The responses to comments are arranged by: (1) Responses to Public Agency Comments; and (2) Responses to Public Comments. All the comment letters are included in Appendix A to this document and are shown in alphabetical order. Each letter is identified by the last name of the commenter, and each comment is delineated and numbered. The text of the individual comments is included below and is followed by a response to the comments. Main Street Los Angeles, CA 90012 COMMENT NO. 2-1 Thank you for including the California Department of Transportation (Caltrans) in the environmental review process for the above referenced project. The proposed project is to develop a mixed-use project with residential and retail-commercial uses within the West Adams-Baldwin Hills-Leimert Community in the City of Los Angeles. RESPONSE NO. 2-1 The comment provides a description of the proposed project and is introductory in nature and briefly summarizes the project. The comment does not include a specific comment regarding the contents of the Draft EIR. However, the letter will be forwarded to the decision-making bodies as part of the Final EIR for their consideration in reviewing the proposed project. COMMENT NO. 2-2 On page IV.G-3, Arlington Avenue, our records indicate that Arlington Ave. at the 1-10 westbound ramps provide two through lanes plus a left turn lane instead of three through lanes in the southbound direction. RESPONSE NO. 2-2 The description of Arlington Avenue provided on page IV.G-3 of the Draft EIR has been revised to the following: Arlington Avenue is designated a north-south Secondary Highway. It is a continuation of Wilton Place at Olympic Boulevard that extends southerly and becomes Van Ness Avenue at 54th Street. In the project vicinity, Arlington Avenue generally provides two through lanes in each direction. However, immediately north of the Santa Monica Freeway westbound ramps, the roadway widens to provide three lanes in the southbound direction. Responses to Comments Although a Type I arrow pavement marking is present in the innermost southbound travel lane north of the Santa Monica Freeway westbound ramps, this lane becomes an exclusive left-turn lane for vehicles accessing the Santa Monica Freeway eastbound on-ramp south of the westbound ramps. Left-turns are prohibited during the weekday A.M. and P.M. peak commute periods (7:00 A.M. to 9:00 A.M. and 4:00 P.M. to 7:00 P.M.) at Venice Boulevard, Washington Boulevard and Adams Boulevard. On-street parking is generally provided, except at some portions of the roadway where parking is prohibited from 7:00 A.M. to 9:00 A.M. and from 4:00 P.M. to 7:00 P.M. Approximately one mile southeast of the project site, Arlington Avenue provides full ramp access with the Santa Monica Freeway. Since approximately one-quarter to one-half of the southbound vehicles on Arlington Avenue approaching the I-10 Freeway interchange are destined for the I-10 Freeway eastbound on-ramp during the peak hours, no lane utilization imbalances are expected to occur among the three southbound travel lanes at the intersection with the I-10 Freeway westbound ramps. Therefore, the volumes and capacities for all three southbound lanes which provide for through movements at this intersection have appropriately been included and analyzed as either through or shared through/right-turn lanes. COMMENT NO. 2-3 On Table IV.G-3 and Table IV.G-4, the project is using as high as 40% of the trip volume for trip credit reduction when calculating project trip volume. The assumption of trip reduction seem unreasonably high, please justify. RESPONSE NO. 2-3 Tables IV.G-3 and IV.G-4 of the Draft EIR summarize the trip generation estimates for Options A and B, respectively. Under either option, the proposed project would consist of a mix of residential and commercial uses. Vehicle trip reductions are expected to occur due to the presence of multi-use or internal trips within the site, as well as site person trips being made through the use of public transportation, walk-in trips, and pass-by trips. The Traffic Study, which is provided in Appendix E of the Draft EIR, was prepared under the direction of the City of Los Angeles Department of Transportation (LADOT) for the City of Los Angeles, the lead agency under CEQA for the proposed project. As lead agency, the City must decide upon rational and reasonable methods in order to determine the scope and methodology of each portion of the environmental analysis. The person-trip mode split rates and corresponding vehicle trip adjustment factors used for the analysis were selected based on the project’s mix of uses, site layout, and proximity to alternative transportation modes. Responses to Comments Angeles County Metropolitan Authority (Metro) and LADOT bus routes have stops within approximately one-quarter mile of the project site; the Metro Purple Line subway runs within two miles of the project site; the Exposition Light Rail Transit (LRT) Line and Bike Path is under construction and will run approximately one mile south of the project site; and Metro has proposed the Crenshaw Transit Corridor project to provide either bus rapid transit (BRT) or LRT along a general north-south alignment within approximately one-half mile of the project site. The pass-by trip reductions were based on standard pass-by trip rates defined in the LADOT Traffic Study Policies and Procedures (Attachment “G” – LADOT Policy on Pass-by Trips), which are based on data published by the Institute of Transportation Engineers (ITE). More specifically, the trip reduction factors are, generally, the same for the same uses proposed in both Options A and B. However, Option B does not include rental live/work units or restaurant space, but includes a greater shopping center component (approximately 237,000 sf) than Option A (approximately 82,500 sf). Because of the relative sizes of the shopping center components proposed, it is expected that customers under Option B would be drawn from a larger region than those under Option A.

