The Cathaoirleach expressed her sympathies to Cllr. Welby on the death of his step mother. She also extended her sympathies to the family, friends and wider community on the tragic death of Maureen Dooley and Deirdre Kilmartin. A minute silence was proposed by the Cathaoirleach Cllr. Mannion.

Cllr. D. Connolly paid tribute to the four families caught up in this tragedy and stated that these two women were an immense loss to their families and friends. Cllr. M. Finnerty agreed and seconded the proposal.

Cllr. Donohue requested to be associated with the vote of sympathy. He stated that the launch of the accessibility equipment to Ballinasloe playground took place that day by Cllr. Mannion and hours later this tragedy took place.

Cllr. M. Connolly endorsed the vote of sympathy.

A Minute Silence was held in remembrance of Maureen Dooley and Deirdre Kilmartin [R.I.P].

Cllr. Thomas seconded the proposal of sympathy for Cllr. Welby’s step mother.

Cllr. Joyce expressed his sympathies to the family of the young man who lost his life in a tragic accident in Williamstown the week previous.

Congratulations was extended by Cllr. Killilea to the Corofin Senior Football Team on winning the Club All- final. On behalf of the Club he thanked people for sending their good wishes and proposed that a civic reception be organised for the Team. This was seconded by Cllr. M. Connolly.

Cllr. Fahy stated that Ireland experienced the worst blizzard in years (Storm Emma) since the previous monthly plenary meeting. He proposed a motion be put to the Department of Agriculture to compensate sheep farmers.

Cllr. Noone paid tribute to the French Policeman, Arnaud Beltrame who tragically lost his life after voluntarily taking the place of a hostage following an

Islamic State gunman attack and supermarket siege. Cllr. Mannion supported Cllr. Noone’s tribute.

The Cathaoirleach PROPOSED that presentation on Galway 2020 be taken earlier in the sequence of the agenda. This was SECONDED by Cllr. Hoade and AGREED.

Confirmation of the Minutes of the Monthly Meeting Held on February 26th 2018 3196

Arising from the Minutes, Cllr. Cunniffe stated that he was not listed as being in attendance at the February meeting. He raised his concerns regarding the items being discussed at both Municipal District and Plenary Meetings. He commented on the lengthy discussions that took place on area plans at the February meeting and suggested that a more efficient method be introduced to go through submissions on same. As a result, he stated that he could not remain at the February plenary meeting to discuss the item on the €10m Loan for housing development and as a result felt disenfranchised. He noted that such items on the area plans could have been postponed and Councillors had to leave the meeting.

In response, Cllr. Mannion confirmed that the two Area Plans must by statute be presented to Plenary Council and that a quorum was present to approve all other items on the Agenda.

Cllr. J. Byrne asked any reply was sought from Minister Ross in relation to Emergency Funding for Roads.

In response, the Chief Executive stated that the business of the Agenda was set out and confirmed that a quorum was in place to deal with all decisions including the 10m Housing Loan. He agreed that a significant period of time was assigned to the submission discussions on the Bearna and Area Plans. A number of meetings had been held at Municipal District level to discuss these Plans. He said that there are provisions in place to reallocate items to be discussed at Municipal District Level and Plenary Level.

Comh. O’Curraoin recommended that a Special Meeting be convened for Local Area Plans to be discussed. Cllr. Healy agreed with Comh. O’Curraoin’s

He stated that such discussions should be put directly to the Corporate Policy Group and commented that the €10m Housing Loan proposal be put before the Members of the Finance Committee.

Cllr. Mannion and Mr. K. Kelly responded stating that this issue was already discussed with the Finance Committee even though it is a non-statutory committee.

The Cathaoirleach in reply to Comh. O’Curraoin that if a Special Meeting is convened for Plans there may not be a quorum.

Presentation on Galway 2020 3199

The Cathaoirleach welcomed CEO Hannah Kiely on Galway 2020. Ms. Kiely outlined for Members progress on Galway 2020 since June 2017, reminding Members that the concept of 2020 is ‘Making Waves’ and its key themes are Landscape, Language and Migration, which informs the development of the Programme, involving engagement with communities, delivery of a year long programme and a focus on long-term legacy, post 2020.

