Minutes of the Meeting of the Brechin Diocesan Synod Held on Saturday, 5 March 2016 at Chalmers Ardler Church, Turnberry Avenue, Dundee

Synod Eucharist The Eucharist was celebrated at 9.30am. Bishop Nigel presided and preached, assisted by The Very Reverend Jeremy Auld and Mrs Linda Walls, Lay Reader. Bishop Nigel announced the opening of the Diocesan Synod. Refreshments followed. Welcome and Opening Remarks Bishop Nigel welcomed everyone to Synod and in particular Donald Urquhart from General Synod Office and Peter Mead whose Institution as of St Mary the Virgin, Arbroath and St Peter’s, Auchmithie will take place on Saturday, 12 March 2016. Thanks were given to St Luke’s and the Centre of Mission for providing the refreshments.

1. Roll Call of Members The roll call of those present is represented by the completed attendance slips. Apologies had been received. 59 were in attendance with 20 apologies. Bishop Nigel took the Chair 2. Minutes of Previous Meeting Paper A Minutes of Synod dated 7th March 2015 were presented. A number of changes had already been noted. Minutes were accepted.

3. Diocesan Statistics Paper B The Dean drew attention to the line relating to St Martin’s, Dundee. Mrs Mary Bowker, Inverbervie, commented on the smallness of the print. This was noted and it was hoped that a solution would be found for 2017. Bishop Nigel reported that an exercise was being carried out in the Province to capture other statistics. Proposed: The Very Reverend Jeremy Auld Seconded: The Reverend Canon Kirrilee Reid All agreed. 4. Diocesan Personnel Paper C Bishop Nigel thanked all who contributed to ministry within the Diocese and reported that there had been real challenges this year. However, with the arrival of The Reverend Peter Mead and the Ordination of The Reverend William Neill and the return of The Reverend John Lyon from India, three additional would be available by Easter.

5. Report of the Election of Lay and Alternate Representatives for 2016 Paper D Noted and accepted.

7. Report from the Diocesan Council Paper F Bishop Nigel reported that it had met 6 times since its inauguration. Strategy was a priority item in the Agenda of each meeting.

8. Report from the Diocesan Mission Officer Paper G Proposed: The Reverend Canon Fay Lamont Seconded: The Reverend Professor Annalu Waller Accepted by Synod Bishop Nigel thanked Canon Lamont and her colleagues.

9. Diocesan Buildings Committee Report for 2015 Paper H Proposed: The Very Reverend Dr Francis Bridger Seconded: Dr Aileen Black Accepted by Synod.

Thanks were given to Professor Peter Sharp for his commitment and hard work.

Bishop Nigel invited Dr David Bertie, Diocesan Archivist, to update Synod on the work he is undertaking on Church Registers. A survey of archives in each Charge is being undertaken, the first since the 1980s. Dr Bertie and the Bishop recommend that older material be transferred to the University of Dundee for safe keeping. Ownership remains with each Charge. Charges not yet visited will be contacted over the next two to three years in what is a three to four year project.

Dr Aileen Black questioned access to the archive. Dr Bertie listed when access for visitors was available and commented that the University is keen to emphasise accessibility. Dr Bertie was thanked by Bishop Nigel for the work he undertakes on behalf of the Diocese.

10. Report from Information and Communications Paper I Proposed: The Reverend Canon Michael Turner Seconded: The Reverend Kerry Dixon Accepted by Synod. Thanks were expressed to all involved and in particular, The Reverend Canon Turner as Editor of Grapevine.

11. PVG Report for 2015 Paper J

Mrs Judy Robinson, St Mary Magdalene’s, queried to whom the Regulated Workforce List was given. Donald Urquhart, General Synod Office, was uncertain who keeps the Register but would seek clarification.

Proposed: Mrs Cheryl Birse Seconded: Mrs Vina Strachan All agreed and accepted. Mrs Birse was thanked for her work.

Mrs Judy Robinson indicated that she was willing to act as a Laity Alternate Lay Rep in order to reduce Diocesan representation to 6. The formula for election from charges to General Synod will need revised at Diocesan Synod 2018.

The three remaining vacancies on the committee were not filled.

Provincial Youth Network - This vacancy was taken to Diocesan Council. Accepted and agreed by Synod.

14. Canon 52, 57, 60 and 63 – Second Reading Paper M

Gregor Mitchell, Chancellor, explained the rationale behind the changes in the Canons. The purpose was to bring them in line with the law of Scotland by reducing the age for eligibility from 18 to 16. The other change was the removal of Confirmation as a requirement for certain offices.

The Very Reverend Jeremy Auld, , St Paul’s Cathedral, advised that in terms of Canonical amendments even at Diocesan level, Synod had to vote in separate Houses.

Canon 52 was approved unanimously by the House of Laity and the House of . In the House of Clergy, 1 vote was cast against acceptance.

Canon 57 – Synod offered no comments and the change in the Canon was unanimously accepted by all three Houses.

Canon 60 – Synod offered no comments and the change in the Canon was unanimously accepted by all three Houses.

Canon 63 - Synod offered no comments and the change in the Canon was unanimously accepted by all three Houses.

15. Dean’s Report The Dean reported that he had inspected registers at St Mary the Virgin, Arbroath, St James the Great, Stonehaven, St Ternan’s, Muchalls and St Peter’s, Auchmithie. The register at St Margaret’s, Lochee would be inspected shortly. The Dean reflected on the congregations in the Diocese who wish to serve the Gospel and witness to Christ and to represent Episcopalians, and who do so with all their heart, even though it may be a struggle and difficult for them. It is incredible what tiny congregations can achieve and the money they can raise. However, we must recognise that we are approaching a crunch time. The average age of congregations is at the upper end and there is an absence of younger people. Something needs to be done within one to two years, or the pattern of decline will accelerate and the point will be reached when some congregations will have become so depleted, that they will collapse. The impending reduction from 2018 in Provincial support will be reduced to a point that it will not even match one full-time stipend. Over the next couple of years, tough, bold and courageous decisions need to be taken. During the Episcopacies of successive Bishops reports have been produced but not acted upon. This cannot happen again. The whole Church must face up to what has to be done and we must act now. 16. Call to Action – Mobilising for the Future The Reverend Kerry Dixon introduced the Log Frame exercise in which Synod members were about to participate. He explained that the Diocesan Council had already undertaken this exercise but felt it important to get input from Synod and for it not simply to be an exercise from the top down. The question discussion groups were being asked to deliberate on is “If the Diocese of Brechin was ultimately successful what would that look like?” Synod members spent 40 minutes in small groups discussing this question.

