La terra era informe e deserta e le tenebre ricoprivano l’abisso e lo spirito di Dio aleggiava sulle acque. Dio vide che la luce era cosa buona (Gen 1,1-2.4). Allora il Signore disse a Caino: «Dov’è Abele, tuo fratello?». Egli rispose: «Non lo so. Sono forse io il custode di mio fratello?» (Gen 4,9). Dio disse a Noè e ai suoi figli con lui: «Quanto a me, ecco io stabilisco la mia alleanza con voi e con i vostri discendenti dopo di voi, con ogni essere vivente che è con voi… ricorderò la mia alleanza che è tra me e voi e ogni essere che vive in ogni carne, e non ci saranno più le acque per il diluvio, per distruggere ogni carne… (Gen 9, 8-15). Introduzione Miei cari fratelli, il Signore vi dia pace! Ci troviamo ora nella fase preparatoria del Capitolo Generale, un evento che ha lo scopo di rinnovare la vita spirituale, fraterna e missionaria dei Frati e dell’Ordine. Il Capitolo Generale, inoltre, è anche un tempo per fare un passo indietro ed esaminare il cammino fatto, le decisioni prese e le azioni compiute in risposta alla chiamata dello Spirito espressa attraverso i mandati del Capitolo Generale 2015. È un tempo in cui ci concentriamo sulle realtà emergenti nell’Ordine, nella Chiesa e nel mondo, ponendole all’interno della prospettiva della nostra identità di uomini del Vangelo. La fede si trova al centro di tutto il processo, come la convinzione che lo Spirito di Dio, il nostro vero Ministro Generale, ci accompagna, ci ammonisce e ci incoraggia a rimanere fedeli in modo creativo (cfr. 2Cel CXLV, 193 in FAED, Vol. II, New York City Press, 2000, 371). Infine, il Capitolo è un tempo per discernere ed eleggere un nuovo governo, per chiedere una guida e guardare oltre gli interessi personali o locali e per mettere il bene comune al centro della scelta e dell’elezione. Rinnoviamo la nostra Visione. Accogliamo il nostro Futuro Alla luce della pandemia causata dal Covid-19, il prossimo Capitolo Generale sarà in parte determinato dalle raccomandazioni degli esperti in materia di salute pubblica. Il periodo, la durata e la gestione del Capitolo saranno radicalmente diversi rispetto a ciò che abbiamo finora vissuto. Dato che durerà solamente quindici giorni risulterà difficile per i delegati capitolari affrontare confronti impegnativi sul materiale presentato (relazioni, spunti). Il processo d’identificazione dei temi centrali che saranno al centro dell’azione del prossimo governo dell’Ordine pone allo stesso modo una sfida difficile. Un positivo sviluppo degli ultimi anni è il lavoro del Consiglio Plenario dell’Ordine, tenutosi a Nairobi, in Kenya, nel giugno 2018. Esso fornisce molto materiale riguardo alla situazione attuale delle entità dell’Ordine, il mondo e la Chiesa, grazie al quale è possibile costruire un programma iniziale per la formazione permanente e l’animazione dell’Ordine da portare avanti finché il prossimo governo non sia in grado di organizzare un capitolo straordinario o un’assemblea dove approfondire le proprie riflessioni. In aggiunta al materiale fornito dal CPO, ci sono relazioni aggiornate dalle Conferenze e dalla Custodia di Terra Santa, dai Segretariati Generali (GSFS, GSME), dagli Uffici (GPSC, Fundraising, ecc…) e la relazione del Ministro Generale che verrà condivisa appena possibile. In vista del programma per la conduzione del Capitolo Generale che è stato ripensato, sarà molto importante che tutti i Delegati capitolari e tutti i Frati dell’Ordine, studino i documenti relativi al Capitolo che saranno consegnati. Attraverso i diversi social media che permettono di collegarsi da remoto, le discussioni all’interno delle Conferenze e tra i Frati dell’Ordine potranno iniziare subito. Questa modalità ci sarà di aiuto per prepararci