Enforcement of Decorum: The Chief of Police, or such member, or members of the Police Department as the Chief of Police may designate, shall serve as the Sergeant-at- Arms of any Council meeting. The Sergeant-at-Arms shall carry out all orders and instructions given by the presiding official for the purpose of maintaining order and decorum at the meeting. Ken Rausch – The El Monte/South El Monte Chamber of Commerce regrets to inform you that for obvious reasons it cannot accept the overreaching conditions outlined in the September 17, 2019 Cooperative Agreement between it and the City of El Monte. The Chamber cannot and will not enter into any agreement that will limit its independence.

Julio Ramirez – I want to address bulky item. I hope that the new City Council can look into this. The City is full of trash and we need you to look into this.

14.1 Discussion Regarding a Vehicle Towing and Secured Storage Services Agreement with Royal Coaches Auto Body & Towing; Potential Action to Approve Same or Provide Alternative Direction

1. Consider and discuss a Vehicle Towing and Secured Storage Services Agreement by and between the City of El Monte and Royal Coaches Auto Body & Towing; and 2. Provide direction to staff as to how to proceed with this matter.

Sherry Berillon– Bill from Royal Coaches has had the contract with West Covina for many years. I know they work with other Baldwin Park and other cities I cannot say enough about them. They are family owned, they are neat, they are clean, they are honest and they are reliable.

Grace Cox – Retired from the Irwindale Police Department, was the 911 Supervisor and was in charge of records and while I supervised I would dispatch. What I can say about Royal Coaches is that their response time is excellent. They are very professional and have great customer service. You will not be disappointed.

Thomas Singh – I want to thank you for your consideration for fostering a great relationship with this company.

Drexel Smith – For the past 6 years I have been a primary consultant to Royal Coaches. I have to tell you I have worked with a lot of companies I don’t’ know of any other company with higher integrity and higher care for what they do for their customers and more importantly for their employees. He is customer oriented and his handshake is his bond. He is a man of his word; impeccable integrity that he brings to the market place is refreshing. More importantly, his business is highly regulated: it is regulated at the federal level, at the state level, at the county level and many local levels he is compliant at everyone.

Herb Redholth– I have known Bill Salazar for many years and he is a man of integrity and honest and his word is his bond. Royal Coaches has served the City of West Covina for many years. They have the manpower, their response time is magnificent, their facilities are clean and they get the job done.

Jose Gutierrez – I am here to speak on behalf of Royal Coaches. I have known the family for over 40 years and they have provided excellent service to the City of West Covina and Baldwin Park. I think you will not be disappointed.

Denis Evans – I have worked with Bill on several projects. Mostly with San Bernardino County and I can say that the number of opportunities they have had to expand have been very strong. San Bernardino has been very impressed with Royal Coaches at all times. They are getting more and more business they are very community oriented.

Gabriel Ramirez – I am not sure why we continue to have this discussion about bringing in Royal Coaches. In 2015, we had an issue with Royal Coaches and when we went to speak to one of the staff members at Royal Coaches and they were rude. The have terrible customer service.

Veronica Tomas – I am an actually resident of El Monte and I am here to speak in opposition to Royal Coaches. Their own City’s residents are trying to get them out of Baldwin Park. They are trying to get rid of them for a long time because of the issues they have been having. All these positive comments can be said of Freddy Mac.

1. Receive the presentation of City staff and Raftelis regarding the preparation of the 2019 Water Rate Study and pose questions to staff; 2. Approve a water rate adjustment schedule for the period starting January 1, 2020 to January 1, 2024 (e.g.: Water Rate Increase Scenario No. 1 or Water Rate Scenario No. 2); 3. Confirm December 17, 2019 as the date for considering potential protests to the proposed water rate increase and conducting a public hearing on the water rate increases and adjustments proposed under the specific water rate schedule designated by the City Council; and 4. 16.2 Police Department Update Including Emergency Preparedness.

Councilmember Martinez Muela – With the EOC I know we are deploying it on Thursday for the Great Shake Out I think what I was asking from staff is to have drills done on a monthly basis. An EOC once a year and everyone is trying to figure out where they go and what they do that is good but we have a transition of staff, we have new people joining us and once a year isn’t enough. We do fire drills once a month, we do earthquake drills once year and there are other drills that should be implemented for staff to continue to practice those skills. This was actually recommended at a training that City staff do it more often because the more you practice the more readily prepared you are to step into action when that event happens. The Red Cross had done a lot of work especially with our community to get them involved in being first responders and to be able to support in first response. Have we been in conversation with them? They actually created an organization here in El Monte that was hoping to be a sustainable continuing emergency preparedness organization so we may have to

check in with them. I know there are community members through churches here in the City that have joined forces to be prepared with our community.

Mayor Pro Tem Velasco – I think I saw one of the slides that you will be working with the schools, so what are you going to be doing with the schools? I know that I keep bringing it up but what are we doing with the parroquial schools?

