These incentives will play a critical role in America’s economic recovery, alleviate some of the pollution impacts that have been borne by disadvantaged communities, and help the country build back better and cleaner. The clean energy sector was projected to add 175,000 jobs in 2020 but the COVID-19 pandemic upended the industry and roughly 300,000 clean energy workers were still out of work in the beginning of 2021.1 Clean energy, energy efficiency, and clean transportation tax incentives are an important part of bringing these workers back. It is critical that these policies support strong labor standards and domestic manufacturing. The importance of clean energy tax policy is made even more apparent and urgent with record- high temperatures in the Pacific Northwest, unprecedented drought across the West, and the impacts of tropical storms felt up and down the East Coast. We ask that the infrastructure package prioritize inclusion of a stable, predictable, and long-term tax platform that: Provides long-term extensions and expansions to the Production Tax Credit and Investment Tax Credit to meet President Biden’s goal of a carbon pollution-free power sector by 2035; Extends and modernizes tax incentives for commercial and residential energy efficiency improvements and residential electrification; Extends and modifies incentives for clean transportation options and alternative fuel infrastructure; and Supports domestic clean energy, energy efficiency, and clean transportation manufacturing.

This week, the Centers for Medicare and Medicaid Services (CMS) released the CY21 Physician Fee Schedule (PFS) final rule. We appreciate the increased payments in the PFS to physicians delivering primary care and complex office-based care. Unfortunately, due to the budget neutral nature of the fee schedule, many specialists will now encounter severe reimbursement cuts starting on January 1, 2021. Health care providers have faced extensive challenges during the COVID-19 public health emergency. Following the COVID-19 public health emergency declaration, the U.S. Surgeon General and CMS urged the cancellation of all “non-essential” medical procedures. As some of our providers faced COVID-19 on the front lines, others were told to suspend the services that comprise most of their revenue. Health care providers are now facing financial distress that may lead to office closures or reduced staffing nationwide due to unprecedented low patient volumes. This will dramatically limit patient access to care during the public health emergency and beyond. Physician Members of Congress reached across the aisle to develop bipartisan solutions to address these upcoming reimbursement cuts, which would provide stability for health care providers as they respond to the COVID-19 pandemic.

Around 95 percent of the food banks in the Feeding America network have reported a 70 percent increase in demand since the pandemic began. At the same time, food banks are dealing with temporary shortages in several food products and a steep decline in willing and able volunteers. Thankfully, both state and federal governments have taken steps to help mitigate the impacts of COVID-19 on our food insecure communities.

Narrowing eligibility requirements for these Economic Impact Payments (“survival checks”) from previously established levels found in the bipartisan CARES Act and the second stimulus package will hurt millions of families and our nation’s recovery. Reducing eligibility of economic impact payments would exclude many people from crucial, much-needed relief. Economic impact payments would likely use 2019 tax data to measure an individual’s income. However, this data does not reflect the fact that millions of people lost their jobs in 2020, due to COVID-19—the very condition that necessitates survival checks. In addition, millions more suffered reduction in hours or pay, experienced contracts being cancelled or lost a business. Data from people who filed for unemployment shows that more than 20 percent of those earning between $50,000 and $70,000 were food insecure.1 This is a 16 percent increase from 2019 and explains why food banks across the country are struggling to serve communities.2 In addition, survival checks are the sole opportunity for many people to bridge the economic crisis they face.
