Project Report

1.0 INTRODUCTION OF PROJECT PROPONENT Emami group founded by Mr. R. S. Agarwal and Mr. R. S. Goenka in 1974 is a well-diversified, professionally managed group with the turnover of Rs. 9,000 Crore. Emami group has established itself in other sectors as; FMCG, news print, writing instruments, Health care and Hospitals, Retail pharmacies, Departmental stores, Bio diesel, Edible Oil, Real estate and construction. Now, the group is planning to vary its field of operation to manufacturing of Cement.

Emami Cement Limited is an incorporated Company under Company’s Act 1956, is a unit of Emami Group and has entered MoU with Government of Chhattisgarh for setting up of an Integrated Cement Plant along with Limestone Mine, Captive Power Plant and Waste Heat Recovery Power Plant in Risda, Kukurdih and Dhandhani villages of Balodabazar Tehsil of District: Balodabazar -Bhatapara (Chhattisgarh).

Emami Group is also setting up cement plant in other states; Grinding Unit is under operation in Panagarh (West Bengal) and another Clinker Grinding Unit is under construction in Jajpur (Odisha). Company’s Head quarter is in Kolkata, it has a Pan- presence and footprints in various countries across the world.

2.0 DESCRIPTION OF THE EXISTING PROJECT Emami Cement Limited (ECL) has an existing Integrated Cement Plant having Clinker production capacity of 3.2 MTPA, Cement 2.50 MTPA, CPP 30 MW and WHRB 09 MW along with Limestone production capacity 3.17 MTPA at Balodabazar Tehsil of District: Balodabazar - Bhatapara (Chhattisgarh).

3.0 EXISTING CLEARANCES Emami Cement Ltd. has obtained requisite clearances for the existing plant capacity from the MoEFCC, New Delhi; details of which are given in table below:

4.0 EXISTING SOURCE OF LIMESTONE

Emami Cement Limited (ECL) have an existing Captive Limestone Mine (ML Area - 395.05 ha) with production capacity of 3.17 MTPA at Villages: Kukurdih & Risda, Tehsil: Balodabazar, District: Balodabazar- Bhatapara (Chhattisgarh).

To cater the limestone requirement for existing granted capacity of clinker (i.e. 3.2 MTPA), ECL have proposed the following:  Enhancement in production capacity of its existing Captive Limestone Mine (ML Area - 395.05 ha) from 3.17 MTPA to 5.5 MTPA (ROM) at Villages: Kukurdih & Risda, Tehsil: Balodabazar, District: Balodabazar- Bhatapara (Chhattisgarh) Public Hearing has been conducted for the project; Final EIA / EMP Report has to be uploaded.

 New Limestone Mine (ML Area - 35.864 ha) with production capacity of 0.725 Million TPA (ROM) at Village: Dhandhani, Tehsil: Balodabazar, District: Balodabazar- Bhatapara (Chhattisgarh) Final Technical Presentation held before SEAC; few queried raised, reply of which has been submitted to SEAC for reconsideration.

5.0 PROJECT PROPOSAL Emami Cement Limited (ECL), at present, have only 3.17 MTPA of limestone against clinker production capacity of 3.2 MTPA and total lime stone requirement is 4.99 MTPA. Therefore, to cater the remaining requirement (i.e. 1.82 MTPA) of Limestone; ECL is proposing for amendment in Environmental Clearance (MoEFCC letter no. J-11011/309/2013-IA II (I) dated 08 th Sept., 2016) reg. outsourcing of Limestone in existing Cement Plant at Villages: Risda & Dhandhani, Tehsil: Balodabazar, District: Balodabazar - Bhatapara (Chhattisgarh).

