Jonelle Matthews’ disappearance from her Greeley home 36 years ago Dec. 20 caught national attention, a spotlight that has been refocused on Greeley now that a suspect is in jail and is being prosecuted.

The Greeley of 1984 isn’t the same Greeley today, having grown to a population of more than 110,000 from a little more than 57,000. With many new residents and the departure of many others over the years, Greeley has been through its fair share of changes. Though it wasn’t then quite so small a town that everybody knew each other, according to current mayor John Gates, it has become a different community in fundamental ways. But some ways haven’t changed.

“Greeley’s always been caring,” Gates said. “And I remember that they certainly were as it revolved around the Matthews, helping the family and the police and searching to try to locate her.”

Those efforts included multiple funds offering rewards for information that could help find Jonelle, hundreds of volunteers searching the county, and people from across the state contacting police with information about possible sightings.

In December 1984, Jonelle was a 12-year-old girl attending seventh grade at Franklin Middle School in Greeley. Her parents moved to Greeley from California in 1978, about six years after they adopted her, so her father, Jim Matthews, could start a new job at Dayspring Christian Academy. He later became principal of Platte Valley Elementary School in Kersey, where he was working in 1984.

Jonelle sang in the choir in school and at church. The night she went missing, Dec. 20, 1984, Jonelle performed at a Franklin honor choir concert at IntraWest Bank, then at 1025 9th Ave., in Greeley. The performance was broadcast live by Cablevision. Jim dropped Jonelle off at the concert to watch her older sister, Jennifer, play a basketball game at Greeley Central High School. Jonelle’s mom, Gloria, had taken off to to surprise her parents for Christmas.

Russ Ross, a family friend, took Jonelle home before bringing home his own daughter, a friend of Jonelle’s. Ross dropped Jonelle off about 8:15 p.m. that night at her home at 320 43rd Avenue Court. Jim returned home about 9:30 p.m., finding Jonelle’s shoes and favorite pillow on the floor next to a heater. When Jennifer returned home about 30 minutes later and said she didn’t know where Jonelle was either, Jim called his pastor, who told Jim to call the police. Officers arrived about 15-20 minutes later.

Her mother was a teacher at Platte Valley Elementary School, where Jim was principal. Kaiser remembered waiting in the car for her mom to finish up after-school work before they headed home the day after Jonelle went missing.

“I went out to the car and waited, and I waited,” Kaiser said. “My mom normally doesn’t take that long, so she ran out really fast. She said, ‘Mr. Matthews’ daughter is missing. All they found was her shoes, and nobody saw anything last night, so we’re getting information about it.’ And she went inside.”

Kaiser remembered thinking initially that there was a miscommunication over Jonelle. Kaiser said she had done a report for school that year on missing children, so a more sinister reality set in over the following days.

“It clicked pretty quick within the first few days this wasn’t just something overblown by the parents’ alarm,” she said.

Jim Matthews later held an assembly with the elementary, junior high and high schools to try to bring an end to rumors about Jonelle’s disappearance. Kaiser said rumors included “ridiculous stuff” like allegations Jonelle’s birth parents took her from the Matthews.

Jonelle’s disappearance was one of a few notable incidents around that time, with the double murder of a Windsor couple having been reported almost two months earlier and the disappearance of a 20-year-old woman attending the University of Northern Colorado a couple months later. Kaiser’s parents told her she wasn’t to go out unless she was going with a group.

“It shook the community,” Gates said. “It was clear fairly early on that there was some foul play.”

Gates was a police officer with the Greeley Police Department when Jonelle went missing and said he was briefly at the scene that night. He later became a spokesman for the department, fielding calls over the years for stories on the anniversary of Jonelle’s disappearance. Two years ago, police announced they were taking a fresh look at the case. In July 2019, oil and gas workers digging a pipeline found her remains on remote land east of Greeley, about one quarter of a mile northwest of Weld County roads 34.5 and 49.

Jonelle’s parents hosted a closure celebration August 2019 at The Adventure: Seventh-day Adventist Church, 4100 20th St., in Greeley. A more intimate service was held the day after at Jonelle’s gravesite in Linn Grove Cemetery, 1700 Cedar Ave., in Greeley. His bond has been set at $5 million, cash only. A status conference is scheduled in the case 2 p.m. Dec. 30.

Kaiser said it was surprising to hear an arrest was made in the case, but that Pankey seemed to fit the profile on a deeper dive: someone who ties back into the family to some degree, Pankey having gone to the Matthews’ church around the time they attended the church, and someone who wouldn’t have initially seemed like the type to kill an innocent girl.

Kaiser said she’s relieved for the Matthews family to get answers about what happened, but she’s unsettled by the decades Pankey remained on the loose.

“If he got away with it and it’s been this long, than how many others are there?” she asked.

Gates said police never let the case go, even as various leads died down over the years. He commended police and the district attorney’s office for their investigations and work on the case, as well as the workers who uncovered Jonelle’s remains.

“I hope for everybody’s sake the indictment comes to a positive resolution,” Gates said. “I’ve read the indictment and there isn’t too much doubt in my mind who committed the acts, but that’s not up to me.”

Rourke announced the arrest and indictment of Pankey outside the Weld County Courthouse. Pankey was arrested Monday at his home in Meridian, Idaho, without incident. He is being held at the Ada County Jail in Idaho without bond, where he will await extradition to Weld County to face charges for first-degree murder after deliberation, first-degree felony murder and second-degree kidnapping, as well as sentence enhancers for using a weapon in the commission of a violent crime.

Pankey is accused of shooting Matthews in the head during the course of the kidnapping. Pankey was 33 at the time.

"For over three decades, the disappearance of Jonelle Matthews has left our community with many unanswered questions and a void that has not been filled," Greeley Police Chief Mark Jones said at the news conference. "With the arrest of Steve Pankey in the murder of Jonelle Matthews, some of these questions are starting to be answered. I trust this new development helps the Matthews family, their friends and our community to receive some closure and healing from this horrific trauma."

