The a pplic ation tor an IPPC licence is being put torward by NRGE (Nutrient Recovery to Generate Electricity) Ltd, whose registered office is at Mooresfort. Lattin, Co. Tipperary. Thisapplication has been prepared and submitted by NRGE on behalf of Mary Mullane Ballag h, Co, ,

The farm operates as a c ontract growers for the Kantoher Poultry Producers Co­ operative Society. All stock, feed, finished poultry and waste arrangementsare managed and c ontrolled centrally by fhe co-op.

The farm operates under standard methodology approved by An Bord Bia.

The farm comprises 2 poultry houses of modern design wh ich are operated to the highest standard.

All clean storm w ater from the site is collected via the sformwater c ollec tion system, before discharge. Monitoring points are visually inspected weekly. All soiled water is diverted into the adjac ent sforage tan ks.

The estimated annua l production of poultry lifter from fhe farm is 240 tonnes

The farm employs one farmer.

The farm also gives rise indirecfly to another 5 jobsin the meat processing , milling and service sectors.

The application of animal manure to farmland isregulated under 5.1. No. 378 of 2006 and distribu tion of manure from thissite will comply with fhose regulations. Manure will not be supplied to cu stomer farms between 15'h October and 31 s January in any year except with the c onsent of the local authority, or any ot her relevant a uthority. Outside that period, ma nure will be supplied from the site to a customer farmer, only in response to an order. Managed and used in thisway, manure produced at this facility will not have any adverse impact on environmental parameters either inside or outside the site.

In rec ent years the poultry manure from this farm was supplied to tillage farms, in accordance with an NMP produced for "Kantoher Poultry Producers Co-Operative Society Ltd" Steps were taken in the selec tion of the customer farms whereupon the manure was used, a nd in desig ning the management of its use to ensure that no contamina tion of surface a nd groundwater takes place. More recently the poultry litter has been supplied to Walsh Mushrooms, for composting, and use in the mushroom industry. All relevant rec ordsare maintained on site. The applicant may also assess the option of a heat recovery system that crea tes heat energy from poultry litter, whi c h reduc es farmer's costs and displac es C02 emissions and dependency on oil/gas, and also eliminating the need for the land-spreading of the litter.

The application of animal manure is controlled via a Nutrient Management Plan prepared in accordance wit h S. 1. 378 of 2006.

Proposals for monitoring surface and ground waterswhere a pplicable are set down in this licence application.

A register of animal manure quantities. date of delivery and name and farm code of landowner will be maintained on each farm for inspection by . fhe Department of Agricuiture and the EPA at all reasonable times.

Effects of the farm on air are insignific a nt outside the buildings and adjoining yards. The ventilation system in will ensure that foul air is dispelled high into the atmosphere where it will mix with fresher air a nd thus minimise odour. Mitigation measures ta ken will minimise the effects of odour on the days of ma nure spreading .

Noise levels from the farm are unlikely to be a nuisanc e.

C.l Site Management & Control

General

The farm is owned and op erated by Mary Mullane of Killeedy Ballagh. Co. Limerick. She .s also the responsible person on-site and lives adjacent to the farm .

The main activities at this facility occur during normal w orking hours between 08.00 a.m. and 20.00 p.m. Stock inspections in line with normal farming practices are carried out everyday including weekends and holidoys. Automatic feeding and ventilation systems will operate on a 24 hour basis and in addition. essential activities may be carried out outside of core working hours.

The main inputs to the farm. i.e. stock and feed are purchased by the co-operative. The arrangements for carcass and litter removal are also managed through the co­ operative. All finished poultry is also sold by the co-operative.

Sp ecialist services are utilised by the farmer in specific areas of responsibility. in order to ensure the efficient and proper running of fhe fa rm.

These are inpufs from the co-op staff in terms of feed and nutrition. o .jlmol welfare and. farm safety. NRGE ltd monitors environmental performance. inclUding intemal audits.

The farm produces stock under the An Bord Bia producer scheme.

These standards are equivalent to similar intema tiona l standards in Europ e and elsewhere and are regularly and rigorously c heck ed both by the farmer and by indep end ent auditors. The Bord Bia standard covers 3 broad areas:

Specific controls are included for a range of specitic aspects of fhe farming operation for housed or free range chickens including:

Because of these controls and the verification procedures that are in place. where consumers see the Bord Bia Quality Mark they are can have full c onfidenc e that the c hick en has been produced in accordance with best intema tional practice as determined through independent aud it.

