MINUTES Minutes of the August 6, 2008 meeting were presented for approval. A motion for approval was made by Pam Noble; seconded by Mike Whitten; motion passed 15-0.

REPORT ON CHAIR OFFICIALS FOR THE BOYS TOURNAMENT SERIES Assistant Commissioner Wynns presented a list of tennis chair officials eligible for possible use in the boys tennis tournament series. The tournament requires the use of 10 chair officials. The team tennis state championships will be held at North Central High School, while the singles and doubles state championships will be held at Carmel High School and Park Tudor School.

REPORT ON OFFICIALS FOR THE CROSS COUNTRY TOURNAMENT SERIES Assistant Commissioner Gardner presented a list of cross country starters eligible for the Cross Country Tournament Series. The tournament requires the use of 32 officials.

REPORT ON OFFICIALS FOR THE SOCCER TOURNAMENT SERIES Assistant Commissioner Wynns presented a list of soccer officials eligible for the soccer tournament series. The soccer tournament series requires 192 officials for boys’ sectionals, and 196 officials for girls’ sectionals.

REPORT ON OFFICIALS FOR THE TOURNAMENT SERIES Assistant Commissioner Searcy submitted the names of volleyball officials who have applied to work the volleyball tournament series. The volleyball tournament series requires 128 officials at the sectional level. Plans are progressing for the state championships to be held at Ball State University.

REPORT ON OFFICIALS FOR THE FOOTBALL TOURNAMENT SERIES Assistant Commissioner Cox presented a list of football crews eligible for the Football Tournament Series. The football tournament requires 157 crews for the first round of sectional play.

PRELIMINARY PLANS FOR BOYS TOURNAMENT Assistant Commissioner Gardner reported on the preliminary plans for the 2008-09 Boys Basketball Tournament Series. The Executive Committee will approve the tournament series host sites during the November meeting.

PRELIMINARY PLANS FOR GIRLS BASKETBALL TOURNAMENT Assistant Commissioner Wynns reported on the preliminary plans for the 2008-09 Girls Basketball Tournament Series. The Executive Committee will approve the tournament series host sites during the November meeting.

PRELIMINARY PLANS FOR TOURNAMENT Assistant Commissioner Cox reported on the preliminary plans for the 2008-09 Wrestling Tournament Series. Plans include advancing only the championship team from the sectional to the team regional competition. The team regional champions will advance to the team state finals. In the individual wrestling tournament it is recommended that the top four place finishers in each weight class advance to the next level of the tournament. The Executive Committee will approve the tournament series host sites during the November meeting.

UPDATE ON CORPORATE SPONSORSHIPS Communications Director Chris Kaufman presented the progress on the acquisition of corporate sponsorships.

AUDITORS REPORT John Leemhuis of The Leemhuis Group presented the annual auditor’s report on the Association to the Executive Committee. They issued an unqualified opinion on the Association’s financial statements for the year ending June 30, 2008 and recommended minor adjustments in the accounting policies of the Association.

REPORT ON IHSAA INVESTMENT PORTFOLIO Mark Stoltz, financial advisor from Smith Barney, presented a performance report of Association assets.

TRANSFERS Assistant Commissioner Gardner reported on transfers that have been ruled on for the 2008-09 school year. This report included the following actions as of October 2008:

SPORTSMANSHIP Assistant Commissioner Wynns reported the Association has received 133 unsportsmanlike conduct reports from officials working contests this fall. This is a decrease over last year’s report at this time.

NATIONAL FEDERATION SECTION IV MEETING Commissioner Ress reported on the Section IV meetings recently held in Illinois. Issues that were discussed included the officials education consortium, on-line rules meetings, marketing, and two year NFHS Rule Books.

MIDWEST OFFICIALS MEETING Assistant Commissioner Wynns presented a report of the recent Midwest Official’s Meeting recently held in Kansas City, Missouri. State Association personnel meet on an annual basis to discuss issues pertaining to the administration of official’s programs in their states. Topics discussed during this year’s meeting included online rules interpretation meetings at the state and national level, officials reimbursement for tournament series, travel and mileage relative to officials assignments during the tournament series, post season tournament assignment procedures, and on-line testing.