17. Companion Dioceses Report Paper N

Mrs Pat Millar introduced the Report and made two additional comments. She reminded members of the drought in Swaziland which is now a national emergency and she asked that if Charges had any plans for fundraising or funds not already dedicated to a cause, they might consider donating the money to Swaziland. Any such money should be directed to Holy Trinity, Monifieth, to ensure that it reached the intended recipients in a fast and secure manner. She asked that we remember Swaziland in our thoughts and prayers.

She spoke on the Young People’s Pilgrimage involving young people from the Dioceses of Swaziland, Iowa and Brechin who were hosting the event in July. She thanked Iowa for sponsoring the Swazi delegates and assisting Brechin with costs. Proposed: Mrs Patricia Millar Seconded: Mrs Linda Walls Agreed and accepted by Synod. Bishop Nigel thanked Pat for her work throughout the year and requested that she pass on our thanks to Holy Trinity, Monifieth.

18. Bishop Allan – New Structures for an Eternal Message Bishop Allan provided a wonderful insight into the processes for future strategy that had been and are still being carried out in his Diocese of Iowa. He also paid tribute to the Reverend Barbara Schlachter, who had died recently and had been in the forefront of the movement for women Priests in the 1970s. 19. Annual Accounts and Treasurer’s Report Paper O

In presenting the Report, Mr Allan Duffus, Diocesan Treasurer, highlighted the ongoing reduction in grants and went over the Statement of Financial Activities. Adoption of the accounts was proposed by The Reverend Canon Michael Turner and seconded by Dr Aileen Black. The appointment of Mr Neil Young, Bird Simpson as Independent Examiner. Treasurers report was agreed. Budget for 2016

£131,629 needs to be raised from quota. Increase is .5% Income from most Charges has reduced. Quota is based on an aggregate of the last three years’ income and the treasurer expressed regret at the level of quota that was now required from the Cathedral. It was providing 23% of quota. Allan questioned whether the mother church should do so much and felt this was a challenge for other Charges.

Provost Jeremy Auld, St Paul’s Cathedral, Dundee observed that the Cathedral congregation accepted that it was part of something bigger but that money being raised by quota would only increase resulting in the Cathedral paying an ever great amount. A great deal of money needs to be spent, not least, in addressing the complete lack of accessibility for all. An increasing number of people are no longer able to come in to the Cathedral. Currently the burden for maintenance and renovations is being carried entirely by the Cathedral congregation. He concluded by questioning what the Diocese £2million in reserves was for. If it was for a rainy day, then that day had arrived.

The Reverend Professor Annalu Waller said that bold decisions needed to be taken. She felt that we were becoming an increasingly congregationally based Church and to survive we needed to become more Episcopalian again. Skills, resources and investment should be consolidated where it was needed most. She exhorted Synod to put minds and faith to tackling the Diocesan responsibility for making the Cathedral accessible to all.

The Reverend Ashley Cummins asked if Diocesan Council would consider releasing the funds in light of the comments from Provost Jeremy and Reverend Professor Annalu.

Bishop Nigel said that this matter would be picked up by the Diocesan Council.

The Very Reverend Dr Francis Bridger, speaking as Dean, asked the Treasurer to comment on the amount in the Annual Accounts for the Dean’s expenses. Allan responded that this was a technical error from last year.

Bishop Nigel congratulated Holy Rood, Carnoustie, on paying off its remaining historical quota debt and that they are moving on with interesting projects. Approval of the budget and quota. Proposed: Robert Pemble Seconded: Canon Michael Turner Accepted and agreed by Synod.

Bishop Nigel warmly thanked Allan on behalf of Diocesan Synod.

20. Call to Action Update

The Reverend Kerry Dixon reported on the outcome of the morning’s group discussions. There was an overall consensus in the comments made. Worship should be renewed and modernised to make it attractive for those who currently do not attend Church. The greatest number of comments reflected the view that there should be a seismic shift in doing mission. The Church needs to go out to meet the needs of the Community to do what we say we believe. Another common comment was rationalisation of buildings so that they are fit for purpose and used creatively in order to support mission. Appropriate leadership can help lead to change and we need to work together and the Diocese needs to work together as a team and not as individual churches. Financial resources need to be released now. There was an ethos of change and a desire for action which all would need to embrace. Planning with the Diocesan Council would continue and future plans, once they have been distilled, would be shared with Synod members.

Item 7 Paper F Diocesan Council Report Diocesan Council met eight times during 2016. Membership is the Bishop (Chair) and the Dean, the Mission Officer, the Ministry Officer, the Treasurer, the Convener of the Diocesan Buildings Committee and the Diocesan Secretary; the two elected clerical members are the Reverend Samantha Ferguson and the Very Reverend Jeremy Auld; the two elected lay members are Mrs Patricia Millar and Mrs Karen Willey. With the help of the Reverend Kerry Dixon Council has explored the future strategic priorities for the diocese, thinking about mission, resources and fresh initiatives - for example youth mission. Robson St Clair, appointed as our Provincial Youth Network Representative attended one Council meeting. Council has received regular officer reports and dealt effectively with the routine staffing, financial and property matters and provincial business. Quinquennial Well Church Visits were undertaken at Montrose, Inverbervie and St Luke’s Dundee. Other important topics discussed included: Understanding Diocesan Share: Understanding Diocesan Assets and Reserves; Grants for Ministry; Companion Dioceses; Funeral Poverty; Cathedral Developments. The Diocesan Office relocated to St John the Baptist Church Dundee during the summer and is successfully establishing a Diocesan Centre within the complex of buildings – church, halls and offices. The Diocese acquires the St John’s Church charitable purposes, assets and liabilities at the dissolving of the Charge. Modest refurbishment is under way, working towards fresh worship and community focused projects. Mrs Jackie Milton, Personal Assistant to the Bishop moved to a full time appointment at The Alliance Trust in October; the diocese is indebted to her tremendously personable and professional contributions over four years. What has happened in 2016?

Going for Growth The Diocesan Council is reviewing the Mission Strategy for the Diocese but in the meantime I would continue to encourage congregation to continue to use the document presented at Synod in 2013 and if they would like help in pursuing their own plans for growth to contact me and I will be happy to visit with vestries, rectors or congregations. We have revised the process for the Quinquennial Review Group visiting churches every 5 years and I continue to be part of that group where we can listen and share the journey of each congregation as they review their own growth.

