SALADO WATER SUPPLY CORPORATION ANNUAL MEMBERSHIP MEETING January 24, 2019 The annual membership meeting of Salado Water Supply Corporation, held at the Salado Civic Center, was called to order at 6:30 pm by Board President, Fletcher Rhodes. He introduced the board members and staff and explained the procedures of the meeting. The Board of Directors who were present: Fletcher Rhodes, President Lawson Grant, Vice-President Bruce Bolick, Treasurer Bill Heath Bob Bradley Sue Ellen Slagel Becky Butscher Mary Kite Steven Ervin, Secretary, was Absent. Also, present were Ricky Preston, Juana Preston, Shelli Poteet and John Winkler, Engineer.

Fletcher Rhodes, President, asked the members to review the minutes from the 2018 Annual Membership Meeting. There were no corrections, additions or deletions. The motion to accept the minutes as they were, was made by Lawson Grant, seconded by Sue Ellen Slagel and the motion was approved unani- mously. Bruce Bolick reviewed last year’s finances. He stated that there has been no rate change/ or meter pricing change in the past year. Mr. Bolick declared that staff was doing an excellent job in controlling cost and even though we have had several improvements/betterments throughout the year, it was all self-funded through the water supply. He then explained the annual audit and that the figures of income, revenue, operating expenses and net income are all used to make an annual budget. Mr. Bolick then presented and reviewed the 2018-2019 budget with the members explaining the changes from last year’s budget. Mr. Bolick then asked for a motion to approve the budget for 2018-2019. A motion was made by Bob Bradley, seconded by Lawson Grant and the motion was approved unanimously. Fletcher Rhodes then introduced Ricky Preston, General Manager, for an update on the overall water system and John Winkler, Engineer, to discuss and report on the system status. Ricky explained that he is the General Manager at Salado Water Supply Corporation and has been since 1989. Office staff includes Juana K Preston & Shelli Poteet. Field staff includes Senior technicians Luis Castillo & Bill Lutz and field technicians James Lutz, Joshua Dunn and Albert Castillo. He also introduced John Winkler with Walker & Partners, who has been our engineer for over the past 20 years, and that he is instrumental to Salado Water Supply in the planning & design of our current system and future development. Ricky explained to the members that Salado Water Supply Corporation has approximately 40 square miles of CCN with over 120 miles of pipe- line and that our service area is North to Amity Road, East to Blackberry Road, South to the TXDOT rest area and West to Stillhouse Bridge. Salado Water Supply Corporation continues to be a Superior rated water supply by TCEQ and is supplied by two water sources, ground and surface water. Ricky explained that Salado Water Supply’s ground water consist of eight wells that are capable of producing over 2500 gallons per minute. They range from 130’ to 220’ deep and draw from the Northern Edwards Aquifer. He explained the aquifer is a very prolific source of water and that it recharges very quickly with local rainfall and that Salado Creek is the excess overflow from the aquifer. Ricky explained the second water source available to Salado Water Supply is surface water from Kempner Treatment Plant on Stillhouse Lake and is capable of producing 1200 gallons per minute. Salado Water Supply Corporation also owns 10% of Kempner Surface Water Treatment Plant and that we had just recently bought an additional 1 million gallons per day bringing up the current pump capacity to 1.5 million gallons per day or 550 million gallons per year. We currently have 2593 customers. Of those customers, 2160 or 80% are on well water and 433 or 20% are on surface water, which is any cus- tomer West of Brewer Road. In the next few months, we will be switching additional customers from Brewer Road to FM 1670 over to surface water to utilize surface capacity and relieve the burden on our ground water. This will add 620 customers to surface water bringing the total number of customers on surface water to 1050 or 41 % of our customer base. Our total water availability is 502 million gallons of ground water and 547 million gallons of surface water totaling 1,049 million gallons of water per year. Last year, Salado Water Supply pumped 453 million gallons of ground water and 70 million gallons of surface water to customers totaling 523 million gallons, which is an increase of 16 million gallons over 2017. The daily demand in off season, which is November to April, was on average 870,000 gallons per day. During peak season which is May to October, the daily demand rose to 1.7 million gallons per day. Our peak day in 2018 occurred on July 27, pumping to customers 2. 7 million gallons of water. Ricky explained that this past year the corporation has completed 3350 work orders which is an increase of 600 work orders over 2017. Ricky explained that about 1.2 million dollars was spent this past year on Salado Water Supply’s system infrastructure improvements. Those costs included the purchase of an additional 1 million gallons of surface water capacity for $850,000.00, the total reconstruction of the pipe infra- structure at the 2484 Pump Station to allow use of surface water or ground water at a cost of $60,000.00, and added 1.5 miles of 8” pipe to increase customer base at a cost of $180,000.00. Ricky thanked everyone for coming and also thanked John Winkler with Walker Partners for attending the meeting as well. He then asked the members if anyone had any questions that either he or John Winkler could answer. A member of the audience, spoke and asked what the difference in the quality of water between surface and ground was. Ricky Preston replied that the quality of water in both sources were equal. He explained that the difference between the two were the way they are disinfected. Member, Mike McIntyre, asked what the difference in hardness between ground and surface water was. John Winkler responded by saying that they about the same and explained the difference of the level of hardness depends on how the source is filtered and treated. Member, Tom Moore, stated that he was concerned about how all the new construction of treatment plants from the surrounding area on Still- house Lake Hollow might affect our water supply and asked ifwe could potentially run out of water ifwe were to incur a severe drought. Ricky Preston explained that all the water treatment plants have a maximum allowed pump capacity and that the Brazos River Authority has control of those pump capacities. John Winkler added that Brazos River Authority is currently seeking a new pipe design to draw water from Belton Lake to help alleviate future pump capacity issues should severe drought occur. Tom Moore then asked in regards to water supply, if the expected growth would be so.uth or west of Salado. Ricky Preston stated that the area growth is expected to expand west and that currently to the south, The Sanctuary is a potential growth but no new developments have been made on those plans. Ricky added that new growth in the center of Salado will be due to the new Salado Middle School and that John Winkler is working with them to bore a 12” line under I-35 to generate fire flow for the new school. Member, Susan Bradshaw, asked in regards to matters discussed at the 2018 annual meeting, what the current status was on the plan to build the water tower on Brewer Road, and about the formerly mentioned pipe extension plan (connecting infrastructure from the east side of Salado to the west side of Salado making a full loop around the system) and if that was plan was still in motion. Ricky Preston replied that at the current time, Salado Water Supply has aborted both plans. Reasons being that with the addition of the surface pump capacity, we do not have to build another tower to serve customers, but will always have that option still available in the future, if needed. And in regards to the pipe extension plan, due to Salado Water Supply being unable to obtain easements in the right of way from TXDOT, we were unable to go forward with those plans. Member, Bob Tyson, asked in reference to the current budget, why the projected water sales from last year to this year have a difference of $200,000.00. Bruce Bolick, Treasurer, explained that weather is always a determining factor in the sale of water and that we have to be conservative in con- sidering that factor. Member, Jeff Lander, asked if Salado Water Supply will ever extend its services to include billing on the new sewer system. Ricky Preston explained that Salado Water Supply Corporation is in no way associated with the Village of Salado, which is who is in charge of the sewer system, and that no plans are expected to combine the two separate entities. He told the members he appreciated their attendance and asked the Board of Directors for a motion to adjourn the 2019 Annual Membership Meeting.