LITIGATION Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

PENALTIES ASSESSED The following penalties were assessed for various violations of the IHSAA By-Laws:

Alexandria High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ cross country runner participated in several meets). 1. The Alexandria-Monroe High School boys’ cross country program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until they meet the minimum standards for academic eligibility. 3. In accordance with Rule 3-9, the time and place of the ineligible athlete must be removed from the official results and the team scores recalculated. The schools against which this ineligible athlete participated shall be notified of this violation and of the impact his removal had on the final scores.

Anderson Highland High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-13 (Boys’ basketball coach opened gymnasium for team members on Sunday). 1. The Anderson Highland High School boys’ basketball program is issued a warning. 2. Coach Jeff Howard is reprimanded for causing this violation to occur.

Avon High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2a (Boys’ soccer player participated on non-school team during contest season) 1. The Avon High School boys’ soccer program is issued a warning. 2. The student athlete involved in this violation shall be suspended for two matches.

Bethesda Christian High School – Commissioner Ress reported the following action as a result of a violation of Rule 111-4 (Volleyball player exceeded 5 game limit versus the same team on same day). 1. The Bethesda Christian High School volleyball program is issued a warning. 2. Coach Abby Fish is reprimanded for permitting this violation to occur. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, International School shall be notified of this violation and if Bethesda Christian High School was victorious the match shall be forfeited. 4. Participation in six games shall count as two of permitted matches for this student athlete.

Bloomington North High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ soccer player participated in five matches). 1. The Bloomington North High School boys’ soccer program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility. 3. In accordance with Rule 3-9, the schools against whom this ineligible student athlete participated shall be notified of this violation and if Bloomington North High School was victorious the matches shall be forfeited.

Bloomington North High School – Commissioner Ress reported the following action as a result of a violation of Rule 50, 50-1, 50-1.2c (Boys’ soccer team played a match versus alumni prior to the start of the season). 1. The Bloomington North High School boys’ soccer program is issued a warning. 2. Coach Victor Kaposonore is severely reprimanded for allowing these violations to occur. 3. For playing an illegal match (a) prior to the start of the soccer, (b) prior to have ten separate days of practice, and (c) for exceeding the maximum number of matches allowed in a season, the 2009 Bloomington North boys’ soccer schedule shall be limited 14 regular season matches and no tournaments or 12 regular season matches and 1 tournament.

Bremen High School - Commissioner Ress reported the following action as a result of a violation of Rule 15-2.6 (Individuals not enrolled at Bremen High School participated in open facility sessions) 1. The Bremen High School wrestling program is issued a warning. 2. Coach Chris Prendergast is reprimanded for allowing this violation to occur.

Carroll (FW) High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2b (Volleyball player participated in non-school skill session with other high school athlete/s). 1. The Carroll High School volleyball program is issued a warning. 2. The student athlete who participated in this non-school volleyball skills session during the contest season shall be suspended for two school meets. It is the understanding of the IHSAA that the suspension has been served.

Clay City High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3b ( coach conducted open facility session after deadline). 1. The Clay City High School softball program is issued a warning. 2. Coach Roger Rhodes is reprimanded for causing this violation to occur.

Cloverdale High School – Commissioner Ress reported the following action as a result of a violation of Rule 54-3.1 (Football player exceeded the 5 quarter limit in junior varsity and varsity combination). 1. The Cloverdale High School football program is issued a warning. 2. Ignorance of the rules is not an acceptable explanation for a rules violation. 3. All six quarters shall count against the maximum number of quarters allowed for the student athlete involved in this violation. 4. In accordance with Rule 3-9, the school against the quarter rule was violated shall be notified of this violation and if Cloverdale was victorious, the game shall be forfeited.

Eastern (Greentown) High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-13 (Football players gathered on Sunday for mid-night football practice). 1. The Eastern High School football program is issued a warning. 2. Coach Josh Edwards is reprimanded for allowing this violation to occur.