Faith in Community Dundee I have continued to represent the Diocese as a member of the Board. This organisation is based in Kirkton Community Centre and its principal officer is Jacky Close. Through the year we have supported many different projects throughout the city who are trying to fight poverty in their communities and had a great deal of success working with Dundee City Council preparing its Fairness strategy hosting an excellent Faith & Fairness Event: in Sept 2016 around the theme of. Isolation and Exclusion and the production of an excellent report in conjunction with DCC called “The True Cost”. We have just appointed a Music Development worker to work in the Lochee and Stobswell areas of Dundee to developing new initiatives in music with people in recovery, struggling with mental health or moving through the criminal justice system. We also have a Funeral Poverty Action group working across the churches, faiths and with secular groups to highlight the increasingly high cost of funerals and possible alternatives.

Provincial Mission Board I continue to attend the Provincial Mission as Diocesan representative. This Board covers Global Partnerships, Church in Society, Ecumenical affairs and many other issues coming under the Church’s Mission Policy including matters from all the Provincial networks. I also represent the Diocese on the Living mission network. I have also represented the Province on the Scottish Church Census Group and on a seminar for religious observance in schools.

Tri-Diocesan Prayer Diary Thanks to Sharon Louden who has coordinated and produced the Tri-Diocesan prayer diary. I would encourage its regular use in all congregations.

Mission Planning I will continue to make myself and the resources that I have available to all congregations to help them pursue their plans for mission and growth.

Item 9 Paper H Diocesan Ministry Officer Report Vocations & Training Update

I have been the Diocesan Ministry Officer for the past 2 years. This has been alongside my role as Director of Ordinands and Vocations Adviser for the diocese. In my role as Ministry Officer I have also contributed to the life of the Diocese as a member of the Diocesan Council.

Ordinands Development As DDO, over the past year I have journeyed with a small number of potential candidates. The size of our diocese and the number of candidates in Brechin are always small, which makes me conclude that it would be preferable to join with other dioceses in the future for discernment etc. Candidates may find it much more useful exploring within a larger pool of fellow candidates to aid their vocational discernment.

Training Training materials have been developed (with help from Diocese of Glasgow & Galloway) for Eucharistic assistants, those in pastoral care and worship leading. They are entitled; 1) An Introduction to the Ministry of Pastoral Care (including home communion) 2) The Leading of Worship A number of training sessions have taken place in the charges of St Andrews, Brechin; All Saints, Glencarse and a larger session for Lay Reading and Worship Leading at St Marys, Arbroath. These have been well received with healthy numbers and positive feedback from the sessions. The ongoing development of leadership from lay people is crucial, I believe, for the continuing ministry in our challenging context.

Provincial I sat as a board member of The Scottish Episcopal Institute. This involved training with other DDOs, mainly in Edinburgh- exploring criteria for ordination and coming together to work towards common processes throughout the province.

I resigned from my position of Diocesan Director of Ordinands, Ministry Officer and Vocations Adviser, on completion of the 2 year Partnership Agreement. This was effective end of December 2016. I will no longer sit on the Diocesan Council nor remain a board member of the Scottish Episcopal Institute. I am thankful for the opportunity to serve God in this role but I will now have space to further develop my spiritual direction and retreat ministry.

The Diocesan Buildings Committee has two main, and clearly defined, areas of responsibility: discharging the responsibilities of the Diocese under Canon 35 and ensuring that properties in the diocese are maintained to an adequate standard. Diocesan Communication Officer Report

Communications Group: Karen Willey (Convener), Sharon Louden (Diocesan Office and Brechin Bulletin), Rev Michael Turner (Grapevine) and Linda Walls The Remit of the Group is: 1. to provide a channel of communication between Province, Diocese and Congregation; 2. to further an awareness of the church, its work and mission through the media; and, 3. to provide help to congregations with regard to publications and communication.

As well as the aims outlined above, I feel it is important that there is horizontal communication between the dioceses and between congregations. What has happened in 2016: Diocesan Website - The Group meets with the Bishop regularly to discuss how the website could be improved. Sharon Louden regularly updates the website with news, events and articles that Bishop Nigel has written for The Courier. Information and Communications Board - I have attended the meetings of the I and C Board at the General Synod Office on behalf of the Diocese and reported back to the Diocesan Council. The main items of discussion have been: social media guidelines, a magazine website, Inspires magazine (use it or lose it), SEC Communications Policy, General Synod 2016 live video streaming, Press and the Canon on Marriage, Redesign of the SEC Welcome leaflets. The Vestry Resources section on the SEC website is comprehensive and very useful for new vestry members. Plans for 2017:

 Revamp the Diocesan website.  Maintain contact with Communication Convenors from other dioceses to share information.  The Group could help any congregations which would like to use the Provincial template to set up their own website – possible workshop?  Organise a workshop in the Diocese which is relevant to the needs of charges.  Send a letter to charges for discussion at vestry meetings to include the questions below. Questions: What would you like a communications workshop to be on? How do you feel the diocesan website could be improved? How do you feel the provincial website could be improved? Would you like to join the Communications Team in the Diocese? What would you like me to bring up at the next Diocesan Council meeting/I and C Board meeting? I go to these meetings on your behalf and would like to represent you accurately. What would you like the Diocese to do for you in relation to communication?

Item 12 Paper K Protection of Vulnerable Groups Report Our Diocesan PVG Officer Mrs Cheryl Birse resigned in December 2016 on removal to England. We are enormously grateful for her commitment and diligence in this important role. Cheryl has handed over her files to the Diocesan Office ready for her successor. We can report that all Charges in the Diocese have PVG Co-ordinators and that PVG matters are regularly on Vestry agendas. We believe that all those in regulated work with children or vulnerable adults have been identified and registered; however local church life is complex and fluid and we must remain vigilant. The Diocese and Charges continue to receive Provincial updates on PVG matters but no safeguarding training events were held during 2016. The Diocesan Office holds personnel records for all licenced and permissioned clergy, and for Lay Readers. We believe that those required to have PVG registration have been appropriately processed and that we have the necessary paperwork. We are expecting to receive a Provincial PVG Audit of the Diocese sometime in the near future and one of the first tasks for the new Diocesan PVG Officer will be to undertake an internal audit. As Bishop I am responsible for ensuring that the highest standards of safeguarding awareness and practice are maintained within the life of the Diocese. I am acutely aware that we must never become complacent and that the Church (together with other institutions) remains in the public eye as far as safeguarding is concerned. +Nigel Brechin

Item 13 Paper L Companion Diocese Links Officer Report

Isaiah Chapter 35 The wilderness and the wasteland shall be glad for them, And the desert shall rejoice and blossom as the rose. (Verse 1) The parched ground shall become a pool, And the thirsty land springs of water; In the habitation of jackals, where each lay, There shall be grass with reeds and rushes. (Verse 7).

