Barr Community Council Minutes Thursday 11th of April 2019 7pm Barr Village Hall Present: Mrs Jacqueline Logan (JL) nominated Chair/Secretary/Minutes, Mr Alec Tait (AT), Mr John Logan (JRL), Gabbi Duval (GD) In Attendance: Cllr Ian Fitzsimmons (IF), PC Gordon (GG) Item Minute Action 1 Sederunt: As above 2 Declaration of Interest: None 3 Apologies: Mr Matthew Cross (MC), Mrs Isabel Kay (IK), Fergus Blair (FB) 4 Police Report: No crimes to report since 14th March 2019. 1incident was recorded where a family were suck in a ditch on the B734. Vehicle recovered and all safe. GG reported that the sheep worrying campaign is ongoing and that rural communities should remain vigilant re-theft of red diesel and domestic oil. 5 Minutes of: (a) The previous meeting of the Community Council were accepted as accurate. Proposed by AT, seconded by JRL. (b) Meetings of any sub-committees: None. 6 Matters Arising: Item 6 (9) - Replacement picnic bench for the upper trails car park. MC has agreed to investigate the procurement of a new bench approved by FCS. Ongoing now with BCA/BPDC. Item 6 (10) - The corner of Changue Road and Glenginnet Road double yellow lines in due course - IF could take up to a year. No update on removal of the tree on the corner. Repairs to the 2 areas of subsidence on Changue Road just beyond Bridge End and rise in large potholes has been reported to ARA by residents. Also consultation re-20MPH speed limit will be held in due course. IF IF also to chase re-barriers on B734 “Screws”. Item 6 (11) - IF is awaiting an update from Cllr. Peter Henderson about the new electric bus(s) one of which will be on trial for Barr. Item 11 - Signs on house on corner of Changue/Gleginnet Road not MC put back yet. House has been painted Matt Cross to chase. Item 11 - Flooding issue re-house on The Clachan. Matt Cross not in attendance so no update from Jeanne Freeman MSP. 7 Regular Reports: Treasurers Report - current BCC bank balance stands at £4441.94.64 with all of 2018-19 Grant Funding being spent plus further grants from BCC funds. Funding for 2019-20 from HHCBF (£5k) and CF (£5k) has not yet been approved and as in previous years may not be received until July – new Treasurer to chase. It was agreed that funding applications will now be deferred until 2019-20s tranche of funding is received. Funds can still be sought from HHCBF, CF and Assel Valley. HHCBF Report - No Report. It was agreed that the Foundation Scotland (FS) Questionnaire be deferred until the meeting in May. FS have been informed and if they need answers before the next meeting IK will deal. Carrick Futures - No Report. Assel Valley Report - No meeting. BPDC Report - AT reported that he had been in contact with Gareth at SSE regarding the Barr Legacy Fund which currently stands at £129,867.19 in order to provide the information for the paperwork for the Asset Transfer of the Hall from SAC. BPDC and BCA to merge to form Barr Community Trust (BCT) and change to a charity to take the Asset Transfer forward. Brunston Golf Club is now up for sale at £175k – when sold the funds will be distributed to the four Communities. BSSG - No Report. 8 Correspondence: (1) Confirmation from SAC of Election of Office Bearers for the Community Council at the AGM on 9th May 2019. (2) Treasurers Report and breakdown of income/expenditure from Tom Copeland, outgoing Treasurer. (3) Letter from Residents who have been in touch with ARA re- roads - for information. (4) Notification of SAC Rural Forum on 20th May 2019 at Annbank PS 7pm. (5) Notification of Caring for Ayrshire Conversation at University Hospital Ayr 24th April 10.00-12.30pm and University Hospital Crosshill 30th April 5.30-8.00pm. (6) Notification of People Powered Planning Conference at Trades Hall Glasgow 11th May 10.00-4.30pm. 9 Funding Applications: None. As per Item 7 Treasurer’s Report the current tranche of small grant funding has now been allocated. JL drafted a letter for the outgoing Treasurer to distribute to applicants to advise that Small Grant Funding was limited until next year’s funds come in from HHCBF and CF. In the meantime funds may still be applied for from Assel Valley, HHCBF/CF direct. 10 Open Forum: None. 11 AOCB: GD - Concerns raised re-parking and works traffic at school. It was GD agreed that GD would approach teachers and parents and ask them kindly to park at the Hall. If there is still a problem IF will take up with school. GD - Desire for a public allotment in Barr. AT suggested that the new Barr Community Trust would be the best vehicle to take this forward as they were already looking at green spaces with a view to getting funding to create meadows etc. JL - Reduction of meetings to 6 per year with further meetings if required. The majority agreed to 6 meetings and streamlined Agenda/Minutes. Meetings will now be held in January, March, May (AGM), August, September and November. JL to compile new list of meeting dates plus funding cut off dates and post in the Hall, JL Shop and School. All CCs to alert groups who apply for funding re- new dates. As there are a number of funding requests for the end of the year - Halloween, Bonfire Night, Christmas and New Year groups are advised to put these applications in for August or September. Applications can be combined for larger amounts of funding which are available from HHCB, CF and Assel Valley. JL - How do residents claim for damage to vehicles due to pot holes, is it SAC or ARA? IF said that, as with reports about road damage it is ARA who deal with complaints and claims. 12 Meeting closed at 7.50pm Next Meeting and AGM: 9th May 2019 at 7.00pm in the Village Hall. .
