The City of Marseille has always held a close and heartfelt connection to the world of cinema. Since the very beginnings of cinema in La Ciotat, near Marseille, the greatest film directors have been attrac- ted to this city, thanks to the wide variety of atmospheres and landscapes it offers.

Over the years, Marseille has strengthened its position in the cinema and audiovisual industry thanks to an ever-increasing number of shoots in the area, and to the dynamic local sector.

As any film professional will tell you, the Old Port of Marseille offers a special light that you will find nowhere else. Marseille is a world city with a multitude of sets, making it ideal for filming outdoors. There are some magnificent landscapes, from the “Calanques” coves to the industrial port sites, the docks and the authentic districts that make up the 111 small village like neighbourhoods, and the modern architecture of the city centre. Marseille is a highly authentic city and an endless source of inspiration for film makers.

Alongside all these features the city wants to develop its local cinema and audiovisual industries. Hosting and promoting shoots, supported in particular by the Mission Cinéma founded in 2009, are considered to be key levers for boosting attractiveness and economic development across the whole region.

In 2019, Marseille has welcomed almost 450 shoots, representing 1260 filming days, thus confirming the position of this Mediterranean city as the leading city in for filming, after .

In 2020, despite the health crisis, Marseille remained attractive with 385 shootings, meaning 1059 shooting days, which represents nearly 67 million euros in economic benefits.

Mission Cinéma

In 2009, the City of Marseille created the ‘Mission Cinéma’, which helps all professionals of the indus- try in the area. The goal of this municipal service is to support cinema as an economic activity, to provide assistance for filming and to attract producers to come and film in Marseille.

Thanks to the close partnership between the departments of the local administration, other local authorities, managers of the locations and other institutions concerned, Mission Cinéma acts as a facilitator for all professionals by offering a whole range of services:

Mission Cinéma is the only organisation authorised to go through the necessary formalities, on behalf of the production companies, with the administrative departments of the City of Marseille. In an effort to ensure efficiency, no requests for filming authorisation or authorisation for other special services can be made directly with any other municipal services.

There are no handling fees. There is also no charge for filming in a public area, but fees related to occupation and services may be charged.

There are two procedures for authorisation requests to film in public areas:

• Standard procedure: any filming authorisation request must be sent10 working days before the filming date. • Simplified procedure: this procedure applies only to small teams (10 people maximum) and for filming that does not require traffic to be stopped or parking to be modified in the city.

Le crédit d’impôt international

The tax rebate for international production is selectively granted by the French National Centre for Cinema and Animated Images (CNC), to the company in charge of executive production of a given film in France, based on a points system whereby the benefit offered by the film for local culture, heritage and French territory is assessed. This represents 30 % of film expenditure in France, and can reach a maximum amount of 30 million euros. The creations in question will generate at least €250,000 in expenditure eligible in France, or, when the overall production budget is less than €500,000, at least 50 % of this overall bud- get. Subject to certain conditions, projects may be eligible for a 10 % VFX - related bonus and therefore benefit from a 40 % Tax Rebate on all eligible expenses.

As part of this scheme, Film France is responsible for presenting its expert view of the reques- ting parties to the CNC committee, wheter they are for temporary or definitive approvals. Le fonds de soutien régional

Région Sud (with the support of the National Centre for the Cinema and the Moving Image (CNC) helps creation and production, via a support fund:

• grant for fiction feature films: writing, development and production • grant for fiction short films: production • grant for television drama: production (series and one-offs) • grant for documentaries: writing, development and production (series, one-offs and feature films) • grant for animated films: production (short films, feature films, series and one-offs for TV) • grant for group projects: project development • grant for transmedia and online content: development and aid for production

For each genre in question, the projects will be selected according to artistic and feasibility criteria by an advisory review committee composed of professionals, led by a well-known critic. The committee will then submit their recommendations to regional representatives for approval.

Support for emerging projects - The Department for Cultural Affairs (DAC) provides support for local productions that are led exclusively by associa- tions. Grant applications are submitted as part of an annual call for projects from the DAC between mid-July and mid-October, via the City of Marseille website. Selected projects are mainly first crea- tions from local directors.

When searching for film sets, the production teams use a network of professional location scouts who know the area very well and have a comprehensive photo library in their possession.

To complete this offer and to promote the public and private areas throughout the City of Marseille, Mission Cinéma regularly adds to a database of fil- ming locations, which can be found on the “Film France” website.

This database can also be used by private owners or managers of iconic sites wishing to offer their properties for filming.

Consulting this database is completely free of charge, as is the use of the support and advisory- services offered by Mission Cinéma.

1 500 qualified technicians

When they come to Marseille, production teams can take advantage of a wide selection of qualified technicians. This Mediterranean city is in fact one of the few cities in France to have a technical industry devoted to the cinema/audiovisual sector, with 1 500 qualified techni- cians in the local area who are frequently involved in national and international projects.

This local expertise means that films can be produced from A to Z in the region. There are 166 production companies working on short and feature films, dramas and documentaries, TV series, and shows, commercials, etc. A structured sector

A charter called “Marseille Movie Maker Hotels” has been implemented, in partnership with the Metropolitan Office for Tourism and Conventions and Hotel and Restaurant Pro- fessionals, in order to host filming teams under the best possible financial and logistical conditions.

Since its creation in 2004, this business centre has become the hotspot for image, sound and multimedia companies in Marseille.

Located between the “Heritage” hub (Municipal archives, INA and CICRC) and the “Shows” hub (Friche Belle-de-Mai), this Media Hub is an ecosystem of around fifty companies, employing between 800 and 1 000 people in the audiovisual field, and more generally, the digital sector.

Every day for the past 15 years, the French TV series “Plus Belle la Vie” has been filmed here at the Studios de Marseille, co-produced by France Televisions and Télfrance (for those looking for the Place du Mistral featured in the series… it is at the Media Hub!).

The Media Hub is a lively place and can also host professional events that showcase the entire industry. The “Studio 37” restaurant offers various options for private functions in a cinema-themed setting: seminars, private receptions, business lunches or dinners.

Provence is the second most filmed region in France, thanks to the various landscapes, special light and signi- ficant concentration of audiovisual professionals.

Just a few kilometres away from Marseille, Provence Stu- dios is a private 22 hectare site, devoted to audiovisual production.

Production teams can make use of the 26,000 m² main building, which features several large film sets, including a 2,400 m² one; and a wide range of services including workshops, a carpentry workshop, dressing rooms and production offices.

Provence Studios houses ‘Provence Décorations’, a crea- tor of decorations for film sets to hire, the famous French armourer Christophe Maratier, and a team of stuntmen at ‘Provence Action’.

Mission Cinéma is a member of the National Film Commission network and of the regional network lead by the Commission Régionale du Film. The organisation is present at a number of trade fairs and festivals every year.

From the Production Forum in Paris, to Cannes Film Festival, Focus London, the Berlinale or Séries Mania, Mission Cinéma promotes Marseille to French and foreign professionals in the cinema sector.