Jenn Mogensen, Jonelle's sister, was present for the indictment of Pankey on Friday, Rourke said Tuesday. He said Matthews' family had a reaction "of genuine relief and excitement."

The indictment alleges Pankey, between 8:30 to 9:30 p.m. Dec. 20, 1984, took Jonelle from her home at 320 43rd Ave. She was dropped off by family friend Russ Ross after a school choir concert that night in Greeley before her father reported her missing. Her remains were found July 23, 2019, about one quarter of a mile northwest of Weld County roads 34.5 and 49.

Jonelle's disappearance in 1984 shook the community, according to Mike Peters, who covered cops and courts for the Greeley Tribune from 1971-2011. Peters wrote numerous stories on the search for Jonelle over the years. He joined some of the searches and interviewed the family.

Though Pankey's arrest might not change the impact Jonelle's disappearance had on the community, Peters said it felt very good to finally see an arrest made in the case.

"We've all hoped this day would come," Greeley mayor John Gates said by phone Tuesday. "I guess this is proof that even cases that are cold, that have been unsolved for 34, 35 years can be solved with a lot of diligence."

Gates, who spent 25 years working at the Greeley Police Department, said not only from his experience with the department, but since his retirement, "the Greeley Police Department has never put this case on the shelf."

"This case has been actively worked for 35 years, and it probably paid huge dividends," Gates said. "I'm happy for the family, the police officers and the community because this is about a 36-year-old case, and it's just a great break. When I first heard it, I got goosebumps. So happy for everybody involved. It looks like a substantial step towards clearing it up."

The indictment doesn't explain why Pankey might have targeted Jonelle, but it details a number of connections between him and the Matthews family and numerous inconsistent and suspicious statements Pankey has made over the years. That includes a detail of the crime scene not previously made available to the public.

Pankey watched school children walk home from Franklin Middle School where Jonelle Matthews went to school, according to the indictment. Pankey also attended the Sunny View Church of the Nazarene until about June 1978, and the Matthews family joined that same church that summer.

In an interview in March 1985, he stated two police officers live in the same block as her, demonstrating an intimate familiarity with her neighborhood, the indictment states. Pankey also discussed a crucial piece of evidence from the Matthews house law enforcement withheld from the public, specifically a rake used to obliterate shoe impressions in the snow.

Prosecutors noted in the indictment Pankey intentionally inserted himself in the investigation many times over the years, claiming to have knowledge of the crime. Those claims became inconsistent and incriminating over time, the indictment states. He filed pleadings in many cases that contained direct and veiled statements about Jonelle. He also wrote, "Without a deal, this case will never be solved," according to the indictment. Pankey repeatedly demanded immunity in exchange for information he claimed to possess about Jonelle's murder. In an April 2003 court pleading, he asserted, "The family should be informed that Jennell (sic) died before crossing 10th st. (sic), and not to give the family hope," the indictment states.

"About a week after the fact, I realized a blanket, or comforter, or quilt, also disappeared from the Matthews house. … Some experiences are hard to forget. But I must realize justice isn't always served and move on," Pankey stated in a August 2013 letter.

That same year, he sent an "alibi" document to law enforcement, detailing plans for a family trip to California beginning the morning after Jonelle's disappearance. The document contained false statements and superfluous details, according to the indictment.

Angela Hicks, then Pankey's wife, described the trip as "unexpected" and starting two days after Jonelle's disappearance. She also said Pankey dumped their family dogs prior to the trip, and they were never seen again. Pankey was uncharacteristically listening to the radio searching for news accounts of Jonelle's disappearance on the return home, according to Hicks. When they arrived home on Dec. 26, he immediately began digging in their yard, Hicks said. About two days later, a car on their property burst into flames, and Pankey disposed of it at a local salvage yard, according to Hicks.

In early 1985, Pankey began muttering "false prophet" during a church service when the minister announced Jonelle would be found safe and returned home, Hicks said. The indictment states he grew increasingly agitated and had to be removed by parishioners.

In 2008, Hicks heard Pankey say at his murdered son's funeral, "I hope God didn't allow this to happen because of Jonelle Matthews," according to the indictment.

The indictment states Pankey made repeated internet searches about Jonelle, and tried to delete all evidence of those searches after Greeley police detectives contacted him in 2019.

Rourke said Tuesday that Pankey became a person of interest in the case in mid 2018. Pankey's inconsistent and suspicious statements about the case over the years garnered heightened law enforcement interest, Rourke said. There is no definitive DNA link between Pankey and Matthews, Rourke said in response to a question at the news conference. Asked if law enforcement believes Pankey did anything else over the years, Rourke said he could not answer.

Pankey made a strange statement.

"I hope God didn't allow this to happen because of Jonelle Matthews," he said, his ex-wife told authorities.

On Tuesday, the 69-year-old man was charged with first-degree murder, kidnapping and related counts in the 1984 killing of 12-year-old Jonelle after a pattern of erratic and unhinged behavior over more than three decades led Weld County investigators to suspect the Idaho resident in the 36-year-old cold case that riveted the region and drew national attention for years.

Jonelle went missing on Dec. 20, 1984, snatched from her Greeley home when she returned to an empty house after singing Christmas carols at a nursing home. A grand jury indictment released Tuesday reveals that investigators now believe Pankey forced her from her home at gunpoint, then shot her in the forehead.

The indictment does not indicate a motive for the attack, but says Pankey, who lived in the area at the time and attended the same church as the Matthews family, was known to watch middle school students as they walked home from Franklin Middle School, where Jonelle attended.

Jonelle's remains were not found until found 2019, when a construction crew discovered them in a remote area of Weld County. District Attorney Michael Rourke said during a news conference Tuesday that Jonelle was killed wearing the same clothes she had on when she disappeared.

Rourke's office declined to comment on a motive for the attack or say whether investigators believe the girl was sexually assaulted.