The mission of Galway 2020 is to deliver a European Capital of Culture, that enables the creation of more culturally vibrant communities. A profile of the Board was presented and it was noted that half of the ECOC Board Meetings have been held in the County. Information on programmes and how they are impacting on the County were outlined as follows; Small Towns, Big Ideas; An Artist in Every Place; Then and Now - a series of commissions in the ‘great houses’ of East Galway – Athenry and ; Hope it Rains; Gilgamesh an epic street production taking place in Galway County, Islands and City and engaging schools; Middle Island project on Inis Méain; Spiritus; Monument – including international exhibition, conferences, symposia, schools programme which will showcase prehistoric stone monuments; Promised Paradises -art works to be located across the Connemara Coastline and Inis Boffin; Project BAA BAA; Bua Teangacha is a carnival of languages; Sruth Na Teanga; Sea Tamagotchi along the coastal communities; Cellissimo; Galway Dance Initiative; Live Feed a series of artist residencies is a series of live youth music events; HyBrasil engaging schools and Symphonic Waves a collaborative project involving the schools of music throughout City and County and based in ; Immersive Classroom technology based project.

The 2020 Programme engages communities in new collaborations, cultural experiences, supports artists and services needed to deliver the programme and has a vision of placing children centre stage. Ms. Kiely noted that of the 138 applications received for Small Towns, Big Ideas, 84 were from the County. The total sought from communities was €1.593m.

Ms. Kiely advised Member of Launch Dates including, May 20th Small Town; Big Ideas Projects Announcement and May 24th and 25th G2020 Roadshows in City and County.

- Cllr. Mannion thanked Ms. Kiely commenting on how Galway 2020 has energised people who have engaged with it and the significant opportunities it can offer. Cllr. Healy thanked Ms. Kiely for the work completed to date on the project stating that he hoped that policies to support culture and communities would be created as a legacy of Galway 2020.

Congratulations on the project were extended by Cllr. Hoade, stating that the County has a huge role to play in Galway 2020. Cllr. Hoade commented that town greatly embraced the Bid process and the Small Towns Big Ideas initiative, clearly indicating how people in the County have come on board. The information presented that there was €1.6m worth of applications from the County for this initiative, [Small Town, Big Ideas] she said portrayed how people have responded to the opportunity and that if groups were unsuccessful in 2018 they could apply again in 2019.

Cllr. Kinane thanked Ms. Kiely for the update and said she was heartened to learn about involvement by the County in the project. In response to Ms. Kiely’s presentation that providing opportunities for children to participate in the cultural experience and opportunities of Galway2020, Cllr. Kinane said she was concerned that rights of children are not being provided for and Galway County Council was not engaging in this vision and was not providing funding for Playgrounds. She welcomed the indication by Ms. Kiely that further ‘Roadshows’ on the Programme will be undertaken to facilitate community engagement.

Cllr. Ó Tuairisg indicated funding should be focused on attracting tourism as the benefits of this will extend into the future. He also suggested engagement with the diaspora.

Cllr. Charity sought clarification on the financial contribution of Galway County Council to Galway 2020 and clarity on the balance of monies for overall costs. He stated that the total costs proposed as presented in Galway 2020 documentation are estimated at €45.7m. This, he commented is made up of €15m from Central Government, €2m each from the City and County Councils, leaving a deficit of €26.7m to be made up from elsewhere. He further requested confirmation from Ms. Kiely, on the staffing costs of between €800k - €1m per year out of the €45.7m and how much of the budget will be invested in infrastructure.

Cllr. M. Connolly complimented Ms. Kiely on her presentation and considered Galway 2020 as an opportunity to put Galway on a ‘world stage’. The award of European Region of Gastronomy, he noted will create a spring board for Galway 2020. He commented that 60% of the Expression of Interests referred to in the presentation [for recent Small Towns, Big Ideas] were from the County area, confirming that if opportunities are given to small towns, they will avail of same.

Cllr. J. Byrne stated that in the Galway2020 project, “we are Galway” “le chéile” and that no distinction should be made between the City and County as at European level and internationally there is no distinction.

Cllr. Cronnelly requested an update on the Ethnic Minority & Disability groups involvement in the preparation and in the programme.

Cllr. Fahy congratulated the Galway 2020 Committee on their progress to date. He proposed that the grandnephew of John F. Kennedy be invited to Galway as part of a broader focus on the diaspora as referred to by Ms. Kiely.

