INVENTORY AND ANALYSIS BACKGROUND The City of Sarasota is committed to protecting and maintaining the natural environment and protecting life and property from natural disasters. City actions pursuant to this commitment include: Pursuing urban and agricultural reuse of reclaimed domestic water as the City’s primary method of wastewater disposal; Renourishing Lido Beach; Supporting the Sarasota Bay Estuary Program and implementation of the Comprehensive Conservation and Management Plan for Sarasota Bay; Protecting trees, including mangrove stands; Maintaining a Conservation overlay zone district which includes all environmentally sensitive lands; Maintaining a Marine Park zone district to protect and preserve water areas within the City; Participating in the Sarasota County Stormwater and Environmental Utility; Cooperating with Sarasota County in the Amnesty Days program to collect and safely dispose of hazardous waste; Supporting Sarasota County in their effort to monitor ambient air quality; Coordination with Sarasota County in implementation of the Local Mitigation Strategy; Cooperating with Sarasota County through the Peacetime Emergency Plan to: Ensure orderly evacuation in the event of a natural disaster; Reduce evacuation times in conjunction with the Sarasota County Comprehensive Plan; and, Increase the amount of shelter space available.     BEACH ACCESS CONFLICT CASE STUDY: SARASOTA COUNTY, FLORIDA Location: Siesta Key, Sarasota County, Florida Siesta Key is an eight-mile long barrier island located along the central west coast of Florida, south of Lido Key and north of Venice. It is situated between Roberts Bay to the northeast, Little Sarasota Bay to the southeast, and the Gulf of Mexico to the west. Siesta Key is a Census-Designated Place (CDP) governed by Sarasota County. Timeframe: 1980 through 2014 Summary Confrontations between Siesta Key property owners and public beachgoers have become common since 2006. The conflicts began with “No Trespassing” signs posted and enforced by off-duty deputies around Shell Road, located on the northwestern side of the island. Sheriff's deputies have also responded to disputes at Point of Rocks, where a homeowner stretched "crime scene" tape across the beach to dissuade public intrusion. Additionally, time-share owners posted “Private Beach” signs, blocked the south end of Crescent Beach with deck chairs, and intimidated beachgoers with threats to call deputies as a means of restricting public access. In 2009, the Sarasota County Commission prepared an ordinance to address the mounting tension between beachfront property owners and beach users. The proposed ordinance prohibited “signs, gates, barricades, fences, walls or physical impediments” seaward of a bluff or established line of vegetation. In December 2009, however, Commissioners voted unanimously not to proceed with regulations to ban signs and beach obstructions within 25 feet of the mean high tide line (MHTL). Faced with firm opposition from beachfront owners, the county decided to address beach access issues on a case-by-case basis, rather than with an ordinance that some feared may sweep too broadly.

About the Race This is a 7-mile open water swim race around the beautiful island of Lido Key. Each solo swimmer will have a pilot (kayak escort) to provide safety, navigation, and nutrition to the swimmer. Swimmers can enter as a solo swimmer, 2-person relay, or 3- person relay. Relay teams must take turns swimming and paddling, meaning that each person swims a portion of the race and paddles the kayak a portion of the race.
