PROTECTION FORUM MINUTES Update # 4

The Protection Forum is a network of humanitarian actors working various sectors of the displacement crisis. It is composed of at least 50 government agencies (represented at various levels), INGOs, NGOs, CSOs, and UN Agencies, and other organizations. Its primary role is to share information on protection risks and needs and to facilitate coordinated intervention among the various actors involved in IDP protection. The Protection Forum is co-led and convened by UNHCR, in coordination with the DSWD, and convened once a month.

V. PROCEEDINGS

Salient Points of Discussion, Action Points, Ways Forward, Agreement Introductions - Alpha Pontanal of UNHCR started the meeting with an introduction. - The attendees in the meeting provided a brief information of the interventions and activities of their agencies for the Marawi displacement (see table in Section III) Marawi Displacement Update - As of June 30, there are 1,086 displaced families in evacuation centres and 2,259 families in transitory sites. Homebased families, based on the consolidated data gathered from DSWD Region 10, MSS-BARMM-LSA and LSB number up to 22,682 - There are 15 transitory sites that are currently occupied, in Marawi, Saguiaran, and Matungao. UNHCR to add self-build site of CRS to CRS added shelters built under their “self-build” strategy as a separate entry in the list. the list Updates on the Action Points from Previous Meeting 1. With regards to IDP figures, UNHCR to obtain an updated data from MSS BARMM re Marawi IDPs Done 2. Alonto in a discussion with OCHA confirmed that Protection Forum members can use the data, subject to updates, due to the closure of some evacuation centres 3. Request ICRC to share source of numbers referred by the ICRC President – Ms Mirella Seguin Done clarified that at this point the main focus of ICRC is on the Protection of the population regardless of the number 4. Regarding the threat of demolition of temporary shelters made by IDPs and host communities in Issue will be discussed in the PF if there is Brgy. Santiago, Iligan City, - CHR was able to talk with the barangay council members and the a new threat of demolition barangay Secretary, as well as personnel of the day care center. In the last quarter of 2018, there was a scheduled demolition of temporary shelters but it did not push through. Barangay officials also did not take action on the matter given that it was already nearing the end of the year and local elections were upcoming in May 2019. A new Barangay captain was elected (Mr. Villaverbut with was no proper hand over of duties from his predecessor. CHR will attend the first barangay session to support the council, in case the issue comes up again. It should be noted that the affected families are combination of IDPs and residents. 5. UNHCR to refer Issue of child labor in Tagoloan to the CPWG - done Balai Rehabilitation will follow up on this issue 6. UNHCR to refer missing persons case to ICRC - done Done 7. Protection Issues from the MHT Joint Assessment and UNHCR Protection Monitoring 1. Limited knowledge of IDPs in evacuation centers and transitory sites on the GBV referral CPGBV WG to include this in the agenda pathway for its July 10 meeting and identify ways forward 2. Lack of streetlight sin Bito Buadi ITowa, Bahay Pag-asa, Rorogagus TS CARE will include these areas for possible MARADECA noted that the contract with the landowner for the use of the lot occupied by Bahay solar lantern distribution Pag-asaq is ending on Feb 2010, but the owner wants the land to be vacated by September 2019. For Pantaon and Rorogagus Proper TS, CRS will use the solar lamps originally installed in Guimba TS.

For Pantaon, CRS shared that they talked to LASURECO who already sent their staff to conduct a site assessment. However, there is no budget allocation for a lighting project. LASURECO will send the cost estimates to the BLGU, but implementation of this is subject to availability of funds 3. Security Concerns in Saguiaran ECs and Sarimanok EC needing increased visibility of BPAT, police CPGBV to coordinate with CSWO and MSWDO to increase police visibility in evacuation centers 4. Unaccompanied child in Area 5, Sagonsongan TS Balai Rehabilitation Center / NP to report the case to the CSWDO Marawi CPGBVWG to include this in the agenda in their next meeting 5. Possibility of damage to water reservoir in Pantaon TS due to the construction near the area UNHCR to ask UNH re ongoing project SP askes who is the designated shelter coordinator, so that there will be coordinated efforts, CRS to monitor the development prevent duplication and so that issues like this can be avoided in the future. OCHA agreed to send a letter to IFRC in Manila (still pending). UNHCR to seek update from OCHA regarding the request. 6. Pagalamatan ARMM BRIDGE Shelters (please see attached Protection Monitoring Report) UNHCR to meet with ARMM BRIDGE On June 14, 2019, 68 IDP families were relocated to the ARMM-BRIDGE shelter located in Program Management Office (PMO) in Pagalamatan, Saguiaran, Lanao del Sur. These include the IDP families from People’s Plaza EC, Cotabato; monitor results of meeting Pantaon EC, along with IDPs from within and outside Saguiaran, Lanao del Sur. between barangay LGU and Provincial LGU re access road Unfortunately, bounded to the recently occupied relocation sites are issues that expose the IDPs to risk. Only 4 taps in one location for the 66 currently sheltered in families. The IDPs have requested for at least a rain catchment /collector that will ensure they have water for daily household use o Muddy access road makes it unfavourable to children, elderly and other persons with disabilities. o No drainage system causing flooding to the shelters built on the lower portion of the site o There are some shelter units being shared by more than 1 family

Community-based Evacuation Centres UNHCR to include these sites in the There are currently 8 identified community-based evacuation centres for Marawi IDPs. UNHCR asked the PF members if they have additional information on these sites. - In Kadingilan, the tents are already dilapidated. Water gets in the tents when it is raining. The path is muddy - In Markazie and Kadingilan CARE Phils distributed CRIs - In Merila Tori, 27 families are beneficiaries of the CRS shelter project in Balo-i. The schedule of transfer is September or earlier Update from the Joint Child Protection and Gender Based Violence Working Group CASE MANAGEMENT: - Trafficking case (1) - survivor already rescued and reunited with family, no plans of filing case - Rape case (2) – involving minors (survivor and suspect); o CSWD coordinating with TFBM/HUDCC to prioritize family or transfer to transitory shelters to minimize community stigma - Reports of missing women and children (same trend as in 2018) Briefer on the CRS Shelter Project CRS can accept referrals for Phase 3 of Ms Marjorie Uka of CRS shared that their ongoing shelter project is Phase 2 of a 3-phase project the project. ◦ Target: evacuation center-based IDPs (ph 2); homebased beneficiaries fall under the 20% slot for landowner ◦ 20% slots to be referred by land owner as long as the IDPs pass the criteria ◦ Transitory shelters good for 5 years, landowner must be willing to lend land for this long Strategy 2: on-site built – ◦ beneficiary has own land and CRS will build the shelter (Iligan, Pantar, Saguiaran, Balo-i) Strategy 3: rental subsidy for one year Strategy 4: Cash for shelter ◦ Amount is still subject to finalization, but will be near the amount provided during Yolanda response (130-140k), which should cover materials and labor Any Other Business (AOB) UNHCR shared that even though World refugee day has passed, PF members can still participate in the #stepwithrefugees campaign by logging in the kilometres they walk, climb or run through the stepwithrefugees.org website. If they want to post their photos on Facebook, they can use the printable materials from UNHCR and tag UNHCR Facebook account as well

UNHCR shared new resources on Protection: One is a recently released report on participation of women and girl IDPs humanitarian settings, which will be shared to the PF members.

Another material is the Handbook on Children Recruited and Exploited by Terrorist and Violent Extremist Groups from the UN ODC.

ICRC shared that they might have some activities lined up for the World Humanitarian Day in August, subject to confirmation.

NP will be launching their early warning response structure this August.
