Annual Report of the Town of Gray, Maine July 1, 2006 to June 30, 2007 Dedicated to Jon E. Barton (1935-2006) Chief Barton served the community of Gray for over three decades as a member of the Gray Fire and Rescue Department. In 1959, he joined Gray Fire-Rescue at the age of 23. Jon was later promoted to an offi cer position and was named Chief of the Department in 1987. He was past president of the Maine Fire Chiefs Association, the Cumberland County Fire Chiefs Association, the Coastal Mutual Aid Chiefs Association and the New England Association of Fire Chiefs. To be sure, important legislation remains pending that we’d also like to score, including LD 1978 reforming the MainePERS disability process, LD 1878 establishing a career path for adjunct professors in the Maine Community College System, and LD 1355 strengthening the retirement security of workers in the State Police Crime Lab and State Police Computer Crimes Unit. Reports on other states and nations are available at http://repositories.cdlib.ord/ctcre . 1 2 EXECUTIVE SUMMARY • Maine has a small population, with a relatively high proportion of people living in the state’s major population centers, making Maine politics function more like a large city than a state, fostering bipartisan efforts to pass progressive tobacco control legislation despite the presence of tobacco industry lobbyist from the late 1970s throughout the 1980s. • Credit for Maine’s successes in tobacco prevention and control can be attributed to two major factors: A cohesive and collaborative partnerships among tobacco control advocates with effective lobbying strategies (individually tailored campaigns rather than a one-size-fits-all approach) and diversified funding strategies. • Since 1983, the Maine Coalition on Smoking or Health partnered with more than 100 state and municipal agencies, including the American Cancer Society, New England Division, the Maine Lung Association, Anthem Blue Cross Blue Shield, the American Heart Association, and the Maine Center for Public Health. -

Most heartening was the passage of Sen MAINE WOMEN’S ate President Beth Edmonds’ bill entitled Ah Act to Care for Fami lies (L.D. 1044). Beginning September 17,2005, many Maine busi nesses will be asked to extend to their employees the flexibility to LOBBY use already-earned sick or vacation time to care for a child, parent, or spouse. This law will apply to businesses with 25 or more em ployees, allowing families to take care of family care needs at home and the without the risk of losing their jobs. -

During the 2019 legislation, we tracked the votes of every state legislator on key issues impacting Maine workers. Use this Scorecard to look up whether your state senator and state representative voted for or against MSEA and workers on our issues: • Approving the bipartisan two-year state budget (LD 1001, signed into law by Governor Mills). We supported the final budget. It addresses understaffing, funds our Judicial and Executive Branch contracts, and increases funding for Child Development Services, Governor Baxter School for the Deaf/MECDHH, and the Maine Community College System. It makes investments in local schools and progress on property tax relief by increasing revenue sharing. It also strengthens the Property Tax Fairness Credit. • Strengthening workers’ rights (LD 1177, vetoed by Governor Mills). This legislation would have strengthened collective bargaining rights by making arbitration binding on key economic issues for public workers. The rights of public workers need to be strengthened to defend our families and the services we provide to the people of Maine. While we’re encouraged it passed in both the Maine House and the Maine Senate, we remain disappointed Gov. Mills vetoed it. Democrats, who hold a majority in both legislative branches, said the budget erases a deficit without raising tax rates. Taxes: Democrats in the General Assembly were unsuccessful in their push to tax the wealthiest Connecticut residents on investment income. While this effort fizzleD in the 2019 session, it may come up in the future as state finances continue to be a balancing act. Without adjustments to the new budget, the state stands to be in the hole for a projected $3.7 billion. If revenue projections hold up, by September 30, the state will adD $2 billion to the rainy Day funD anD possibly an adDitional $900 million over the course of the biennium. Spending growth is limited by a state spending cap passed in 1991 in response to Connecticut voters who were outraged that a new state income tax was adopted. Under the cap, spending growth is limited to 1.7% in FY20 and to 3.4% in FY21. The budget closes a $3.7 billion hole by passing additional taxes and fees and eliminating sales tax exemptions on several services. Why did we change our name? We changed our name for several reasons. 1) Given that our name included only "lesbian" and "gay," and not "bisexual" and "transgender," we felt it was not inclusive and did not represent our work. 2) Our mission has always been to strive for equality, so putting our mission directly into our name made sense. SUMMER 2004 3) When applying for foundation grants, our applications were often discarded as soon as funders read the word "political," even though MLGPA Foundation does solely educational and non-political work.