6.0 OUTSOURCING OF LIMESTONE Emami Cement Limited (ECL) will outsource 1.82 MTPA of limestone from the following limestone mines:  M/s. S.N.S. (Minerals) Ltd. - 0.9 MTPA from its three mines o Limestone Mine (ML Area - 42.567 ha) with production capacity of 0.5 MTPA at Village: Tamona, Tehsil: Maihar, District: Satna (M.P.) o Limestone & Dolomite Mine (ML Area - 7.89 ha) with production capacity of 0.2 MTPA at Village: Jamuwani Khurd, Tehsil: Vijayraghavgarh, District: Katni (M.P.) o Limestone & Dolomite Mine (ML Area - 8.564 ha) with production capacity of 0.2 MTPA at Village: Jamuwani Kala, District: Katni (M.P.).

 Shrishvaran Kumar Pathak - 0.95 MTPA from its Ramasthan Limestone Mine (ML Area - 32.374 ha) with production capacity of 1.0 MTPA at Ramasthan, Raghurajnagar, District: Satna (M.P.).

7.0 APPROACH TO THE PLANT SITE Cement Plant of Emami Cement Ltd. at Balodabazar-Bhatapara (Chhattisgarh) is well connected with SH - 10 (~4.0 km in N direction). Nearest Railway Station is at Bhatapara which is about 19.5 km in NW direction from the plant site and nearest Airport is at which is approx. 63 km in SSW direction from the plant site.

8.0 IMPACT DUE TO TRANSPORTATION OF LIMESTONE TO BE OUTSOURCED Transportation of limestone, to be outsourced, from Satna & Katni district of Madhya Pradesh to existing plant site of Emami Cement Ltd. at Balodabazar-Bhatapara (Chhattisgarh) will be done by Rail / Road. Transportation route will be as follows:  Satna / Katni to Dadhapara Railway Siding - By Rail  Dadhapara Railway Siding to Plant Site - By Road (via NH - 130, SH - 10 and Village Road)

Transportation route map is shown in Figure - 3.

Existing Traffic Survey SH - 10 & MDR exist to and from the cement plant and transportation of goods is being done via same existing road. Traffic survey has been conducted for 24 hours at NH- 130 which is approx. 35 km in NNW direction from the plant site, SH - 10 (~4.0 km in N direction from the plant site) and MDR (~1.0 km in ENE direction from the plant site). The traffic survey monitoring was conducted on 01 st July, 2017 to predict the future traffic growth and the load on the plant road and surroundings due to the proposed amendment project. Measurements of Traffic density were made continuously for 24 hours by visual observation and counting of vehicles under four categories, viz., heavy motor vehicles, two / four wheelers and others. The details of the traffic volume count have been provided in table given below.

Existing Inward & Outward Traffic - Cement Plant of ECL Limestone from the captive mine is being transported by covered conveyor belts. Existing road transportation during operation of the plant due to raw material and finished products transportation has been given in Table - 4 (a) and 4 (b).

Emami Cement Limited is also planning to develop Railway Siding within five years and after that, all the raw materials and finished products transportation will be done by rail.

Additional Traffic due to Proposed Amendment Limestone, to be outsourced, will be transported by Rail (Satna / Katni to Dadhapara Railway Siding) as well as Road (Dadhapara Railway Siding to Plant Site via NH - 130, SH - 10, MDR and Approach Road). Due to proposed amendment project, there will be additional trucks to the existing traffic; details of which are given in table below:

Anticipated Impacts  Increase in traffic density will lead to air pollution.  Movement of vehicles will cause noise pollution.  No direct impact is envisaged on the flora and fauna of the area.  Increased traffic may cause accidental incidences and public health problems.

Mitigation Measures Emami Cement Ltd. will take all appropriate measures to reduce the impact of transportation. Proper mitigation measures will be adopted by ECL to minimize traffic flow to the best possible extent resulting in low level of dust, noise and gaseous emissions.

 Vehicles with PUC Certificate will be hired.  Vehicles will be covered with a tarpaulin and not over loaded.  Un- necessary blowing of horn will be avoided.  Roads will be maintained in good condition to reduce noise due to traffic.  To avoid accidents, the speed of vehicles will be low near habitation areas.