Ms. Kiely in response referred to a possible opportunity posed by Brexit, as there will be no further European Capitals of Culture for the next 15 years in the immediate region, providing a greater opportunity for Galway by having this unique designation. She stated that, the Programme will attract two million visitors and it is important that they be dispersed across the City and County.

Ms. Kiely advised that further to research on Capital of Cultures, for every €1 spent through the European Capital of Culture, there is a return of €7. Ms. Kiely

Minutes of Monthly Council Meeting held on 26th March, 2018 NDA (National Disability Authority) Accessible Format specified that ‘A Legacy Conference’ and Workshop is being planned for June plan for the legacy impact of Galway2020 into the future.

Ms. Kiely stated that the project would not have sufficient funding to build physical infrastructure and that this was not the intention. In response to the issue of Children’s Rights, she commented that children have a key role and are placed at the centre of their Strategy, in terms of participation in and benefit from events. Suggestions in relation to the engagement with the diaspora were welcomed by Ms. Kiely and she assured Members that events surrounding Galway 2020 would involve people living abroad. The first appointment to be announced for the “Ambassador Programme” was Gerald Lawless, a Galway native who is Chair of the World Travel and Tourism Council. She noted that a project commemorating JFK’s 1963 visit was a welcome suggestion. With regard to financing the project, Ms. Kiely confirmed that the deficit was to be made up from sponsorship and events along with funding from the EU through projects and a memorandum of agreement from other Councils.

Cllr. O’Tuairisg was concerned with how two million visitors will be accommodated, due to the lack of available accommodation in the City and County. He indicated that this lack of infrastructure was a huge drawback.

Ms. Kiely responded to Comh. O’Tuairig’s concerns indicating that a large number of events will be organised outside of peak tourist season and that the alternative accommodation is being looked at within the region.

The Chief Executive thanked Ms. Kiely for her presentation on Galway 2020. He agreed that additional hotel accommodation would be required and that will benefit the County and region. He advised that the final contribution of Galway County Council has not been determined. At the time, when a contribution of €2m was discussed, it was thought that the City may benefit more from the project than the County, therefore, it was understood that further discussions would take place when they had more information on the impact on the County. Mr. Kelly acknowledged that significant progress, as outlined today, demonstrates an extensive programme is currently being developed but, Galway County Council are not in a position at this time, to consider what additional contributions should be

He confirmed that the extent of the current commitment is €2m and any additional contributions will be for further discussion in due course. He noted that Galway County Council’s broader resources are available to Galway 2020, such as the use of the Heritage, Arts, Community and other staff expertise and engagement with facilities. Mr. Kelly thanked all the staff of Galway 2020 for their significant progress in bringing forward initiatives.

The Cathaoirleach thanked Ms. Kiely and acknowledged the attendance of her colleague, Mr. Fintan Maher, Communications Directors and the ongoing role of Ms. Marilyn Gaughan, Programme and EU Funding Manager who she noted was a former Arts Officer to the Council and extended her thanks to all the staff of Galway 2020 and its Creative Director Mr. Chris Baldwin.

To consider Draft Creative Ireland – Culture & Creativity Strategy 2018-2020, Galway County Council 3200

Mr. A. Farrell, Director of Service read the Draft Creative Ireland – Culture & Creativity Strategy 2018-2020, Galway County Council report. He advised that the Draft Strategy was presented for consideration to the Housing, Culture and Recreation Strategic Policy Committee (SPC) at the meeting held on 22nd March 2017 and has been sent forward with a recommendation for approval by Council Members.

He reminded Members that, Creative Ireland is the Government’s Legacy Programme following on from the Ireland 2016 Centenary Programme. It is a five-year Government led, culture-based initiative designed to promote individual, community and national wellbeing. The core proposition is that participation in cultural activity drives personal and collective creativity, with significant implications for individual and societal wellbeing and achievement. To implement the national strategy at local level, all local authorities were asked to develop a Culture and Creativity Strategy. Mr. Farrell advised Members that the Culture Team includes representatives from the following service areas: - Libraries and Archives, Arts, Heritage, , Conservation, Social Inclusion, Sports, Economic Development and Corporate Services.

The strategic priorities are set out in the report and detailed in the Strategy as follows;

- Places and Spaces (Our Towns, Villages, and Islands) - Creative Industries - Our Communities and Collective Wellbeing - Creatives (artists) in Our Community - An Ghaeilge - Lifetime of Creativity - Equality of Access to Creativity and Culture - Global Reputation

Mr. Farrell informed Members that, the Council will be setting up a Creative Ireland Bursary Award Scheme in 2018. He thanked the staff involved in the Strategy and Ms. Sharon O’Grady Arts Officer and all those that took part in consultation events.

