SAUDI ARABIA 2016 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Kingdom of Saudi Arabia is a monarchy ruled by King Salman bin Abdulaziz Al Saud, who is both head of state and head of government. The government bases its legitimacy on its interpretation of sharia (Islamic law) and the 1992 Basic Law, which specifies that the rulers of the country shall be male descendants of the founder, King Abdulaziz bin Abdulrahman Al Saud. The Basic Law sets out the system of governance, rights of citizens, and powers and duties of the government, and it provides that the Quran and Sunna (the traditions of the Prophet Muhammad) serve as the country’s constitution. In December 2015 the country held municipal elections on a nonparty basis for two-thirds of the 3,159 seats on the 284 municipal councils around the country. Independent polling station observers identified no significant irregularities with the election. For the first time, women were allowed to vote and run as candidates. Civilian authorities generally maintained effective control over the security forces. The most important human rights problems reported included citizens’ lack of the ability and legal means to choose their government; restrictions on universal rights, such as freedom of expression, including on the internet, and the freedoms of assembly, association, movement, and religion; and pervasive gender discrimination and lack of equal rights that affected most aspects of women’s lives. Other human rights problems reported included: a lack of judicial independence and transparency that manifested itself in denial of due process and arbitrary arrest and detention; a lack of equal rights for children and noncitizen workers; abuses of detainees; overcrowding in prisons and detention centers; investigating, detaining, prosecuting, and sentencing lawyers, human rights activists, and antigovernment reformists; holding political prisoners; arbitrary interference with privacy, home, and correspondence; and a lack of equal rights for children and noncitizen workers. -

Yemen WASH Cluster Assessment Abs District, Hajjah Governorate, Yemen November 2018 Yemen is facing one of the world’s worst Water, Sanitation and Hygiene (WASH) crises, as deteriorating WASH infrastructure contributes to a cholera outbreak, and represents one of the underlying causes of malnutrition in the country.1 On behalf of the Yemen WASH Cluster, REACH coordinated a household-level assessment to provide an understanding of WASH needs, gaps, and priorities in 38 districts prioritized for famine and/or cholera interventions that also host a high concentration of Internally Displaced People (IDPs - 8% or more of the total district population).2, 3 Findings are based on data collection conducted from 4 September to 28 November 2018. Following a two-stage random sampling approach, representative samples of host community and IDP populations were collected in randomly-selected locations in Abs district, Hajjah governorate. Interviews were conducted with 111 host community and 102 IDP randomly selected households in the district. Findings are representative at district level with a 95% confidence level and a 10% margin of error. 1 0 A/HRC/45/CRP.7 29 September 2020 English Arabic and English only Human Rights Council Forty-fifth session 14 September–2 October 2020 Agenda item 2 Annual report of the United Nations High Commissioner for Human Rights and reports of the Office of the High Commissioner and the Secretary-General Situation of human rights in Yemen, including violations and abuses since September 2014 Detailed findings of the Group of Eminent International and Regional Experts on Yemen* Summary Submitted as a supplement to A/HRC/45/6, this paper sets out the detailed findings of the Group of Eminent International and Regional Experts on Yemen mandated to investigate violations by parties to the conflict since September 2014. During this year, the Group of Eminent Experts prioritised for investigation violations occurring since mid-2019, while taking a longer temporal scope for some categories of violations not fully addressed during our previous reports. The Group of Eminent Experts found reasonable grounds to believe that the parties to the conflict in Yemen are responsible for pervasive and incessant international human rights law and international humanitarian law violations, many of which may amount to war crimes. The summary of these findings is included in A/HRC/45/6. In addition to highlighting the parties to the conflict responsible for violations, the Group of Eminent Experts identified, where possible, potential perpetrators of crimes that may have been committed. A list of names of such individuals has been submitted to the United Nations High Commissioner for Human Rights on a strictly confidential basis to assist with future accountability efforts. -

Yemen: Hajjah Governorate Flash Update 1 | 27 January 2018 Situation Overview Hostilities in Hajjah Governorate over the last three years have had a major humanitarian impact. In the last two months, escalated hostilities have killed tens of civilians and displaced hundreds of families from their homes especially in Haradh and Hayran districts. Partners on the ground report that at least 300 families have been displaced in the last three weeks to Abs District where they live in difficult conditions. Displacement is also reported from Bani Hassan village in Abs and Al Hamrah village in Mustaba District, due to proximity to areas of fighting. The hostilities in Hajjah intensified in mid-December 2018, with armed confrontations and shelling in Haradh, mainly around the main town and in Abs and Hayran Districts. Abs District already hosts an estimated 23,000 displaced families, most of whom have been displaced multiple times over the past four years, sometimes more, and are living in dire conditions. According to the Shelter Cluster, a total of 18,800 displaced families are living in 102 spontaneous settlements and collective centres in the district. The findings of the Integrated Food Security Phase Classification (IPC) released in December indicate that more than a million people, out of a total population of 2.5 million, are in IPC Phase 3 (Crisis). Out of 31 districts in the governorate, 28 are classified at IPC Phase 4 (Emergency); 5 have pockets of populations at IPC Phase 5 (Catastrophe). -

YEMEN 2016 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Yemen is a republic with a constitution that provides for a president, a parliament, and an independent judiciary. Former president Ali Abdullah Saleh stepped down in 2012 when voters elected Abd Rabbuh Mansour Hadi, the sole consensus candidate, as president in a vote generally considered free and fair. The transitional government sought to expand political participation to excluded groups, including women, youth, and minorities. Progress ended in 2014, when Houthi rebels allied with forces loyal to former president Saleh (Houthi-Saleh rebels), staged an armed takeover against the government, precipitating its exile. The Houthis, in cooperation with Saleh’s political party, the General People’s Congress (GPC), then proceeded to take over many government functions and institutions in Sana’a. In August they announced the formation of a “Supreme Political Council,” followed by the formation of a “National Salvation Government” in November. Neither body was recognized by the international community. Civilian authorities did not maintain effective control over security forces. The government exercised limited control over military and security forces due to Houthi-Saleh rebel control over most of the security apparatus and state institutions. Competing family, tribal, party, and sectarian influences also reduced government authority. The conflict between Houthi-Saleh rebels and forces loyal to the internationally recognized Hadi-led government continued throughout the year. Saudi Arabia and a coalition of other states continued air and ground operations against the Houthi- Saleh rebels. A UN-led peace process involving the government, the Houthis, and Saleh’s GPC did not produce a peace agreement or a sustained cessation of hostilities. -

This was derived by the increase in displacement by 65 per cent from 2 million in October 2017 people to almost 3.3 million in November 2018 as a result of the increased fighting on front-lines particularly around the west coast. These massive numbers have impacted on host communities by increasing strains on public services and infrastructure and an increased pressure on limited resources. The population in acute need of Shelter/NFI/CCCM assistance also increased from 2.5 million people to 4.5 million (1.1 million men, 1.1 women, 1.2 boys and 1.1 girls), a 78 per cent increase from last year with high number of people with specific needs found across 207 districts in the country. Response/ Cluster Updates While violence continues to plague the conflict-ravaged country, the humanitarian needs of the Yemeni people further increase, with displaced families facing more challenges during the winter months simultaneously limited funding remain critical challenge to meet the basic requirements of affected populations in a timely manner. -
