    United Methodist Advocacy in Pennsylvania November 30, 2018 The 2017-18 two-year legislative session in Pennsylvania concluded on November 30. All unfinished legislation ceases to exist. Any old legislation that is to be perpetuated needs to be reintroduced as new legislation in the new session beginning January 1, 2019. For practical intents and purposes, legislative activity ended in October. In the General Assembly, November was a time for administrative housekeeping and identifying party leadership for the coming session. Almost one-third of the space in this month’s report has to do with the changes to the General Assembly. For some, this might be tedious. For those who need this information, it will serve as a good starting point for identifying key leadership—though many legislative committee chairs will not be filled until the beginning of the upcoming session. Of course, outside the General Assembly, activity continues in Harrisburg. I have included several items that I found to be of interest. For those who want to receive legislative alerts and calls to action on political issues for the faith community, I refer you to the Pennsylvania Council of Churches online information—visit their website at: pachurches.org. Redistricting of Congressional seats meant a shakeup was coming for the Commonwealth’s 18-member delegation. At the statewide level, the Governor and one of two U.S. Senators were on the ballot. In the state legislature, half of the 50 Senate seats (even- numbered districts) and the entire 203-seat House of Representatives were up for grabs. During the 2017-18 legislative session the Pennsylvania House of Representatives was comprised of 121 Republicans and 82 Democrats. After last night’s election, the 2018-19 legislative session will have 109 Republicans and 94 Democrats, after the Democrats picked up 11 seats. In the Pennsylvania Senate, Republicans had a majority during the 2017-18 by a margin of 34-16. Yesterday, Senate Democrats picked up 5 seats, narrowing the Republican’s majority. Next session will have 29 Republican members and 21 Democratic members. The 18-member Pennsylvania delegation had only 6 Democrats during the 115th Congress (2017-19). When new members are sworn into the 116th Congress next year, Pennsylvania’s delegation will be split, with 9 Republicans and 9 Democrats. Governor Governor Tom Wolf (D) and his running mate for Lieutenant Governor John Fetterman (D) defeated the ticket of Scott Wagner (R) and Jeff Bartos (R). Wolf received 2,799,1559 votes (57.66%), while Wagner got 1,981,027 votes (40.81%). U.S. Senate Senator Bob Casey (D) defeated Lou Barletta (R) by a margin of over half a million votes.

With less than two months remaining before the much anticipated 2018 elections Democratic candidates are in strong positions across an array of races within Pennsylvania. 2. Incumbent Governor Tom Wolf has retained a solid leads over State Senator Scott Wagner in his bid to win a second term as the Commonwealth’s chief executive, with the Democrat maintaining a 55%-36% lead over his Republican challenger. 3. In the United States Senate race in Pennsylvania Democrat incumbent Bob Casey Jr. maintains a substantial 53%-35% lead over his Republican challenger Congressman Lou Barletta. 4. In a generic ballot in the midterm congressional elections in Pennsylvania the state’s voters continue to favor Democrats over Republican candidates with 50% of voters preferring the Democrat in their district compared with 39% supporting a Republican. 5. President Trump’s job approval among likely voters in the Commonwealth appears to be a drag on Republicans on the November ballot with a majority (55%) disapproving of his performance as President. Methodological Statement The following report contains the results of a telephone survey of 404 likely voters in the Commonwealth of Pennsylvania between September 13 and 19, 2018. Respondents were interviewed in English on both landlines (191) and cell phones (213). With a randomly selected sample of respondents the margin of error for the surveys is +/- 5.5% at a 95% level of confidence. Margins of error for questions with smaller sample size will be larger. In addition to sampling error, one should consider that question wording and other fielding issues can introduce error or bias into survey results.

At the end of first period, and the beginning of second, the view of students’ jolly smiles was just so pleasant to look at. Then the announcements rang in: early dismissal it is. Praising the Gods, they all got excited over the tiny frozen molecules of water, dashing towards the ground. On November 15th, Abington expected a light snow storm with one and a half inches of snow. Expecting the snow to stick, the students were anticipating dismissal. During second period, the announcement shared the wonderful news of early dismissal at 12pm. Starting from second period, every period was shortened, with eighth period cancelled. The schedule went from first, second, third, seventh, fourth, fifth, and sixth. Having limited time, teachers only gave out few or no classwork assignments. A few classes watched a movie or had a study hall period. The snow on the road did cause some difficulty because of the traction of the snow on the tires of many vehicles. The time it took to get home on the school bus doubled for many people, and some may have tripled. Cars had to take it slow to avoid sliding or getting stuck in the slick snow. Unfortunately, some students’ only option was to walk home because their parents had work. The next day, the school announced the 2 hour delay, bringing many students to joy and allowing them a chance to sleep in.

    DECEMBER 2018 NEWS Government Affairs Midterm Election Results: Split Decision Nationally and Good Night for PA Democrats in State Races The midterm election results were a mixed bag of results nationally for both parties. The Democrats took control of the House Representatives, while the Republicans maintained control of the Senate. After a cursory look at the federal election results in Pennsylvania and nationwide, it looks like the blue wave did materialize like some had predicted. Nationally, the Democrats gained a little better than the historic average of 28 seats for the party out of power during a presidential mid-term election. The Democrats in Pennsylvania took advantage of the Pennsylvania Supreme Court-drawn congressional map and congressional retirements to flip seats in the Southeast. The breakdown of the PA Congressional Delegation prior to last night was 13-5 in favor of the Republicans; after last night, the PA Congressional Delegation breakdown will be 9-9 between Democrats and Republicans. In the Senate, Incumbent Senator Bob Casey had an easy time dispatching his challenger Lou Barletta. Nationally, the Republicans held control of the Senate and added 3 to 4 seats to their majority. The Senate still has races that are “too close to call” in Montana and Arizona, and in Mississippi there will be a run-off election on November 27, because no one received more than 50% of the vote. Turning back to Pennsylvania, Governor Tom Wolf defeated his opponent Scott Wagner by a 17% point margin, ensuring him 4 more years in the Governor’s mansion.     Swarthmore College Applying Moral Politics Theory to the 2018 Midterms Erick Gutierrez-Prado Linguistics Thesis Seminar December 11, 2018 Gutierrez-Prado 2 Road Map This paper will begin with an abbreviated overview of the history of political polarization in the 1900s. First, it will suggest that polarization is in fact a real phenomenon by citing the D-NOMINATE method of measuring polarization among political elites. It will then go forward and suggest that the American public are living in a time of increased partisanship, that more or less corresponds with an ongoing "culture war" in some segments of American society, and an ongoing depopulation and political deemphasizing of the importance of the political center. The paper then suggests Lakoff's conceptual metaphor theory, and more particularly Lakoff's extension Moral Politics Theory as a way to look at modern political polarization. Lakoff's "strict father" and "nurturant parent" moralities arise, and both moralities construct a model citizen and different demons to represent the ideal and nonideal type of people. This paper then uses the campaign speeches of Bernie Sanders, Ted Cruz, and Mike Huckabee to exemplify how these politicians' used morality and identity-building to create ingroups and outgroups consistent with Moral Politics Theory. Next, the paper than focuses in on discourse regarding immigration, and notes how the "commonsensical" arguments of partisans on both the right and the left are moral, and that those morals are also consistent with Lakoff's "nurturant parent" and "strict father" models. Lastly, the paper suggests further research to compensate based on some anomalous findings that Lakoff's theory does not account for.