Cllrs. S. Walsh PROPOSED the adoption of the Strategy, it was SECONDED by Cllr. Kiillea who complimented the Council staff involved and AGREED.

Cllr. Kinane welcomed the Stategy and expressed her disappointment of not being able to attend the consultation event of the Culture & Creativity Strategy 2018-2020 in Library. Cllr Kinane further complimented Mr. A. Farrell and his staff on their achievements.

The Cathaoirleach, thanked Mr. Farrell for his presentation and his team on their work in drafting same and expressed her interest in its successful implementation.

Further to this item, Cllr. Fahy commented on Mr. Owens work on the 1916 Programme and that Mr. M. Owens, A/DOS was the first public servant to invite the Pope to Ireland. He requested Ms. E. Dolan to contact the Archbishop of Dublin to seek approval for Mr. M. Owens to do a prayer of the faithful during the World Congress of Families to be held in Ireland in 2018. It was AGREED.

To consider a report on the Local Community Development Committee Performance of Functions (2017) in accordance with Section 128B(i) of the Local Government Act 2001 as amended by the Local Government Reform Act 2014. 3201

Cllr. Healy requested clarification on the delivery of Leader Funding in the County.

Mr. A. Farrell responded acknowledging the work of the Local Community Development Committee. He confirmed that there is inter agency approach being taken and two companies are currently operating the Leader Funding Programme in the County. He noted that spending may be low but there are projects he understands that are now ready to proceed.

Cllr. Hoade posed the question that if the spend is low, does this meant there is a low volume of applications. Mr. A. Farrell responded stating that the Local Community Development Committee is not the approving body for Leader projects and that the Companies directly could provide information on same.

Cllr. Cronnelly further enquired as to the how funding from Galway Rural Development could expended and asked if there were any workshops to encourage more Clubs to apply. Cllr. Kinane advised that, she is a Member of GRD and on behalf of Members a further update from Galway Rural Development would be sought.

To consider and approve if deemed appropriate, Galway County Council Community Support Scheme 2018 – Proposed List of Approvals, in accordance with the performance of its functions under Section 67 of the Local Government Act 2001 as amended. 3202

Cllr. Hoade proposed the adoption of the Galway County Council Community Support Scheme 2018, thanking the Community & Enterprise staff for their assistance with applications. She enquired if unsuccessful applicants will be contacted and if there will be any further roll out of funding.

Cllr. N. Byrne commended the diverse list of voluntary bodies who received funding under this Scheme. She made a representation on behalf of County Shows conveying her disappointment that County Shows are not included in the Grants. Funding from Minister Ring’s Department was ringfenced for Health & Safety and not for equipment which has impacted on Shows.

Cllr. Joyce agreed and enquired if omission of Agricultural Shows was a once off approach or be carried through to next year.

Cllr. Mc Clearn commented that the allocation of funding to various groups is a difficult task for Officials considering that funding has decreased by 40% from 2017. He stated that this a consequence of the adopted budget and that every action has an opposite reaction and this situation is one of the consequences of not maintaining the Local Property Tax.

In response, Mr. Farrell, A/DOS thanked staff in Community & Enterprise for processing a large volume of applications in a short time period. He commented that although funding has decreased, there was still over €250,000 invested in communities throughout the county. Mr. Farrell thanked communities in making their matching contributions and that Galway County Council will work with the unsuccessful groups to advise them on application standards. Mr. Farrell said that Galway County Council could provide assistance to shows by means, such provide their events on our web-site. He indicated that there were other funding streams available also such as CLÁR, Town & Village Enhancement Schemes.

Cllr. Mannion thanked the Director of Services and his colleagues for the work.

Ms. Ruane explained that each Local Authority was required to establish a Vacant Site Register which would be primarily suitable for housing development. She advised that creating this register would be resource intensive. She outlined that Ms. Loughnane would now give a presentation on same.

Ms. Loughnane advised Members that the Register was introduced under the Urban Regeneration and Housing Act 2015 and was supported by the Planning Policy Statement 2015 - Active Land Management. It also forms part of the mechanisms for the implementation of the pillars set out in the Rebuilding Ireland Document 2016. It is mandatory under the Act for all Planning Authorities to establish a vacant site register and confirmed Galway County Council had established a Vacant Site Register.