Evansville Reitz High School – Commissioner Ress reported the following action as a result of a violation of Rule 101 (Volleyball team participated in a tournament prior to Monday of Week 7-PROBATION ). 1. The Evansville F.J. Reitz High School volleyball program is placed on probation through the 2008 season. This probation is a more severe type of warning. 2. As a member of the IHSAA your school is held responsible for knowing and following IHSAA By-Laws.

Fort Wayne Bishop Luers High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.6 (Girls’ basketball coach conducted two open facility sessions in non-school facilities). 1. The Fort Wayne Luers High School girls’ basketball program is issued a warning. 2. Coach Greg Friend is reprimanded for allowing this violation to occur.

Fort Wayne Snider High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible football player participated in a junior varsity game). 1. The Fort Wayne Snider High School football program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility. 3. In accordance with Rule 3-9, Fort Wayne Concordia High School shall be notified of this violation and if Fort Wayne Snider High School was victorious the game shall be forfeited.

Franklin Community High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ soccer player participated in several matches). 1. The Franklin Community High School boys’ soccer program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility. 3. In accordance with Rule 3-9, the schools against whom this ineligible student athlete participated shall be notified of this violation and if Franklin Community High School was victorious the matches shall be forfeited.

Gary Wirt High School – Commissioner Ress reported the following action as a result of a violation of Rules 18-1 (Three academically ineligible cross country runners participated in an invitational meet) 1. The Gary Wirt High School boys’ cross country program is issued a warning. 2. The student athletes involved in this violation shall be suspended and declared ineligible for further competition until they meet the minimum standards for academic eligibility. 3. In accordance with Rule 3-9, the times and places of the ineligible athletes must be removed from the official results. Since Gary Wirt only had four eligible athletes that competed, their team score must also be deleted from the official results. The schools against which these ineligible athletes participated shall be notified of this violation and of the impact their removal will have on the final scores.

Gibson Southern High School – Commissioner Ress reported the following action as a result of a violation of Rule 9- 14 (Football player participated in junior varsity game without minimum number of practices following an injury). 1. The Gibson Southern High School football program is issued a warning. 2. Coach Rick Stefanich is reprimanded for allowing this violation to occur. 3. In accordance with Rule 3-9, the game in which this student athlete participated without meeting the standards outlined in the by-laws shall be forfeited if Gibson Southern High School was victorious.

Glenn High School – Commissioner Ress reported the following action as a result of a violation of Rule 54-3.1 (Four football players exceeded the 4 quarter maximum in a freshman and junior varsity games). 1. The Glenn High School football program is issued a warning. 2. Ignorance of the rules is not an acceptable explanation for a rules violation. 3. All five quarters shall count against the maximum number of quarters allowed for the student athletes involved in this violation. 4. In accordance with Rule 3-9, Jimtown High School shall be notified of this violation and if Glenn was victorious in the Jimtown freshman game, it shall be forfeited.

Hamilton High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2f (Girls’ soccer player participated in a college tryout during the contest season). 1. The Hamilton High School girls’ soccer program is issued a warning. 2. The student athlete who participated in this tryout session during the contest season shall be suspended for two school matches.

Indianapolis Cathedral High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-16 (Freshman football team removed from the field prior to end of game). 1. The Indianapolis Cathedral High School football program is issued a warning. 2. Coach Rick Streiff is severely reprimanded for removing Indianapolis Cathedral freshman team from the field prior to the end of the game. Any future, similar act would result in more serious repercussions. 3. Normal protocol would call for at least three officials to work a sub-varsity football contest. If less than three officials are present, Indianapolis Cathedral would have the prerogative to refuse to start a game. However, once a game is started, it must be completed.

Jasper High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1c (Girls’ cross country runner participated in a road race without a waiver). 1. The Jasper High School girls’ cross country program is issued a warning. 2. The student athlete who participated in this road race during the cross country season was suspended for two meets.

