Many thanks for letting Tony Mosley know of my intention to visit the site. Tony was helpful, showing me round and able to answer my questions of the development during the past 2 and a half months. The extant planning permission for the site is:

 P14/S0481/CM (MW.0011/14) – Variation of condition 1 of planning permission P12/S1461/CM (MW.0101/12) (importation of inert material to restore the old landfill and sewage beds and extraction of small sand reserve at Moorend Lane Farm, Moorend Lane, , , OX9 3HW) in order to amend the permitted location of the crusher, screener, associated stockpiles and screening bund.(Cease 31/12/2015; restoration by 31/12/2017, aftercare to 31/12/22)

Issues raised by this inspection: Condition 1: The site is not in compliance with the plans and particulars but (As per an application is being prepared to modify some of the Certificate) conditions and extend the working life of the site. This will improve the situation but not resolve everything identified against specific conditions (below).

(Red line as was, blue line approved landfilling) Condition 3: Informed that the sand area has been too wet and soft for (Zonation) machinery but the markers will be installed as soon as possible. It is seen that topsoil has been moved onto this part of the site Condition 8: Control of mud and debris has been address by installing a (Mud and Dust dual wheel bath/wheelwash system as well as employing a on Road) road sweeper.

(Wheel bath and wheel wash operational along with a road sweeper) All systems operational and there is very little discolouration or debris reaching the main road. Condition 10: The 9m buffer zone is under threat due to the absence of the (Restoration and demarcation fence. Please note that the temporary diverted Aftercare) footpath is to go between the fence and the stream which is also marked as a wild flower habitat. Soil stripping has encroached into this 'protected' zone.

(The unprotected 9m ‘buffer zone’ adjacent to the stream) Condition 11: Soil storage along the fence line of the sewage plant forming a (Soils) screening bund for future sand extraction and landfilling. A second stockpile has been formed over an area of phase 1 of sand extraction.

Note the extended part of the noise attenuation bund on the left of the picture) Condition 13: It appears that the noise attenuation bund has been extended (Bund and up to 80m northwards providing a much greater screened area Crusher) for processing incoming waste, it's stockpiling and loading. This is not in accord with the approved design on plan No 1. Condition 14: Waste stockpiles kept to 4 to 5m so as not to exceed the (Stockpiles) noise/screening bund. However the processed material is stockpiled to a much greater higher on the eastern side of the landfilled area.

(Eastern Stockpiles rather higher than the 4m permitted) Condition 15: Phase 1 of the landfilling is taking place and when the buffer (Drainage) zone fence is installed then an interception ditch is to be dug as per plan 13012/101, with a settlement pond and overflow into the stream. This condition states: "Prior to commencement of each phase of restoration details of the location of the temporary perimeter ditches to collect surface water run-off and the location of the temporary settlement lagoon (identified in Para. 9.9 of the Flood Risk Assessment by Abington Consulting dated 13/6/12) shall be submitted to and approved in writing by the Mineral Planning Authority."

The technical details for the ditch, pond, culvert and outfall have NOT been submitted though this phase has commenced and the intercept ditch is due at the completion if landfill. Submission of details (culvert size, pond layout etc) still to be received. If there is anything I have overlooked or should be recorded at this stage, do let me know.