Throughout the past year, our commitment to strengthen and develop our involvement with our Companions in Iowa and Swaziland has continued. Electronic contact with Iowa and Swaziland is regular and has been strengthened by exchange visits where people have been able to spend time together and to share experiences, worship, visits and discussions.

The highlight of 2016 was the Young Adults’ pilgrimage hosted by us in Brechin Diocese in July, when 15 young adults from all three dioceses, along with the three bishops, spent ten memorable days in our diocese living, worshiping, travelling. relaxing and studying together.

The overarching theme for the pilgrimage was ‘Discovering Spirituality’ and the study sessions, led by the three bishops, had as their focus ‘Spirituality and Culture’. I have written about the pilgrimage in some detail in the Brechin Bulletin and in Grapevine. It was a special experience for all those involved and has led to firm, continuing friendships and strong support networks. The benefits of social media groups are clear in the regular messages from all three dioceses with exchanges of news, photos of special events, requests for prayers , and assurances of mutual support.

In August 2016, Bishop Nigel, Bishop Alan of Iowa and I were invited to attend and participate in the Diocese of Swaziland’s triennial Diocesan Synod in Mbabane in September. Bishop Nigel was unable to travel because of commitments here and so I travelled alone to represent our diocese and met up with Bishop Alan and his two travel companions from Iowa.

The Synod was held over three days at Thokosa, the Diocesan Centre in Mbabane. Many of the clergy from more distant areas stayed at Thokosa for the three days and we all enjoyed the extra opportunities to meet and talk together. The synod programme was full – each day started with a Eucharist service at 07.00 in Thokosa Chapel and after breakfast the days’ programmes began and continued until early evening, with only short breaks for lunch and tea. The format was formal and supporting papers were available for most reports and discussion topics. Although the official Synod language was English, people did revert to Siswati when they felt a need to express themselves more eloquently. It was a most interesting if demanding experience and a privilege to be there for the whole event. In addition to attending Synod, we travelled widely to attend some special services and to visit rural in some of the worst-hit drought areas.

The poorest people in Swaziland continue to struggle; indeed there is distressing evidence of reduced quality of life for many in the rural areas.

The awful drought continues in these poorest areas. There were some early rains, so people ploughed and planted, but in some parishes the second rains did not come and so the seeds died without ever germinating. In other areas the second rains came and seeds germinated, but there wasn’t enough rain to allow them to thrive and there was a struggle to try to keep young plants alive. So many children face constant hunger, malnutrition and associated health problems as the drought continues into a fourth year – and adults too, in these remote little communities, are weak, hungry and seeking food. HIV/AIDS and illnesses such as TB and malaria continue to ravage lives and families and the welfare of orphans and child-headed families continues to cause great concern. It’s heart breaking to witness.

In the past year, our fundraising efforts for Swaziland have again been very successful. Some charges are actively and regularly engaged and see this work as a key aspect of their mission and outreach; some charges continue to give following special events and seasonal appeals. During the past year, we were also fortunate to receive another generous grant from SECMA to support our involvement in Swaziland. Every penny is welcomed with gratitude.

We have a robust process in place to oversee the receipt and disbursement of funds and we can assure all donors that the funds we transfer do reach the intended recipients safely and fairly promptly. Holy Trinity Church, Monifieth continues to process all funds collected from our diocese and I am indebted to Keith Florence, the Church Treasurer, for managing this on behalf of the diocese. Any donations to be given by cheque should be made payable to Holy Trinity Church.

I started 2017 wondering how we might meet the increasing need for support for food supplies for the children, for resources for the Home Based Care Teams and for funds to help sustain and develop Olive’s Gardens – the vegetable gardens’ project. And once again help came just when we needed it. This time it came from the Far and Wide Charity run by Stonehaven Churches. We received a wonderful donation from them of £5,000 and this has already gone to Swaziland to be used for food supplies and the gardens project.

The people of the Diocese of Swaziland work steadfastly to support those who are most vulnerable. They have such faith and remain firm in the belief that God will give them the strength to overcome the challenges they face in their daily lives.

2017 marks the 10th year of my role in promoting our Companion Links’ work. I am truly grateful for the continuing support from charges and individuals – both financial support and encouragement.

Since Synod in March 2016, and at the time of writing this, we have sent a total of £10,086 to support various projects in Swaziland. It is a wonderful outcome, due entirely to the generosity and commitment of folk in our small diocese and to additional encouragement and support from other contributors this year such as family and friends, Coastline Quilters’ group, SECMA and Far and Wide, Stonehaven. My thanks and gratitude go to all who continue to support our Companion Links’ work.

Please hold Swaziland and Iowa in your thoughts and prayers as we look ahead to our continuing involvement in 2017 - and as some of our young adults begin to consider the possibility of a visit to Swaziland, to strengthen existing links and to build new social and mission networks.

Diocesan Youth Officer (Provincial Youth Network Representative) Youth Report September 2016 - February 2017

After being granted this role in September of last year, it has been my responsibility to establish a solid group of young people within the Diocese of Brechin and to give them a clear path of progression for the future of the church. This has not been an easy task, to say the least. Youth is scarce in our diocese however, there are young people out there to be found and developed.

September In September I hosted youth and leaders from other Diocese’s in St Mary Magdalene’s: this was my first official event. A movie night with refreshments culminating in a sleepover and a much needed breakfast ensured success for the first of what I hope to be many events within this Diocese. Although there was not anyone from the Brechin Diocese there but me, links shared throughout each diocese makes for a promising future.

November In November a youth event solely for Brechin was held on bonfire night. This involved me and others from St Ninian’s with whom I have been working with in a wider context with regard to our links with Swaziland and Iowa. The event we included laying the foundation of what younger people could expect to come in the future. This was celebrated with pizza which is always well received. Four of the fifteen to twenty people I have identified attended.

December - January Throughout December and January as everyone is usually bogged down with commitments I thought it best to have a short break and restart afresh in February. During this time I have been trying to establish contact with as many young people as possible in the hope that I can gather more for future events. In these six months I have been trying to reach out and re-establish connections that have faded and withered over time. A connection has been re-established with the youth of St Ninian’s and in the coming months I hope to explore this further. I have also been strengthening myself spiritually and learning more about what I can teach others. St Mary Magdalene’s and St Margaret’s have been where I have based most of my work thus far, but I will be extending this and also I intend to get up and running on my work with the Cathedral. The end goal is too send young people to Glenalmond, an important provincial retreat for young Episcopalians. I believe the future is bright. Robson St Clair

Item 17 Paper P CANON SIXTY-THREE OF THE OFFICE OF LAY REPRESENTATIVE

A first reading of an alteration to Section 3 of the Canon is to be proposed. The text to be added in Section 3 is shown in italics and the text to be deleted is scored through.