Councilmember Morales – Do you have a sense of what the FEMA disaster training will entail? I guess I am thinking beyond what an emergency would be other than an earthquake. I am thinking about a mass shooting unfortunately that is a reality we face today. We are technically in a flood zone because of the San Gabriel River. I am curious with respect to it seems like a whole different level of emergency and someone comes up with a whole new level way to create harm to masses of people. So my concern has always been a reliance in technology and so going back to the training for us as officials, for us as community leaders and we are interested in making sure that we are communicating information to particular residents how is that incorporated into the training itself? What is our backup to our phones? In particular, I am really concerned about our schools in terms of how we can protect where you have masses of children. In that collaboration and communication that you have had with the school districts parroquial or not just wondering to what extent that’s communicated so that they would have some sort of communication access. If something unwanted were to happen frankly the responsibility falls on our first responders and at least in my case I feel very responsible that the department is provided with what is necessary so that if something were to happen we are ready to take action. Thank you Chief and to all the Department.

Mayor Pro Tem Velasco – When is this going to take place? Is there a way that we can get someone out and get a report because I have had a couple of calls that we don’t pay a lot of attention to them.

Councilmember Martinez Muela – One of the major communication points at the training that I went to was the idea that social media tends to spread untruths or rumors very quickly especially in the case of something happening in our community. I think it is really important that the City or PD put out that they are the one and only source for information. Do we have a number if people are ADA should something happen, so that we may have them on file.

Thank you to the City Manager and her staff I think we are doing a great job. I would also like to mention our bulky items last week it was great. Thank you to Valley Vista and our partners because everything was picked-up. Overnight parking is getting really bad and I believe it is the renters that we have. If you can put it on your agenda City Manager so that we can start discussing this because it is out of control.

We have a film festival that is coming up. It is a film festival that I have been involved with for the last 12 years and have done them in Los Angeles and . It is not costing the City anything and it will be on October 23rd and the 24th at La Palma. It is free to the public and there will be celebrities on the 23rd at 5:30 pm bring the kids. On Thursday, October 24th at 11:00 am there is an open mike open discussion with the producers, the actors, film makers, wardrobe and make-up artists how to get into the entertainment industry things to watch out

and be careful, It is not a huge film festival it is a smaller film festival but I think it will be great for the City. It will bring different people into the City that will hopefully keep coming back and shop and do business here.

18C. Councilwoman Ancona

I had the opportunity to go to the Jeff Seymour Center Ribbon Cutting along with a couple of my colleagues here and it was really nice to see this project open up and it is not only going to be for El Monte City School District but it will be open for community use as well. We got to see a couple of musical performances it is always great to see kids perform.

18D. Councilwoman Martinez Muela

18D.1 Discussion Regarding Upcoming Walk to End Domestic Violence on October 24, 2019. National Hotline Number for Domestic Violence is (800) 799-7233.

A couple of things I wanted to make sure that everybody is very familiar with the idea that October is a big month for us in regards to stopping the violence, the walk to end domestic violence, we do have a flyer and I wanted to thank staff for putting together such a beautiful flyer. It is taking place on Thursday, October 24, 2019 from 5:00 pm to 7:00 pm we typically do ask for a $10 gift card and that gift card can go towards gas for a survivor, it can go towards diapers for a survivor, it could go towards whatever that survivor needs. We do have event T-shirts while supplies last. The information is there it has been a tremendous event. I hope that you will come out in support and solidarity. This year we are partnering with Revive Church and our friends at YWCA Wings to provide a training for hair professionals. What we are talking about here is the domestic violence awareness event for hairdressers recognizing the signs. Typically, if you are sitting in that hairdressers chair they know you and they know you well because we tend to talk to them quite often. If a hairdresser sees extra bruises, if there is a moment of vulnerability shared we want our hairdressers to know how to respond to those questions and to know where the resources are here in the San Gabriel Valley. We can continue to work together to put an end to abusive relationships but we have to know where to go and who to call in order to have this happen. So this is an event for hairdressers, salon professionals the information is on our Facebook page as well as on our website. Thank you colleagues for supporting our domestic violence awareness month events.

One last thing I just wanted to pop up for real quick show I was a cover girl and I didn’t even know it. A friend of mine sent me a picture of the Business Life Regional Mobility Cover and I thought let me share it with the community. It has been a true honor and pleasure for me to do the work on behalf of the City of El Monte on regional boards like Alameda Corridor East and the San Gabriel Council of Governments

18D.2 Discussion Regarding Request of Budget Activity Report for the First Quarter (July-September) of Fiscal Year 2019-2020.

I will continue to request budget activity report for the first quarter fiscal year. You know the first quarter just ended do I will continue to ask and I look forward something for the first meeting in November to give our staff more time to prepare.
