Manifesto Against the Privatization of the Old Headquarters of the Brazilian Ministry of Health and Education in Rio De Janeiro MANIFESTO AGAINST THE PRIVATIZATION OF THE OLD HEADQUARTERS OF THE BRAZILIAN MINISTRY OF HEALTH AND EDUCATION IN RIO DE JANEIRO Via the Ministry of Economy and the Ministry of Labor and Welfare, the Bolsonaro Govern- ment wants to privatize a group of properties belonging to the Union. The "star of the auc- tion” is the Palacio Capanema, which was headquarters of the Ministry of Education and Health until the capital was transferred to Brasília. An initiative of Gustavo Capanema, Min- ister of Education and Health of the Vargas Government, it is remarkable for its aesthetic, technical, landscape and urban innovations. A landmark of modern architecture in Brazil and in the world, it is an internationally recognized masterpiece of 20th century art. An exceptionally gifted team worked on the design and construction of the Ministry from 1936 to 1945. The architects were Lucio Costa, Oscar Niemeyer, Affonso Eduardo Reidy, Jorge Moreira, Carlos Leão and Ernani Vasconcellos. Le Corbusier briefly served as a con- sultant. It gardens were designed by Burle Marx, interior panels by Portinari, carpets by Niemeyer, sculptures by Bruno Giorgi, Adriana Janacópulos, Jacques Lipchitz and Celso Antônio. The engineer, no less famous, was Emilio Baumgart, a wizard of reinforced con- crete. IPHAN - Institute of National Historical and Artistic Heritage – listed the Ministry in 1948. Designation as a World Heritage Site by UNESCO is forthcoming. The building retained its significance after the capital moved. It continued to shelter units from the cultural sector, some from IPHAN itself. Auditorium, exhibition gallery, library, and even the stilts under the gallery kept hosting activities and events that were relevant to specialists as well as to a general audience. In 2017, the building was closed for urgent restoration. Cultural units occupied rented spaces. It was hoped that they would return after the restoration was completed, and the building would regain its status as a Palace of Cul- ture open to all: a place for study, research, dialogue, and public gatherings, a persistent symbol of progressive, beautiful, and generous modernity, in Brazil and abroad. But that may not come to pass. The building is under siege, as if it were just a vacant, ordinary office slab. A preposterous proposition, since the Palacio Capanema is an icon of incalculable value, only momentarily closed for the rehabilitation of its halls, walks, and gar- dens. The Palacio Capanema is not a white elephant. It embodies memories of the past and hopes for the future, because of what it represents and allows, touristic uses included. Pri- vatizing the renovated palace-square would show a profound—indeed embarrassing—lack of education and culture, a false sense of economy, and frightening improvidence. It would also be widely viewed as an attack on citizenship, and a crime against national and world heritage. Crimes of this magnitude cannot be covered-up, only prevented or punished. The Capanema is ours. MANIFESTO CONTRA A PRIVATIZAÇÃO DA ANTIGA SEDE DO MINISTÉRIO DA EDUCAÇÃO NO RIO DE JANEIRO Via Ministério da Economia e Ministério do Trabalho e Previdência, o Governo Bolsonaro quer privatizar um conjunto de imóveis da União. A "estrela" do "feirão" é o Palácio Capanema, sede do Ministério da Educação e Saúde até a transferência da capital para Brasília. Iniciativa de Gustavo Capanema, Ministro da Educação e Saúde do Governo Vargas, é notável pelas inovações estéticas, técnicas, paisagísticas e urbanísticas. Marco da arquitetura moderna no Brasil e no mundo, é obra-prima da arte do século XX reconhecida internacionalmente. Uma equipe excepcional trabalhou no projeto e construção do Ministério de 1936 a 1945. Os arquitetos são Lucio Costa, Oscar Niemeyer, Affonso Eduardo Reidy, Jorge Moreira, Carlos Leão e Ernani Vasconcellos; Le Corbusier foi consultor por breve tempo. Tem jardins de Burle Marx, painéis de Portinari, tapete de Niemeyer, esculturas de Bruno Giorgi, Adri- ana Janacópulos, Lipchitz e Celso Antônio. O engenheiro é Emilio Baumgart, mago do concreto armado. O IPHAN- Instituto do Patrimônio Histórico e Artístico Nacional- tombou o Ministério em 1948. A designação como Patrimônio Mundial pela UNESCO é aguardada. O