Jonelle's sister, Jennifer Mogensen, said Tuesday the family was excited to see the arrest, but that it's bittersweet.

"This is a great first step," she said. She described her sister as strong-willed, bossy and determined, and said she was grateful for the work law enforcement put in on the case.

Over the years, Pankey repeatedly inserted himself into the investigation into Jonelle's disappearance and claimed to have knowledge of her killing, according to the indictment. On the drive back from that trip, Pankey listened to the radio obsessively, searching for news on Jonelle's case, according to the indictment. When he got home, he "started digging" in the backyard, and a couple days later, a car on his property "burst into flames," and Pankey got rid of the vehicle, his ex-wife told authorities. She did not return a request for comment Tuesday.

In 1985, Pankey became upset that a preacher was claiming Jonelle would return home unharmed, and called the man a "false prophet," according to the indictment. He became so irate that he had to be removed from the church by other parishioners.

Pankey also knew that a rake had been used to obscure footprints at the crime scene, according to the indictment, and that information was never revealed to the public.

He was arrested Monday without incident at his home in Meridian, Idaho, Rourke said.

Beginning as early as 1999, Pankey sought out immunity deals with law enforcement in exchange for revealing information he said he had on the killing, wrote letters to police outlining his alibi and wrote filings in court cases that discussed Jonelle, according to the indictment.

But at least one police department in Idaho dismissed his claims, and he did not become a person of interest in the case until 2018.

In 2019, Pankey went public with claims that police were investigating him in the killing, telling the Idaho Statesman newspaper that he gave police his DNA and took a polygraph test. He said then he was shocked that investigators searched his home. Rourke said Tuesday there is no DNA evidence linking Pankey to Jonelle's remains.

Pankey twice ran for governor of Idaho, as a Constitution Party candidate in 2014 and again as a Republican in the 2018 primary. He has proclaimed his innocence, and ran for Twin Falls County sheriff this year, telling local media he wanted to help others who had been falsely accused. He lost in the May primary election.

A family friend of the Matthews, Russ Baxley, 76, attended the news conference Tuesday because he's been connected to the case since the beginning. His daughter was the same age as Jonelle, and sang in the same choir, he said. And he's had a long history with Pankey, whom he described as arrogant and self-centered.

Years before Jonelle went missing, Baxley said, the church board — of which he was a member — decided to kick Pankey out of the church.

Baxley said Tuesday he couldn't discuss the details of why the board made that decision, but the indictment notes that Pankey left the church in 1978, the same summer that the Matthews family joined.

"It was enough to get somebody thrown out of a church," Baxley said of the decision.

He said he was not surprised by news of the arrest.

"We were just waiting for it, we knew it was coming," he said.

Weld District Attorney Michael Rourke and members of the Greeley Police Department will announce the update 3 p.m. today on the east side steps of the Weld County Courthouse, 910 10th Ave., in Greeley, Rourke's office announced in a news release. It's not clear what the announcement is about from the release, but online court records suggest the Twin Falls, Idaho, resident named as a person of interest in the case is facing first-degree murder and kidnapping charges. The department plans to stream the news conference live on its Facebook page, @GreeleyPoliceDepartment.

Police in September 2019 named Steve Pankey, 69, as a person of interest in the case. A search warrant was executed on his home that month. A work crew excavating in a rural part of the county, near County Road 49 and County Road 34½, discovered the remains about 4:50 p.m. Tuesday, according to the Greeley Police Department.

Police and staffers with the Weld County coroner's and sheriff's offices went to the scene to investigate. Based on the new evidence and a coroner's examination of the remains, a positive identification of Matthews has been made, Greeley police Sgt. Joe Tymkowych said Thursday.

Weld County Sheriff Steve Reams said his deputies were treating the recovery of the remains as a homicide investigation.

Over the years, investigators have pursued hundreds of leads in a cold case that is familiar to longtime Greeley-area residents.

President Ronald Reagan mentioned Jonelle's disappearance. Her parents, Jim and Gloria, appeared on national television pleading for help; and thousands of reward posters of the girl were produced and distributed.

Jonelle was last seen 34 years ago when she was dropped off at her home about 8:30 p.m. by a friend and a friend's father. She had performed with seventh-grade classmates at a middle school choir concert before her disappearance.

Jonelle's sister, Jennifer Mogensen, remembered Jonelle as "a strong, independent, opinionated 12- year-old."

"She knew what she wanted and how things should be done," Mogensen told The Associated Press on Thursday.

"I'm grateful for this closure after 34 years," she said. "It does bring up some old wounds and some more questions, maybe, of what happened. But we've received so much love and support already."

Mogensen, who lives in Washington state, said their parents are retired and living in Costa Rica.

The remains were found Tuesday in an area south of Greeley and east of Milton Reservoir as workers installed pipe at an oil and gas site.

In May 2013, an age-progressed photo of Jonelle was released in hope of developing fresh leads in her case. And in December, Greeley police announced that investigators were taking a renewed, fresh look at the missing-person case.

In March 1985, Reagan mentioned Jonelle's disappearance when he addressed a group of newspaper editors in Washington, D.C., asking them to publish photos of missing children nationwide, calling it a "mission of mercy."

Reagan said the girl "would have celebrated a happy 13th birthday with her family just last month. But five days before Christmas, Jonelle disappeared from her home."

The investigation remains active, police said, and anyone with information on the case is asked to call Detective Robert Cash at 970-350-9601 or a case tip line at 970-351-5100.

Burke Ramsey has said in a recent interview that he thinks people still believe he or his parents had something to do with his sister's death, even though investigators cleared the family in 2008, saying no family member matched DNA evidence left at the scene.

This month's media focus may bring a renewed push to find her killer and find some measure of justice for JonBonet.

But the public should not forget that there are other murder victims who also deserve justice.

Jacob's killer had been a suspect all along.

Sometimes, as in that case, authorities know who their suspects are, but they do not had quite enough information or evidence to proceed.

