  • Submission from the City of Westminster and Holborn Law Society
Response of the City of Westminster and Holborn Law Society To Legal Services Board Consultation Paper “Internal Governance and Practising Fee Rules Supplementary Consultation on proposed rules to be made under sections 30 and 51 of the Legal Services Act 2007 (c.29)” The City of Westminster and Holborn Law Society (‘CWHLS’) The City of Westminster and Holborn Law Society („CWHLS‟) enjoys perhaps the most diverse membership amongst local Law Societies, encompassing as it does, a membership ranging from larger firms, including those which have been called in recent years "the silver circle" down to small high street practices and individual in-house solicitors, including those working for public bodies and government. Our membership includes those who practice at all levels of the profession, including those who regularly represent solicitors in SRA investigations and members of the Solicitors Disciplinary Tribunal, and those who have practised extensively in the field of solicitors‟ negligence and professional indemnity insurance. Membership is voluntary and CWHLS is run by a committee comprising 33 solicitors representing a very wide range of specialisms. Its work is carried out by 11 specialist sub- committees, one of which, the Professional Matters Sub-Committee, concentrates on matters such as regulation of solicitors, matters affecting their practice, etc. Response We are only proposing to respond on one section only of the Consultation Paper, namely Part C of the draft Practising Fee Rules: “The Permitted Purposes”. The Permitted Purposes As currently drafted these appear to be over-restrictive, with the result that there is real doubt as to whether the representative arm of Law Society would be permitted to perform some of its proper representative functions.

Question 1-Do you agree with our approach regarding the Application of the Rules to the Tribunal under section 178 of the Act? No Comment Question 2 –Do the proposed Rules (at Appendix 1) accurately reflects the application of the Rules to the Tribunal? • Historic Character Map of Holborn, London
HOLBORN: Walking Tour HOLBORN: This short 1km tour investigates the inherited character of an area of Holborn in London. It highlights elements, both new and old, that help create a special sense of place. Explore the streets, buildings and spaces to understand the story of how and why the area’s character has developed the way it has. In turn, you can look to the area's future, considering how modern developments are responding to their historic surroundings. The different approaches that have taken is useful for thinking about issues of design in context, planning and regeneration. You can navigate the tour by following the map and the key points along it. Short descriptions with images are provided for each. Please note Gray’s Inn Court is a private space and parts have restricted opening hours. INTRODUCTION Holborn is an intriguing and ancient place, called home by some of London’s most famous residents, including the author Charles Dickens. Some of the earliest evidence for human activity in the city was found here, in 1679, when a 350,000 year old hand axe was discovered on Gray’s Inn Road. It’s along this street, at the junction of Baldwin’s Gardens that the tour begins. A NOTE ABOUT SAFETY! The tour follows a number of busy streets in Holborn, and special care should be taken when crossing them. Many view points along the tour are taken from the carriageways themselves and each point does not necessarily present a safe place to stop. As such, find a safe place to pause before continuing with the tour.