1. In every Incumbency or Joint Incumbency and in private Chapels qualified under Canon 40 Section 4, in such Dependent Congregations as are qualified under Canon 39 Section 2, and in every body of communicants permitted under section 2 below to elect a Lay Representative, the cleric in charge or, in the event that there is a vacancy or no cleric in charge, such person as the Bishop shall direct, shall once in every year convene a meeting of the lay communicants of each congregation for the election of a Lay Representative to represent that congregation in the Diocesan Synod together with an Alternate Lay Representative who, in the absence of the Lay Representative from any meeting, shall be entitled to exercise all the powers of the Lay Representative. These office-bearers shall enter office immediately on election.

2. Where, for a continuous period of at least three years in any diocese, there has existed a body or bodies of lay communicant members of that diocese (not less than thirty in number) whether or not comprising a congregation for the purpose of the preceding section, who regularly worship together but have no right to elect a Lay Representative under any other provisions of the Canons, the Bishop may, subject to such conditions as may be prescribed by resolution, and the approval of the Diocesan Synod, sanction a scheme or schemes to enable the members of such a body or bodies to elect a Lay Representative and upon such a scheme being sanctioned the members of each such body may elect a Lay Representative. In the case of a religious community with a private chapel sanctioned under Canon 40, the requirement that the lay communicant members of the diocese belonging to that body number not less than thirty, shall not apply.

The Lay Representative and the Alternate Lay Representative shall, unless otherwise provided in the constitution of the congregation concerned, become a member members ex officio of the Vestry of that congregation.

The Lay Representative and Alternate Lay Representative should be members of the congregation electing them, but any lay communicant member, not under sixteen years of age, of a congregation or body as specified in Section 2 above within the diocese and resident within the diocese is eligible to hold office.

5. No person shall hold office of Lay Representative or Alternate Lay Representative for more than one congregation or body, other than a linked charge, in the diocese at the same time.

Item 17 Paper P CANON TWENTY-TWO OF DIVINE WORSHIP AND ADMINISTRATION OF THE SACRAMENTS AND OTHER RITES AND CEREMONIES OF THE CHURCH The current text of Canon 22 and its schedule is set out below for information. The text to be added is shown in italics and the text to be deleted is scored through. 1. Except in so far as sections 3 and 4 hereof otherwise provide the conduct of divine worship and the administration of the sacraments and other rites and ceremonies of the Church shall at all times be in accordance with the authorised services. 2. The authorised services are those listed in the schedule to this Canon which the General Synod may by resolution passed on the recommendation of the Faith and Order Board amend by way of addition, deletion or other alteration. The authorised services are those listed in the schedule to this Canon. Any proposed addition, deletion or other alteration shall be initiated only on the recommendation of the Faith and Order Board and shall proceed by way of the process set out in Canon 52, section 17 and by no other process. 3. The College of Bishops may authorise the use for a defined experimental period of other services which may be added to the schedule by resolution of the General Synod at the end of that defined period. 4. A bishop may in the exercise of the powers traditionally vested in the episcopal office permit the use of services other than those specifically authorised under this Canon if that Bishop deems such use to be pastorally appropriate. The Episcopal Synod may, however, restrain such exercise of these powers or impose conditions thereon and may do so either generally or with reference to particular localities, cases or circumstances. 5. It shall be within the competence of the College of Bishops to determine from time to time what hymns, litanies, translations into Gaelic and other languages, versions of the Psalter and the Bible, and lectionaries shall be authorised. 6. In every congregation the Holy Communion shall be celebrated, when in the opinion of the Bishop it is reasonably practicable, at least on every Lord’s Day, on the Great Festivals, and on Ash Wednesday, and appropriate provision shall be made for public worship on Good Friday. 7. Subject to the rights and duties of the Bishop, responsibility for divine worship in every congregation shall rest with the Rector, and shall extend to overall control of all aspects of divine worship, including organ, music and choir. Before making any material change to the conduct of worship or form thereof, it shall be the duty of the Rector to consult with the Vestry and congregation in order to ensure that any proposed change is adequately prepared and explained, and is not unacceptable to the congregation generally. Should any serious difference arise within a congregation regarding the matters to which this Section relates, the Rector shall endeavour to resolve the same and, if requested to do so by the Vestry, shall refer the matter to the Bishop to be determined as the Bishop may think best. 8. The celebration of Festivals and the observance of Holy Days shall be according to the Scottish Calendar (1991), and the commemoration of the Saints and Heroes of the Faith shall be as prescribed therein. The Scottish Calendar (1991) may be amended from time to time by Resolution of the General Synod on a motion approved by the Faith and Order Board. A Diocesan

Bishop may authorise additional commemorations within the Diocese, subject always to any restraint imposed by the Episcopal Synod.

CANON THIRTY-ONE OF THE SOLEMNISATION OF HOLY MATRIMONY The current text of Canon 31 and Appendix 26 is set out below for information. The text to be added is shown in italics and the text to be deleted is scored through.

1. The Doctrine of this Church is that Marriage is a physical, spiritual and mystical union of one man and one woman created by their mutual consent of heart, mind and will thereto, and is a holy and lifelong estate instituted of God. 2. No cleric of this Church shall solemnise Matrimony except in accordance with the civil law of Scotland for the time being in force in relation to civil marriages and unless satisfied that compliance has been made with such preliminaries as are therein required for the Solemnising of Religious Marriages. 1. In the light of the fact that there are differing understandings of the nature of marriage in this Church, no cleric of this Church shall be obliged to conduct any marriage against their conscience. Any marriage which is to be conducted by a cleric shall be solemnised strictly in accordance with the civil law of Scotland for the time being in force and provided said cleric is satisfied, after appropriate enquiries, that the parties have complied with the necessary preliminaries as set forth in the civil law. No cleric shall perform the Marriage Service, nor permit it to be performed in Church, for parties who are within the forbidden degrees as specified in Appendix 26. No cleric shall solemnise a marriage between persons of the same sex unless said cleric shall have been nominated on behalf of the Church to the Registrar General for Scotland.

