Provision to which the submission relates Millar’s Machinery Limited (the Submitter) is making a submission to the Selwyn District Plan Review to support, in part, the Urban Growth Overlay, and to rezone the Site from Rural Zone to Low Density Residential Zone at the site, shown Figure 1. Figure 1: Proposed Urban Growth Overlay, 461 Drain Road, Doyleston SDC Submission on District Plan 427853 eliotsinclair.co.nz The reasons for this submission are: The Submitter is supportive of the proposed Urban Growth Overlay and also requests residential rezoning of the allotment to give effect to the Urban Growth Overlay. Residential zoning is sought to bring this land forward for development and to enable the residential development of the allotment. The site is approximately 9 hectares in area, and with an expected yield of 12 households per hectare could provide 108 residential allotments. The rezoning of this land will bring forward residential development for the wider Selwyn area to meet the growing demand for residential land. The Site has been identified as Doy-2 “preferred future development area” in the Ellesmere Area Plan, as seen in Figure 2. The Area Plan identifies this land as suitable for Density Living 1 through to Density Living 2. The current residential land in Doyleston is proposed to be zoned Low Density Residential Zone, which allows for a minimum average net site area of 750m2 and a minimum net site area of 600m2. The Submitter requests Low Density Residential Zone to mirror the proposed zoning in Doyleston. Figure 2: Doyleston - Ellesmere Area Plan A key constraint previously identified for the Site is high groundwater and localised flooding, particularly on the eastern part of the site adjoining Leeston Road. Public information on the Selwyn District Council website (Further infrastructure upgrades coming for Leeston and Doyleston) attached in Appendix 1, states that Selwyn District Council are currently working on infrastructure upgrades to enlarge the culvert under Leeston Road near Drain Road to reduce the risk of flooding in Doyleston. It is noted that the works are expected to be completed by the end of 2020 and are currently under construction. This work being undertaken by Council will lead to a reduction in flood levels on the site and once SDC Submission on District Plan Page 2 427853 eliotsinclair.co.nz construction is complete it is expected that Council will update its flood modelling to confirm this improvement for Doyleston. It is noted that the Submitter also owns the triangular block of land between Leeston Road and Beethams Road. This land has not been identified in the Ellesmere 2031 Area Plan, nor the Proposed Urban Growth Overlay. However, this site could form part of the future subdivision area for stormwater/servicing of the development allotment. It is considered that the proposed rezoning of the allotment from Rural to Low Density Residential Zone is consistent with proposed Policy UG-P1 as the allotment has been spatially identified as a new urban growth area supported by the Ellesmere Area Plan, and proposed Policy UG-P2 as the Submission proposes to rezone the land to establish new urban areas within the Urban Growth Overlay. Further information will be provided prior to the District Plan hearing and following the update of Councils flood modelling to support the rezoning of the site. Technical reports will include: • Planning Assessment • Preliminary Site Investigation (PSI) • Servicing Report • Geotechnical report based on Council’s updated flood modelling. The projects include upgrades to culverts and pipes along Leeston Road and will be coordinated to minimise disruption along the road. Work on the Leeston stormwater bypass project is ahead of schedule and the closure of Leeston Road at the intersection with Station Street has been brought forward, with a detour in place using Station Street and Cunningham Street.

He published the book himself with support from Selwyn District Council’s Creative Communities Scheme. Over the next two years, Neville distributed the 205 copies of the book via the Manaaki Whenua Press Bookstore and at the Lincoln Farmers & Craft Market. By the time of his death in June 2016, the book was well and truly sold out. Neville had been President and subsequently Patron of Lincoln & Districts Historical Society (L&DHS newsletter, Issue 42, December 2016). He left the rights to his book and his research materials to the Society. When studying the computer files for the book Fitzgerald’s Town – Lincoln in the 19th Century, it became apparent that the published version had fewer pictures and plans than Neville had originally intended. Subsequently, as a memorial to Neville, the Society decided, with the agreement of the Moar family, to produce a second edition.