That, perhaps, is the best reason to continue to put a focus on the killing of JonBonet Ramsey, so that someone who has information in her case — or the many others in our state — may finally decide to come forward.

Pankey made a strange statement.

"I hope God didn't allow this to happen because of Jonelle Matthews," he said, his ex-wife told authorities.

On Tuesday, the 69-year-old man was charged with first-degree murder, kidnapping and related counts in the 1984 killing of 12-year-old Jonelle after a pattern of erratic and unhinged behavior over more than three decades led Weld County investigators to suspect the Idaho resident in the 36-year-old cold case that riveted the region and drew national attention for years.

Jonelle went missing on Dec. 20, 1984, snatched from her Greeley home when she returned to an empty house after singing Christmas carols at a nursing home. A grand jury indictment released Tuesday reveals that investigators now believe Pankey forced her from her home at gunpoint, then shot her in the forehead.

The indictment does not indicate a motive for the attack, but says Pankey, who lived in the area at the time and attended the same church as the Matthews family, was known to watch middle school students as they walked home from Franklin Middle School, where Jonelle attended.

Jonelle's remains were not found until found 2019, when a construction crew discovered them in a remote area of Weld County. District Attorney Michael Rourke said during a news conference Tuesday that Jonelle was killed wearing the same clothes she had on when she disappeared.

Rourke's office declined to comment on a motive for the attack or say whether investigators believe the girl was sexually assaulted.

Jonelle's sister, Jennifer Mogensen, said Tuesday the family was excited to see the arrest, but that it's bittersweet.

"This is a great first step," she said. She described her sister as strong-willed, bossy and determined, and said she was grateful for the work law enforcement put in on the case.

Over the years, Pankey repeatedly inserted himself into the investigation into Jonelle's disappearance and claimed to have knowledge of her killing, according to the indictment. On the drive back from that trip, Pankey listened to the radio obsessively, searching for news on Jonelle's case, according to the indictment. When he got home, he "started digging" in the backyard, and a couple days later, a car on his property "burst into flames," and Pankey got rid of the vehicle, his ex-wife told authorities. She did not return a request for comment Tuesday.

In 1985, Pankey became upset that a preacher was claiming Jonelle would return home unharmed, and called the man a "false prophet," according to the indictment. He became so irate that he had to be removed from the church by other parishioners.

Pankey also knew that a rake had been used to obscure footprints at the crime scene, according to the indictment, and that information was never revealed to the public.

He was arrested Monday without incident at his home in Meridian, Idaho, Rourke said.

Beginning as early as 1999, Pankey sought out immunity deals with law enforcement in exchange for revealing information he said he had on the killing, wrote letters to police outlining his alibi and wrote filings in court cases that discussed Jonelle, according to the indictment.

But at least one police department in Idaho dismissed his claims, and he did not become a person of interest in the case until 2018.

In 2019, Pankey went public with claims that police were investigating him in the killing, telling the Idaho Statesman newspaper that he gave police his DNA and took a polygraph test. He said then he was shocked that investigators searched his home. Rourke said Tuesday there is no DNA evidence linking Pankey to Jonelle's remains.

Pankey twice ran for governor of Idaho, as a Constitution Party candidate in 2014 and again as a Republican in the 2018 primary. He has proclaimed his innocence, and ran for Twin Falls County sheriff this year, telling local media he wanted to help others who had been falsely accused. He lost in the May primary election.

A family friend of the Matthews, Russ Baxley, 76, attended the news conference Tuesday because he's been connected to the case since the beginning. His daughter was the same age as Jonelle, and sang in the same choir, he said. And he's had a long history with Pankey, whom he described as arrogant and self-centered.

LARIMER COUNTY Rocky Mountain National Park officials announced they will put in place temporary closures to protect raptors starting Feb. 15. Usually the closures, which let birds of prey nest undisturbed, start March 1.

The early start is the result of high nesting activity, park spokeswoman Kyle Patterson said in a news release.

The closures will continue through July 31, if appropriate, but may be extended or rescinded at an earlier date depending on nesting activity, she said.

A new closure is being implemented in the Loch Vale area, which includes Cathedral Wall. The areas above the Loch Vale-Sky Pond Trail will be closed to off-trail travel. In the Lumpy Ridge area, closures include Checkerboard Rock, Lightning Rock, Batman Rock, Batman Pinnacle, Sundance, Thunder Buttress, The Parish, The Book, and Twin Owls, Rock One.

Closures include all climbing routes, outcroppings, cliffs, faces, ascent and descent routes and climber access trails to the named rock formations.

Matthews murder suspect Pankey pleads not guilty. WELD COUNTY Steve Pankey pleaded not guilty to the 1984 kidnapping and murder of 12-year-old Jonelle Matthews, setting up one of the biggest cases to go to trial in Weld County history.

Pankey, 69, appeared Wednesday with Denver-based defense attorney Anthony Viorst for an arraignment hearing before Judge Timothy Kerns. He is being held at the Weld County jail on $5 million cash-only bail.

Pankey is accused of taking Jonelle from her Greeley home Dec. 20, 1984, before killing her with a single gunshot to the head. Her body was found in 2019. At his murdered son’s funeral in 2008, Steven D. Pankey made a strange statement.

”I hope God didn’t allow this to happen because of Jonelle Matthews,” he said, his ex-wife told authorities.

On Tuesday, the 69-year-old man was charged with first-degree murder, kidnapping and related counts in the 1984 killing of 12-year-old Jonelle after a pattern of erratic and unhinged behavior over more than three decades led Weld County investigators to suspect the Idaho resident in the 36-year-old cold case that riveted the region and drew national attention for years.

Jonelle went missing on Dec. 20, 1984, snatched from her Greeley home after she returned to an empty house after singing Christmas carols at a nursing home. A grand jury indictment released Tuesday reveals that investigators now believe Pankey forced her from her home at gunpoint, then shot her in the forehead.