On each Quaiity Assured farm therefore. Bord Bia requires that the person in charge can demonstrate competence in the management of the birds. The condition of the birds in the production house is examined through an audit process. This audit is the principle measure of c omp etenc e.

Records are maintained under the An Bord Bia scheme that document house preparation. crop performance. chemical usage. visitors log. d eiivery and usage of feed. rodent control etc.A copy of a typical crop record is attached.

Introduelion

The objeelive of the activities carried out at the fann is to make a profit through the rearing of birds, specifically bred for efficienf poulby meat production, from day aids until they are removed off site to the processing facifity.

This must be carried out as efficiently and economically as possible, In poulby produelion. this is achieved by the efficient use of inputs (especially feed) and the best housing and management to sell the maximum output of lean carcass meat to the processing factory. To achieve thisobjective requires:

1, Have efficient food conversion ratio (feed to lean meat conversion) 2. Have fast growth rate to slaughter weight.

To maximiseoutput the following are essential elements for the success of the enterprise:

1. Genetic potential of the stock 2, Minimal disease status 3. Good quality buildings and environments. 4. High quality feeds. 5. Good management and stockmanship.

Size of Development

The farm is located in a rural area. The farm comprises animal houses, ancillary struelures and equipment necessary for fhe accommodation, management. husbandry of the animals, and the administration of the enterprise. The struelures and equipment on the site were designed and installed for the purpose of rearing poultry for sa le off the site. For inspection purposes only. The houses operate on a batch system. Following de-population from the previous batch the houses are cleaned of litter, washed and disinfected. The houses are re­ populated with day old chic ks. These are fed and watered using an a utomatic system until they are reared to faelory weight. The houses are then de-populated and the poulby shipped for slaughter. On average the there are fIVe- six batches per annum.

While produelion on the site is continuous. the presence of the farmer is normally for 2 ­ 4 hours between 08.00 and 17.00 hours. Usually the houses will be inspeeled twice and day in the moming and evening, Ventilation and feeding operations are continuous on site.

The principal inputs are feed (e.g. cereals. soya protein). water. and energy (electricity and heating oil/gas) for heating. Water for stock and for washing is acquired from a group scheme.

Animal houses are insulated to minimise use of heating fuel. The outputs are chickens (primary product) and animal manure (by-produel).

Some animals die of natural ca uses before maturity. Dead animal carcasses are placed in a closed bin on the farm before being transported to a rendering plant by a licensed

contraelor. A copy of the docket used by the contraelor is attached. There is a programme in place for the control of vermin and pests.

Storm water from roots and paved yards is not permitted to flow over soiled areas and is discharged to a monitoring point. The monitoring point is shown on the site layout plan . This monitoring point will be visually inspeeled weekly. There is no process effluent discharge from the site. Normal respiration gasses and odours em it from the animal houses and from animal manure. particularly during movement of the manure. Odours em itted from the site will not interfere with amenities outside the site boundary.

The struelures and equipment on each site are in good serviceable condition and will be maintained that way. The praelices and technology used in the site for fhe rearing of stoc k and for the control of emissions from the installa tion are the best available that the enferprise can afford.

Poultry manure is a rich source of plant nutrients and is a valuable fertifiser for farmland. Poultry manure from this site will be utilized as a fertilizer source in accordance with the regulations set out in Statutory Instruments S.1. No 378 of 2006 for the purposes of efficient grass/crop produelion. All of the required information to be maintained as outlined in S.I 378 of 2006 will be kept by the IPPC license applicant. The license applicant will also provide all required details to the farmer receiving the organic fertilizer.

If activity on the site were to cease. arrangements would be made so that the cessation would be integrated with normal produelion. The house would simply not be refilled after the last batch of birds was removed. At this stage all litter/organic manure would be removed as per normal practice. It would be organised so that at this stage the minimum amount of inputs are present on site. All remaining inputs will be retumed to the supplier where possible: otherwise all materials will be disposed of from the site in accordance with IPPC license requirements.