    WAHAWest Adams Heritage Association July 2013 Number 293 West Adams Matters The Annual Report Issue Preservation Year In Review by Jean Frost, Vice-President, Historic Preservation Each year in the summer, WAHA prepares an Annual Report for its members, reviewing the past year’s activities and events, our revenues and expenditures, and, especially, our historic preservation and cultural heritage advocacy activities. This report (beginning on page 6) highlights certain activities but by no means is a complete comprehensive review. WAHA’s key advocacy committee is the Historic Preservation Committee. This committee often addresses planning and zoning matters as well since our local issues are often intertwined with planning and land use rather than isolated issues of preservation. Committee members actively engage in commenting on development applications, stay abreast of land use initiatives, respond to issues as they arise, keep track of historic buildings needing to be moved and possible sites to move them to, and keep up to date on changes to California’s environmental laws as they relate to historic properties. Importantly, the Historic Preservation Committee also spearheads the designation of historic resources, working with WAHA members and, at times, professional outside consultants, preparing nominations. The Committee members are Eric Bronson, Jim Childs, Rory Cunningham, Laura Meyers, Mitzi Mogul, David Raposa, Roland Souza and John Patterson.     WAHA West Adams Heritage Association May 2010 Number 264 West Adams Matters The Preservation Month Issue Historic Preservation at a Crossroads by Jean Frost We celebrate another National Preservation Month this May with a general membership meeting traditionally and annually hosted by the Historic Preservation Committee. How appropriate that this year we will be in the former Stan’s Kite, an endangered Googie style coffee shop, whose demolition is part of the development proposals for the Washington Square Shopping Center mixed use project. Stan’s Kite, now Vintage Hollywood, is a very special venue. Located in the Washington Square Shopping Center at Washington Boulevard and 10th Avenue, the former Googie Style Stan’s Kite restaurant now houses Leroy Richardson III’s remarkable memorabilia collection, of Afro-American celebrity entertainers. (see article on page 6). At the May 23 meeting, the WAHA Martin Eli Weil Award for excellence in preservation will be presented for the third time. Named after distinguished preservation architect and WAHA member Martin Eli Weil, it represents the highest honor WAHA can bestow specifically for contributions to preservation in West Adams. Weil was always there to investigate, analyze and support preservation, whether saving a vernacular house or a creating National Register District.     West Adams New Community Plan 4.1 Aesthetics Draft EIR 4.1 AESTHETICS This section provides an overview of visual changes that would occur and evaluates impacts associated with the proposed West Adams New Community Plan. Topics addressed include visual character, views and vistas, scenic resources, light and glare, and shade and shadows. Methodology As required under CEQA, the aesthetic analysis of a project must disclose the potential impacts the project would have on the existing visual character of the project area and surroundings. The concept of visual character, however, is not explicitly defined in the CEQA Guidelines or the City of Los Angeles CEQA Thresholds Guide.1 Therefore, in this aesthetics discussion, potential visual character impacts will be determined based on industry-accepted definitions of visual character. Visual character can be defined in terms of the overall impression formed by the relationship between perceived visual elements of the built, urban environment existing in the potentially impacted area. Elements contributing to this impression include the following: • The nature and quality of buildings • The compatibility between uses and activities with the built environment • The quality of streetscape, including roadways, sidewalks, plazas, parks, and street furniture • The nature and quality of landscaping that is visible to the general public Visual character functions as a point of reference in assessing whether a project’s features would appear to be compatible with the established built environment.     July-August 2014 Number 303 West Adams Matters The Annual Report Issue Preservation Year in Review (And What A Year It Was) WAHA Wins Bishop Mansion Lawsuit; 15 More West Adams Monuments Designated by Jean Frost This has been a landmark year for West Adams Heritage Association. Each year in the summer, WAHA prepares an Annual Report (beginning on page 10) for its members, reviewing the past year’s activities and events, our revenues and expenditures, and, especially, our historic preservation and cultural heritage advocacy activities. WAHA’s singular achievement, after many months of advocacy, is the success of WAHA’s lawsuit against the City of Los Angeles for allowing issuance of a categorical exemption on a project that negatively impacted historic properties, the Roger Williams Baptist Church and Bishop Residence (1342 West Adams Boulevard.) WAHA won the case when the owners (the Real Parties in Interest in legal terms) agreed not to move forward with their project until the Department of City Planning conducts an environmental review of the Project under CEQA. This is what WAHA sought by its petition to the court and ends this phase of action. (See more information in a separate article on page 2.) Much of the work undertaken to achieve this result was shepherded by the WAHA Historic Preservation Committee. The journey began in early 2013 when WAHA member David Raposa noticed that the Bishop Residence had been gutted on the interior, without permits.     WAHA West Adams Heritage Association October 2012 Number 286 West Adams Matters Celebrate the Holidays: WAHA’s 25th Annual Holiday Tour, Saturday and Sunday, December 1 and 2 For this year’s Annual Holiday Historic Homes Tour and Progressive Dinner, WAHA extends to our guests “A Warm Welcome to Wellington Square.” This gracious neighborhood is a vivid representation of the rapid growth that Los Angeles experienced in the early 1920s in the years following the end of “The Great War.” There are a few examples of the wonderful Craftsman homes that were typical of nearby neighborhoods constructed prior to WWI, but most of the homes that grace the broad streets of Wellington Square reflect the eclectic styles of a vibrant young city, with Spanish, Tudor, Norman, and other “Revival” styles throughout the neighborhood. The 1920s were a vital as well as challenging time for the West Adams District, with its new Wellington Square enclave coming into its own at the same time as developers’ attentions was drifting to other parts of Los Angeles. The iconic Hollywoodland sign first graced the hillside to the north, and new construction downtown brought us such famous landmarks as the Biltmore Hotel (1923), the Central Library (1926), the “skyscraping” new City Hall (1927). This year’s progressive dinner will visit a choice selection of homes and styles along the main avenue of Wellington Square, and while the original grand gates (continued on page 6) Neighborhood Council Elections in West Adams Saturday, October 27 Neighborhood council elections are slated for all of the neighborhood councils in the Historic West Adams District.
