SECTION - 1

INVITATION FOR BIDS

WAPCOS Limited is a “MINI RATNA” ISO 9001:2000 accredited Public Sector Enterprise under the aegis of the Union Ministry of Water Resources, River Development and Ganga Rejuvenation. Incorporated on June 26th, 1969 under the Companies Act 1956, WAPCOS has been providing consultancy services in all facets of Water Resources, Power and Infrastructure Sectors in India and Abroad.

WAPCOS desires to obtain services for “GEOPHYSICAL INVESTIGATION FOR PREPARATION OF MASTER PLAN AND FEASIBILITY REPORT FOR SIEM REAP RIVER BASIN, CAMBODIA” and invites proposal for the same.

The following may kindly be noted:

1. Relevant information regarding submission of TECHNICAL and FINANCIAL proposal, details on the Services and Selection of Agency are provided in the Request for Proposal (RFP).

This Request for Proposal (RFP) Document for “Geophysical Investigation for Preparation of Master Plan and Feasibility Report for Siem Reap River Basin, Cambodia” contains brief information about the scope of work and selection process for the Successful BIDDER (or ‘Firm’). The purpose of the Document is to provide the BIDDER/Firm with information to assist the formulation of their bid application.

While all efforts have been made to ensure the accuracy of information contained in this RFP document, this document does not purport to contain all the information required by the BIDDERS. The BIDDER/FIRM should conduct their own independent assessment, investigations and analysis and should check the reliability, accuracy and completeness of the information at their end and obtain independent advice from relevant sources as required before submission of their bid application. WAPCOS reserves the right to change any or all conditions/ information set in this RFP document by way of revision, deletion, updating or annulment through issuance of appropriate addendum as WAPCOS may deem fit without assigning any reason thereof.

WAPCOS reserves the right to accept or reject any or all applications without giving any reasons thereof. WAPCOS will not entertain or be liable for any claim for costs and expenses in relation to the preparation of the bid applications to be submitted in terms of this RFP document.

SECTION - 2 DATA SHEET & INSTRUCTION TO FIRMS

A. GENERAL

Details of Geophysical Investigation using electrical method (VES) for Project identification of potential aquifers is required to be carried out for precise understanding of the behaviour of groundwater regime, its potentiality as a source for domestic and Irrigation requirement of the rural population and for preparation of Master Plan and Feasibility Report for Siem Reap River Basin.

Validity of the The Bid shall remain valid for acceptance for three months from the Tender / Bid proposal submission deadline. If the Bidder however fails to keep his Bid valid for 90 days or tries to modify the quoted rates during the period, the owner shall be entitled to forfeit the Bid Guarantee / EMD without any notice or proof of damages, etc.

Earnest Money The Bidder shall submit EMD of amount equal to INR 1, 00,000/- in the Deposit (EMD) form of Demand Draft of any Nationalized Bank in favour of “WAPCOS Limited”, payable at Delhi for one site only. *The Bid shall be summarily rejected if the same is not accompanied by EMD. A 2nd inner envelope should contain the EMD.

Liquidated In the event of delay in the project within the stipulated period of 60 Damage days due to reasons attributable to the BIDDER, WAPCOS may charge a penalty @ 1.5% of the project cost for each month of delay subject to a maximum of 5% of the project cost irrespective of the total time of delay. The delay in completion of the project shall be monitored as per timeline defined under SECTION - 4 - DELIVERABLES & TIMELINES.

Dispute All differences or disputes between the parties arising during the Settlement progress of work or after its completion will in the first instance be amicably settled / resolved between the parties. Force Majeure In case of an event beyond the reasonable control of a party (Force Majeure), and which makes a party’s performance of its obligations hereunder impossible or so, impractical as reasonably impossible in the circumstances, and includes, but not limited to war, riots, civil disorder, earthquakes, fire, explosion, storm, flood, or other adverse weather conditions, strikes, lockouts, or other industrial actions(except where such strikes, lockouts, or other industrial actions are within the power of the party invoking Force Majeure to prevent any action by Government Agencies), the party affected by Force Majeure shall take all reasonable measures to remove such party’s inability to fulfil its obligations with a minimum delay. A party affected by Force Majeure shall notify the other party of such event as soon as possible and in any event not less than fourteen (14) days following the occurrence of such event.