32. No cleric shall perform the Marriage Service, nor permit it to be performed in Church, for parties who are within the forbidden degrees, as specified in Appendix No.26. No cleric shall perform the Marriage Service, nor permit it to be performed in Church for parties, for one or both of whom a decree of Nullity of Marriage Ab Initio has been pronounced by a Civil Court, nor for parties, either of whom has had a previous marriage dissolved quoad civilia in a Civil Court, so long as the other spouse in the marriage so dissolved remains alive, unless that cleric shall have been given a Certificate of Authorisation on the grounds that there is no ecclesiastical impediment to the marriage in terms of Section 43. 43. In cases where a decree of Nullity of Marriage Ab Initio has been pronounced by a Civil Court, or in any case where either or both parties to a proposed marriage has, or have had, a previous marriage dissolved quoad civilia in a Civil Court, but the other spouse to that marriage remains alive, any cleric to whom an approach is made by or on behalf of either party with a view to the solemnising of such proposed marriage shall refer the matter to the Diocesan Bishop. Upon receiving such reference, the Diocesan Bishop shall make such enquiries into the circumstances of the case, and take such pastoral and legal advice, as shall seem appropriate, and thereafter may issue, or decline to issue, to an officiating cleric, a Certificate of Authorisation in terms of Appendix No.27 authorising and approving that cleric's officiating at the Solemnisation of Holy Matrimony of the parties concerned according to the Rites and Ceremonies and Canons of the Scottish Episcopal Church. No Bishop shall entertain an application which has already been before another Diocesan Bishop of the Scottish Episcopal Church without the agreement of the Bishop of that other Diocese and the Episcopal Synod. 54. A cleric may use the form of Benediction provided in the Scottish Book of Common Prayer (1929) to meet the case of those who ask for the benediction of the Church after an irregular marriage has been contracted or after a civil marriage has been legally entered into, provided only that the cleric be satisfied that the marriage is not contrary to Sections 3 and 4 2 and 3 of this Canon.

65. The solemnisation of Marriage shall take place in Church except with the written sanction of the Bishop. Clergy and laity of the Diocese meeting in the Brechin Arms, Brechin in February 2017 to discuss the proposed changes to the Marriage Canon coming to Diocesan Synod and General Synod later in the year. A similarly well attended meeting was held at St Mary’s Broughty Ferry.

Item 18 Paper Q Report To Diocesan Synod On St John The Baptist, Dundee As members of Synod will know, St John the Baptist, Dundee, has been in process of winding down over the past 18 months. Following the dissolution of the partnership between St JB’s, St Martin’s and St Margaret’s in 2014, it became increasingly clear that St JB’s could not be sustained as a separate charge beyond the very short term: a decline in membership through age, infirmity, death and transfer to other congregations, meant that by the end of 2014 hard decisions required to be made. Despite the end of the three-fold partnership, a two-way partnership continued between St JB’s and St Martin’s. The vestries met jointly as well as severally, Sunday worship was held jointly, and pastoral ministry offered to both charges by myself and Helen as interims from 2014. Discussions between the vestries, Bishop Nigel and Diocesan Council took place between the autumn of 2014 and spring 2015 with a view to discerning the best way forward. The outcome of these was that all parties agreed that Sunday worship should discontinue at St JB’s and that, operationally, the two charges should be regarded as a single entity whilst retaining separate vestries for trustee purposes. The minute to this effect was formally adopted by the vestries in June 2015.The final Sunday service was held at St JB’s on August 31st 2015. Since then, the diocesan office has moved to the St JB’s premises, and discussions are in progress as to how the campus might be best used in the future. In July 2016, the (now depleted|) vestry of St JB voted unanimously in favour of passing responsibility for the premises to the diocese at the earliest opportunity. They also requested dissolution of the charge as soon as possible and agreed that, subject to permission from OSCR, the concomitant dissolution of the charity should entail the transfer of St JB’s financial and other assets to the diocese. Under the direction of Miller Hendry solicitors, these permissions have now been received and the assets transferred. The financial assets held in the SECUTP were valued at the time of transfer at £44,000 market value. Diocesan Synod is invited formally to ratify the winding up of the Charge (Canon 36-12) so that the final set of legal documents can be completed to effect this. Francis Bridger

SCOTTISH EPISCOPAL CHURCH DIOCESE OF BRECHIN (Scottish Charity No SC016813) RULES OF ORDER OF DIOCESAN SYNOD (Adopted by Synod in 2000) 1. Application These rules of order shall apply to the proceedings of the Diocesan Synod whether sitting as one body or in separate Houses of Clergy and Laity. 2. The Chair – Powers and Duties Deference shall at all times be paid to the authority of the Chair. All points of order shall be addressed to the person occupying the Chair, stated briefly and audibly, and raised immediately the perceived irregularity occurs, otherwise the person occupying the Chair shall dis-allow them. Points of order shall not introduce new subject matter. Speeches shall not be allowed on points of order. Where, in the view of the person occupying the Chair, the matter raised does not constitute a point of order, the person occupying the Chair shall rule accordingly. On all points of order the ruling from the Chair shall be final and not open to discussion. When the person occupying the Chair rises to speak, any member of Synod who is addressing the meeting shall sit down. It shall be the responsibility of the person occupying the Chair to preserve order and secure that members obtain a fair hearing, to decide all matters of order arising at meetings of Synod and to decide, if two or more members rise in their places, which to call to speak. In the event of disorder arising at any meeting of Synod, the meeting may be adjourned by the person occupying the Chair who shall also, then or subsequently, fix a time for its reconvening. Quitting the Chair in such circumstances shall, without further procedure, have the effect of a formal adjournment of the meeting. 3. Order of Debate Members desiring to speak shall rise in their places. Those called upon to speak shall address the Chair. Speeches shall be directed to the motion or amendment being proposed, seconded or otherwise under discussion or to a question of order. No member shall be allowed to speak more often than once on any subject under discussion, save on a point of order or, with consent of the Chair, to make an explanation, but the mover of a motion shall have a right of reply. A member who is speaking when a question of order is raised shall sit down until the question of order has been decided by the person occupying the Chair. 4. Matters Taken in Private Synod may decide by a majority of those present and voting that: (a) Any business shall be taken in private (b) Synod shall go into Committee for the informal discussion of any subject.

5. Adjournment (a) Any meeting of Synod may be adjourned to such other place, time or day and hour as may be set by the person occupying the Chair. (b) Any meeting of Synod may be adjourned to a later time on the same day and such an adjournment may be made on the direction from the Chair, or failing such direction, on the motion of any member, the vote on which motion, on being seconded, shall without amendment or discussion be taken by a show of voting cards as one House.