mentalmente, spiritualmente e praticamente ad entrare nello spirito del Capitolo, pregando con e per ciascuno di noi, con e per la Chiesa, con e per l’intera comunità umana e la nostra casa comune. Reimparare a coltivare il giardino All’inizio di questa introduzione, ho citato tre brani biblici presi dal libro della Genesi. La prima citazione dal capitolo primo pone l’accento sull’intenzione originaria di Dio che sottostà alla creazione di tutto ciò che esiste, inclusi gli esseri umani. Benché noi siamo gli ultimi tra le creature nell’ordine della creazione, siamo stati dotati di alcuni doni specifici e, cosa ancora più importante, di alcune responsabilità che non possono essere rinnegate e dalle quali non possiamo considerarci dispensati. Mentre la - 6 - Relazione del Ministro Generale: Prologo narrazione della creazione in Gen 1 descrive il modo in cui Dio ha creato il cosmo traendolo fuori dal caos, l’ordine dal disordine, possiamo vedere l’intimità e l’imminenza di Dio nel racconto della creazione in Gen 2, nel quale Dio dà forma all’umanità (v. 7) e a tutte le creature (v. 19) dalla “polvere della terra” (ha-adamah), ponendoci in paradiso. Ci è stato affidato il compito di “coltivare e prenderci cura [del giardino]” (Gen 2,15), la nostra casa comune. Questa chiamata richiede grande coraggio, spirito di sacrificio, desiderio di cambiare e imparare nuovi metodi con i quali dare vita, ogni giorno, al progetto evangelico che il nostro fondatore e fratello, S. Francesco, ci ha affidato, mentre accompagniamo i nostri fratelli e sorelle e la nostra casa comune (cfr. Testamento §14). Ciò richiede da parte nostra la volontà di lasciare tutto nel nome di Dio e prendere le autostrade e le scorciatoie, “Verso le periferie con il Vangelo [come] Fratelli e Minori nel nostro tempo” (cfr. Documento del Capitolo Generale 2015). Come Abramo e Sara, non abbiamo certezze rispetto a dove ci porterà la sequela (Gen 12). La fede e la fiducia in Colui che ci ha creati, redenti e che ci sostiene anche ora devono essere i punti di partenza. Dobbiamo coltivare, in noi stessi e con gli altri, una disposizione permanente a essere pellegrini e forestieri in cammino con tutta l’umanità e l’universo creato. Dobbiamo lasciare che quanti vivono al di fuori della nostra professione religiosa possano essere per noi uno strumento vitale in grado di fornire lungimiranza e spirito di perseveranza. Abbiamo inoltre bisogno di una dose di realismo e di capacità di ridere come Sara che non ha potuto evitare di sorridere e forse di sentirsi un poco turbata, dalla novità che avrebbe generato un bimbo all’età di novant’anni (cfr. Gen 18,12ss). Anche Dio ride di ciò che ha creato, un riso che “sa come trasformare l’umanità. Dio ride dei nostri ostacoli. Il suo riso è disarmante” (cfr. Ps. 2; Documento del Capitolo Generale, Verso le periferie con la gioia del Vangelo: Fratres et Minores in Nostra Aetate, Roma, 26). Dalla rovina finanziaria alla pandemia da COVID-19 Nonostante l’incertezza che tende a prevalere ovunque nel mondo a causa della pandemia da COVID-19, l’evento al quale ci stiamo preparando ci dona un’opportunità per rinnovare la nostra fede e la nostra fiducia in Dio che ci ha creati a sua immagine, ci ha colmati di grazia e di benedizioni (Gen 1, 27,31) e ci ha dato il compito di “coltivare e prenderci cura [del giardino]”. Ma questo non era vero anche più di sei anni fa quando lo ‘tsunami’ finanziario colpì la Curia Generale? Come potete ricordare, un’altra forma di virus ha attaccato l’Ordine - 7 - Rinnoviamo la nostra Visione. Accogliamo il nostro Futuro con operazioni finanziarie illecite e la cattiva gestione di fondi affidati a noi dal popolo di Dio e frutto delle fatiche dei Frati.

