helped its 32 regional airlines form a seamless operation with their major partners, and the organization has played an integral role in our nation’s air system. Right now, more than 51 percent of daily flights are conducted by regional airlines, and we carry approximately one-quarter of our nation’s passengers. Without our service, 77 percent of US communities would cease to have any 2008-2009 air service at all. We have become a significant, and essential contributor to the airline industry and Board of Directors to the overall American economy. We employ some 60,000 professionals, and we greatly value their contribution to the regional airline industry. Chairman Scheduled passenger service has evolved to where regional and mainline airlines operate seamlessly to Rick Leach benefit the traveling public.     Air Lina Pilots Association LOS ANGELES JOINT COUNCIL OFFICE 21 Paige Boxes and 1 Manuscript Box Accession Number 431 The papers of the Los Angeles Joint Council Office were deposited with the Archives of Labor History and Urban Affairs in October of 1970. The Los Angeles Joint Council Office of the Air Line Pilots Association was established in January of 1950 and served as the headquarters of H.B. Cox, Regional Vice-President of ALPA. In July of 1952, ALPA ini- tiated a new policy of setting up regional offices, of which Los Ange- les was the first. The primary responsibility of the Regional Repre- sentative is to negotiate employment agreements with the airlines in his area. He also prepares grievance cases and acts as assistant to the regional vice-president. The collection covers the period from 1939 to 1970, with special empha- sis on the years 1947 to 1960. Important subjects are: Steward and stewardess organizing American Airlines strike, 1957-1958 Pan American Airlines strike, 1957 Western Air Lines strike, 1958 Series Description Series I - General Office Files, Boxes 1-3 This series consists mainly of correspondence between the ALPA Home Office and the Los Angeles Joint Council Office and between the Joint Council Office and the pilots' local executive councils of various airlines. Aside from routine correspondence, there are special files on accident reports, air safety and engineering, stewards and steward- esses, Master Executive Council meeting minutes for a number of air- lines, and negotiators' reports. The "personal" files of H.B. Cox deal with safety problems and conferences and the opening of the Los Angeles Office.

Crude oil has more than doubled in the past year, soaring past an all-time record price over $147 in July. When you consider that the price of oil has increased nearly 700 percent in less than seven years culminating with this year’s record smashing levels it is understandable why so many airlines around the world face uncertain times. Unfortunately, the crisis we are facing involves a battle on two fronts. Even as we are pressured on the cost side, the revenue environment in the airline industry continues to be a challenge. When you compare ticket prices from 2000 and the first half of 2008, domestic air fares have actually decreased. Yet fuel expenses burn through 40 percent of passenger revenues today, up from 15 percent in 2000. Twenty percent of the total cost of a $300 domestic one-stop ticket now goes toward government taxes and fees, up from 13 percent in 1992. Squeezed between expanding taxes and fees (now an $18 billion annual burden) and fuel prices, the revenue slice of the ticket-price pie is looking more and more like a sliver. The overriding issue for our economy, of course, is our country’s lack of a coherent energy policy and our chronic 2007-2008 inability to end our dependence on foreign oil.