Kankakee Valley High School – Commissioner Ress reported the following action as a result of a violation of Rule 19- 3 (Football player participated in a junior varsity game without transfer being approved). 1. The Kankakee Valley High School football program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, Rensselaer Central High School must be notified of this rules violation and the game shall be forfeited if Kankakee Valley High School was victorious.

Kankakee Valley High School – Commissioner Ress reported the following action as a result of a violation of Rule 106-3b (Girls’ soccer player participated in more than allowable 3 halves in one session). 1. The Kankakee Valley High School girls’ soccer program is issued a warning. 2. Coach John Hufnagel is reprimanded for permitting this violation to occur. 3. All four halves shall count toward the maximum number of halves allowed in a season for the student athlete involved in this rule violation. 4. In accordance with rule 3-9 of the IHSAA By-Laws, Griffith High School must be notified that this violation occurred and the match in which the maximum number of halves was exceeded must be forfeited if Kankakee Valley was victorious.

Lafayette Jefferson High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ soccer player participated in a varsity match). 1. The Lafayette Jefferson High School football program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility. 3. In accordance with Rule 3-9, Noblesville High School shall be notified of this violation and if Lafayette Jefferson High School was victorious the match shall be forfeited.

Lakeland High School – Commissioner Ress reported the following action as a result of a violation of Rule 106-3b (Two girls’ soccer players participated in more than allowable 3 halves in one session). 1. The Lakeland High School girls’ soccer program is issued a warning. 2. Coach Christina Lapham is reprimanded for permitting this violation to occur. 3. All four halves shall count toward the maximum number of halves allowed in a season for the student athletes involved in this rule violation. 4. In accordance with rule 3-9 of the IHSAA By-Laws, Elkhart Memorial High School must be notified that this violation occurred and the match in which the maximum number of halves was exceeded must be forfeited if Lakeland was victorious.

LaPorte High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Football player participated in a varsity game w/o transfer being approved). 1. The LaPorte High School football program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, New Prairie High School must be notified of this rules violation and the game shall be forfeited if LaPorte High School was victorious.

Linton-Stockton High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ tennis player participated in several meets). 1. The Linton-Stockton High School boys’ tennis program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility. 3. In accordance with Rule 3-9, the meet scores must be recalculated after forfeiting the matches of the ineligible player. The schools against which this ineligible athlete participated shall be notified of this violation and of the recalculated scores.

Merrillville High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Girls’ soccer player participated in a juniorvVarsity match without transfer being approved). 1. The Merrillville High School girls’ soccer program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, LaPorte High School must be notified of this rules violation and the match shall be forfeited if Merrillville High School was victorious.

Merrillville High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Volleyball player participated in a junior varsity match without transfer being approved). 1. The Merrillville High School volleyball program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, Griffith High School must be notified of this rules violation and the match shall be forfeited if Merrillville High School was victorious.

Monrovia High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Football player participated in a varsity game without transfer being approved). 1. The Monrovia High School football program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, Greencastle High School must be notified of this rules violation and the game shall be forfeited if Monrovia High School was victorious.

Mt. Vernon High School - Commissioner Ress reported the following action as a result of a violation of Rule 18-1. (Academically ineligible football player participated in three junior varsity games). 1. The Mount Vernon High School football program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility. 3. In accordance with Rule 3-9, the schools against whom this ineligible student athlete participated shall be notified of this violation and if Mount Vernon High School was victorious the games shall be forfeited.

Mt. Vernon High School – Commissioner Ress reported the following action as a result of a violation of Rule 111-4 .(Volleyball player exceeded the five game limit versus same team on same date). 1. The Mount Vernon High School volleyball program is issued a warning. 2. Coach Andi Reising is reprimanded for permitting this violation to occur. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, Washington High School must be notified of this violations and the varsity match versus Washington shall be forfeited if Mount Vernon was victorious. 4. Participation in six games shall count as two of permitted matches for this student athlete.

Muncie Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-7 (Foreign exchange student participated in soccer match without transfer being approved). 1. The Muncie Central High School boys’ soccer program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Foreign Exchange Student Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, the Blackford High School must be notified of this violation and the match shall be forfeited if Muncie Central High School was victorious.

