The review has concluded that: There is a need to amend CAR Part II Chapter 7 Aircraft Maintenance Engineer Licensing regulation The proposed changes have been inserted in red font for ease of reference The proposed initial entry into force date of the amendment is 25th February 2015. This notice is published to announce to the public this amendment and to entitle all concerned parties to: 1. Review the attached proposed regulation; and 2. Submit their comments online through the GCAA website within 30 days from the date of this NPA. Comments must be submitted through the GCAA Website – E-Publication – Notice of Proposed Amendment, using the Action of “Submit NPA Feedback Request.” Comments and Responses may be viewed in the Comments Response Document CRD pertaining to this NPA on the GCAA website. Issue: 03 Page 2 of 209 Rev: 00 December 2014 CAR PART II Ch. 7 - CAR 66 AIRCRAFT MAINTENANCE ENGINEER LICENSING FORWORD For the purpose of this regulation, the competent authority shall be the General Civil Aviation Authority designated by the United Arab Emirates Federal Government, and known in this regulation as the “GCAA”. The development of this regulation was through a GCAA led consultative committee the OTTG (Operators Technical Training Group) that included representatives from all segments of the aviation industry covered by, and impacted by this regulation. Conformity with the Acceptable Means of Compliance (AMC) section of this regulation is mandatory unless other Alternative Means of Compliance have been submitted that result in an equivalent level of safety (or compliance) and approved to the GCAA. If found acceptable, any Alternative Means of Compliance granted to an entity will be published for the benefit and reference of all organizations approved by the GCAA. General The following text has been added to the end of the paragraph that relates to the E-Services provision. Manual applications may be used for cases where no E-Services are available, however this can only be done with prior approval from the GCAA. The following text has been added. Section 1 CAR 66.2 The GCAA may impose restrictions, suspend, limit or revoke any Aircraft Maintenance Engineers licence issued if the holder cannot demonstrate their capability to maintain the appropriate safety standards. Personnel granted with an Aircraft Maintenance Engineers licence shall not engage in, support or conceal unsafe acts. Section 1 CAR 66.10 (c) The following text has been added as Para (c) The organisation requesting the grant or amendment to a licence is responsible for the review of the application before making a recommendation to the GCAA. Section 1 AMC 66.15 The following text has been removed; Should either be, and has been replaced with; An applicant for an Aircraft Maintenance Engineers licence should meet one of the following eligibility criteria to apply for, and hold a GCAA AMEL. The following text to be added at the end of the Section 1 CAR 66.25 (a) paragraph, All examinations conducted outside the GCAA must be conducted by the same GCAA approved training organisation, approved training may be carried out by another training provider if the provisions of CAR 66.25 (3) have been adopted by a CAR 147 approved basic training organisation. The following paragraph has been added; Section 1 AMC 66.25 3.Approved training may be carried out at a different CAR 147 approved basic training organisation provided the training organisation has a procedure approved by the GCAA for accepting such applicants, a declaration must be made by both the applicant and the training Issue: 03 Page 4 of 209 Rev: 00 December 2014 CAR PART II Ch. 7 - CAR 66 AIRCRAFT MAINTENANCE ENGINEER LICENSING organisation before making application to the GCAA, CAR 66.10 refers. The application for the approval of these courses must be made not less than 30 days prior to the start of the course, and the course approval document must accompany the type rating application. Issue: 03 Page 6 of 209 Rev: 00 December 2014 CAR PART II Ch. 7 - CAR 66 AIRCRAFT MAINTENANCE ENGINEER LICENSING • You must ensure the relevant Basic Category/Sub-Category does not hold any of the limitations that you wish to be removed from type(s) applied for, you are unable to lift any limitations from type rating(s) if the Basic Category/Sub-Category holds the same restriction If the type requires type training then evidence of completing the appropriately approved CAR 147 course, the Certificate of Recognition will be required which can cover theoretical and practical elements. • If the type requires type examination we can assess the experience submitted without evidence of any course being completed. • Currently for the removal of limitations from type rating(s) a CAR 147 Certificate of Recognition will be acceptable, or evidence of completing a GCAA approved course.

Transfer content of Appendix 1 to CAR 66.70 into CAR 66.50 and CAR 66.70 including the applicable AMC and GM; 4. create an appendix to identify limitations added to a CAR 66 licence and further define the reason and applicability for each limitation and the implications. The proposed initial entry into force date of the amendment is 01 August 2019. The layout and paragraph numbering may change through the NPA process; however the content will remain the same. Was ist falsch daran? „Warum mehr Geld für Pandemieschutz, wenn sich doch gerade gezeigt hat, dass die Armee in einer solchen Krise gut funktioniert: Da Krisen unerwartet auftreten, muss die Armee auf alle möglichen Szenarien vorbereitet sein.“ SZ: Befürchten Sie, dass es nach der Corona-Krise schwieriger wird, die Bevölkerung an der Urne vom Nutzen neuer Kampfjets zu überzeugen? „Ich habe keine Angst vor einem Volksentscheid. Die Meinungen liegen in dieser Sache zwar weit auseinander. Aber ich bin zuversichtlich, weil die Kampfjets über das ordentliche Armeebudget finanziert werden und keine zusätzlichen Gelder gesprochen werden müssen. Es geht schliesslich um den Schutz der Bevölkerung vor Angriffen aus der Luft.“ SZ: Nach Corona ist beim Bund allgemein Sparen angesagt. Wird auch die Armee helfen? “Für mich ist klar: Wenn der Bund nach der Krise sparen muss, müssen alle mithelfen. Da würde ich die Armee nicht ausnehmen. Beim Schutz des Luftraums dürfen wir aber keine Einsparungen vornehmen.