5. Quorum The Quorum of Synod shall be one half of the voting members of the House of Clergy and of the House of Laity, but no business shall be invalid because transacted without a quorum being present, unless the attention of the Chair has been called to the absence of a quorum. The person occupying the Chair shall then ascertain, in such a way as seems fit, that no quorum is present, and declare the fact. This shall be a responsibility of the person occupying the Chair, whose declaration, whether or not a quorum is present, shall be final. If it has been declared from the Chair that no quorum is present, no business shall be transacted until a quorum is declared from the Chair to be present except: (a) the consideration of a motion to adjourn (b) such non-contentious business as the meeting, with consent of the person occupying the Chair, sees fit to transact. If however, a division is challenged on any subject other than on a motion for adjournment, the same shall not be dealt with by the meeting. No motion for adjournment shall be submitted until at least fifteen minutes after the declaration from the Chair that a quorum is not present, except with the consent of the person occupying the Chair. 7. Obstructive or Offensive Conduct (a) In the event of any member at any Synod meeting disregarding the authority of the Chair, or being guilty of obstructive or offensive conduct, a motion may thereupon be moved and seconded to suspend such member for the remainder of the sitting. The motion shall be put without discussion. (b) The person occupying the Chair shall warn any member of the public who interrupts the proceedings at any meetings. If that member of the public continues the interruption the person occupying the Chair shall order the person concerned to leave the meeting, and not return.

8. Duration of Speeches The mover of a motion shall not speak for more than ten minutes except with the consent of Synod. All other speakers taking part in the discussion on the motion or amendment shall not normally speak for more than five minutes, subject to the discretion of the person occupying the Chair. The mover of the original motion shall have the right to speak for five minutes in reply, but shall not introduce any new matter into the debate. Thereafter the discussion shall be held closed and the question shall thereupon be put from the Chair. 9. Motions (a) Synod shall consider only the following motions: (i) motions which have been included in the Agenda and papers for that meeting (ii) late motions which Synod has agreed to consider (see Rule 10 below) (iii) formal or procedural motions (b) All motions and amendments shall be stated, immediately on their being proposed to the meeting, by the mover, before being spoken to. All motions under Rule 9(a) (ii) and all amendments shall be submitted in writing, signed by the mover and seconder and delivered to the Diocesan Secretary immediately on being moved. (c) Every amendment shall be relevant to the motion on which it is moved. A motion may be amended by the mover with the consent of the meeting, which consent shall be by the majority of those present and voting. In the case of a motion emanating from a Board or Committee of Synod or a Regional Meeting the mover of that motion shall have the power, unless specifically denied it by the body from which the motion has emanated, to accept the amendment to that motion, thus altering the text of the motion on which Synod is asked to vote. (d) A motion or amendment may be withdrawn by the mover with the consent of the seconder of that motion or amendment, but Synod shall have power by simple majority of those present and voting to refuse to allow such withdrawal, in which case the motion shall stand. (e) Motions or amendments which are not seconded shall not be discussed or inserted in the minutes.

(f) If, in the opinions of the person occupying the Chair, more than one motion deals with the same subject matter, only the motion first lodged with the Diocesan Secretary (whether by hand delivery or by post) shall be considered and if, in the opinion of the person occupying the Chair, any motion deals with a matter already under consideration by a Board or Committee, that motion shall not be considered. (g) If a member who has submitted a notice of motion is not present to move the motion, the motion shall fall, unless Synod agrees that another member may move the motion. (h) No motion of any kind which involves a grant of money shall be competent unless it is printed in the Agenda with the observations of the Board or Committee within whose budget the grant would fall, with power to the Chair on special occasions to take the sense of the meeting with reference to matters appearing in the Agenda and, if satisfied, to dispense with the necessity of observations by the appropriate Board or Committee. Except as above provided, no motion (other than votes of thanks) shall be entertained unless notice has been given to the Diocesan Secretary in reasonable time to enable it to be entered in the programme of business, or a late motion is accepted in accordance with Canon 50 Resolution 3 (see Rule 10 below). (i) The Bishop may veto the discussion of any motion, though otherwise competent, unless at least five voting members of Synod shall express their desire that it should be discussed.

10. Late Motions submitted under Canon 50 Resolution 3 (a) Notice of late motions should normally be given in writing (to the Diocesan Secretary) before Synod starts. (b) The motion shall be in writing, and signed by the mover and seconder, who must be members of Synod qualified to vote. (c) The mover of a motion under this Rule shall be given the opportunity to address Synod briefly (maximum of two minutes) as to why Synod should consider the motion at that time before a vote is taken on whether the Motion should be considered. (d) Subject to any contrary provision in the Code of Canons, in order for a late motion to be considered by Synod, a majority of those present and voting shall vote in favour of its being considered.

11. Motion: “That the Question be now put” (a) The amendment called “The previous question” shall not be allowed. (b) It shall be competent for any member who has not spoken on the question before the meeting to move “that the question be now put”. On this being seconded, if it seems to the person occupying the Chair that the question before the meeting has been sufficiently discussed, a vote shall be taken, without amendment or discussion. If the motion is carried, the mover of the original motion shall have the right to reply, and the question under discussion shall be put to the meeting. If the motion “that the question be now put” is not carried, a similar motion may be made after every three additional members have spoken.

12. Voting (a) After the question on which the vote is to be taken has been announced, and voting has commenced, no member shall be permitted to offer an opinion, or ask a question, except on a point of order, or otherwise interrupt the proceedings until the result of the vote has been intimated. (b) Save as otherwise provided, all motions and amendments shall be passed by a majority of the members of Synod present and voting. (c) The person occupying the Chair shall have a deliberative but not a casting vote. Whether the matter which is the subject of the vote relates to the appointment of a member of Synod to any particular office or committee, voting shall be by ballot. (d) When the question is put to the vote, tellers shall be named from the Chair and shall give in their report on each division taken. Except where otherwise stated in these Rules of Order, the vote may be taken in the first instance on a show of voting cards, the result, in the opinion of the person occupying the Chair, declared therefrom. In all cases of doubt the vote shall be taken counting the cards held up. On any question, if one third of the present and voting members of either House so wish, voting shall be by ballot.

(e) When voting by Houses, the Houses must meet separately if one third of the present and voting members of either House so wishes. When Synod votes by Houses, the numbers of the vote in each House shall be recorded, and a majority of those present and voting shall be required in each House for the passing of the motion. (f) A challenge to the accuracy of the Minutes shall be made by way of an amendment to the motion that the Minutes be approved. Only those members who were present at the previous meeting to which the Minutes relate shall be entitled to vote on the said amendment.

