EXECUTIVE SUMMARY According to the Provincial Housing Development Plan (2005), and Breaking New Ground in Housing Delivery Strategy, the Municipal Systems Act of 2000 which introduced Integrated Development Plans as the primary form of planning to be adopted by all metropolitan, district and local municipalities throughout the country, there is a need to align planning processes within all three spheres of government to ensure an integrated approach to housing planning and service delivery. This is based on the new paradigm shift for the delivery of housing based on the Comprehensive Plan for the Development of Sustainable Human Settlements, which reinforces the concept of sustainable human settlements. Section 9(1) of the National Housing Act, Act 107 of 1997 also reinforce this integrated planning - “every municipality must, as part of the Municipality‟s process of Integrated Development Planning, must take all reasonable and necessary steps to ensure that inhabitants within its area of jurisdiction have access to adequate housing on a progressive basis. The delivery of housing takes on a new dimension, which encompasses all forms of housing in an integrated manner. The main focus of housing delivery is now on the Informal Settlement Upgrade Programme, Rural Housing Development, Middle Income Housing, Emergency Housing Programme, Greenfield and in-situ upgrade, Special Needs Housing, the Rental Housing, ratification of housing and the provision of Social and economic Amenities. The Housing Plan for Hibiscus Coast Municipality is based on all these delivery programmes. There is focus on the poverty alleviation through the use of the Extended Public Works Programme in the Housing Delivery. The plan also establishes linkages with the Provincial Growth and Development Strategy (PGDS) in which key Provincial Priorities are identified. The housing plan will have to be aligned to the KZN Department of Housing strategic objectives, which are aligned to the priorities in the Provincial Growth and Development Strategy and the National Housing Priorities. 5 Hibiscus Coast Housing Development Plan The local sphere of government is critical as a point of delivery closest to the people and the BNG strategy recognizes the need for greater synergy between the three spheres of government. Building municipal capacity is therefore a key focus area. The IDP process has introduced and enforced the concept of integrated development planning to ensure that communities have access to a range of services in a planned and coordinated manner. The delivery of housing is therefore required to take place within the context of the IDP process. The PHDP 2005 introduced information on population figures per local municipality and housing typology data from the 2001 National Population Census as released by Statistics South Africa. Although not conclusive the housing typology data gives some indication of housing demand per typology. The National Department of Housing is also using Census Data for purposes of allocating funding to Provinces. Information on housing projects identified in IDPs is also provided to inform the housing delivery process. The Housing and Infrastructure Department forms part of the development objectives of the Hibiscus Coast Municipality and the ultimate goal of the municipality is the provision of housing to the deserving households. In preparation of this housing plan, using the municipality database figures, it was established that Hibiscus Coast municipality has a great task ahead of providing housing to approximately 40 000 households over a period of five years (This is according to the census 2001 documents – information of the households) in each ward. The majority of the beneficiaries is unemployed and would require full subsidization. In addition to the above it was established that Hibiscus Coast Municipality is both a rural and urban municipality hence the development of the housing process should accommodate both so as to avoid urban sprawl that is discouraged by the National Department of Housing. Ultimately, the municipality should be self-sustaining hence the need for collection of rates for services rendered; in the planning process rental stock has been included as one form of collection of revenue for the municipality. 6 Hibiscus Coast Housing Development Plan As a provider of basic services to the community it serves, the municipality has to take into consideration the plight of the disabled, the orphans as well as those suffering or affected by HIV/AIDS, this has been done by including housing projects which specifically address these special needs. On the issue of land for housing, the municipality has indicated that it does not intend developing new projects within the five-year term. There is however Land Restitution Land which can be made available for housing development. The information is provided in annexures attached. The performance measures to guide the HCM Housing Department‟s performance on implementing the housing projects has also been included in the document. 7 Hibiscus Coast Housing Development Plan 2.
