    About Dawn Dawn graduated with First Class Honours from the National University of Singapore Law School in 1997. In 2002 she took a Master of Laws degree from the Harvard Law School where she again achieved academic distinction. Dawn completed her pupilage under Mr Michael Hwang, S.C. at Allen & Gledhill (now Allen & Gledhill LLP) and was admitted as an Advocate and Solicitor of the Supreme Court of Singapore in May 1998. Dawn is also admitted as a Solicitor in England and Dawn Tan Ly-Ru Wales and an Attorney and Counselor-at-Law of the State of New York. Between 1998 and 1999, Dawn was a Justices’ Law Clerk in the Chambers of the former Chief Justice, Mr Yong Pung How. She then served as an Assistant Registrar at the Supreme Court Contact Details Registry and concurrently took up teaching appointments at the National University of Singapore Law School and the then T: 656.225.3819 Department of Law of the Singapore Management University.     WARREN COUNTY BAR ASSOCIATION, INC. TIPSTAFF Volume II Issue Dear Sisters and Brothers of the Bar: It is with great enthusiasm that I welcome you to the 2020 Fall edition of the Tipstaff. It is my hope that you and your families are safe and healthy in these troubling times. In the midst of this pandemic and the hostile political environment, I believe that practices and activities, such as the Tipstaff which we are able to continue and enjoy from the past, are more important than ever. Since taking the reins in June, Kate and the Board have been working diligently to prepare for the upcoming year in a way and format that has never been done before. We were able to meet in person, with proper masks and semi- social distancing, on the lawn of Morgan & Co. in September. This event was enjoyed by all who attended as we were finally able to have a bit of normalcy and see each other in person. On October 29, 2020, Kate and Maria Nowotny arranged to have Attorney James Long present a CLE on the topic of the New York Shield Act, which was attended by 20 of our members. Maria and Kate are busy preparing a CLE for December discussing the re-opening of the courts to be presented by our local justices and judges and other court staff. Upon the idea of Judge Kershko, Kate and I have worked with the Legal Aid Society of Northeastern New York to partner in the presentation of a CLE for volunteer assistance to pro-se litigants in foreclosure actions.

A key element in its consistency was the principle of stare decisis, according to which decisions of the senior courts created binding precedents to be followed by courts of equal or lower status in later cases. In order to follow a precedent, the courts first needed to be aware of its existence, which in turn meant that it had to be recorded and published in some way. Reporting of cases began in the form of the Year Books, which in the 16th century gave way to the publication of cases by individual reporters, known collectively as the Nominate Reports. However, by the middle of the 19th century, the variety of reports and the variability of their quality were such as to provoke increasing criticism from senior practitioners and the judiciary. The solution proposed was the establishment of a body, backed by the Inns of Court and the Law Society, which would be responsible for the publication of accurate coverage of the decisions of senior courts in England and Wales.

    2020-2021 Information for Employers The McGill Faculty of Law • Ranked amongst the top 20 best schools to study law worldwide for three consecutive years • One in five Supreme Court of Canada clerks over the past 10 years have been McGill Law grads • Over 8000 alumni in more than 100 countries across the world: 81% Canada, 8% USA, 11% International • Eligibility to sit any Canadian bar, the New York and Massachusetts bars, and others around the globe The BCL/JD Program McGill Law students graduate with two law degrees: a Bachelor of Civil Law (BCL) and Juris Doctor (JD). Our students are introduced to integrated or "transsystemic" teaching in the first year of the program. The fundamental concepts of civil law and common law, as well as Indigenous and world legal traditions, are studied comparatively within a single course. The Faculty admits academically accomplished students from across Canada and around the world. Most students enter with a first-class honours university degree, and many have graduate degrees and/or professional experience. All students are required to be bilingual in English and French. Some students are admitted with a Diploma of Collegial Studies (D.C.S.) after completing a post-secondary college-level program unique to Quebec. Our curriculum features opportunities for problem-based learning, translation of knowledge into action, and the development of skills critical to engaged, effective and enlightened lawyers. The program is 105 credits and most students complete it in 3.5 years.