The indictment does not indicate a motive for the attack, but says Pankey, who lived in the area at the time and attended the same church as the Matthews family, was known to watch middle school students as they walked home from Franklin Middle School, where Jonelle attended.

Jonelle’s remains were not found until found 2019, when a construction crew discovered them in a remote area of Weld County. District Attorney Michael Rourke said during a news conference Tuesday that Jonelle was killed wearing the same clothes she had on when she disappeared.

Rourke’s office declined to comment on a motive for the attack or say whether investigators believe the girl was sexually assaulted.

Jonelle’s sister, Jennifer Mogensen, said Tuesday the family was excited to see the arrest, but that it’s bittersweet.

”This is a great first step,” she said. She described her sister as strong-willed, bossy and determined, and said she was grateful

for the work law enforcement put in on the case. Over the years, Pankey repeatedly inserted himself into the investigation into Jonelle’s disappearance and claimed to have knowledge of her killing, according to the indictment.

The pattern of on-and-off erratic behavior began just two days after she went missing, when Pankey took a surprise trip to California, according to the indictment. On the drive back from that trip, Pankey listened to the radio obsessively, searching for news on Jonelle’s case, according to the indictment.

When he got home, he “started digging” in the backyard, and a couple days later, a car on his property “burst into flames,” and Pankey got rid of the vehicle, his ex-wife told authorities. She did not return a request for comment Tuesday. In 1985, Pankey became upset that a preacher was claiming Jonelle would return home unharmed, and called the man a “false prophet,” according to the indictment. He became so irate that he had to be removed from the church by other parishioners. Pankey also knew that a rake had been used to obscure footprints at the crime scene, according to the indictment, and that information was never revealed to the public.

He was arrested Monday without incident at his home in Meridian, Idaho, Rourke said.

Beginning as early as 1999, Pankey sought out immunity deals with law enforcement in exchange for revealing information he said he had on the killing, wrote letters to police outlining his alibi and wrote filings in court cases that discussed Jonelle, according to the indictment. But at least one police department in Idaho dismissed his claims, and he did not become a person of interest in the case until 2018.

In 2019, Pankey went public with claims that police were investigating him in the killing, telling the Idaho Statesman newspaper that he gave police his DNA and took a polygraph test. He said then he was shocked that investigators searched his home. Rourke said Tuesday there is no DNA evidence linking Pankey to Jonelle’s remains.

Pankey twice ran for governor of Idaho, as a Constitution Party candidate in 2014 and again as a Republican in the 2018 primary.

A family friend of the Matthews, Russ Baxley, 76, attended the news conference Tuesday because he’s been connected to the case since the beginning. His daughter was the same age as Jonelle and sang in the same choir, he said. And he’s had a long history with Pankey, whom he described as arrogant and self-centered.

Baxley attended the same church as the Matthews family and Pankey. Years before Jonelle went missing, Baxley said, the church board -- of which he was a member -- decided to kick Pankey out of the church.

Baxley said Tuesday he couldn’t discuss the details of why the board made that decision, but the indictment notes that Pankey left the church in 1978, the same summer that the Matthews family joined.

”It was enough to get somebody thrown out of a church,” Baxley said of the decision.

He said he was not surprised by news of the arrest.

”We were just waiting for it, we knew it was coming,” he said.

GREELEY, Colo. — Hundreds gathered in a Colorado church to remember a 12- year-old girl, whose remains were found last month more than three decades after her disappearance.

The Greeley Tribune reports the memorial service Sunday for Jonelle Matthews brought family, friends and former classmates together in Greeley.

Former classmate Ann Dickinson says the service aimed to recognize closure.

Man pleads guilty in 1995 kidnapping

A reopened cold case resulted in a man pleading guilty Wednesday to kidnapping a teenage girl in 1995.

Markie Lee Peoples, 41, pleaded guilty to one count of kidnapping a victim of sexual assault. According to the Denver district attorney’s office, Peoples kidnapped and sexually assaulted the 14-year-old victim in March 1995 after offering her a ride.

The case remained unsolved at the time.

In 2004, the case was reviewed in an attempt to utilize advances in DNA technology to identify potential suspects. Although biological material had been located in the victim’s clothing, it was insufficient to develop a DNA profile.

In June 2013, the case was again reviewed by the Denver Crime Lab using newer DNA technology. The lab submitted the profile to CODIS, and the Denver Police Department was notified that Peoples had been identified as a match.

Peoples will be sentenced in January.

JEFFERSON COUNTY

Man with knife robs two Jeffco businesses

A man wielding a knife robbed two businesses Wednesday in Jefferson County.

The two robberies happened between noon and 12:15 p.m., one in the 5000 block of South Jellison Way and the other in the 9700 block of West Coal Mine Avenue, according to the Jefferson County Sheriff’s Office.

The robberies happened in short order at businesses less than 3 miles apart.

Investigators suspect the same person in both cases, based on witness descriptions and the proximity of the crimes.

The robber is described as a white man, younger than 25, about 6 feet tall and 160 pounds.

He was wearing a hoodie, as well as a bandana -- with a skull print -- over his face. 50 The robber fled before deputies arrived.

Remains not likely those of missing two

It’s unlikely the human remains found Tuesday afternoon belong to either Tina Tournai-Sandoval or Jonelle Matthews, the Greeley Police Department told the Tribune Wednesday.

”As things progressed further yesterday (Tuesday), investigators eliminated the possibility it could be one of the two girls,” Greeley police spokesman Sgt. Joe Tymkowych.

Tymkowych wouldn’t comment about how investigators came to that conclusion, because of the ongoing investigation.

Skeletal remains found by work crew

The Greeley Police Department and Weld County coroner’s office are investigating the Tuesday discovery of human skeletal remains in north Greeley, the Greeley Tribune reported.

The body was discovered about a half mile west of 35th Avenue along the train tracks between F and G streets.

About noon Tuesday, an employee of Connell Resources was using a backhoe to remove a tree along the tracks when he discovered the human remains.

