Y esto es así si tomamos la idea de movimiento no como una tipología de actores sociales o un ciclo de altibajos que se suceden con sus tecnicismos analíticos, sino en su capacidad de provocar problemas y de poner en marcha narra- tivas. Glauber Rocha contó alguna vez que en el nordeste de Brasil, en los circos, las ferias y los teatros populares, toda historia que se canta empieza diciendo: «Les voy a contar una historia que es verdadera e imaginaria, o mejor: que es imaginación verdadera». Si algo tienen las diversas coyunturas de nuestro continente es esa necesidad de asumir en la práctica y el pensamiento una exigencia de autoenunciación. Este volumen originado en la publicación de la revista El Apantle despliega este modo de ser. Es parte de un movimiento de difícil defi- nición, pero bien cierto: una fuerza, o conjunto de fuerzas, que tienen una específica relación con el tiempo y el territorio, con el trabajo y con las formas de uso colectivo de la riqueza. Se trata de una deter- minación que es anticolonial: un tiempo que tiende a lo ilimitado (no subsumido a la transcendencia de fines productivistas), un territorio que pasa a formar parte de la fuerza al mismo título que l*s human*s, un modo de cooperación social que se autodetermina y que no delega en la abstracción el vínculo con las palabras y las cosas. En la articulación de lo común con la tierra y el tiempo encuentra su génesis una revitalizada teoría materialista de la decisión. En la que 11 12 Producir lo común lo materialista ya no es cartesiano, y en la que la política ya no se separa de la reproducción porque la reproducción se presenta como núcleo de la política de lo común y como principio metodológico que desplaza la preocupación de la reproducción del capital como eje de análisis. Un movimiento tal busca nombres que pudieran favorecer su pro- pio reconocimiento, sin reducirse a ninguna estrechez del sentido. Se conjugan así las fuerzas de lo común, lo comunitario y lo comunal. Tradiciones estas que, como hemos visto en el Primer Congreso sobre Comunalidad. Luchas y Estrategias Comunitarias: Horizontes más allá del Capital, realizado en octubre de 2015 en la ciudad de Puebla, (México), pueden ir más allá de los límites que cada una evoca para propiciar un momento de innovación teórica que la práctica política de nuestro continente necesita. En efecto, el romanticismo de la comuna, el esencialismo de la comunidad y la nostalgia o la abstracción de lo común suelen fun- cionar como la caricatura e invalidación de la experiencia comunista no estatal. Bajo el nombre de comunalidad, que remite en Oaxaca a experiencias muy concretas, se asistió a nueva puesta en común y circulación de tradiciones bajo presión de la renovada ofensiva neoli- beral desarrollista en la región.     Crisis, Revolution, and the Meaning of Progress: The Poverty of Philosophy and its Contemporary Relevance Michael Joseph Roberto Proudhon and Marx ABSTRACT: In 1847, Marx wrote The Poverty of Philosophy, his polemical response to Pierre Joseph Proudhon’s System of Economical Contradictions Or, The Philosophy of Poverty, published a year earlier. Marx and Proudhon were the principal antagonists in the struggle for influence and control of the emerging European workers movement then fueled by the first great crisis of modern capitalism. While Marx propagated communist revolution as a solution to the crisis, Proudhon sought to preserve “good capitalism” by attempting to formulate a new political economy that would reconcile contradictions of capitalist exchange by means of reciprocal agreements and transactions; in a word, mutualism. In The Poverty of Philosophy, Marx took Proudhon to task for creating a massive “dialectical phantasmagoria” in the System of Economical Contradictions. I argue that, understood as a critique of the limits of New Deal liberalism rather than just as an offshoot of New Left radicalism, Third Worldism must be placed at the center of the history of the post-war American Left.     6 Marx’s Grundrisse and the ecological contradictions of capitalism John Bellamy Foster Introduction In The Eighteenth Brumaire of Louis Bonaparte Marx famously wrote: ‘Men make their own history, but they do not make it just as they please; they do not make it under circumstances chosen by themselves, but under circum- stances directly encountered, given and transmitted from the past’ (Marx 1979: 103). The material circumstances or conditions that he was referring to here were the product of both natural and social history. For Marx production was a realm of expanding needs and powers. But it was subject at all times to material limits imposed by nature. It was the tragedy of capital that its narrow logic propelled it in an unrelenting assault on both these natural limits and the new social needs that it brought into being. By constantly revolutionizing production capital transformed society, but only by continually alienating natural necessity (conditions of sustainability and reproduction) and human needs. Recent research has revealed that an ecological–materialist critique was embedded in all of Marx’s work from The Economic and Philosophical Manu- scripts of 1844 to his Ethnological Notebooks of the late 1870s to early 1880s (see Burkett 1999; Foster 2000; Dickens 2004). This can be seen in his material- ist conception of nature and history, his theory of alienation (which encom- passed the alienation of nature), his understanding of the labour and production process as the metabolic relation between humanity and nature, and his co- evolutionary approach to society–nature relations. Nevertheless, because Marx’s overall critique of political economy remained unfinished, these and other aspects of his larger materialist conception of nature and history were incompletely developed – even in those works, such as Capital, volume 1, published in his lifetime.

