8. NOTICE OF MOTION 5.00pm
This Council notes:
1. the recent announcement by the Council's ruling Labour administration to shut Cathays and Roath libraries, and to downgrade Tongwynlais library to a mobile facility;
2. that this announcement contrasts with the stated intentions in the draft "Ambitions for Cardiff 2003- 04" to "develop Cardiff as a City of Learning" and to "provide
increased opportunities for young people to engage in learning".
This Council regrets:
1. the way in which plans to close and downgrade libraries appear to have been included amongst unspecified and unclear wording contained within the budget proposals for 2003-04, and approved at the meeting of this Council on 27th February 2003;
2. the lack of consultation that has taken place to date regarding any specific proposals to close or downgrade libraries.
This Council therefore resolves to put on hold all plans to close or downgrade libraries in Cardiff until full and clear proposals have been developed, properly consulted upon and adequately scrutinised.