Ms. Loughnane said that the primary focus of the register was to incentivise the development of vacant sites in urban areas for housing and regeneration purposes. She outlined that lands zoned for development in some cases had been held back by landowners which had limited the growth of a number of towns and villages. She said that the levy mechanism was an important tool for Planning Authorities to address this issue and she commented that the development plan would be an integral part of the process. She advised that the levy comes into effect from January 2019. She highlighted that the increase in levy rates came in through the Budget 2018, 3% rate of levy to apply in 2019 with an increase to 7% levy from 2020. She explained that there would be reduced rates for sites subject

Minutes of Monthly Council Meeting held on 26th March, 2018 NDA (National Disability Authority) Accessible Format to loans, negative equity situation i.e. 1.5% for sites subject to loan’s 75-100% of site value, 0.75% and 0% in specified circumstances. She said reduced rates to be changed when 7% applies. She advised that there needs to be clear policy on this matter but this presentation was a brief introduction to make Members aware of the Register and to show how it may work.

Cllr. McClearn welcomed the idea of establishing a Register for same and thanked Ms. Loughnane who had addressed some of his queries in her presentation. He agreed that there was a housing crisis and an issue of urban decay. He advised that there could be a dual role here that will help with the housing crisis and urban decay but he was not happy to hear it’s such a complicated policy. He noted that some towns are well serviced so that such properties could have access to same.

Cllr. Healy echoed Cllr. McClearn’s concerns, especially around urban decay. He commented that housing supply was constrained by the cost of supplying houses. He queried what would happen to site if they not developed on.

Cllr. Cunniffe asked where it was proposed that this would fit in to the housing strategy. He stated as there is such a high waiting list would the Council be building more. He asked if lands were zoned R1 and not taken up during the lifetime of the plan, would they be subject to the levy then. He commented that if was the case then people will not want their lands zoned R1. He said that the derelict houses including Council houses should be dealt with first. He asked if the proposal was for the Council to buy these lands and develop on same or what is being proposed. He asked how many sites would fit in to this category and commented that he would much rather see more staff provided to manage the current housing stock, he felt that there was a requirement for more housing staff.

Cllr. Cronnelly stated that putting a tax on derelict properties would be a huge task to find out who the owners are. He commented that derelict properties, Nama properties and ghost estates are not being policed so by adding a derelict property tax was a step in the right direction.

Cllr. J. Byrne welcomed the proposal to put the Register in place but said there would be a need for further discussions on this matter in order for same to work.

Cllr. M. Connolly also welcomed the concept of the Register. He commented that the levy would be difficult as a lot of the towns and villages with sites like this would not be viable to buy them or do them up. He asked in the case where there were previously family businesses in a town and that business is now closed but the family remain living there in the house part, would these families now be taxed. He stated that some towns would have good services in place but a lot of the buildings would be no longer suitable. He said that there would need to be an incentive for people to develop on these sites. He commented that the concept was right but no incentive there.

Cllr. T. McHugh welcomed the presentation and the comments from the Members. He said that this needs to be done right as there was a housing crisis at present. He stated that a lot of people cannot buy on the open market, he said there is nothing to buy or people who can build can’t build at present as it’s not viable. He commented that if properties are done up people cannot afford to buy them on the open market as they are too expensive. He said that Local Authorities should develop these sites by getting money from the National Finance Agency, he commented that this finance should be availed off.

Cllr. Mc Hugh highlighted that, in relation to social housing and the Management Report that there had been stage 1 approval for Bridge Court, . He said he had built these houses in 1984 and it was a lovely estate with standard housing. He said the houses were not appreciated by some of the Residents and they were left in a mess and he commented that now further investment was needed to address such matter taking resources from other areas.

Cllr. Cuddy then commented on Council buying social housing in private estates and that it is leading devaluing houses in such Estates and in particular for owners that had saved to purchase such properties. He said that ghost estates should be finished first of all before any more houses are built. He understood that the Council could buy houses in an Estate but feels that where houses are bought in a private estate then these should be kept as Affordable Housing not Social Housing.

