It is brought to the attention of the staff of the European institutions and agencies of the European Communities that a post of function group AD, grade 11 is vacant at the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA).

The EMCDDA is one of the EU’s decentralised agencies. Established in 1993 and based in Lisbon, it is the central reference point of information on drugs and drug addiction in Europe.

Within the EMCDDA, the official will be required to provide assistance to the EMCDDA as far as ex-ante verification and risk assessment are concerned.

To provide expertise, advice and support to the EMCDDA authorising officer for the verification of the budget and financial transactions and for the analysis, assessment, management and control of the risks involved. The post is assigned to the office of the EMCDDA Director. The job holder will work in close cooperation with the EMCDDA deputy authorising officers and the services of the Administration unit in charge of budget and financial management and accounting.

The successful applicant will be responsible, among others, for:

• Ex-ante verification of the operations aimed at executing the EMCDDA budget, pursuant to the applicable financial regulations and internal control standards, particularly in order to ascertain that the operation complies with the relevant rules and that the principle of sound financial management has been applied.

• Provision of technical expertise and advice to help the authorising officer in the assessment and management of the risks involved in or associated to his/her activities, to ensure the regularity, effectiveness and quality of the relevant management and control processes and operations. This could include actions for promotion of best practices, training and awareness raising.

• Any other specific tasks assigned by the EMCDDA authorising officer.

• Proven experience relating to the areas covered by the job profile, namely in ex-ante verification and risk analysis.

• Proven experience in dealing with audit and quality management processes.

• A thorough knowledge of financial regulations and processes to be applied for the execution of the requested duties, with special attention to the provisions concerning procurements and budget operations/financial transactions.

• Excellent organisational skills and good ability to work alone as well as a team player, being able to assure speed and accuracy in performing different tasks.

• A good command (written and spoken) of at least three EU official working languages, including English and French.

• A good command of MS Office applications, particularly Word, Excel, PowerPoint, as well as Internet and e-mail applications.

• Solid knowledge of, and experience in, the use of SINCOM and ABAC systems.

• Degree in economics or in business administration.

• Ability to work under pressure and to tight deadlines.

• Proven drafting skills in Portuguese.
