BACKGROUND FOR CONVERGENCE 1.1 Ministry of Rural Development, Government of India issued various instructions relating to convergence of MGNREGA with other schemes for strengthening and improving the rural economy, rural livelihood and also to address the problems and issues of the rural poor in the implementation of MGNREGA and other schemes. The Ministry of Rural Development has introduced convergence programmes to address effectively the issue of rural poverty alleviation through MGNREGA and to foster inter-departmental convergence programmes. 1.2 In consonance with the instructions issued by Ministry of Rural Development, Government of India, a State Level Convergence Workshop was held in Andaman & Nicobar Islands on 20th February 2014 with Line Departments under the guidance of resource persons from the MoRD. Consequent upon the convergence workshop held in Andaman & Nicobar Islands, a series of correspondence and a meeting/consultation(s) were held between the proposed converging departments with MGNREGA for the financial year 2014-2015. Subsequently, the Rural Development Department in consultation with the converging Line Departments has selected the following projects for convergence for the year 2014-2015: i) Horticulture Plantation/ Avenue Plantation/ Roadside plantation, Providing field Bund and drainage & Saline reclamation work, Coconut Plantation Project and Construction of Azolla Pits through Agriculture and CARI Department, ii) Development of Grazing Land for fodder plantation & Multiple plantation such as horticulture and Minor Forest Products jointly by the Agriculture, Forest and Animal Husbandry & Veterinary Services Departments, iii) Construction and Renovation of pond by the Fisheries Department, iv) Eco-friendly beach development plan, Construction of Wooden Bridge and Land Development and Forest Plantation such as Raising of Mangrove/ Cane/Bamboo by Forest Department, v) Construction of Anganwadies by Social Welfare Department, and vi) Development of playfield by the Integrated Tribal Development Project (ITDP) & Panchayat Yuva Khel Krida Abhiyan (PYKKA) 2. EXECUTIVE SUMMARY 2.1 This is the Roadmap for the Convergence of MGNREGA with other schemes of Line Departments in Andaman & Nicobar Islands. It is a vision document, which charts future path of selected convergence agenda for the implementation of MGNREGA. The Roadmap visions a proper inter – departmental participation and sets out strategy to accomplish the vision. This strategy includes activities to be undertaken at the State level as well as at the District and Block level, assignment of specific responsibilities at various levels alongwith targeted deliverables/timeframe to achieve the goal. 2.2 Government of India has already emphasized the importance of convergence under MGNREGA as numerous numbers of projects had been taken up under MGNREGA without any tangible results. Due to this, 2014-2015 has been declared as the year of convergence by Ministry of Rural Development. It was seen that during the last eight years, amount of money released to States by the Central Government do not commensurate the quantum of assets created by the States. 2.3 Government of India, Ministry of Rural Development has earmarked 6.18 Lakhs persondays for Andaman & Nicobar Islands for the year 2014-2015. IDENTIFICATION OF NODAL OFFICERS At State Level, the Secretary (RD/PRIs), Directorate of RD,PRIs&ULBs shall be the State Nodal Officer for Convergence of MGNREGA with other Schemes. At District Level, the District Programme Coordinator (DPC), MGNREGA shall be the District Nodal Officer for Convergence of MGNREGA with other Schemes. At Block Level, the DPC may depute the Sr. Programme Officers/ Block Development Officer to coordinate the convergence programme at Block level. 4. COORDINATION COMMITTEES 4.1 A State Coordination Committee has been set up for Convergence of MGNREGA with Secretary (RD/PRIs) of Rural Development Department, A&N Administration as Chairman and all Directors of the converging Departments as Members. 4.2 At the District level, District Programme Coordinator, MGNREGA as Chairman, District Programme Officer, MGNREGA, Sr. Programme Officers (BDOs), Programme Officers and the District Officers of various converging departments as Members. 4.3 Block Coordination Committee consists of the Sr. Programme Officers/ Block Development Officer as Chairman and Block Programme Officer (MGNREGA), Officers of the line departments and the Pradhan concerned where convergence is taking place as Members. 5. NON NEGOTIABLES IN WORK EXECUTION 5.1 Only job cardholders will be employed for the unskilled part of work. It is necessary that the beneficiary is also a job card holder and work on muster as unskilled labour. 5.2 Muster Rolls will be maintained on the worksite by the implementing agency concerned with copies to the Gram Panchayat. 5.3 Wage payments will be done only through banks/post office accounts unless exempted by Ministry of Rural Development. 5.4 No contractor and labour displacement machine will be deployed for raising any work. 5.5 Record of employment generated under convergence will be maintained separately. 5.6 The individual household beneficiary engaged under the work shall be a household eligible under MGNREGA for work on private land/homestead. 5.7 Every work will be treated as a MGNREGA project for the purpose of: i. Giving a unique work ID ii. Entry in Works and Asset register iii. Social Audit by Gram Sabha iv. Evaluation by Vigilance and Monitoring Committee 5.8 Each GP will maintain a complete list of all works with member beneficiaries with their Job Card number and activities to be carried out under MGNREGA or otherwise. In the asset register, the breakup of the assistance/subsidy utilized from Line Departments, beneficiary’s own contribution and the expenditure from MGNREGA will be shown separately. 6. MODES OF CONVERGENCE OF MGNREGA WITH SELECTED SCHEMES 6.1 Various Guidelines for Convergence of MGNREGA and other Schemes have been issued and circulated by the Ministry of Rural Development, Government of India. However, for the initial years, the following area of convergence will be taken up under MGNREGA for the year 2014-2015: 6.2 Since there are areas of concern or duties of each converging departments while linking the MGNREGA, the activities of each converging department can also be different. The following is the illustrative inter – sectoral activities for MGNREGA and Line Departments for the convergence mode. The list is only an illustration and activities to be taken up under MGNREGA or Line Departments can be introduced at the field level in consultation with the concerned converging departments. Sl.
