Position Description St. Louis Development Corporation Title: Chief Technology Officer (CTO) Salary Range: $102,000.00 - $160,000 Reports to: Mayor’s Office and St. Louis Development Corporation Executive Director Department: SLDC Executive – Mayor’s Office GENERAL SUMMARY St. Louis seeks a Chief Technology Officer (“CTO”) who will leverage technology to bring City government into the twenty-first century and position St. Louis in an ideal position for the use of new technologies and tools. The CTO will be responsible for implementing technology to increase governmental transparency and equitable delivery of citizen services. Additionally, the CTO will drive the effort to streamline government services to make it easier to do business with the City of St. Louis. The CTO will also work to reduce the digital divide and increase internet access to those across the City. Reports to the Mayor’s Office and St. Louis Development Corporation Executive Director. Evaluates and challenges current practices throughout the City, works collaboratively with City and Regional agencies, establishes relationships with technology vendors, and establishes outside industry partnerships. Leads technology consultants, advises on more efficient technological and operational methods, supports technology implementation and programming, and provides technical expertise throughout City departments JOB QUALIFICATIONS Accredited Bachelor’s degree with major course work in business administration, management information systems, computer science or a related field with at least ten (10) years overall strategic management experience with proven success contributing to the leadership of the organization by aligning the relationship between the organization, other stakeholders, and systems. Eight (8) + years leadership experience in one of the following: 1) a private sector firm with a culture committed to performance improvements/best practices; 2) a management consulting firm focused on organizational efficiencies, cost saving analysis, and performance improvements; 3) a forward -thinking government entity with a proven track record of embracing change and innovative technologies; or 4) an entity with national experience with best practices. Deep understanding of trends in the technology field, ideally through experience in the private sector in a senior leadership role. Ability to creatively apply new technology to public sector challenges and effectively communicate its value to city staff and the public. Familiarity with public sector technology policy issues and ability to promote the city’s priorities to relevant parties (i.e. private sector companies, other governments, etc). ESSENTIAL JOB FUNCTIONS ● Develops a long-term strategy for system infrastructure and future programming needs ● Develops a long-term strategy for future public-private partnerships ● Leads initiative to increase and improve city services that can be completed online, such as business licensing ● Forges relationships among the city government, community, business, academic and technology stakeholders to integrate evolving technologies into city departments and improve citizen services ● Serves as a spokesperson for the city government to the technology sector to position the St. Louis as a leader in the industry and a “destination of choice” for new businesses ● Facilitates recruitment of Smart City and Software consultant(s) that have experience in the field, leadership skills, and an ability to be objective ● Advises the Task Force on technology-related policy and programs, including but not limited to telecom policy, hardware, software, and database platforms and connections ● Manages & maintains a Smart City Lab ● Markets and showcases Pilot Projects and initiative(s) ● Tracks projects and creates/delivers all relevant reporting ● Coordinates with aldermen and nonprofit activities in the Pilot areas ● Develops a short-term strategy for Smart City pilot projects, including a project ranking system ● Develops partnerships with various vendors ● Monitors trends in the technology industry, communicates these to various departments, and works them to test new solutions ● Partners with nonprofit and volunteer groups to create additional technology capacity for innovation for city government through fellowships, internships, and events ● Works with industry providers to address tech issues such as the digital divide and digital literacy to ensure equitable access to the opportunities technology affords for residents The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job.
