Where does the money come from… STATE, COUNTY (RAD), LOCAL, OTHER (#s from 2010) STATE We pay taxes. The PA Department of Education gets a portion. That department assigns some of that to the libraries & library systems throughout the state. (State Funding used to be based on a formula, but that has been suspended since 2003.) Some of those funds go to ACLA-CU. We, as a part of ACLA get a portion. Some go directly to CLP, District Services & County Coordinated Aid. (Note: Scott’s portion in 2010 was: $27,040.) COUNTY (RAD) The mission of RAD (Regional Asset District) is to support and finance regional assets in the areas of libraries, parks & recreation, cultural, sports and civic facilities & programs. The District receives 1/2 of the proceeds from the 1% Allegheny County Sales and Use Tax.