Cllr. Hynes stated that by putting a levy in place does not solve the housing crisis. He said that there was many interesting proposals here today but he feels that the most suitable would be that the Local Authority get funding and develop on

Cllr. Finnerty queried who would collect the levy, would it cost more to obtain the levy compared to what it will bring in. He stated that it may not work as it was difficult to build at the moment and difficult to even get planning permission.

Comh. Ó Curraoin stated that he agreed with Cllr. J. Byrne on the matter. He said that tax and other costs need to be pulled back. He referred to the comment made by Cllr. T. McHugh and considered that people who damage housing should no longer have access to the housing list.

Cllr. Feeney commented that there are a lot of derelict houses on main streets which require refurbishing but a lot of these family members cannot afford to do same. He asked would these be included.

Ms. Loughnane confirmed that under the Urban and Regeneration & Housing Act 2015 it was mandatory for Local Authorities to establish a vacant site register. She advised that the levies came through the National Budget in 2018 and there had been no decision at present how same will be collected. She said in relation to getting an idea of what type of sites would go on the register and how they would be dealt with was the reason for coming today to discuss the issues around same with members. She stated that this needs to be matched with where the demand is. She advised that there are two aspects of what would be used:

1. Lands in town centres which are vacant

2. Regeneration – brown sites.

She advised that in relation to the Local Authority requiring sites, she was not sure that the Local Authority would be in a position to do that as there would be a lot of work around same. She stated that the Local Authority wants to be realistic in order for the concept to be achieved. She commented that she appreciates that some people are not in a position to do anything with some sites so she said maybe there could be another mechanism arranged through Local Area Plans to deal with these.

Mr. Kelly pointed out that the legislation was very complex on this matter. He advised that it was not a source of income. He confirmed that Members had

Cllr. Mc Clearn commented on SP4 Stage 1 Approval for 16 Social Houses and the provisional allocation of 2.4m to include demolition, construction and refurbishment at Bridge Court, Ahascragh. He sought clarification on whether or not Galway County Council re-house Local Authority Tenants who willfully vandalise dwellings assigned to them and commented that such actions by Tenants is unacceptable. Cllr. McHugh again expressed his disappointment with the need for demolition as he recalls the quality of the housing when they were first built.

Cllr. Cunniffe concurred and expressed his view that the Council does not have enough staff to monitor tenants but there is a duty on the Council to ensure value for tax payers. Cllr. Cunniffe disagreed with the Council buying houses in private housing estates and he also recommended Housing Agencies should be assigned the role of allocating houses as they have the staff to complete this work. He said that a Special Meeting is required to be held on the Housing Strategy.

Cllr. Hoade enquired as to the extent of background checks on social housing applicants before housing allocations occur and when people are allocated a home, they should have respect for same.

Cllr. Healy enquired as to whether Galway County Council record of bringing tenants who abuse their tenancies to Court.

Mr. M. Owens in response advised the Members that there is an obligation on Galway County Council to our tenants and to the wider community to which tenants live in. Funding and action is required in respect of Bridge Court, Ahascragh as houses have been left derelict due to flooding and vandalism. He assured Members that, any tenant responsible for damaging Council property was precluded from getting another, as per the allocation scheme adopted in May 2017 and this continues to be implemented. He stated that it is also a criminal offence and is referred to Gardaí. Background checks are carried out for all applicants, and no application is considered without a Garda check, which requires all prior addresses of residents. A tenancy agreement is deferred until this is approved.

Chief Executive’s Business & Correspondence 3208

Cllr. N. Byrne queried whether a response was received from the Department of Transport in relation to the additional funding for roads. Mr. J. Cullen responded stating that no official response has been received to date.

The following items of correspondence which were circulated at the meeting were noted:

Correspondence dated 5th March 2018 from the National Transport Authority acknowledging receipt of Galway County Council’s motion regarding the Bus Lane on the N59 ( to Galway City).

Cathaoirleach’s Business 3209

Cllr. Mc Clearn commented on the meeting with Transport Infrastructure Ireland (TII) and queried the progress on the redesign of Kilmeen cross junction and is there any indication of the timeframe and draft of what is proposed for this project. In response, Mr. Cullen stated that this was a positive result for Kilmeen Cross and that clarification would be sought from the Municipal Office on the timescale of the project. While funding for Kilmeen Cross was welcomed by Cllr. Hynes, he stated that the lack of public lighting at this junction still remains an issue in order to render it safe.