Although police are seeking to identify the skeleton, northwest Greeley is the area from which Jonelle Matthews, 12, disappeared on Dec. 20, 1984.

Also, the location where the skeleton was found is the same area where police dogs searched for Tina Tournai-Sandoval, 23, who disappeared Oct. 19, 1995, after a meeting with her estranged husband, John Sandoval. He was convicted of her murder in August 2010 despite the lack of a body.

Public input sought on ex-dog track future

Commerce City and the redevelopers of the former Mile High Greyhound Park dog track want to know what residents would like to see in the upcoming master plan for the barren 65-acre site at 6200 Dahlia St.

The city and Denver-based Real Estate Generation (REGen LLC) will host two community meetings Thursday to collect ideas and desires on topics ranging from the amount of park space and housing to roadway alignments.

Feedback will help create the master development agreement, which the city expects will be finished this year.

”This meeting is an outstanding opportunity for all residents to voice their opinion as we redevelop this important asset in the historic part of Commerce City,” Rick Wells, principal of Real Estate Generation, said in a statement.

Man accused in sword attack on truck driver 51

A 27-year-old man is accused of donning a gas mask and flak jacket and using a samurai-style sword to attack a tow truck driver in Fort Collins.

Police Sgt. Dean Cunningham told The Coloradoan a tow truck was called to an apartment complex Sunday evening.

As the driver was preparing to tow an illegally parked vehicle, Jeremiah Proctor allegedly came out of the building dressed in a gas mask, ballistic helmet and Kevlar vest, wielding a samurai-style sword.

Cunningham says the man sliced one of the truck’s tires and swung the sword at the driver, who was nicked in the scuffle.

What happened to Christopher? Across Colorado, dozens of families are looking for missing children. Some have been searching for months, some decades.

About half an hour after midnight on July 15, 1986, Gil and Bernice Abeyta said good night to their blue-eyed baby boy, Christopher, got into their bed some 10 feet from the crib, and went to sleep.

They never saw Christopher again.

Sometime between when the Abeytas went to bed and 6:30 the next morning, someone apparently opened the unlocked front door to their house on a quiet Colorado Springs corner, crept up the stairs to their bedroom, and took their 7-month-old son.

Christopher, if he is alive, and if that is still his name, would be 27 now. His mom, dad and six brothers and sisters have never stopped looking for him. For years the family collected tips on its own 800 number. They set up a Find Christopher website and Facebook page, each displaying an artist’s idea of how that bald baby would look as a man. And there is a message from his family that is a poignant blend of hopeand the recognition that too much time has passed for things ever to be normal again:

”We understand he is an adult and it would be difficult to comprehend learning that he was stolen years ago. We will not disrupt his life, but he has the right to know he has a family who has searched and searched for him for many years.”

Across Colorado, dozens of families are looking for missing children. Some have been searching for months, some, like the Abeytas, for decades. For some, it can be hard to convince investigators to go after very cold leads, hard to keep hoping, harder still to give up hope. And then one morning, they turn on the TV and hear that in Cleveland, three women, teenagers when they disappeared a decade ago, had been found. Alive.

The case in Ohio certainly offers hope to not only families of missing children but also law enforcement, said Susan Medina, spokeswoman for the Colorado Bureau of Investigation.

It did, indeed.

”Everything that took place in Cleveland, it just made everyone here in the department hopeful,” said Mike Montez, a Colorado Springs detective who is now in charge of the Abeyta investigation.

dozens of missing children. The majority are teenage runaways, many others were taken due to a custody battle between parents. Then there are the roughly 15 -- from Dylan Redwine who disappeared last November, to Christopher Vigil, who was 9 when he vanished while hiking in Poudre Park in 1978 -- whose fates are a genuine mystery.

There are the two girls, Yvonne Mestas and Victoria Sanchez, both 15 and both snatched off a street in tiny Rocky Ford as they walked home from a school function in November 1982.

There are the three teenage boys, Roger Ellison, Christopher Harvey and Jon Haynes, who vanished separately in the early 1980s, in scattered rural areas of the state.

There is Jonelle Matthews, who was dropped off by a friend at her Greeley home one December night in 1984. When her parents got home an hour later, Jonelle was gone and has never been found.

And there is Anthony Moya, whose mother told police she and 2-year-old Anthony were napping in their Lakewood apartment in 1989. When she woke up, she said, Anthony was gone.

Dennis Goodwin was a Lakewood detective, assigned to investigate crimes against children, that June morning.

He thinks it’s unlikely the toddler opened the front door and made it down the apartment complex stairs by himself.

”We had all the resources, canines and bloodhounds, and we searched the area,” Goodwin said. “We just really didn’t come up with any trace.”

They pursued all kinds of theories, that he was abused, that someone snatched him, that he was sold. Goodwin stayed in touch with Anthony’s mother, and the mother’s boyfriend, for years, hoping one of them might remember some overlooked detail.

Goodwin, who is now police chief at Arapahoe Community College, said his training and experience tell him Anthony is probably not alive.

”But,” he said, “in Cleveland they were saying the same thing. You can’t give up. You hope.”

You also use new technologies that weren’t around, or weren’t commonplace, when Anthony and Christopher and Jonelle and many others disappeared.

There have been huge advancements in DNA and other trace evidence examinations. And there is the National Center for Missing and Exploited Children, with its nationwide database, and which now often sends its own investigators to lend expertise when a child disappears.

There have also been improvements with fingerprint comparison, Medina said.

Of course, none of that helps if investigators don’t know where to look for a missing child.

But while time’s passing hinders searches in some ways -- details are forgotten, witnesses move away or die -- it doesn’t necessarily mean a case is dead.

”What I will tell you is we constantly get tips on (Christopher’s) case,” said Montez. “Constantly.”

Christopher was one of those little surprises life sometimes serves up, arriving as he did years after the Abeytas thought they had moved on from diapers and midnight feedings. He joined a noisy household full of six kids--the youngest, his sister Denise, was 15 years older. He immediately became everybody’s darling, his teenaged brothers and sisters cooing over him, tossing him in the air, even helping feed him.

