The conference Janet Napolitano theme this year is “Economic Development in the 21st Century: New Leadership, New Governor of Arizona Models.” Arizona is the fastest growing state in the country with a dynamic and vibrant econ- omy that is undergoing tremendous change. In Arizona, you will find a diversity of communities that represent all segments of the economy, from rapidly revitalizing downtowns and rural communities that are becoming suburbs to rural communities that are trying to maintain their rural economy and identity in an urbanizing state. We are at the forefront of developing strategies for integrating environ- mental sensitivity, rapid growth, new technologies and innovative economic strategies. In Greater Phoenix, you will find exciting downtowns that are using universities and new research institutes to transform their economies as well as the newest and latest in sports facilities being used to launch new economic opportunities. Background What is undisputed in this case is that on the night of March 9, 2006, Plaintiff was shot in the back of his arm by San Antonio Police Officer Michael Garza. Whether this police officer was justified in using this force is hotly contested by Plaintiff. In his Complaint, Plaintiff alleges that he and a friend went to his sister's house and retrieved a Mac 90 rifle because he felt he needed protection from drive by shooters. He alleges that after retrieving the rifle he traveled by car back to his home when he noticed a police vehicle near the driveway of his home. He further alleges that he told his friend who was driving to go past his house since he had a weapon in the car and he did not know why the police were near his home. He further alleges he intended to take the rifle to his friend's home. Once they arrived to their new location, Plaintiff alleges that he saw two men running toward him and that because he did not recognize them he began to run with the rifle in his hand.

    CHANGING LIVES THROUGH RESPONSIBILITY. Summer Issue 2008 On the Cover: Scooter Scooter, a male mixed breed, came to SNIPSA in 2005. At that time, there was no official non-profit status, just a handful of well- meaning Samaritans chasing stray and unwanted animals around San Antonio. Scooter was just another stray – running with a pack and looking for his next meal. After being detained by the St. Mary’s University campus police for traveling without a license, he made his way to the home of two veterinarians where he was scheduled to be neutered. After his surgery, Scooter was placed in an adoptive home. That didn’t work out and within a week he was back with the veterinarians. He shredded the blinds, salivated in his kennel, and proceeded to wreck havoc throughout the house. And, he never left... In 2006, the group officially formed SNIPSA – a local rescue dedicated to saving homeless and abandoned animals from high kill shelters. With the support of an incredible volunteer base and countless hours of work, SNIPSA has rescued and rehomed over 1,000 animals.     International City/County Management Association STRATEGIC PLAN Adopted February 17, 2017 Strategic Planning Process ICMA has been guided by a strategic plan since 1985. The latest update to the plan was adopted in 2008, a time of a global financial crisis—an event almost as significant as the Great Depression, creating an environment of tremendous uncertainty. The environment in which ICMA and its members operate is constantly changing, and while many of the goals from the 2008 strategic plan have been accomplished, it is time to refresh the association’s mission, vision, and strategic initiatives in order to ensure that ICMA continues to serve members of the profession effectively and stays relevant in today’s environment of rapid, perpetual change. In early 2015, the Association embarked on a planning process to develop a strategic plan that will guide the association’s efforts in the years to come. The ICMA Executive Board established a set of objectives and a timeline to complete a new strategic plan. In April 2015, ICMA’s then-President Jim Bennett and President-Elect Pat Martel appointed 40 individuals to serve on the ICMA Strategic Planning Task Force. These individuals represent 21 states, Canada, and New Zealand. The group includes individuals of varying ages, genders and ethnic backgrounds; and different jurisdictional sizes. This talented and diverse group of professionals was chosen from an applicant pool of nearly 200 volunteers to tackle this important task. The Task Force is led by Chair Sheryl Sculley, City Manager of San Antonio, Texas and Vice-Chair Lee Worsley, Executive Director of the Triangle J Council of Governments in North Carolina.