Muncie Central North High School – Commissioner Ress reported the following action as a result of a violation of Rule 50-1.2 (Football player participated in a varsity game without minimum number of practices). 1. The Muncie Central High School football program is issued a warning. 2. Coach John Hochstetler is reprimanded for allowing this violation to occur. 3. In accordance with Rule 3-9, the game in which the ineligible student athlete participated shall be forfeited to Indianapolis Northwest High School if Muncie Central High School was victorious.

New Haven High School – Commissioner Ress reported the following action as a result of a violation of Football Scrimmage Rules (Football coach attended scrimmage of future opponent). 1. The New Haven High School football program is issued a warning. 2. Athletic Director Jesse Reyes is reprimanded for allowing this violation to occur. Coach Jim Rowland is reprimanded for attending a scrimmage in which his school was not participating. 3. The rule banning scouting at scrimmages is in place at the request of the Indiana Football Coaches Association.

New Haven High School – Commissioner Ress reported the following action as a result of a violation of Rule 111-4 (Two volleyball players exceeded five game limit versus same team on same date). 1. The New Haven High School volleyball program is issued a warning. 2. Coach Lito Wulliman is reprimanded for permitting this violation to occur. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, the match in which the student athletes exceeded the five game limits, shall be forfeited, if New Haven was victorious. 4. Participation in six games shall count as two of permitted matches for the two student athletes involved in this violation of the rules.

New Prairie High School – Commissioner Ress reported the following action as a result of a violation of Football Scrimmage Rules (Hosted football scrimmage without licensed officials). 1. The New Prairie High School football program is issued a warning. 2. Athletic Director Brian Williamson is reprimanded for allowing this violation to occur.

Noblesville High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Football player participated in four junior varsity games without transfer being approved). 1. The Noblesville High School football program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against whom this ineligible athlete competed must be notified of this rules violation and the games shall be forfeited if Noblesville High School was victorious.

North Decatur High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Boys’ golfer participated in three junior varsity matches without transfer being approved). 1. The North Decatur High School boys’ program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 3. In accordance with Rule 3-9, the meet scores must be recalculated after removing the score of the ineligible participant and the schools against which this ineligible athlete participated shall be notified of this violation and the recalculated scores.

North Putnam High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ cross country runner participated in a varsity meet). 1. The North Putnam High School boys’ cross country program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until they meet the minimum standards for academic eligibility. 3. In accordance with Rule 3-9, the time and place of the ineligible athlete must be removed from the official results and the team scores recalculated. The schools against which this ineligible athlete participated shall be notified of this violation and of the impact his removal had on the final scores.

Northfield High School – Commissioner Ress reported the following action as a result of a violation of Rule 111-4 (Volleyball player exceeded the five game limit versus same team on same date). 1. The Northfield High School volleyball program is issued a warning. 2. Coach Angie Dale is reprimanded for permitting this violation to occur. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, the varsity match versus Eastern High School, in which Northfield was victorious shall be forfeited. 4. Participation in six games shall count as two of permitted matches for this student athlete.

Norwell High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ tennis player participated in five varsity meets). 1. The Norwell High School boys’ tennis program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility. 3. In accordance with Rule 3-9, the meet scores must be recalculated after forfeiting the matches of the ineligible player. The schools against which this ineligible athlete participated shall be notified of this violation and of the recalculated scores.

Oak Hill High School – Commissioner Ress reported the following action as a result of a violation of Rule 56-3b (Two boys’ soccer players participated in more than allowable 3 halves in one session). 1. The Oak Hill High School boys’ soccer program is issued a warning. 2. Assistant Coach Tim Wright is reprimanded for permitting this violation to occur. 3. All four halves shall count toward the maximum number of halves allowed in a season for the two student athletes involved in this rule violation. 4. In accordance with rule 3-9 of the IHSAA By-Laws, Manchester High School must be notified that this violation occurred and the match in which the maximum number of halves was exceeded must be forfeited if Oak Hill was victorious.