Minimal Disease Status For inspection purposes only. Consent of copyright owner required for any other use. The day old chicks are delivered from the hatchery where they have been hatched under clean hygienic conclltions. The birds are moved into a clean house and all hygiene and bia-security measures are taken to maintain thisin so for as possible.

All stock entering the farm are free from all major diseases as the day old chicks are sourced from specialized supply farms. To minimise the risk of personnel bringing infeelion into either yard. all visitors are banned with the exception of essential personnel such as veterinarians and servicemen. All visitors must sign a register.

Designated transport isused to deliver feed to the farm.

The final part of maintaining health within the farm is the necessity to fully clean out after each batch is removed. This avoids the build up of baeleria and viruses which challenge the incoming stock and which may affect their growth efficiency. On the farm special emphasis has been laid on provicling a system tha t ensures adequate time for cleaning. disinfection and resting between successive batches.

Management and Stockmanship

The farmer keeps cccorote records. All the figures in relation to pertormance are calc ulated on a monthly basis. Records of growth rates. food conversion efficiency and mortality in each stage of the growth help to ensure that efficiency is maintained. These measurements. together with the weigh t. determine the value of the end product.

Farm Relief are used from time to time if the farm is short staffed.

Vermin baiting programmes are followed according to An Bard Bia standards. Records of these programmes are kept in the flock record as attached.

The management of the farm maintain detailed waste management records on site for disposal of animal carcasses. veterinary waste. general refuse etc.

A register isalso maintained of poultry and manure deliveries to customer farmers.

Documented Procedures are also maintained on site in respect ot Emergency Response Procedure. Corrective Action Procedure. Training Procedure. Public Intorma tion Procedure. etc. Copies of these are attached.

VenHlation:

All buildings within the farms are ventilated. Standard calculations are used which take into account the following:

o The air volume inside the building o The desired temperature within the building o The insulation value of the building o The number and size of stock Forin inspectionthe building purposes only. Consent of copyright owner required for any other use. o The feeding method usee'

All the above factors determine the number and size ot extractor fans required and the number and size of air outiets required. The temp era ture in the building determines how often these fans are activated. The higher the temperature. the more stages of fans required. The method employed is that air isdrawn through a number of air inlets at equal intervals down the length of the building. Theseinlets are controlled by computer also. The air inlets normally run at 15% to maintain a healthy atmosphere in the house. This fresh air mixes with the existing air in the building and the warm air is expelled through the apex of the roof by the extractor fan. This process iscomputer controlled.

From within the computer program. the farmer can enter details as follows:

1. The desired room or building temperature 2. The degree by which the temperature may fluctuafe before the computer starts making adjustments. 3. Whether the temperature isto be changed over a specific period. 4. Minimum and maximum ventilation rates 5. Whether humidity levels are to be controlled. 6. Whether artificial heat should be turned on if the temperature drops below a specified level.

Apart from the computer. the system comprises a series of air vents. a winch which is connected to the air inlets by stainless steel cables and a number of extractor fans. When the temperature rises within the buTIding a temperature sensorinforms the computer of the rise and according to the program requirements the computer sends signals to the extractor fan to increase speed. At the same time. the computer instructs the winch motor to wind the cable. This in tum opens the flaps in each outlet allowing more air into the buildings.

The combination of the flaps opening and the fans increasing will then reduce the temperature to the desired level. This process is continuous with the temperature sensor informing the computer every 15secondsas to the building temperature.

Where additional heat is required (i.e. the temperature has fallen below the desired level) and the ventilation has reduced to the minimum level acceptable for the health of the stock and the stock person. then the computer will switch on artificial heat. The heat sourc es are 1.5 kW electric elements placed below an air vent. so that the incoming air is warme d as it enters the building. However. in the event of the temperature in any house rising 5°C above the desired room temperature. the computer will set off an audible alarm. The same applies in the event of a fire or a power failure. In the event of a power failure a battery back-up in the c omputer operates the winch motor which in tum opens up the air inlets to their maximum.

The purpose of using this ventilation system is:

1. The extent and accuracy of temperature control helps maintain the health and comfort of the stock which affects the efficiency of production.

2. The use of artificial heat isconfined only to those times when the stock needs it. thus minimizing ESB consumption.

3. The alarm system together with automatic air inlet op ening gives a high degree of safety.
