ITS America, - since receiving its utilized advisory committee charter in March 1991 has formally conveyed nine program advice submissions to U.S. DOT through its Board of Directors (Executive Committee) and Coordinating (Technical) Council: (1) a recommended methodology for development of a national intelligent vehicle highway system architecture; (2) the Strategic Plan for Intelligent Vehicle-Highway Systems in the United States; (3) advice regarding development of uniformed evaluation methodologies for operational tests; (4) The Federal IVHS Program Recommendations for Fiscal Years 1994 and 1995; (5) the white paper, Procurement Issues in IVHS Development and Deployment; (6) the National ITS Program Plan developed jointly with U.S. DOT, which included input from interested members of the public; (7) Program Advice Memorandum consisting of seven specific program recommendations on the scope and direction of the U.S. DOT ITS Program; (8) the ITS America Privacy Principles were submitted to DOT in 2001; and (9) advice on the direction of the Intelligent Vehicle initiative was also provided in 2001. Also, The National Goal for ITS was developed jointly by ITS America, U.S. DOT, and interested members of the public.Other advisory activities pending include an update of the Strategic Plan for ITS and development of a joint plan for ITS Research and Technology. 20b. How does the Committee balance its membership? ITS America incorporates in its membership a broad and balanced array of Federal, State, and local agencies; academic institutions; professional and industry associations; and private corporations. The views of these interests are reflected in the composition of the Board of Directors and Coordinating Council (which serve as the formal advisory committees), the State Chapters Council, and the numerous technical committees that advise them. The Board of Directors is required by its articles of incorporation to be balanced between public (government, academic, and associations) and private interests. The Coordinating Council membership representation includes the chairs of its functional technical committees, along with at-large members selected on the basis of their expertise and balance of interest. The State Chapters Council is comprised of representatives from each state chapter. 20c. How frequent and relevant are the Committee Meetings? The Board of Directors and Coordinating Council each meet four times yearly. 20d. Why can't the advice or information this committee provides be obtained elsewhere? No other source brings such a broad array of organizations involved and interested in ITS development and deployment together. It is only by bringing such organizations together that consensus based advice can be effectively formulated, that is in concert with the activities of the other private, public, and academia ITS partners. 20e.
