Call To Order Chair Birdman called the meeting to order at 6:30 p.m. II. Roll Call Answering roll call were Chair Birdman and Members Moore, Christiaansen, Sussman, Pearson and Nymo. Absent were Members McLellan, Kelly, Loving, and Student Member Puerzer. Also in attendance was Staff Liaison, Senior Planner Joyce Repya, and Preservation Consultant Robert Vogel. III. Approval Of Meeting Agenda Motion was made by Moore and seconded by Pearson to approve the meeting agenda. All voted aye. The motion carried. IV. Approval Of Meeting Minutes Motion was made by Christiaansen and seconded by Moore to approve the minutes from the July 12, 2016 meeting. All voted aye. The motion carried. V. Community Comment: None VI. Reports/Recommendations A. Summer Tour - Country Club West The board engaged in a walking tour of the west side of the historic Country Club District that included the following streets: Browndale Avenue, Moorland Avenue, Edina Boulevard, and Wooddale Avenue. The tour, designed by former student HPB member, Peter Otness highlighted homes that personified specific architectural styles. A total of 52 homes were highlighted, including 29 homes that had received Certificates of Appropriateness (COA) since 2003. Board members appreciated viewing the nuances of specific architectural styles inherent in the district; as well as seeing the outcome of COA’s that have been approved over the years. Chair And Member Comments Board members expressed how much they enjoyed the tour - finding it helpful to view the historic Country Club District as a group; and asked Ms. Repya to send a note of thanks to student Member Peter Otness who created the tour. Staff Comments Planner Repya reminded the board that the joint meeting with the City Council is scheduled for Tuesday, September 20 th ; and in preparation, at the regular September meeting on 13th, the 2016 Work plan will be updated, and the draft 2017 Work Plan will be completed in time for submittal on the September 23 rd deadline. To: Heritage Preservation Board Item Type: Report and Recommendation From: Joyce Repya, Senior Planner Item Activity: Certificate of Appropriateness: 4519 Bruce Avenue H- Action Subject: 16-6 ACTION REQUESTED: Approve the Certificate of Appropriateness (COA) request for construction of a new detached garage subject to the plans presented. INTRODUCTION: The applicant is requesting to replace the existing detached garage (constructed in 1976) with a new garage of the same size, in the same location. The proposed design of the garage compliments the style of the Italian Renaissance Revival style of the 1927 home. Joyce Repya September 13, 2016 H-16-6 Senior Planner APPLICANT: McMonigal Architects for Linda Smith LOCATION: 4519 Bruce Avenue PROPOSAL: Construct a new 2-car detached garage in place of the existing detached garage RECOMMENDED ACTION: Approve the Certificate of Appropriateness Request Subject to Conditions INTRODUCTION & BACKGROUND: The subject property is located on the east side of the 4500 block of Bruce Avenue. The existing home, an Italian Renaissance Revival style constructed in 1927, currently has a detached garage measuring 978 square feet in area providing for 2-cars plus storage (constructed in 1976) located in the southeast corner of the rear yard. PROJECT DESCRIPTION: The Certificate of Appropriateness request entails demolition of the existing detached garage and construction of a new detached garage of the same size in the same location. The proposed 978 square foot structure provides for an overhead entry and service door on the west elevation; two sets of double hung windows on the north and south elevations; and no articulation on the rear (east) elevation due to it abutting the rear of the neighboring garage. The design of the structure is proposed to more closely compliment the style of the home with stucco clad walls, and hip roof with asphalt shingles. The plans provide a building height to peak of 17'8"; 14' 4" at mid-point of the roof; and 10'6" at the eave - consistent with the existing garage, and other garages in the district that have received COA's. COA H-16-6 4519 Bruce Avenue September 13, 2016 PRESERVATION CONSULTANT ROBERT VOGEL'S COMMENTS: The COA application describes an accessory structure that is consistent with the design review guidelines for new garages in the district plan of treatment. New detached garages are regarded as an appropriate undertaking in the Country Club District when the new construction does not have an adverse effect on significant heritage preservation resources. In my opinion, the existing garage is not historically significant and does not contribute to the significance of the district. Based on the information presented, the proposed new construction is compatible with the architectural character of the historic house. It will not have a negative visual effect on the character of the surrounding neighborhood and should not detract from the historic significance and integrity of the district as a whole. Therefore, approval of the COA is recommended subject to the plans presented, and a year built plaque to be installed on the exterior of the new structure. STAFF RECOMMENDATION & FINDINGS: Staff concurs with Consultant Vogel's evaluation of the proposed plans for the new detached garage, recommending approval of the Certificate of Appropriateness request. Findings supporting the recommendation include: • The plans provided with subject request clearly illustrate the scale and scope of the proposed projects. • The proposed detached garage will complement the architectural style of the home and not be detrimental to the adjacent historic structures. • The information provided supporting the subject Certificate of Appropriateness meets the requirements of the Zoning Ordinance and the Country Club District Plan of Treatment. Conditions for approval: • The plans presented dated August 23, 2016; and • Placement of a year built plaque on the exterior of the new detached garage. Smith Certificate of Appropriateness application for garage remodeling/replacement 4519 Bruce Avenue South, Edina, MN 55424 From: Rosemary McMonigal, Phil Hofstad This property is located within the Country Club District of Edina. The existing detached garage structure has deteriorated and is in need of replacement. The hand-framed roof trusses are failing, which has caused the roof to sag and the walls to bow outward. The concrete floor slab is in good condition, but a licensed structural engineer has confirmed that the rest of the structure should be replaced. The proposed garage will have the same footprint, height, and massing as the existing garage and will utilize the existing concrete floor slab. Because of this, the surrounding landscaping and impervious surfaces (single car width driveway) will not be affected. The front of the garage will remain at the same location, behind the house, set far back from the street. The design and placement of the garage follow Country Club District Design Guidelines: • The new garage matches the architectural style of the house and fits the historic character of the neighborhood.

Midway between the humid east and the arid west, they are not unfavorably situated as regards water supply. Three great rivers bring the water from 45,000 square miles of watershed to their door, and the entire area is underlain by a complex of geologic formations which receive and hold an enormous quantity of water. The supply, however, is not unlimited. The ground water reservoir can be depleted by pumping continuously at rates higher than the rate of natural replenish­ ment. The flow in the streams is variable and at times has reached a low point which would be dangerous if repeated in the future. Yet the demand for water con­ tinues to grow. This bulletin attempts to evaluate quantitatively the water resources and water needs of the metropolitan area. It is based on records of streamflow collected over many years and on analyses of well records and pumping tests which reveal the characteristics of the deeply buried aquifers.