The party shall take reasonable measures to minimize the consequences of any event of Force Majeure.

Qualifying The firm shall be a profit making company in last 3 years. Criteria The minimum technical score (St) required to pass is 75 Points.

A signed copy of RFP from an authorized representative should be enclosed along with the Technical Proposal.

The Technical Proposal shall not include any financial information. Only one CV shall be submitted for each Key Expert position. Failure to comply with this requirement will make the Proposal non-responsive.

Pre bid Not Envisaged Meeting

Bidding Following points should be kept in mind before submission of Bids Procedure Proposal shall be submitted only in Hard copy.

All the documents of the Bid shall be submitted duly stamped and signed on each page by accredited representative of the firm as a token of their acceptance. The authorization shall be in the form of a written power of attorney attached to the Technical Proposal.

The 3 copies (1 Original & 2 Copies) of the Technical Proposal shall be placed inside a sealed envelope clearly marked “TECHNICAL PROPOSAL”, [Name of the assignment], RFP number, name and address of the applicant and a warning “DO NOT OPEN UNTIL [INSERT DATE AND TIME OF THE TECHNICAL PROPOSAL SUBMISSION DEADLINE]”.

Similarly, the original Financial Proposal shall be placed inside a sealed envelope clearly marked “FINANCIAL PROPOSAL” followed by the name of the assignment, RFP number, name and address of the applicant and with a warning “DO NOT OPEN WITH THE TECHNICAL PROPOSAL”.

The sealed envelopes containing the Technical and Financial Proposals shall be placed into one outer envelope and sealed. This outer envelope shall bear the submission address, RFP reference number, LOT No., the name of the assignment, applicant’s name and address, shall be clearly marked “DO NOT OPEN BEFORE [INSERT TIME AND DATE OF THE SUBMISSION DEADLINE]”.

 The above described Item shall be read in conjunction with “TOR and Deliverables”.  Deduction of Income Tax from all the payments made to the contractor will be done as per rules.  Mobilization Advance shall be provided against the submission of Bank Guarantee of equivalent amount. If the successful bidder is not furnishing the Advance Bank Guarantee then that portion of money shall be released only at the end of project duration or at any point of the time when BG is submitted.  In the event of an award of work, the successful bidder, within one week of the receipt of award letter from Owner, will be required to arrange submission of Contract Performance Guarantee (CPG) in the form of Bank Guarantee (BG) equivalent to 5% of the contract amount / Bid value. The Performa for BG will be given to the successful bidder and should be kept valid upto completion of contract.  In case any mis-happening including natural disaster occurs while deployment of manpower, equipment etc. during execution of work at field, WAPCOS will not be responsible at all for the same.  The exact number & quantity can be increased and finalized after studying the geological set up and site conditions. Quantity variation of 15% will be chargeable at the same unit price. The price of any item going beyond 15% limit will be decided by mutual understanding may increase as per site condition.  The payment will be made on the basis of actual Detailed Investigation carried out on site as per the unit rate quoted by the bidder.  The bidder has to make an assessment of the local expenditure, local manpower, transport etc. for working in Cambodia before submitting the proposal.

If the envelope and packages are not sealed and marked as required, WAPCOS will assume no responsibility for the misplacement, loss, or premature opening of the Proposal.

Taxes & Duties The bidder and its experts are responsible for meeting all tax liabilities arising out of the Contract. The financial quote should be inclusive of all required manpower, labour, material, equipment transportation, taxes, duties, etc.

Insurance All Insurance & related liabilities regarding the project shall be borne by the bidder for their employees.

The EMD of all unsuccessful Bidders will be returned after award of contract or signing of the agreement, whichever is later. However, if any delay occurs due to postal delays, etc. in returning the Bid guarantee / EMD than owner will not be liable to pay any interest thereon.