13. Election, Selection or Appointment of Members of Office In the case of election, selection or appointment by Synod of a member of Synod or of any other person to any office where the number of candidates nominated exceeds the number of vacancies, the member or person to be elected, selected or appointed as the case may be shall be determined by a vote (or votes) by ballot in (each of) which members will be entitled to vote for as many candidates as there are vacancies. No members may record in the ballot more than one vote for any candidate. The candidate or candidates having the highest number of votes shall be declared duly elected. If there is equality of votes for the last vacancy, this shall be resolved by ballot or by a show of voting cards. 14. Assessor The Chancellor of the Diocese (whom failing the Registrar, whom failing another person nominated by the Administration Board) shall act as Assessor to the person occupying the Chair. The Assessor shall intervene as Assessor only on the call of the Chair, without prejudice to the right of the Assessor, when a member of Synod to speak and vote as such. 15. Suspension of Rules The application of any of these Rules of Order may be temporarily suspended or amended by a majority amounting to two-thirds of those present and voting. Voting shall be in one House. THE CONSTITUTION FOR THE DIOCESAN SYNOD OF THE DIOCESE OF BRECHIN (Scottish Charity No SC016813) Diocesan Synod 1(a) There shall be a Diocesan Synod in which is vested the functions, powers and duties set out in Canon 50 – Of Diocesan Synods – and in Sections 6.6.1 and 7 of the Digest of Resolutions of the General Synod 1997 and such other relevant Resolutions that General Synod may pass. 1(b) The Diocesan Synod’s Boards and Committees shall comprise those listed in Articles 7 to 9 inclusive, hereof. Membership 2. The Diocesan Synod shall consist of the Bishop, all instituted, licensed and commissioned clergy of the diocese, the diocesan officials as specified in Canon 61, and the lay members specified in Section 3 below. 3(a) The lay members of the Synod shall consist of a Lay Representative for each congregation within the diocese, the lay members of General Synod elected by the Diocesan Synod under Canon 52 Section 5, the alternate members of General Synod elected under Canon 52 Section 7, a lay member of the Diocesan Standing Committee ex officio and such additional lay members as elected by the Diocesan Synod. 3(b) Alternate Lay Representatives, Readers, Church Army Evangelists, members of Religious Orders working in the diocese shall be invited to participate fully in the proceedings of the Diocesan Synod, save in the matter of voting. Meetings 4. At meetings of the Synod, the Bishop shall preside. In the absence of the Bishop, the Dean of the diocese shall preside, but should the Dean also be absent the meeting shall appoint one of its own members. Officials 5. The Synod shall appoint a Treasurer, a Secretary and an Auditor whose appointments shall not be for a longer period than until the next annual meeting. Trustees 6. The Diocesan Trustees shall be the Bishop, the Dean, the Chancellor and the Registrar ex officio. Boards and Committees 7(a) The Diocesan Standing Committee shall be responsible for acting in an emergency on behalf of the Diocesan Synod or the Diocesan Council when they are not sitting. 7(b) The Diocesan Standing Committee shall consist of the Bishop, the Dean, the Diocesan Secretary and two members of the Diocesan Council, one clerical, one lay, elected annually by Diocesan Council. 7(c) The Bishop shall chair meetings of the Standing Committee, or in the absence of the Bishop the Dean shall chair; if neither are present the Standing Committee shall appoint one of its members to chair the meeting. 8(a) The Diocesan Administration Board and the Diocesan Mission & Ministry Board shall be disbanded and all functions previously carried out by the two boards shall be carried out by the

Diocesan Council with immediate effect. The Diocesan Council shall administer the strategic direction and life of the diocese on behalf of Diocesan Synod in all matters of mission and ministry, finance and property, and such matters sent to the diocese by the General Synod. For the avoidance of doubt the Diocesan Council shall be responsible for the appointment of salaried staff employed by the Diocese and their terms of employment. 8(b) Membership of the Diocesan Council shall be: the Bishop, who shall act as Chair; the Dean, the Mission Officer and the Ministry Officer (the latter two endorsed by Diocesan Synod), for the duration of their appointment by the Bishop; also the Diocesan Treasurer, Diocesan Secretary and the Convener of the Diocesan Buildings Committee, each elected annually by Diocesan Synod; two Lay Members elected by the House of Laity for a four year term; two Clergy Members elected by the House of Clergy for a four year term. The Diocesan Secretary shall act as Secretary to the Diocesan Council. The Diocesan Council shall have the power to co-opt up to two further members whose term shall only continue until the next Diocesan Synod. In the absence of the Bishop, the Dean shall act as chair, failing which the Diocesan Council shall elect one of its members to act as chair. Each member of the Diocesan Council shall have one vote. 8(c) All decisions and resolutions made previously by the Diocesan Administration Board and Diocesan Mission & Ministry Board shall be adopted without further action by the Diocesan Council. 8(d) The Diocesan Council shall have the power to appoint pendant or ad hoc committees. 9. There shall be a Diocesan Buildings Committee, reporting to the Diocesan Council, set up in accordance with Canon 35 and Canon 50(9). The membership shall be the Dean and Diocesan Secretary and seven other persons with expertise in architecture, ecclesiastical artefacts and liturgy. The Convener shall be elected annually by Diocesan Synod, members for a four year term. Members and Conveners 10. Unless otherwise specified in this Constitution, members of the Diocesan Council and Committees shall serve a term of four years and may be re-elected or reappointed provided, however, that no such member shall serve for a continuous period of more than eight years. No member on ceasing to be a member shall be eligible for re-election until after an interval of at least one year. In the event of any vacancy, appointments shall be made by the Diocesan Synod at its Annual Meeting, after nominations have been invited from members. Casual vacancies may be filled by the Council or Committee concerned until the next Annual Meeting of Synod when an appointment shall be made for a new four year period. 11. The Convener of the Diocesan Buildings Committee shall be elected annually by Diocesan Synod and may serve for a total period of four consecutive years. The Diocesan Buildings Committee, however, shall have power to recommend that the Diocesan Synod extend the period of office of their own Convener, in which case the Synod may extend the period of office for one further year only. Quorum 12. At meetings of the Diocesan Synod, the quorum shall be one half of the number of Clerical and of the number of Lay Members entitled to vote, rounded up to the nearest whole number. 13. At meetings of the Diocesan Council, the Standing Committee and the Diocesan Buildings Committee, the quorum shall be one third of the total membership, rounded up to the nearest whole number. Amendment of Constitution or adoption of new Constitution 14. It is competent for this Constitution to be amended or a new Constitution adopted by a simple majority of those present and voting at a meeting of the Diocesan Synod. Proposals for changes to

the Constitution must be submitted for consideration to the Diocesan Council, whose comments shall be reported to Synod. Review 15. Notwithstanding the power of the Diocesan Synod to amend its Constitution or to adopt a new Constitution at any duly constituted meeting thereof, the Constitution of the Diocesan Synod shall be reviewed by the Diocesan Council in 2020 and at the end of each five year period thereafter, and any recommendations for alteration brought to the Diocesan Synod.