Seymour High School – Commissioner Ress reported the following action as a result of a violation of Rule 56-3b (Boys’ soccer player participated in more than allowable 3 halves in one session). 1. The Seymour High School boys’ soccer program is issued a warning. 2. Coach Wil Smith is reprimanded for permitting this violation to occur. 3. All four halves shall count toward the maximum number of halves allowed in a season for the student athlete involved in this rule violation. 4. In accordance with rule 3-9 of the IHSAA By-Laws, Jeffersonville High School must be notified that this violation occurred and the match in which the maximum number of halves was exceeded must be forfeited if Seymour was victorious.

South Bend Adams High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Boys’ soccer player participated in several junior varsity and one varsity match without transfer being approved). 1. The South Bend Adams High School boys’ soccer program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against whom this ineligible student athlete participated must be notified of this rules violation and any of those matches in which South Bend Adams was victorious must be forfeited.

Tecumseh High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ tennis player participated in several meets). 1. The Tecumseh High School boys’ tennis program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility. 3. In accordance with Rule 3-9, the meet scores must be recalculated after forfeiting the matches of the ineligible player. The schools against which this ineligible athlete participated shall be notified of this violation and of the recalculated scores.

Terre Haute North High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3b (Football coach conducted open facility session after deadline). 1. The Terre Haute North Vigo High School football program is issued a warning. 2. Coach Chris Barrett is reprimanded for causing this violation to occur.

Union (Modoc) High School – Commissioner Ress reported the following action as a result of a violation of Rule 101- 1 (Volleyball player participated in varsity match without ten separate days of practice). 1. The Union High School volleyball program is issued a warning. 2. Coach Randy Shore is reprimanded for allowing this violation to occur. 3. In accordance with Rule 3-9, the match in which the ineligible student athlete participated shall be forfeited to Blue River Valley High School if Union High School was victorious.

Union County High School – Commissioner Ress reported the following action as a result of a violation of Rule 15- 1.1c (Girls’ cross country runner participated in a road race without a waiver). 1. The Union County High School girls’ cross country program is issued a warning. 2. The student athlete who participated in this road race during the cross country season was suspended for two meets.

Warren Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Football player participated in a varsity game without transfer being approved). 1. The Warren Central High School football program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, Merrillville High School must be notified of this rules violation and the game shall be forfeited if Warren Central High School was victorious.

Warsaw High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Athlete participated in boys’ track & field and three boys’ soccer matches w/o transfer being approved). 1. The Warsaw High School athletic program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, the places and meet scores for the regular season boys’ track & field meets must be recalculated after removing the ineligible participant. The schools against whom this ineligible athlete competed shall be notified of this violation and of the recalculated scores. The IHSAA will recalculate the Goshen sectional and Kokomo regional scores in boys’ track & field and notify all of the participating schools of the changes. 4. In accordance with Rule 3-9 of the IHSAA By-Laws, the three schools against whom this ineligible competed in boys’ soccer shall be notified of this violation and the matches shall be forfeited if Warsaw High School was victorious.

Wawasee High School – Commissioner Ress reported the following action as a result of a violation of Rule 50-1 (Boys’ soccer player participated in Junior Varsity match without ten separate days of practice). 1. The Wawasee High School boys’ soccer program is issued a warning. 2. Coach Peter Lucht and Assistant Coach Jared Kingery are reprimanded for allowing this violation to occur. 3. In accordance with Rule 3-9, the match in which the ineligible student athlete participated shall be forfeited to LaVille High School if Wawasee High School was victorious.

Western High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1c (Girls’ golfer participated in a non-school golf event without a waiver). 1. The Western High School girls’ golf program is issued a warning. 2. The student athlete who participated in this non-school golf meet during the contest season shall be suspended for two school meets.

Winamac High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Football player participated in a varsity game without transfer being approved). 1. The Winamac High School football program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 3. Coach Tim Roth is reprimanded for having an ineligible player in uniform and subsequently allowing him to enter the game. 4. In accordance with Rule 3-9 of the IHSAA By-Laws, North White High School must be notified of this rules violation and the game shall be forfeited if Winamac High School was victorious .