edifício não perdeu relevância quando a sede ministerial se transferiu. Continuou aco- lhendo unidades do setor cultural, algumas do próprio IPHAN. Auditório, galeria de exposi- ções, biblioteca, e até o pilotis sob a galeria continuaram palco de atividades e eventos de interesse tanto especializado como geral. Em 2017, o edifício fechou para restauro que se fazia urgente. As unidades referidas ocuparam espaços alugados. Esperava-se que retor- nassem quando concluído o restauro e que o edifício retomasse sua condição de Palácio da Cultura aberto para todos: lugar de estudo, pesquisa, diálogo e congraçamento público, simbolo persistente de modernidade progressista, bela e generosa, no Brasil e fora dele. Mas isso pode não acontecer. O edifício está sob cerco, como se fosse um bloco de escritórios vulgar e vazio. Proposição absurda, porque o Palácio Capanema é ícone de valor incalculável, só fechado por instante para a reabilitação de seus salões, passeios e jardins. O antigo Ministério da Educação e Cultura não é elefante branco. Incorpora testemunho de passado e esperança de futuro por tudo que representa e que comporta, uso turístico incluído. Privatizar o palácio-praça renovado mostraria profunda e vergonhosa deseducação e incultura, um falso senso de economia e imprevidência assustadora. Seria visto por toda parte como atentado à cidadania, crime contra o patrimônio nacional e mun- dial. Crime desse porte não se acoberta. A gente previne ou pune. O Capanema é nosso. .

Feuerstein Virginia Tech (Virginia Polytechnic Institute and State University) Abstract The Chapelle Notre-Dame-du-Haut in Ronchamp designed by Charles-Edouard Jeanneret, also known as Le Corbusier, has been studied, analyzed and explored by architects, theorists and historians ever since it was completed. Despite these studies, scholars have paid little attention to the east wall of the chapel as a unique architectural element. An important and iconic element within this project, it is distinguished by the turning statue of the Virgin Mary set in a cabinet within the wall and surrounded by small openings allowing light into the chapel. While the moving statue had always been part of the original design, the small openings -- the stars -- were not. Somehow and sometime the eastern wall became a sky when, at the beginning of construction, it was a wall. The story began with Le Corbusier’s slow design process, which allowed him to develop an evolving vision even after a design was finalized. His creative process allowed him to envision the building as a full scale model, which provided him with freedom to take advantage of new opportunities of designing during construction. This occurred with the east wall. Schooled in the neomedieval beliefs of John Ruskin and Owen Jones, and in the organic similes of art nouveau, he was convinced that art and industry, like art and craft in former times, ought naturally to ally. The proposal, according to Le Corbusier, could increase the urban capacity and at the same time improve the urban environment and the efficiency of the city. The thoughts and design principles embedded in the proposal of La Ville Radieuse quickly became models for architects of the post-war period. Le Corbusier was ambitious for the proposal and he even suggested demolishing the whole part of central Paris in order to adopt it; this of course raised strong objections. Though the proposal has never been realized, it has attracted a lot of discussion. This study employs computer simulation to evaluate the daylight and solar performance of La Ville Radieuse; it attempts to test the propositions of Le Corbusier, with reference to daylight design and to draw conclusions about the design of high density solar cities. Particular emphasis will be placed on the dialogue (or polemical exchange) between Rudolf Wittkower and Le Corbusier contained within Modulor 2 concerning the nature of the Divine Proporzione. The historiography of this area of art and architecture includes a vigorous debate from the mid-twentieth century among Modernist architects and art historians over the nature of the Divine Proportions. It is in this context that the dialogue between Le Corbusier and Wittkower occurs. Le Corbusier describes human form with a Fibonacci-based number system expressed through a universally applied system of measure, Le Modulor.
