MINUTES Minutes of the August 6, 2008 meeting were presented for approval. A motion for approval was made by Pam Noble; seconded by Mike Whitten; motion passed 15-0. REPORT ON CHAIR OFFICIALS FOR THE BOYS TENNIS TOURNAMENT SERIES Assistant Commissioner Wynns presented a list of tennis chair officials eligible for possible use in the boys tennis tournament series. The tournament requires the use of 10 chair officials. The team tennis state championships will be held at North Central High School, while the singles and doubles state championships will be held at Carmel High School and Park Tudor School. REPORT ON OFFICIALS FOR THE CROSS COUNTRY TOURNAMENT SERIES Assistant Commissioner Gardner presented a list of cross country starters eligible for the Cross Country Tournament Series. The tournament requires the use of 32 officials. REPORT ON OFFICIALS FOR THE SOCCER TOURNAMENT SERIES Assistant Commissioner Wynns presented a list of soccer officials eligible for the soccer tournament series. The soccer tournament series requires 192 officials for boys’ sectionals, and 196 officials for girls’ sectionals. REPORT ON OFFICIALS FOR THE VOLLEYBALL TOURNAMENT SERIES Assistant Commissioner Searcy submitted the names of volleyball officials who have applied to work the volleyball tournament series. The volleyball tournament series requires 128 officials at the sectional level. Plans are progressing for the state championships to be held at Ball State University. REPORT ON OFFICIALS FOR THE FOOTBALL TOURNAMENT SERIES Assistant Commissioner Cox presented a list of football crews eligible for the Football Tournament Series. The football tournament requires 157 crews for the first round of sectional play. PRELIMINARY PLANS FOR BOYS BASKETBALL TOURNAMENT Assistant Commissioner Gardner reported on the preliminary plans for the 2008-09 Boys Basketball Tournament Series. The Executive Committee will approve the tournament series host sites during the November meeting. PRELIMINARY PLANS FOR GIRLS BASKETBALL TOURNAMENT Assistant Commissioner Wynns reported on the preliminary plans for the 2008-09 Girls Basketball Tournament Series. The Executive Committee will approve the tournament series host sites during the November meeting. PRELIMINARY PLANS FOR WRESTLING TOURNAMENT Assistant Commissioner Cox reported on the preliminary plans for the 2008-09 Wrestling Tournament Series. Plans include advancing only the championship team from the sectional to the team regional competition. The team regional champions will advance to the team state finals. In the individual wrestling tournament it is recommended that the top four place finishers in each weight class advance to the next level of the tournament. The Executive Committee will approve the tournament series host sites during the November meeting. UPDATE ON CORPORATE SPONSORSHIPS Communications Director Chris Kaufman presented the progress on the acquisition of corporate sponsorships. AUDITORS REPORT John Leemhuis of The Leemhuis Group presented the annual auditor’s report on the Association to the Executive Committee. They issued an unqualified opinion on the Association’s financial statements for the year ending June 30, 2008 and recommended minor adjustments in the accounting policies of the Association. REPORT ON IHSAA INVESTMENT PORTFOLIO Mark Stoltz, financial advisor from Smith Barney, presented a performance report of Association assets. TRANSFERS Assistant Commissioner Gardner reported on transfers that have been ruled on for the 2008-09 school year. This report included the following actions as of October 2008: Full Eligibility 1789 Limited Eligibility 162 Ineligible 8 Total 1959 SPORTSMANSHIP Assistant Commissioner Wynns reported the Association has received 133 unsportsmanlike conduct reports from officials working contests this fall. This is a decrease over last year’s report at this time. NATIONAL FEDERATION SECTION IV MEETING Commissioner Ress reported on the Section IV meetings recently held in Illinois. Issues that were discussed included the officials education consortium, on-line rules meetings, marketing, and two year NFHS Rule Books. MIDWEST OFFICIALS MEETING Assistant Commissioner Wynns presented a report of the recent Midwest Official’s Meeting recently held in Kansas City, Missouri. State Association personnel meet on an annual basis to discuss issues pertaining to the administration of official’s programs in their states. Topics discussed during this year’s meeting included online rules interpretation meetings at the state and national level, officials reimbursement for tournament series, travel and mileage relative to officials assignments during the tournament series, post season tournament assignment procedures, and on-line testing. LITIGATION Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association. PENALTIES ASSESSED The following penalties were assessed for various violations of the IHSAA By-Laws: Alexandria High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ cross country runner participated in several meets). 1. The Alexandria-Monroe High School boys’ cross country program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until they meet the minimum standards for academic eligibility. 3. In accordance with Rule 3-9, the time and place of the ineligible athlete must be removed from the official results and the team scores recalculated. The schools against which this ineligible athlete participated shall be notified of this violation and of the impact his removal had on the final scores. Anderson Highland High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-13 (Boys’ basketball coach opened gymnasium for team members on Sunday). 1. The Anderson Highland High School boys’ basketball program is issued a warning. 2. Coach Jeff Howard is reprimanded for causing this violation to occur. Avon High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2a (Boys’ soccer player participated on non-school team during contest season) 1. The Avon High School boys’ soccer program is issued a warning. 2. The student athlete involved in this violation shall be suspended for two matches. Bethesda Christian High School – Commissioner Ress reported the following action as a result of a violation of Rule 111-4 (Volleyball player exceeded 5 game limit versus the same team on same day). 1. The Bethesda Christian High School volleyball program is issued a warning. 2. Coach Abby Fish is reprimanded for permitting this violation to occur. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, International School shall be notified of this violation and if Bethesda Christian High School was victorious the match shall be forfeited. 4. Participation in six games shall count as two of permitted matches for this student athlete. Bloomington North High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ soccer player participated in five matches). 1. The Bloomington North High School boys’ soccer program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility. 3. In accordance with Rule 3-9, the schools against whom this ineligible student athlete participated shall be notified of this violation and if Bloomington North High School was victorious the matches shall be forfeited. Bloomington North High School – Commissioner Ress reported the following action as a result of a violation of Rule 50, 50-1, 50-1.2c (Boys’ soccer team played a match versus alumni prior to the start of the season). 1. The Bloomington North High School boys’ soccer program is issued a warning. 2. Coach Victor Kaposonore is severely reprimanded for allowing these violations to occur. 3. For playing an illegal match (a) prior to the start of the soccer, (b) prior to have ten separate days of practice, and (c) for exceeding the maximum number of matches allowed in a season, the 2009 Bloomington North boys’ soccer schedule shall be limited 14 regular season matches and no tournaments or 12 regular season matches and 1 tournament. Bremen High School - Commissioner Ress reported the following action as a result of a violation of Rule 15-2.6 (Individuals not enrolled at Bremen High School participated in open facility sessions) 1. The Bremen High School wrestling program is issued a warning. 2. Coach Chris Prendergast is reprimanded for allowing this violation to occur. Carroll (FW) High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2b (Volleyball player participated in non-school skill session with other high school athlete/s). 1.