It was that house full of teenagers and their comings and goings that caused the Abeytas to leave the front door unlocked. “None of us had keys,” said Denise Alvez, Christopher’s sister.

For years, Bernice Abeyta was a full-time investigator, traveling not just up and down the Front Range but across the country every time someone phoned a supposed sighting of her son into the family’s or the police tip line.

Now, her parents are in their 70s, and they’re tired, so Alvez has taken over as chief investigator.

Twenty six years later, Alvez remembers every detail of that July morning. Her mother, frantically running through the house, searching, crying. She remembers helping her mother, who had just gotten out of bed, get dressed because the police were on their way and watching her mother try to open a clothes drawer and, in her distress, dumping its contents on the floor. Years later, she learned the police, when they photographed the Abeytas’ bedroom, initially saw that overturned drawer as evidence of a different kind of frantic activity, the kind that pointed to her parents as suspects.

Alvez is on good terms with Montez; she talks with him almost weekly. But she still is angry over how the case was handled initially, when police focused on her parents and ignored other suspects, including the woman the Abeytas are convinced took Christopher.

That woman, Alvez said, had an appetite for married men and a penchant for harassing them and their families after the relationship ended.

Gil Abeyta was involved with the woman briefly, and broke things off not long before Christopher vanished.

Alvez said she doesn’t remember exactly how long it took before the family could sit down to a meal or celebrate a holiday again after Christopher disappeared, but some milestones stand out.

”I can remember very well we went to a movie -- ‘La Bamba’ -- it was the first time we’d gone to a movie. I remember we came out and Mom was crying and Dad had a couple tears, because we felt like, why are we living our life?”

That movie came out a full year after Christopher vanished.

Eventually, she said, “You create a normalcy. When a lead or sighting comes in, Mom and Dad drop everything, but you have to go on with life.”

The Abeytas believe Christopher is alive, living with some family that wanted a child and had no idea the one they adopted was stolen.

Montez cautiously shares that opinion. “We as a police department are hopeful that he’s alive. Nothing indicates that he’s not.”

So they keep looking, as they have done for 26 years, Alvez said. “Because you don’t know what happened to him. That’s what motivates you to keep going.”

But Terri was 12 years late; Jonelle Matthews disappeared in 1984, and now Terri can only meet her daughter through old newspaper stories.

Another strange and painful twist in Greeley's most famous unsolved mystery occurred earlier this month when the birth mother of Jonelle Matthews visited the missing girl's adoptive parents and learned the story of Jonelle's disappearance.

The story of Jonelle Matthews is familiar to most Greeley residents. On Dec. 20, 1984, 12-year-old Jonelle was abducted from her west Greeley home and has not been seen since. Hundreds of leads to the case have turned up empty. Appeals by her parents on national television failed. Mention of Jonelle in President Ronald Reagan's inaugural address, the help of the FBI, and thousands of reward posters produced no sign of the girl. Two years ago, in December 1994 on the 10th anniversary of Jonelle's disappearance, her family and friends finally closed that chapter of their lives with a memorial service. Many said it was necessary for them to admit she is most likely dead.

Then, five months ago, Jonelle's adoptive mother, Gloria Matthews, opened a letter at the Greeley post office that brought the tears once again.

"My name is Terri Vierra-Martinez," the letter began. "On February 9th, 1972, I gave birth to a baby girl at Cottage Hospital in Santa Barbara, Calif.

"A search consultant recently helped me locate the baby I gave up for adoption. After extensive efforts, it was found that her name is Jonelle Matthews. ... I hope that your hearts will be open for a possible reunion sometime in the future."

The letter shocked Gloria Matthews. 55

"I was flabbergasted," she said. "It was very emotional, and I started crying right there in the post office."

The events that led up to this visit began in January when Terri hired a search consultant to try to find the child she gave up for adoption in California in 1972.

"I was only 13 when I had that baby, and there was no way I could take care of her," Terri said, "so I placed her up for adoption through a California agency."

For many years, Terri said she wanted to know what happened to her daughter. It took only three weeks for the consultant to find an address for the Matthews family - but it took Terri several months to write the letter.

"The consultant told me something was odd about this, because there was no Social Security number or driver's license for Jonelle, so something could have gone wrong. I also wanted to word the letter just right. I didn't know if she hated me for giving her up, or if her family didn't want me to contact her."

When Gloria Matthews got the letter, she knew it would be difficult to tell Terri about her daughter's disappearance.

"I was thrilled that Jonelle's mother wanted to contact her, because Jonelle had always wanted that," Gloria said. "But then I had to tell Terri that the little girl that she entrusted to us is gone. ... I had to ask myself, "Could I have taken better care of her?"'

There were other letters back and forth before the Matthewses finally wrote to tell Terri what had happened to Jonelle. Terri told the Matthewses of her life, that she is now a dental hygienist and she is married to Armando, an assistant principal of a state-sponsored high school for troubled youths.

Then the Matthewses wrote the long letter to Terri, explaining the disappearance of Jonelle.

"When I got the letter, even before I opened it, I saw it was a long letter, and I thought maybe there was hope that my daughter would accept me. It made me cry because I was so excited. Then when I read it, I cried again."

The letters were followed by phone calls between the families and, finally, an invitation from Jim and Gloria Matthews to visit them in Greeley.

"From the letters and phone calls, we knew they (Armando and Terri) had a strong Christian faith," said Jim Matthews. Terri and Armando flew out from California last month and spent the weekend in Greeley. They read the newspaper accounts and heard the stories of Jonelle's disappearance first-hand from her adoptive parents.

Terri also learned for the first time that in 1984-85 she was under police surveillance in California because officials thought she might be a suspect in the kidnapping of Jonelle.

Terri was watched for six weeks and never contacted because adoption laws prevented police from giving her any information about her daughter.

But despite the bad news, Terri is glad she found the Matthewses.

