This is not to say that incorporation is going to be the result of the government restructure study now under way. The matter might not even go to the public for a vote. No, the outcome of the study will be largely determined by the effort individual citizens make to inform themselves of the issues and participate in the debate. There is already a wealth of information available and it's as close as your computer (or the library if you haven't yet joined the Internet revolution). The restructure committee has posted many pages of documents to its Internet website, enabling islanders to become fully aware — with no effort beyond reading — of the key issues. Among the documents are questions already posed by members of the public, and the committee's responses. There is valuable information here that ought to serve as a for anyone who has not already considered the implications of restructuring local government. The chief implication is the effect incorporation would have on taxation. Road maintenance and policing are two-big ticket items for which the taxpayers would become directly responsible. At present we pay for those services through the provincial rural tax. Our liability for these costs under incorporation is yet to be deter mined by the restructure study. Once such costs are determined, a careful analysis will be required of what additional services we'd like to see and, perhaps more importantly, what local control is worth. Should taxes rise under incorporation, which would seem likely, Salt Spring Hours currency islanders will have to decide how much they would value the less tangible benefits of municipal government.