Cllr. Healy then referred to TII meeting in 2016 where there was positive feedback in relation to the N59 and he expressed his desire to keep the ‘ball rolling’ on the commitments at that time. Cllr. Mannion stated that the TII were supportive of this issues on the N59. Mr. J. Cullen confirmed that the sentiments of the TII is that they anticipate to progress with the N59 project, however, a strategy in relation to resources needs to be implemented.

Cllr. Kinane enquired as to whether there was a reply from the Department of Education in relation to a Motion that she submitted regarding the responsibility of the gritting of roads around schools and if there is any progress on the matter that 10% of additional income from the TII to be allocated to the Oranmore/Athenry Municipal District.

Cllr. Cronnelly asked that a briefing surrounding Rural Broadband providers be an item on the Agenda for the Plenary meeting.

Cllr. M. Connolly complimented Mr. J. Cullen and Ms. N. Heffernan for organising the meeting with TII. He queried whether TII could report back to either the Roads SPC or to Plenary on the progress to date.

A question was posed to Mr. K. Kelly by Cllr. Cuddy requesting clarification if Galway County Council had actually requested further funding from the Department. He referenced the serious flooding issue around Lisheenkyle National School that has prevailed for a number of years and commented on the number of cars being damaged on potholes, indicating that the materials being used for repair of potholes were insufficient. A definitive answer from the Executive and a time table of when the works would be completed was requested by Cllr. Cuddy.

Cllr. Feeney indicated that €600,000 was allocated to deal with flooding issues and he expressed his desire to have a portion of this assigned to the flooding problem at Liskeenkyle National School. Cllr Feeney referred to the

Minutes of Monthly Council Meeting held on 26th March, 2018 NDA (National Disability Authority) Accessible Format update on preparing Regional Social Economic Strategy (RESE) Process which follows the Project 2040/National Development Plan process and asked where Galway County Council could have an input, as these will replace the Regional Planning Guidelines.

Cllr. Donnellan agreed with the previous comments on Roads and enquired as to the position on efforts to increase the Equalisation Fund. He requested an update on how Galway County Council will increase their income in the foreseeable future.

Clllr. Kearney queried the signage for Baile Chláir on the M17/M18 at Junctions 19 and 20. He requested clarification on whether a response was received from the Department of Gaeltacht on this matter.

Comh. O’Cualáin commented that the problem of flooding and ponding or water in many parts of the County arises from the public road being used as a drain by local residents/landowers.

Mr. Cullen indicated that it would be a major task for planning enforcement to address all the issues. Agencies and Utilities working on the roads are being monitored closely by Council staff. In relation to the flooding issue in Lisheenkyle, solutions and costings are being brought forward before the Oranmore/Athenry Municipal District. Mr. Cullen noted that there is a structural deficit in relation to roads funding. Additional funding can also require additional staff to deliver more projects. He further advised that Galway County Council has a Gritting Maintenance Programme for the County set out clearly within its resources amd further gritting of private roads around Schools is a matter for the Department of Education to address.

Mr. K. Kelly commented that he welcomed any discussion on the Regional Strategy in the Chamber.

Cllr. Mc Clear, referred to a recent media report that there were three times more administrative staff appointed, as opposed to nurses in the Health Services in recent time, which he did not agree with as a strategy. He asked that those Member of Council attending the Regional Health Forum raised this matter and it should be brought to the attention of Minister of Health for explanation.

Cllr. Healy seconded Cllr. Mc Clearns proposal and Comh. O’Tuairisg concurred.

Cllr. Cuddy, complimented the current Health Forum member, Cllr. Hoade and further commented on the estimated revenue of €1.3 million generated by the car park in University College Hospital Galway and suggested that there should be a special day pass for day patients.

In response to Cllr. Mc Clearns concerns surrounding the ratio of administrative staff to nurses, Cllr. Hoade stated that it was her opinion that these were national figures. She stated that they were regularly advertising for nurses, however, she will address the issue to the Health Board CEO.

Cllr. Mannion complimented the Council Firefighters who ‘slept out’ recently in a fundraiser for Simon Community.

Comh. O’Tuairisg in response to reply to his Motion on Tourism stated that in Donegal County Council, there is a dedicated team of seven staff to Tourism.

Mr. K.Kelly assured Comh. O’Tuairisg that such a team would be very welcomed, however, the current financial position of Galway County Council will not allow this.