"This has put some closure in my life. ... Jonelle has always been part of my prayers, ever since she was born, and now - not knowing where she is - I'll continue to pray for her."

*SAYING GOODBYE - Dozens of people filed through a Greeley church this week to say goodbye to a girl who has been missing for 10 years.

Jonelle Matthews was 12 years old on Dec. 20, 1984, when she apparently was abducted from her family's west Greeley home.

"Tonight is a time to say goodbye for us," said Gloria Matthews, the girl's mother, speaking before a packed Sunny View Church Tuesday night.

Gloria Matthews, her husband, Jim, and the missing girl's sister, Jennifer Morgensen, were joined by about 250 others in a final farewell.

Police investigators have been baffled by Jonelle Matthews disappearance and have no new leads in the case.

*POPCORN GIFT BOMBS - Hewlett-Packard's Greeley plant lost more than $100,000 in production and wages after a mysterious package that turned out to be a tin of holiday popcorn forced an evacuation. 56 About 900 employees were evacuated from the plant Monday because officials thought the package might be a bomb.

The company's reaction apparently was strengthened by a string of deaths of businessmen at the hands of the "Unabomber."

A company spokesman said a Hewlett-Packard executive found the package, without a return address, on his desk. He said the executive had heard news reports of the Unabomber.

*BEEPER TRICK WORKS - Police thought it was worth a try: beep a stolen pager in an effort to nab a burglary suspect.

"We wanted to see if the ding-dong would call us back. Guess what? He did," Ogden Police Detective Scott McGregor said.

The 13-year-old suspect allegedly broke into two cars last weekend, unknowingly stealing the pager, which belonged to the son of a police officer, along with 40 compact discs and a loaded rifle.

He was arrested after he responded to a page and police tracked him to a local motel. He was living there with his siblings because their mother's landlord wouldn't allow her children to live with her.

McGregor said the boy has an extensive juvenile record and the appropriate authorities have been notified about the motel arrangement.

SALT LAKE CITY

*INTERNATIONAL TRAFFIC SOUGHT - Salt Lake City International Airport has rejoined the fight to acquire international air routes, even after being overlooked as a connection last year.

The Salt Lake Airport Authority has awarded a $40,000 contract to a prominent East Coast aviation- economics firm to gather research to help Salt Lake International get transcontinental traffic.

In approving the contract, authority board members said international traffic is needed to help justify the airport's new $22 million international terminal, which opens next month. It was supposed to have been the gateway for the London connection.

*AUDITOR QUITTING - State Auditor Tom Allen announced yesterday that he's resigning from the elected position he has held for a decade to take a job in Connecticut.

Allen, a Republican, will become chairman of the Governmental Accounting Standards Board in Norwalk, Conn., on June 30, 1995.

*FAMILY REUNION - A 12-year-old boy has been reunited with his parents after a police officer removed him from the campsite where the family was living in a tent.

Che Darke was returned to his family Wednesday, but not to his tent home near Los Alamos, police Cpl. Ross Griechen said yesterday.

The family instead will stay with friends in Los Alamos through Christmas.

The state children, youth and families department required only that Che enroll in school, said the boy's father, John Darke.

Che will start attending public school in Los Alamos shortly after the first of the year.

Che had been staying at a foster home in nearby White Rock since the officer removed him from the campsite Friday.

The officer said he believed the boy was in danger of possible neglect because of sub-zero temperatures and because water did not appear potable. Darke denied the boy was in danger.

Investigation.

But many of those 1992 cases received scant publicity because the families kept low profiles or the kidnapped children were quickly found, said Carol Clark, who coordinates CBI's Missing Children Project.

In addition to the 18 kidnappings, 492 missing-children cases last year were categorized by CBI as "suspicious" - meaning it's suspected the children did not leave on their own accord, but there's no proof they were abducted.

Kidnappings and suspicious-disappearance cases amount to a tiny minority of all the missing- children cases in the state, however. An average of 47 children were reported missing each day in Colorado in 1992, but nearly 97 percent of those simply run away from home, according to the CBI.

The 18 kidnappings recorded in 1992 amounted to just 0.01 percent of all 17,257 missing-children cases in the state last year.

Even if kidnapping cases receive heavy publicity, that's no guarantee they'll be solved. Many high- profile abduction cases have remained mysteries despite thousands of hours of investigations and nationwide public appeals.

At the end of last year, there were 61 active missing-children cases that were more than three years old, according to CBI. The oldest case dates back to 1978.

The longer the child remains missing, the less hope 57 investigators have.

"Statistically, clearly the longer the person is missing without any contact from the kidnapper, the more likely it is that there's been injury or killing," said Richard Schussler, a spokesman for the FBI in Denver. Well-publicized missing children whose cases, according to CBI or local police, remain unresolved include:

Christopher Abeyta - The 7-month-old boy was kidnapped from his crib in Colorado Springs in 1986 while his parents slept a few feet away. Seven years and thousands of hours of police time later, he remains missing.

"The latest is we're not closer to solving it than we have been in years past," said Sgt. Dick Reisler of the Colorado Springs police. He said the department hasn't received an active lead for months.

Anthony Moya - Moya vanished from a Lakewood apartment in 1989 at age 2 and hasn't been seen since. His mother told police she awoke to find the boy gone and the apartment door open. "We're not close to solving it at all," said Sgt. Dan Brennan of the Lakewood Police Department's juvenile unit.

Jonelle Matthews - The Greeley girl was 12 years old when she was last seen in 1984. Police believed she was abducted from her home.

Jennifer Douglas - A Park Hill teenager, Douglas failed to return from a bicycle ride in 1984.

Christopher James Harvey - The Texas native disappeared in 1984 at age 15 near his family's summer vacation trailer home on the edge of the San Juan National Forest.

Heather Dawn Church - Church, 13, disappeared from her remote Black Forest home in 1991. Authorities identified Church's skull in September near the Garden of the Gods in Colorado Springs but have not identified her killer.