RELEVANT WORK EXPERIENCE

The Company has to be fully competent and having vast experience to undertake Geophysical Prospecting using various methods viz. Electrical, Magnetic, Seismic, etc. The company has extensively carried out Geophysical Investigation using electrical method especially Vertical Electrical Sounding in varied hydrogeological terrains viz. Basaltic, Alluvial, Granitic, limestone and quadratic terrains. The company shall have minimum 5 years of experience in Geophysical Investigation and also adapt in standard interpretation techniques.

Proposed KEY STAFF DETAILS (However Bidders are independent to make their own teams composition) :

The bidder shall deploy one survey team for carrying out Geophysical Investigation as per TOR.

Team will consist of 1 Sr. Geophysicist, 1 Geologist/Geophysicist, 1 Assistant Geologist /Geophysicist and 3 helpers. One survey party is expected to carry out survey on an average 3-4 survey per day depending upon the terrain conditions.

SECTION – 3

TERMS OF REFERENCE (TOR)

“Geophysical Investigation for Preparation of Master Plan and Feasibility Report for Siem Reap River Basin, Cambodia”

3.1 SCOPE OF WORK AND SPECIFICATIONS The detailed scope of work and specifications are as given below.

Geophysical Investigation Comprehensive Hydrogeological studies are to be taken up for the project “Preparation of Master Plan and Feasibility Report for Siem Reap River Basin, Cambodia”. For precise understanding of the behaviour of Ground water regime, its potentiality as a source for domestic and Irrigation requirement of the rural population. It is proposed to carry out Geophysical Investigation in the area using essentially Electrical Method- Vertical Electrical sounding spreading in Siem Reap River Basin in Cambodia. The area of the province is 10545 km2 whereas the area for Geophysical Investigation is limited to 3619 km2 forming the Siem Reap Basin area (Map attached as Annexure B) for development of proposed Master Plan for optimized development of Water Resources. The study area lies in the South Central part of the province, drained mainly by Siem Reap, Puok and Roulas Rivers falling in Ten districts viz: Chum, Angkor Thum, , Puok, Chi Kraeng, Prasat , Siem Reap, Soutr Nikom, Svay Leu & Varin.

Geophysical Investigation shall include; 1. Fixation of locations for carrying out Vertical Electrical Sounding (VES) 2. Carrying out Vertical Electrical sounding at minimum 100 locations, however, the exact number of soundings may vary depending upon the geological setup and site conditions. The geophysical investigation for the purpose including but not limited to the following:  Discern thickness of Soft Sediments in different Sectors.  Identify various Geo-electrical layers and their disposition.  Identify Granular zones forming favorable repository of Ground Water.  Determine Bed Rock configuration and nature of Sub stratum.  Identify suitable locations for construction of Exploratory cum Production deep tube wells.  Develop 3-D subsurface configuration of various Geo-Electric layers depicting identifiable promising Granular Zones. 3. If required, profiling may be done for appraisal of geophysical information. 4. Based on generated geophysical data, specific recommendations for identification of suitable exploratory sites in Siem Reap Basin, Cambodia.

5. Based on generated geophysical data, specific recommendations of sites for construction of tube wells, hand pumps and dug wells along with respective optimum withdrawal depths. 6. Detailed report on geophysical prospecting with precise interpretation of VES curves shall have to be prepared for furtherance of groundwater exploration programme for the area.

3.2 INSPECTION The Contractor shall make all arrangement of men, material at the work site for checking of the work to the satisfaction of Engineer-in-charge during the progress and on successful completion of the work. The Contractor shall intimate well in advance, before final decamping from work site, so that final work can be inspected by the Engineer-in- charge. This will form a part of acceptance of the work for release of payments.

3.3 DEPLOYMENT OF RESOURCES For the scope of work under the contract, as detailed in the specifications above, the Contractor shall mobilize adequate instruments so as to complete the work as per schedule. Additional instruments, if required, shall be mobilized to match the work schedule and as per the direction of Engineer-in-charge at no extra cost. The VES operator shall be responsible for and capable of coordinating the work and report the progress to WAPCOS from time to time. He must have the knowledge of VES theory covered by this contract.

3.4 DECLARATION BY THE CONTRACTOR The Contractor is required to give full information about the proposed deployment of the resources for this assignment.