    1 Fratelli tutti Summary Shadows over the closed world (Ch. 1) are spreading everywhere, leaving injured people by the roadside, cast out and discarded. The shadows plunge humanity into confusion, loneliness, and desolation. When we come upon an injured stranger on the road (Ch. 2), we can assume one of two attitudes: we can pass by or we can stop to help. The type of person we are and the type of political, social or religious group we belong to will be defined by whether we include or exclude the injured stranger. God is universal love, and as long as we are part of that love and share in it, we are called to universal fraternity, which is openness to all. There are no "others,” no "them," there is only "us”. We want, with God and in God, an open world (Ch. 3), a world without walls, without borders, without people rejected, without strangers. To achieve this world, we must have an open heart (Ch. 4). We need to experience social friendship, seek what is morally good, and practice a social ethic because we know we are part of a universal fraternity. We are called to solidarity, encounter, and gratuitousness. To create an open world with an open heart, it is necessary to engage in politics, and a better kind of politics (Ch. 5) is essential. Politics for the common and universal good. Politics that is “popular” because it is for and with the people. It is politics with social charity that seeks human dignity. The politics of men and women who practice political love by integrating the economy with the social and cultural fabric into a consistent and life-giving human project.

    INDIVIDUALISM HAS FAILED, FRATERNITY WILL SAVE US From the "common home" to be guarded and protected (theme of the encyclical Laudato Si') to Fratelli Tutti, Pope Francis’s gaze extends to “all of us” who inhabit this world, our common home. The encyclical represents a large, varied, complex diptych, rich in themes, dominated and enriched by some key expressions: we live in a world "without a common route"; the pandemic has highlighted and aggravated injustices and inequalities. "In today's world, the feelings of belonging to the same mankind are weakening, while the dream of building justice and peace together seems a utopia of other times. We see how comfortable, cold and globalized indifference dominates, the daughter of a profound disillusionment that lies behind the deception of an illusion: believing that we can be omnipotent and forget that we are all in the same boat " (par. 30). In Laudato Si' one of the key expressions was: “Everything is connected”. From a conceptual point of view, Pope Francis has developed the term "ecology" not in the generic meaning of some "green" concern, but in the deeper meaning of a complex system that finds an explanation in the relationship of the individual parts to each other and to the all. In Fratelli Tutti the view is extended to the theme of fraternity: what is distant concerns us. The gaze of fraternity is never shortsighted. It is evangelical and human, but also far more realistic than many "scientific" or "concrete" political ideologies. The encyclical underlines that everyone is the guardian of justice and peace: they are not accomplished by themselves - perhaps through the market - once and for all: they must be cultivated over and over again, individually and collectively.

    Fratelli tutti: desire of fraternity, solidarity and social justice Charo Castelló* Fratelli tutti opens up paths to make the utopia of a great human family, of which Francis and so many people in the popular movements dream, a reality and which resonates in the lives of believers and non-believers, who spend their lives in the struggle for dignity. It encourages those who demand dignified work; land, to be responsible for, so that no one goes hungry; and a roof to shelter all of humanity. An appeal to the popular movements to continue dreaming, walking and building: "it is possible to long for a planet that ensures land, housing and work for all". It proposes an achievable utopia, where the social, political and economic issues are linked to love, as we popular movements have been pointing out for some time. Charity, if it is not also political, is not charity. It is not just about giving food, but working to transform the structures that prevent people from getting food for themselves. It is an urgent appeal in the face of self-destruction and dehumanisation. Natural resources and ecosystems are being depleted; the dignity of work is being trampled on and the rights of working people are often violated for the sake of an economic system devoted to chrematistic. It is an opportunity to sustain hope in the encounter and recognition, as a deeper aspiration that allows us to fraternize with each other. It is continuity of the Church's magisterium: without addressing the social question it is not possible to aspire to fraternity.