While I agree with the general critique that the de-growth movement has raised not only against the consequences of growth but also the idea of growth itself, I argue that the root causes of the socially and ecologically destructive character of capitalism is not to be found in growth, but in capitalist accumulation. I present my reading of three of Marx’s most important contributions to our understanding of capitalism in order to argue for an understanding that puts the emphasis on the separation of the labourers from the means of production, alienated labour, the imperative and the dynamic of competition, and the limited nature of liberal democracy. From this perspective, I argue that growth could be greened in a post-capitalist society if the institutions and dynamics that force capitalist accumulation and competition were abolish and full democracy was established. The paper ends with a description of how the Zapatista movement in Chiapas and the Landless Rural Workers Movement (MST) managed to unevenly and contradictorily challenge and subvert some of the social institutions and dynamics that sustain capitalist accumulation.

Although neoliberalism is widely recognised as the central political-ideological project of twenty-first-century capitalism, it is a term that is seldom uttered by those in power. In 2005, the New York Times went so far as to make neoliberalism’s nonexistence official by running an article entitled “Neoliberalism? It Doesn’t Exist.”2 Behind this particular devil’s ruse lies a deeply disturbing, even hellish, reality. Foster explores how socialist analysts and material- ist scientists of various stamps, first in Britain, then the United States, from William Morris and Freder- ick Engels, to Joseph Needham, Rachel Carson, and Stephen Jay Gould, sought to develop a dialectical naturalism, rooted in a critique of capitalism. In the process, he delivers a far-reaching and fascinating reinterpretation of the radical and socialist origins of ecology. Ultimately, what this book asks for is noth- ing short of revolution: a long, ecological revolution, aimed at making peace with the planet while meet- ing collective human needs, including those of the entire chain of human generations and life on the Earth as a whole.

    JOURNAL OF RESILIENT ECONOMIES PLATINUM OPEN ACCESS Journal homepage: https://journals.jcu.edu.au/jre/index Degrowth and Full Employment—A Modern Monetary Theory Perspective James Juniper Email: [email protected] University of Newcastle, NSW, Australia Abstract This paper advocates for the use of techniques of optimal planning that were developed by Soviet mathematicians. It argues that these techniques, based as they are on the labour theory of value, are compatible with: (a) the efforts of Modern Monetary Theorists to achieve full employment through a return to active fiscal policy (with the GDP gap serving as an estimate of the level of additional aggregate demand required to this end); (b) national income accounting procedures taken up by the United Nations; (c) the work of industrial ecologists who use input-output techniques to support and inform their analysis of waste, pollution, and the unsustainable use of renewable and non-renewable resources. It argues that, with slight modification, the techniques originally developed by Kantorovich and Novozhilov could be applied to the construction of metrics that account for the ‘short-changing’ of nature. For example, they could incorporate estimates of the labour time required to prevent unsustainable exploitation of renewable resources (including through higher levels of recycling and restocking), the use of non-renewable resources at rates exceeding the time required to produce substitutes, and the time required for adequate remediation and restoration of polluted resources (including investment in new transport and power generation systems).
